INSTRUCTIONS TO BIDDERS FOR SUBMISSION OF ON LINE BIDS IN E-TENDER
Bidders are requested to read the terms & conditions of this tender before submitting their
online bids. Bidders who do not comply with the conditions with documentary proof (wherever
required) will not qualify for opening of price bid. In this document the terms “bidders” and “vendors”
mean the one and same.
Registration:-
The process involves vendor’s registration with NIC e-procurement portal. Only after
registration, the vendor(s) can submit his bid electronically. Electronic bidding for submission of
Techno – Commercial Bid as well as Price Bid over the internet will be done. The Vendor should posses
Class III signing type digital certificate. Vendors are required to make their own arrangement for
bidding from a computer connected with internet. NIC shall not be responsible for such arrangement.
(Bids will not be recorded without Digital Signature).
The URL for online bid submission in e-tender is https://tntenders.gov.in.
Interested bidders are required to register themselves as vendors in the above website.
The bidder should note that only a file which is “attached” with the e-tender shall be considered
during evaluation of the Technical Bid.
Bidders are advised to upload clear scanned copies (pdf format files only). One hard copy of
the electronically submitted bid documents excepting the price schedule shall have to be submitted
upon intimation by TANTRANSCO after opening of the e-tender.
Tender should be accompanied by Earnest Money Deposit of Rs.4,200/- (Rupees Four thousand
Two hundred only) for each vehicle. The Earnest Money Deposit amount can be paid through
NEFT/RTGS IMPS/By way of account transfer of same bank. Payable in A/c No.30744279787 at
State Bank of India, IFSC Code: SBIN0000956 Scanned copy of the E-receipt duly reflecting the
UTR Number shall be uploaded. Cash, Cheques, Bank Guarantees, Demand Draft specified are not
acceptable towards E.M.D.
The E.M.D. will be refunded to the unsuccessful tenderer on application after intimation is sent.
The E.M.D. will be retained in the case of successful tenderer and will not carry any interest. If the
tenderer withdraw his tender after acceptance, the E.M.D. paid by him will be forfeited.
The successful tenderer should furnish a security deposit for an amount with together with
E.M.D. already paid by him will aggregate to 5% of the value of contract. The Security Deposit
together with E.M.D. shall be retained as Security for the due fulfillment of the contract. The successful
tenderer should be executed necessary K2 Agreement in the K2 form on Rs.80/- non-judicial stamped
paper for the fulfillment of the contract.
Tenderer shall keep his offer open for a period of 90 days from the date of opening of the
tender for acceptance.
1. Documents to be uploaded during e submission:-
a. RC Book
b. Valid Insurance Policy
c. Valid Contract Carriage Permit.
d. Fitness certificate.
e. Road Tax payment details.
f. The vehicle offered to the TANTRANSCO for use should have been registered in the
Contractor’s own name / Travels. If the vehicle is not in the name of contractor, Consent letter
obtained from the owner of the vehicle in non-judicial stamp paper of value Rs.80/- should be
uploaded along with the tender.
g. Goods and Service Tax: Goods and Service Tax (GST) Registration Certificate is to be
uploaded. “Appropriate rate of GST shall be admitted in lieu of (all taxes and levies replaced by
GST) Excise duty, CST and TNVAT service tax etc., as per provisions of rules”. An Undertaking
has to be furnished to transfer the input tax credit if it is availed. Declaration to be uploaded by
the Tenderer as in Annexure – (I). At the time of execution of K2 agreement necessary
declaration should be produced in Non Judicial Paper of value not less than Rs.80.00 for Goods
and Service Tax-input credit. (See Annexure - II)
h. Scanned copy of the e-receipt in the name of tenderer duly reflecting the UTR No.
i. Income tax clearance certificate for the latest year and the PAN Card.
j. Declaration Form for the acceptance of Terms & condition of tender should be signed and to be
uploaded.
Without the Proof for payment of E.M.D., the tender will be summarily rejected. Quote
the rate of Goods and Service Tax (GST)
The vehicle proposed to hire should have been registered within 5 years on the date of tender
opening and Registration certificate of the vehicles should be in the name of the tenderer. The vehicle
should be registered as a transport vehicle. Attested copies of the above should be uploaded. If the
documents furnished with the tender are found to be bogus or the documents contain false particulars,
the EMD will be forfeited in addition to blacklisting your name.
The contractor should be able to provide substitute vehicle in case of Breakdown of vehicle
within half an hour within Chennai City and within 2 hours outside city limits.
If the date of opening of tender happening to be a holiday, the tender will be opened at the
same time on the next working day without further intimation.
2. REJECTION OF TENDER
1. The following documents should be within the validity period or otherwise the tender will be
summarily rejected:
 a. RC Book
b. Valid Insurance Policy
c. Valid Contract Carriage Permit.
d. Fitness certificate.
e. Road Tax payment details.
2. If the following documents are not uploaded, the tender is liable for rejection:
a. Consent letter from the owner of the vehicle if the vehicle is not in the owner’s name.
b. Goods and Service Tax Registration certificate (GST).
c. Scanned copy of the e-receipt in the name of tenderer duly reflecting the UTR No.
d. Income tax clearance certificate for the latest year and the PAN Card
e. Proof for payment of E.M.D
f. Declaration Form for the acceptance of Terms & condition of tender
