1. SCOPE & PURPOSE

1.1. Purpose

The purpose of this Method Statement (MS) is to describe the activities involved in a logical order about
the execution procedure and documents to be recorded for the steel sheet piling works, dewatering and
excavation.

1.2. Scope
The scope of work covered by this method of statement consists of sheet piling works, dewatering and
excavation activities for SOCAR HAOR Modernization & Reconstruction project, Area 2&3.

2. DEFINITIONS AND ABBREVIATIONS

2.1. Definitions

The terms used throughout this method of statement will have the following meaning except where
the context requires otherwise.

4. RESPONSIBILITIES

Subcontractor’s Project management team is responsible for communicating and sharing relevant
Project Procedure with site team for the implementation of correct procedures at site and monitor
daily activities to report to the Contractor.

Subcontractor will be responsible as followings:

4.1. The constructor manager is responsible to ensure that all work are carried out as per Project HSE
& QA/QC procedures and daily follow up the progress and correct reporting of the work.

4.2. HSE manager is responsible for monitoring the activity continuously to make that HSE regulations
have been observed to prevent any injure to personal and any damage to any facility.

4.3. Discipline Supervisor (DS) is responsible to ensure that sheet piling works are performed in
according to the erection schedules and project documents, Quality & Safety procedures, as well as
according to the terms and conditions of the subcontract.
Their main duties and responsibilities of Discipline Supervisor are the following:
4.3.1. Prior to the start of works, to check project material and technical documentation
delivery schedule, verifying that the same is in line with Construction schedules and
contractual commitments;
4.3.1. Prior to the start of works, to control and approve the Method Statements
and ensuring their correct application on the field;
4.3.2. To check that the schedule is updated and to promote action to recover any delay;
4.3.3. To perform inspections and sign the necessary certificates as per Site Inspection Plans;
4.3.4. To check that the equipment and direct manpower are adequate and that the works
conform to design documents, Safety regulations, and to the Quality level;
4.4. QA/QC leader is responsible to ensure that sheet piling works are carried out in accordance
with project specification and approved inspection test plan.

4.4.1. Design meets project requirements and maintain availability of latest drawing at site
4.4.2. Procured materials to be confirm with approved MAR.
4.4.3. Fabrication is performed on accordance with approved applicable documentation.
4.4.4. Any NCR related to the work will be closed out.

5. METHODOLOGY

5.1. Equipment

All test equipment must have a valid calibration certificate. The typical equipment list for the
activities will be as follow:

• Crawler/Mobile Crane
• Pile Rammer
• Power Pack
• Excavator
• Dump Truck
• Vibrating Roller
• Compaction Plate
• Water Truck
• Submersible pumps

The number and type of equipment should be decided as required for proper execution of work.

5.2. Sheet Piling

5.2.1. Before commencing any piling operations, the operating and maintenance manuals of the,
crane, hammer and related equipment will be explained to all personnel that are involved in
the installation of piles at a toolbox meeting by the Piling Supervisor responsible for that area.
Any new employee will also be inducted into the operating procedures of that area prior to
starting. These manuals are available at job site.
5.2.2. Sheet piles will be delivered to the pile-driving rig, in the required lengths, ready for driving.
All QC inspections will have been carried out and the pile released for pile driving. Piles will
have identification marked on the pile prior to transportation to piling rig.
5.2.3. Piles will be hoisted from the ground by the crane by connecting to the auxiliary that of the
crane to the lifting clamp, which is attached to sheet pile. The clamps will be installed and
tightened properly on the piles. Care will be exercised to ensure that no damaged is sustained
to the piles during the hoisting and transporting operation.
5.2.4. To prevent sheet piling to becoming out of plump in either direction will be laid on the ground,
surveyed and held rigidly in position along the line of the wall.
5.2.5. The hammer is then positioned on top of the piles by suspending from the crane. The surveyor
will check the final position of the pile. Hammer is then allowed driven the pile. The piles will
be installed using a hydraulic vibratory hammer to the required depth as shown on the
approved drawings.
5.2.6. Sheet piles will be driven under experienced supervision; care must be taken to avoid damages
to the piles and to maintain them plump and true to line. Damage to the heads of sheet piles
may occur, and this damage should be within the acceptable tolerances.

