RECOMMENDATION NO.1

Nineteen posts of Track Maintainer-Gr.IV in GP Rs.1800/- are found excess to


the requirement, the same may be surrendered and credited to the vacancy
bank. (19 POSTS)

CHAPTER - I
1.0 INTRODUCTION

1.1 CHENNAI DIVISION is a very important division of Southern Railway having a


route kilometrage of 1025 kms.

1.2. Civil Engineering Department plays a vital role in maintaining the Structures,
Permanent way and Works, Bridges, Level crossings and various other assets.

1.3. Permanent Way or the track structure forms the backbone of the
transportation by Railways and about 40 – 50% of the total investment by
our Organization is on track structure. Maintaining Permanent Way in fine
fettle is the main prerogative of the Engineering Branch which is entrusted
with among other things, periodical maintenance of track, bridges, level
crossing gates etc. A well maintained track is very essential for speedy, safe
and efficient train operation.

1.4 Continuous monitoring and inspection of Permanent Way on daily basis is


necessary for ensuring safe, efficient and reliable service to our
rail users. The manual track maintenance with axe and shovel is a thing of
the past and has given way to the modern technologies and thus the track
maintenance has become increasingly mechanized with track machines over
Indian Railways. Co-ordination with S&T Branch and TRD Branch is quite
essential now during track maintenance. The equipments used for testing
the track are sophisticated so as to trace not only the failures but also are
able to detect the failures that are likely to occur. For instance, Ultrasonic
Flaw Detector (USFD) detects even the minute hair line crack and flaw holes
in the rail which might in due course of time develop into a rail crack and end
up in train accidents such as derailments.

1.5 Many of the maintenance activities are at present outsourced and there is a
wide scope for outsourcing other activities which have no bearing on safety.
So, it is all the more necessary to have a close look at the man power
requirement taking into consideration, the recent developments that have
taken place in the overall area of track maintenance.

1.6 Erstwhile SSE/P.Way/TMV section is a field unit of Civil Engineering


Department of the Railway to look after the maintenance of track and other
allied works. This section comprises of Sub-sections of SSE/P.WAY/ACK and
SSE/P.WAY/TMV. Though SSE/P.WAY/TMV section has been reorganized
after doubling, the reorganization has not been given effect in Personnel
matters, and hence the work study team decided to review the staff strength of
erstwhile SSE/P.WAY/TMV sections.

The following are the sub-sections under the control of SSE/P.WAY/ACK &
SSE/P.WAY/TMV.

This section is Double line section and hence total distance for both up and
down line works out to 127 Kms.

This unit is headed by Sr.DEN/SOUTH/MAS and under the direct control of


ADEN/CGL who is assisted by SSEs/P.Way/TMV.

1.7. Tindivanam is an important station in CGL - VM Broad gauge main line


electrified Section where express and passenger trains pass through.

1.8 The man power requirements of this P.way unit are assessed based on the
Rational formula which was approved by Railway Board vide No. 95/CE -
1/CWS/2/Vol.II/Pt.II dated 06.03.2006.

CHAPTER – II

2.0 PRESENT SCENARIO


The Sanctioned staff strength of erstwhile SSE/P. Way/TMV as per Scale
check statement issued by Sr.DPO/MAS vide No. Letter No.
M/P(W)171/IV/Statement dated 06.9.2017 is 299 and a copy of the same is
placed as Annexure I. The actual strength as per SSE/P.WAY/TMV is 285 and
hence there is a vacancy of 14 staff in this section.

2.2 JURISDICTION:

2.2.1 Total : Km 98/500 - 161/600 = 63.100 Kms.

Details of LC Gates: There are 13 LC gates in this section, i.e 6 LCs between
ACK & PCLM and 7 LCs between TMV & MYP.
Only one LC is in A class and the rest are in C Class.

2.2.3 The normal working hours of the gang staff is 07.30 to 12.30 hrs. and 14.30
to 17.30 hrs.

2.2.4 While safety is fully ensured at Interlocked level crossings, it is not the case
with non-interlocked ones where exchange of Private Numbers between LC
Gate keeper and the Duty Station Master is a must.

2.2.5 The Gatekeepers of Engineering Department are classified generally as


“Essentially Intermittent” under HOER except those for spl. Class Gates
wherein they come under “’continuous classification”.

