1.00.00 SCOPE OF ELECTRICAL SYSTEM


The Contractor scope shall include design, manufacture, engineering,
inspection & testing at supplier's works, packing, forwarding to site,
unloading, erection, testing and commissioning of the electrical equipment
/ system and works indicated in this chapter. Unless explicitly stated to be
common for all the units, the Contractor shall provide all system /
equipment for each of the units. Scope also includes dismantling,
relocation etc. for retrofitting / renovation of the existing installations in
each unit.
1.1.00 Mandatory supply & erection work for the existing ESP’s

Mandatory replacement of following components of existing design by


dismantling old existing ESP equipment’s in each unit for any of the
options, i.e. under Option-I or under Option-II for all the fields in all the
passes (complete population/boiler if otherwise not mentioned).

1. ESP Service Transformers (6.6 kV/415V).


2. 415V switchgear, bus duct, motor control
centres, distribution boards, AC/DC fuse boards, local push button
stations (emergency stop) and local motor starters (for ventilation
fans) as required for plant and equipment under bidder’s scope. In
addition 20% spare feeders (minimum one spare feeder) for each
type and rating of the out going feeders shall be provided on each
MCC.
3. High voltage transformer-rectifier sets
(HVTR) or Switch Mode High Frequency Transformer Rectifier
(HFTR) or in combination of both
4. Controllers for TR Sets and rapping
mechanism.
5. HT/LT power cable, control cable &
instrumentation cable.
6. Shaft and Support Insulators.
7. Hopper heaters & Insulator Heaters and
thermostats.
8. Rapping Motors & Ash level switches
9. local Junction Boxes, EPB, etc.
10. Disconnector Switches.
11. Illumination system (Lighting transformers,
lighting fixtures, conduits, wires, switchboards, distribution boards
etc. complete in all respect).
12. Complete cabling system including cable
support structures, cable trays, conduits, cable termination lugs,
glands, cable tag numbers, junction boxes, local push button
stations etc.
13. Any other item(s) if found defective/damaged
after dismantling the ESP and required for complete servicing and
assembling of ESPs are also in bidder’s scope.
14. Three phase welding receptacles of 63A (1
number per pass) also to be provided.
15. Complete microprocessor based ESP
management and control system including the intermittent charging
TR set controllers, rapping system controllers, communication
controllers etc. The system provided shall be capable for integrated
operation from UCB and shall be provided with compatible PC,
printer, keyboard, TFT monitors etc. for control of all ESP systems.
Additionally redundant LAN port shall be provided for integration
with station wide LAN of Employer's DDCMIS through OPC
protocol. Also the ESP management system shall be integrated
with existing system.
16. Complete above Grounding and equipment
earthing system
1.2.00 Scope of work for additional fields / pass as per option I & II.

1.2.1 The following electrical systems/equipments shall be provided as per


system requirements:

1. 415V switchgear, bus duct, motor control centres, distribution


boards, AC/DC fuse boards, local push button stations
(emergency stop) and local motor starters (for ventilation fans) as
required for plant and equipment under bidder’s scope. In addition
20% spare feeders (minimum one spare feeder) for each type and
rating of the out going feeders shall be provided on each MCC
2. Modification/ extension of High Voltage Unit/ Station Switchgear
to arrange additional feeders to provide feeders for all ESP
transformers
3. ESP Service Transformers (6.6 kV/415V).
4. High voltage transformer-rectifier sets (HVTR) or Switch Mode
High Frequency Transformer Rectifier (HFTR) or in combination
of both.
5. Controllers for TR Sets and rapping mechanism.
6. HT/LT power cable, control cable, Special Cables and
instrumentation cable.
7. Shaft and Support Insulators.
8. Hopper heaters & Insulator Heaters and thermostats.
9. Rapping Motors & Ash level switches
10. Disconnector Switches.
11. Local Junction Boxes, EPB etc.
12. Complete illumination system as required for complete internal
and external lighting of associated system, extended room of
existing building and buildings under bidder scope. The scope
includes supply and installation of Lighting transformers, lighting
fixtures, conduits, wires, switchboards, distribution boards etc.
Existing lighting fixtures / DBs /conduits / wires etc. shall not be
use.
13. Complete cabling system including cable support structures, cable trays,
conduits, cable termination lugs, glands, cable tag numbers, junction
boxes, local push button stations etc.
14. Fire sealing of the cable entry and exit routes of all the cables from ESP
control room building.
15. Complete above and below Grounding and equipment earthing
system. The new earthing mat shall be connected to the existing
earthing mat. The number of connections shall be minimum 2
numbers.
16. Any other item(s) if found defective/damaged after dismantling the
ESP and required for complete servicing and assembling of ESPs
are also in bidder’s scope.
17. Three phase welding receptacles of 63A (1 number per
pass) also to be provided.
18. Complete microprocessor based ESP management and

from UCB and shall be provided with compatible PC, printer,
keyboard, TFT monitors etc. for control of all ESP systems.