5.3. Dewatering System


Depending on excavation level, soil condition, dimension of area and groundwater table
following dewatering method will be implemented.

5.4. Sump and Sump Pumping


Subcontractor will execute following activities:
• The sumps and associated collector drains and ditches will be arranged so far as practicable that
they do not interfere with construction operations, haul roads, etc., while still being effective in draining
key working areas of the site.
• The sumps will be dug to a deeper than the general excavation and should be maintained in their
original form throughout the construction period.
• The sumps will be filled with a filter material (such as granular filter media) to reduce the
migration of fine particles toward the sump and to retard any mobile sediment within the water flowing to
the sump.

5.5. Operation

• The system will be operated continuously until the excavations, site preparation works, structures,
underground services and backfill is completed or until dewatering is no longer required.
• The system will not be shut down between shifts, holidays, and weekends or during work
stoppages. So exploitation of pumps always will be monitored by operators.

5.6. Backfilling

After completion of concrete works, curing and bitumen protection, backfilling work will start.
Backfilling will be undertaken mechanically by placing uniform layers in according to “Method
Statement for Earthwork”. Prior to application of the following layer, each layer will be
compacted to the required density using a Plate Compactor, Vibrating Roller.
The dewatering system will be maintained in operation as long as the backfilling activities have
not exceeded the groundwater level.

5.7. Pile Extraction

The sheet piles will be withdrawn from the ground by the use of vibrating extractor and will be lifted by a
direct pull from crane.

6. QUALITY CONTROL

QA/QC department will raise RFI at least 1 (one) day in advance for the expected time of inspection
of each activity as per ITP.
Subcontractor will be responsible for all quality control and for self-certification of all materials and
activities.
Applicable tolerances will be as per the notes on the IFC drawings and reference specification.
The inspection and tests required for foundation concrete works will be carried out according to the
Inspection Test Plan.

7. HSE

At all times the appointed piling sub-subcontractor will ensure a high standard of Health and Safety is
carried out at all times on site.
All operatives will be made aware of the extent and location of the works, informed of any restricted
areas and possible areas where interaction with operatives or others is liable to be hazardous.
Subcontractor will ensure the HSE coverage during the execution of the work according to HSE Plan.
Prior to start of site activity a construction work permit will be obtained from the CONTRACTOR.
Before commencement of the work Subcontractor team will conduct a TBT and STARRT to ensure that
every involved person is aware of the job to be performed to avoid any risks.
Signs and exclusion zone barriers will be erected to all areas as required. Any additional signage will
be erected as required.
Edge protection, installed by a specialist contractor, will be erected to all areas where there is a risk of
falls. Signage will be affixed to each barrier.
All areas referred to in the Location and Description of the works are closely surrounded by a
residential environment. Extreme caution will be implemented when access and egress to the site is

required. Exclusion zone fencing is to be erected to encompass all site boundaries and internal exclusion
fencing is to be erected where needed to prohibit access by site operatives into danger zones i.e. within
the working radii of the excavator / drop zones etc.;
All employees will ensure that the site is maintained in a clean and tidy manner. Removing scrap
metals and debris from the work area progressively. (Good housekeeping).
NOTE: No fires are to be set on site, and no burning of any arising will be carried out at any point.
Special Care will be taken to eliminate the risk of FIRE where hot cutting works are required. All `hot
works` will be under Permit to Work Systems to be implemented by the Site Manager. Fire extinguishers
of a suitable type will be on hand, as will a banksman have assigned to fire watch. Cold cutting to be
employed where highly flammable materials are present or there is a risk of lead coatings.
All equipment will be inspected before the commencement of the works regarding the visual and
acoustical aspects. All tools & equipment will display a valid color code.
All operatives on site must wear full PPE in accordance with HSE requirements including safety
boots, hard hats and a high visibility vets as standard.
During the piling, major attention will be given to the movement of the construction equipment at
site. Flagman will be assigned to control the traffic around the equipment.
Personnel will attend HSE induction and specific training prior to commencing piling works on site.
‘No smoking on site’ policy will be adhered to at all times.