2.4.1 For the working of various track machines mentioned above, Engineering
Blocks which are planned by both Engineering and operating officers are
given as mutually agreed to between the two departments and works as
planned during the Blocks meticulously such that the work is completed
within allotted time and the Block is not burst.

2.7 Outsourcing:
(i) Increasing sleeper density from M+4 to M+8 work was completed
during the year 2014-15.

2.8 Duties of Gang Mates, Key man and Track Man


2.8.1: Knowledge of Rules and Signals:
❖ Protecting the line in an emergency and during work affecting the track.

❖ Method of fixing and safety range of detonators.

❖ Action to be taken when a train is noticed to have parted.

❖ “Safety first’’ rules.

❖ Action to be taken where sabotage is suspected and patrolling in


emergencies.
❖ Every mate and Key man shall see that the signals supplied to the Gangs
are kept in good order and ready for use and the every man in his Gang
has a correct knowledge of all the signals.

2.8.2 Safety of lines:


❖ Every mate shall see that his length of line is kept safe for the passage of
trains. Kilometrage needing urgent attention shall be picked up without
waiting for orders from the permanent way inspectors.

2.8.3 Musters and Gang charts/Diary Books:


❖ The Muster and Gang chart/diary shall be in the possession of each mate.
The Gang chart should be carefully kept in a container provided for the
purpose.

❖ The muster should normally be marked by the Mate, checked and initialed
by the Permanent Way Inspectors.

❖ The mate shall that the prescribed system of track maintenance is


adhered to and the tasks allotted, according to verbal instructions or
entries made in his Gang Chart/diary, and explained to him, are efficiently
carried out. If capable of entering details of work done in his Gang diary,
the mate should do so.

2.8.4 Observance of sleeper packing during passage of train:


❖ During the passage of the first and last trains in working hours, the Mate
and his men should stand on the cess, each about one rail length apart,
and observe the effect on the sleepers. Loose sleepers should then be
marked and adequately packed. On double line, the Gangs shall
invariably stand on the cess side and not in between the tracks.

2.8.5 Duties of Keyman:


❖ While walking over his length, he should look for defects, such as loose
fish bolts, SEJ fittings in switches and crossings, fittings on girder bridges
and open top culverts, broken or burnt sleepers, broken plates or tie bars,
attend to them as necessary. If he finds that fittings are consistently
working loose even after repeated attention, he should report the matter
to the Mate, PWM and Permanent Way Inspector. If the defects are
serious, he should at once inform the Mate of the gang protecting the line
in the meantime if necessary, according to rules.

❖ He shall keep a special watch on the rails and welds marked for
observation by the USFD team.

CHAPTER – III

3.0 CRITICAL ANALYSIS

3.1 Permanent Way Gang strength is calculated based on special committee


report of 1979. As there have been several changes in track maintenance
practices, methodologies, advanced techniques and use of sophisticated track
machines inducted into the P.Way maintenance, it needs a close look into the
requirement of man power Vs the workload in the changed scenario.

3.2 The committee on Manpower and Cost Norms for Track Maintenance
(MCNTM) was thus formed to suggest a Rational Formula for the same and
the committee had submitted its report in 2006.

3.3 As per the new Rational Formula, the track maintenance are categorised as
under:-
i) Primary Maintenance
ii) Auxiliary Maintenance
iii) Activities that can be contracted out.

i) Primary Maintenance Activities


These activities are directly related to P.Way maintenance, further
classified as:

a) Activities “T” - (affected by traffic density)


These are arrived at achieving safety and acceptable running
quality, commensurate with the loads and speeds carried.

b) Activities “R” - Routine – not affected by traffic


density.
These are for maintaining track formation and other integrated
assets which are of routine nature but quite important for train
operating and for achieving reliability and long life of assets.

ii) Auxiliary Maintenance Activities :-


These are related to the upkeep of P.Way Section as a whole, needs
man power based on localized problems, special features and
geographical nature of P.Way section, further classified as –

a) Activities “M” Miscellaneous


For these activities, the quantum of work arising in the P.Way
section can be assessed on a universally adoptable basis and
the yardstick relating man days requirement to output is
rationally stipulated for each sub-activity.

b) Activities “S” Site specific


For these activities, the quantum of work arising varies from
location to location depending on site specific features of P.Way
section and the yardstick is stipulated generally based on the
past experience.

