4. MARINA should require all Merchant Marine Officers to undergo IMO Model Courses 6.09 & 3.12 as they may become qualified trainors and assessors of
cadets on board as per STCW Regulation I/6;
5. CHED and MARINA should ensure proper & strict monitoring on the implementation of the Maritime Education and Training programs of all MHEI’s
