MINUTES OF THE PROCEEDINGS OF THE 40 TH SITTING OF THE 3RD

MEETING OF THE 4TH SESSION OF THE 10TH PARLIAMENT OF UGANDA

HELD ON WEDNESDAY 22ND APRIL 2020 AT PARLIAMENT HOUSE,
KAMPALA

The Rt. Hon. Speaker, Rebecca A. Kadaga, took the Chair at 2:38 pm.

1. PRAYERS were read by the Clerk.

2. COMMUNICATION FROM THE CHAIR

The Speaker welcomed Members to the day’s Sitting and;

a) Informed the House that Hon. Anifa Kawooya, Sembabule DWR and
Uganda’s representative to the Pan African Parliament, had submitted a
copy of her COVID-19 clearance certificate, paving way for her
participation in House proceedings.
b) Informed the House that she was in receipt of a Court Order dated 21 st
April 2020, signed by Justice Esta Nambayo of the Civil Division of the
High Court, arising from Miscellaneous application No. 179 of 2020
(Hon. Karuhanga Gerald Vs the Parliamentary Commission and the
Attorney General), in which Court ordered that the UGX 10bn
appropriated to the Parliamentary Commission under Supplementary
Expenditure Schedule 1 and 2 (Addendum 1 and 2) for the FY 2019/20
remain undistributed until the determination of Miscellaneous
application No. 179 of 2020 or if already paid, the Members of
Parliament are ordered not to dissipate or spend the same until the
hearing and final determination of Miscellaneous application No. 179 of
2020 or until further orders of the High Court.

She informed the House that at the time of receiving the Court Order,
the money in question had already been received and disbursed by the
Parliamentary Commission to its intended beneficiaries.

She instructed the Attorney General to guide the House on the

modalities for implementation of the Court Order.

 c) Guided that due to time constraints, Members who intend to raise
Urgent Questions should instead package them as Questions for Oral
Answer.
3. LAYING OF PAPERS IN ACCORDANCE WITH RULE 31 OF THE THE
RULES OF PROCEDURE
The Minister of State for Finance in charge of Planning, Hon. Bahati David
tabled the following Papers which were referred to the Committee on
National Economy:-
d) Proposal to borrow SDR 71.6m (US$99.8m Equivalent) additional
financing from IDA to finance the Competitiveness and Enterprise
Development Project (CEDP)
e) Proposal to borrow up to USD 219.40 million from the African
Development Bank (ADB) and U.A 40.060 million (USD 55.60 Million)
from the African Development Fund to finance the Kampala City Roads
Rehabilitation Project (KCRRP)
4. MOTION FOR ADOPTION OF THE REPORT OF THE BUDGET
COMMITTEE ON THE ANNUAL BUDGET ESTIMATES FOR FINANCIAL
YEAR 2020/21
The Chairperson of the Budget Committee, Hon. Lugoloobi Amos presented
the report of the Committee on the Annual Budget Estimates for the FY
2020/21. He tabled minutes of the proceedings of the Committee and the
original copy of the Committee report.
Hon. Muwanga Kivumbi Muhammad presented a minority report.