3.4 The sub-activities of “T” & “R” are broadly classified on the type of
track:-

i) Machine Packed Track (Non-suburban)


ii) Manually Packed Track (Non-Suburban)
iii) Machine Packed Track (High Density Suburban)
P.Way / TMV comes under the Machine Packed Track (Non-
Suburban) category partly and Manually Packed Track (Non-
Suburban).

The Sub- activities “T” is listed as under:-

3.4.1 Activity ‘R’ Machine Packed Track (Non-Suburban)

R1 Lubrication of ERCs.

R2 Shallow Screening (1/5 Lth).

R3 Loading, Leading & Unloading.

R4 Overhauling of LCs.

R5 Watching of Caution spots and miscellaneous.

R6 Tree cutting for visibility.

R7 Lubrication of rails in curves.

R8 Accident relief and carcass removal in run-over cases.

R9 Bridge sleeper attention and renewal.

R10 Pre-monsoon attention such as clearing of drains and waterways, cess


repairs, deweeding of track and attention to cuttings and trolley
refuges.

R11 Creep Pulling (approaches of Bridge, turnouts)

R12 Rectifying damage to LC posts and gates.

3.4.2 The sub activities of “M” (Common for all types of track) :-

M1 Monsoon patrolling.

M2 Hot weather patrolling for LWR track.

M3 Cold Weather Patrolling for LWR track.

M4 Watching of Vulnerable locations.

M5 Gate Keepers at Engineering LCs.

M6 Rest giving for Key men.

M7 Waterman duty (to serve the gang)

M8 Store Watchman duty (at isolated location of P.Way material store).

3.4.3 The sub activities of “S” (Common for all types of track) :-

S1 Tunnel maintenance.

S2 Bridge sub-structure maintenance.

S3 Long girder bridge maintenance.

S4 Extra workload due to sharp curves, deep cutting and steep gradients.

S5 Maintenance of track on extremely bad formation.

S6 Lookout man duty (for the safety of gangs).

S7 Fog signal man duty (to assist traffic department).

S8 Filth removal from track (within city limits).

S9 Security patrolling.

S10 Watching of water level in Suburban Section during monsoon.

3.5 The norms for each sub-activities of T,R,M,S is arrived at based on the site
and local conditions. A computer software is designed to arrive the man days
for T,R,M,S. The man power requirement is determined by dividing the total
man days of T,R,M,S by 294 working days.

3.6 Based on the Rational Formula, the requirement of Gang strength of


SSE/P.Way/TMV is arrived as follows:

Number of working days in a year for P.Way Gang is 291 days (vide above
Railway Board Order No. 95/CE 1/ GNS / 2/ Vol.II / Pt.II dated 06.03.2006 –
Item No.4).

Total number of available Man days in a year is 294

3.7 Requirement of trackman / Gang man at erstwhile SSE/P.Way /TMV section –


man days for T.R.M.S. activities are calculated:

“T” activity = 19860.44

“R’ activity = 25288.73


(including shallow screening correction – 3569.33)

Sub-total (T & R) = 45149.17

The following activities are altered to suit the present level of


requirement.
As per rational formula the total manpower required to maintain for all
the “R” activities is derived as 159 Man Days per KM per annum.

3.8 R 2 – Shallow Screening:

After the utilization of Heavy Track Maintenance machines, the need of


unit/gang maintenance in Shallow Screening is not fully required as rational
formulae; it is mainly used for LC gates road side approaches i.e the length
of 30 Sleepers, creepers and grass penetrated area inside formation etc are
being done by the Railway Staff.

Also, yard areas in this zone an agreement is in progress for this activity by
private agent; hence, Man power required for the Shallow Screening is not
allowed fully.

Moreover, the Man power requirement of shallow screening is 55 Man


days/Km in MCNTM (Total Man days requirement for R activity is 159/Km),
which is equal to 35% of R activities. Hence, the study team is considered
25% of Man days of it is mainly used for LC gates road side approaches i.e
the length of 30 Sleepers, creepers and grass penetrated area inside
formation etc as per the norms. The shallow screening work is carried out by
the Track machines.

