RESOLUTION NO. ______

A RESOLUTION URGING THE DEPARTMENT OF EDUCATION (DEPED) TO

ENSURE ACCESS TO QUALITY, AFFORDABLE AND RELIABLE
HOMESCHOOLING FOR ALL FILIPINOS.

WHEREAS, the Department of Education’s announcement of opening the classes on August

24 understandably heightened the concerns of parents and guardians as we are still amid the
battle against Covid-19 and still grappling about how the “new normal” should be done;

WHEREAS, while we welcome the strategies and technologies that DepEd are putting in place
to make sure that the learner’s health is not put in jeopardy as we all strive to keep deploying
education amid the pandemic, we feel that DepEd can still go further;

WHEREAS, in light of the situation where it is not safe yet for students to attend physical
classes and where students are not yet ready for online education, it seems that the more
logical option for parents and guardians is to sign up for homeschooling;

WHEREAS, there are etablished home school providers in Davao City however it can only
offer limited slots and the high cost of securing permits and long waiting time may have
hindered the establishment of more licensed homeschools in Davao Region;

WHEREAS, notwithstanding the efforts to regulate homeschools , we are witnessing the

alarming proliferation of homeschool providers operating without permit, often fly-by-night, as
they take advantage of high demand which may pose danger to both the students and their
families;
WHEREAS, the DepEd needs to look closer into the issue of accrediting and monitoring
homeschool providers;

WHEREAS, THEREFORE, BE IT RESOLVED, AS IT HEREBY RESOLVED we are calling

on the Department of Education to immediately issue clear guidelines for the accreditation/
licensing of homeschool providers and other compliance measures regarding the homeschool
program;
RESOLVED FURTHER, that copies of this resolution be furnished to the City Mayor’s Office
and all other concerned agencies and organizations, for their information.