Therefore, the reduced man day for R activities is (100-25%) i. e 3366 Man
days. But considering the recent doubling in the section and also
due to re-organization of sections in this route, the study team
allows the Man days for shallow screening as such.

3.9 Activity M in M7 water man duty.

As per the records maintained by SSE/P.Way/TMV, it was observed that no


waterman has been provided exclusively to supply the water for10 gangs, for
more than a decade. The daily duty hours for the gang strength are 8 hours.
By utilizing one staff exclusively to bring the water is not justified.

These 10 gangs available for which the requirement is projected as 1764 man
days per year for exclusively bringing drinking water for the Gang staff while
on duty. Since, this jurisdiction is not isolated open area also the whole
section stations all have water facility. Also, to carry required water
individual water bottles (Milton made – 2 liters.) was supplied to every Track
man by the department. Hence, the work study team has not considered for
allowing of 1764 man days exclusively for water man duties, but these
mandays is allowed to work as need base such as materials handling from
other depots, official uses for registers maintenance, trolley man etc.

3.10 “R”activity : The following sub activities have been suggested for
outsourcing;
1. R1 - Greasing of ERCs (Suggested by Sr.DEN)
2. R3 - Loading, Leading & Unloading (suggested by Sr.DEN)
3. R4 - Overhauling of LCs (suggested by CTE)
4. R6 - Tree cutting for visibility (suggested by CTE)
5. R7 - Lubrication of Rails in curves (suggested by CTE)
6. R10 - Pre-monsoon attention (suggested by CTE)
7. R11 - Creep pulling (suggested by Rly. Board).

Out of the total 12 activities under ”R” these 7 activities listed above are the
major ones that have the potential for outsourcing. These activities
constitute more than 60% of the total workload under “R”activity.

Hence, R activities becomes (25288.73-15173.23) = 10115.50

3.11 Requirement of Key Man and Gang Mate:

There are six gangs in TMV-MYP section and 4 Gangs in ACK-


PCLM section.

Requirement of staff:

Gang mate 10 x 1 = 10

3.12 Supervisors :-

There are 5 posts of SSEs and one post of JE in the sanctioned list. The
Actual is also 5 SSEs & 1 JE. So, these five supervisors are maintained the
entire jurisdiction of this section and allowed as such. Hence the man power
requirement of supervision of this unit is as follow.

1. Over all in charge SSE = 1


2. Section supervisors SSE/JE = 4
3. LR/Special works (Track machines & others) = 1
Total requirement of Supervisors = 6

3.13 Artizans :-

There are 15 posts of artisan staff sanctioned in various trades like


Blacksmith, Painter, Carpenter, Welders etc. but the actual is 2 only. This
study recommends multi skilling for these staff including training for
welding, trolley working etc. they can be used for emergency patrolling also,
when they are spare. Their movements and programmes are also show the
scope for this proposal.

The study team considers the requirement of Artizans staff as per the
guidelines of CTE letter No.W.OM/45/Post/General dated 26.11.2009.

3.15 Requirement of staff manning LC gates:

There are 11 LC gates (Engineering) in this section. Out of 11, only one LC is
classified as A class and manned round the clock. The requirement of staff
for manning these 11 LC gates is as follows.

For manning One A class LC gate = 1 x 3 shifts = 3 staff

For manning 10 LC gates (Other than A class) = 10 x 2 = 20 staff

Total no. of staff = 23

RG @ 16.66% = 3.8

Total = 26.8

LR @ 12.5% = 3.3

Grand Total = 30.1 say 30 staff.

3.16 Requirement of staff for Trolley movement:

There are 4 trolleys available in the section. As per the guidelines 4 staff are
to be allocated for each trolley and hence the total requirement for manning
4 trolleys works out to 4 x 4 = 16 staff. These staff are to be utilized for
Track maintenance related activities when there are no trolley movements
and the same to recorded in the register.

CHAPTER - IV

4.0 PLANNING BRANCH’S REMARKS ON CO-ORDINATING OFFICER’S


VIEWS.

ADEN/CGL, the Co-ordinating Officer to the work study has offered his
remarks vide letter no. 18/P.Way/TMV/Work study dated 22.02.2018.
The remarks are as follows.

Work study was made and recommended for surrendering of 19 posts of


Track Maintainer-IV and 10 posts of artizans in SSE/P.Way/TMV section. This
recommendation may be agreeable due to the following remarks.

1. The proposed outsourcing of activity R3, R4, R6, R7 & R 10 may not be
achieved to 100% due to urgency of work or delay by contracts. Hence
reduction of man days on account of above activities may be changed from
60% to 30% resulting to no change in sanctioned Gang strength.

2(i) As per recommendations, the artisan strength of 5(Black smith-1 for LCs,
Black smith Khalasi-1 for LCs, Painter-1, Welder-1, Welder Khalasi-1) is
applicable to TMV section only. For the newly made ACK section, the same
strength of artisan staff is additionally required since the entire artizans works
of ACK section are being carried out by Track maintainers at present.

(ii) The yardstick for Black smith as given by Dy.CE/TMS/HQ vide letter
No.W.OM/45/post/general dated 22.09.2017 is based on maintenance of LCs
in TMV section.

(iii) Also, for carrying out LC road surfacing works, repairing concrete posts
etc 1 no. Brick layer is required for 2 sections of ACK & TMV.
(iv) Similarly for carrying out repairing of Platform wooden struts, guard rail
wooden nose block and LC wooden end blocks etc, 1 no. of Carpenter is
required for two sections of ACK & TMV.

(v) Totally 16 artizans (ie.Black smith-4 (TMV-2, ACK-2), Black smith Khalasi-
4(TMV-2, ACK-2), Welder-2 (TMV-1,ACK-1), Painter -2 (TMV-1,ACK-1),
Welder Khalasi-2 (TMV-1,ACK-1), Brick layer=1 (TMV-0.5, ACK-0.5) and
Carpenter-1 (TMV-0.5, ACK-0.5) are required for both TMV and ACK sections.
Hence existing sanctioned strength of 15 artizan staff of TMV section may be
distributed to both TMV and ACK sections.

Recommendations: There is no scale check available for the newly formed


ACK section. So the existing sanctioned strength of CGL and TMV sections
may be distributed among three sections of CGL, ACK and TMV. Then the
revised scale check for TMV sec may be taken as the base for Work study
review and recommendations.

Planning Branch`s Remarks:

Para-1: The Co-ordinating Officer`s view regarding reduction of Man days on


out sourcing activities of R3, R4, R6, R7 & R 10 from 60% to 30% is not
acceptable for the following reasons.
(a) Out of 12 R activities, 7 activities are to be carried out through
Outsourcing as per the Guide lines of Railway Board, CTE and Sr.DEN. This
has been discussed in para 3.10 and hence proportionate mandays has been
deducted from the total Mandays for R activities.

(b) The work study team has not deducted mandays (3366) for Shallow
screening and mandays (1764) for Water man duties in view of re-
organisation of the sections. This works out to 5130 Mandays which is
equivalent to 17 staff. These staff may be utilised according to the need of
the section.

(c) The study team has considered the work load of erstwhile TMV section
and allowed Mandays as stipulated in the TRMS formula.

(d) Maximum consideration is given while arriving at requirement of staff.

Para 2

(i) & (ii):

The study has been conducted for Erstwhile TMV section which includes 4
stations of ACK section.

As per the CTEs letter, the Yard stick is one Black smith for 15 LCs and and
One black smith helper for 15 LCs. As per TRMS, Mandays for “M” activities,
it has been shown as 15 LCs in this section. Hence, as per the Yardstick only
One Black smith and One Black smith Helper is allowed, but the work study
team has allowed 4 staff for this activity.

(iii) The C.O`s request for One Brick layer for 2 sections of ACK & TMV is
considered and allowed.

(iv) The C.O`s request for One Carpenter for two sections of ACK & TMV is
considered and allowed.

(v) The actual requirement of Artizan staff has been worked out based on the
yard stick as well as per the remarks of the C.O. Hence, the C.O.`s request
for providing the entire existing sanction of artizans staff is not considered.
However, the C.O.`s request has been considered on the specific remarks for
provision of Carpenter and Brick layer given in para 2(iii) & (iv) above.

Hence, the revised requirement of Artizans staff is as follows.

Mandays for all the 4 stations in ACK section also. The distribution of staff
for newly formed TMV & ACK sections can be done by the Division after
surrendering the identified posts in this Work study as per extant
instructions from Hqrs.