protocol. Also the ESP management system shall be integrated
with existing system.
19. One set of "NO" & "NC" contacts (suitably wired up to
field JBs) of High and Low level switches of each ESP ash hopper
shall be provided for Employer's use.
20. Drive motors and actuators, couplings and coupling
guards for all rotating auxiliaries.
21. Employer shall provide 220 V DC power at one point in
each unit. Cables of suitable rating for further distribution shall be in
the contractor’s scope.
1.2.2 Air conditioning of existing and extended control room shall be as per
clause no. 2.00.00
1.2.3 The existing power & control cables are laid / run from ESP control room
to ESP area and other cables running from main plant to other facilities
viz, ID fan, VFD room, CHP, Ash water /TAC at both sides of the ESP of
stage-I. While addition of field(s)/pass, the existing power and control
cable may foul with proposed field(s). The contractor has to assess the
possibilities of cable re-routing /reorientation without disconnection/
replacement. If re-routing/ reorientation is not feasible then the
contractor’s scope includes dismantling of existing cables & its support
system, providing new routes, cable trays support structure, cables trays
with covers, disconnection of cables at both the ends, supply and laying of
new cables (as per bidder’s assessment and calculation), termination at
both the ends including supply of all the termination materials etc.
1.2.4 New electrical house
Proposed new ESP LT Aux. Control Panels, switchboards, Distribution
Boards and TR set controllers for Renovated ESP shall be erected in the
existing ESP control room. If required additional floor cutting, bus duct
routing & interconnection and civil works associated with above facilities
shall be carried out in the existing control room. In case the space in
existing control room is not adequate to accommodate the additional panel
requirements, Contractor shall provide containerised substation (Electrical
House) to augment the space requirement for electrical equipment.

1.2.5 Lighting
Complete illumination system as required for complete internal and
external lighting of associated system, extended room of existing building
and buildings under bidder scope. The scope includes supply and
installation of Lighting transformers, lighting fixtures, conduits, wires,
switchboards, distribution boards etc. Existing lighting fixtures / DBs
/conduits / wires etc. shall not be use.

1.2.6 DC system

Employer shall provide 220 V DC power at one point in each unit. Cables
of suitable rating for further distribution shall be in the contractor’s scope.

1.3.00 Electrical scope of ash extraction system for both the


options I & II
1.3.1 HT switchgear (As applicable)

Extension of Employer’s 6.6 KV Ash Handling switchgear in case rating of


Conveying air compressor motor is more than 200KW. Bidder’s scope
shall also include necessary arrangement for compatibility of 2 nos.
extension panels with Employer’s existing switchgear.
1.3.2 LT switchgear
LT loads (Unitised) of Ash handling system shall be fed from proposed
ESP LT MCC of respective unit under Bidder’s scope.
Bidder shall provide new LT MCC for common loads of ash handling
system under this package (as applicable). Employer shall provide two
(02) numbers 415V feeders for feeding above MCC from Employer’s
DAETP MCC (location indicated in GLP). Distribution boards, AC/DC fuse
boards, local push button stations (emergency stop) and local motor
starters (for ventilation fans) as required for plant and equipment are in
Bidder’s scope.

In addition 20% spare feeders (minimum one spare feeder) for each type
and rating of the out going feeders shall be provided on each MCC.

1.3.3 Motors
Motors along with couplings and coupling guards for all rotating auxiliaries
covered under this package. All motors shall be with cable glands & lugs.

1.3.4 Cables
a) HT & LT Power cables, control & instrumentation cables and any
special cables for the completeness of the system required for
connection between equipment/devices in contractor’s scope and
between owner’s and bidder’s equipment.
b) Control & instrumentation cables required for connection between
equipment/devices in contractor’s scope and between owner’s and
bidder’s
equipment.
1.3.5 Cabling, earthing and lightning protection
a) Cabling viz., cable laying along with cable accessories, cable trays
with supporting structure, terminations & jointing kits, trenches,
overhead trestle, duct banks etc as required for the cables to be
supplied by the contractor
b) Grounding and lightning protection for the plant and equipment under
bidder’s scope with its interconnection to the nearest owner’s earth
grid at two points.
1.3.6 Illumination system
Complete illumination system as required for complete
internal and external lighting of associated plant and
buildings under bidder scope.
1.3.7 Control system
PLC based control system for the entire ash handling system of stage-I
under this package as per tender drawing titled 'PLC configuration diagram

i. One (1) no. Main control desk for stage-I along with mimic of entire
ash handling system on OWS, push buttons, control & selector
switches, lamps and meters.
ii. Processor panel for control room for housing the hot redundant
processors, complete with I/O racks and necessary hardware as
per system requirement.
iii. For control, monitoring & interlocks between the Employer’s
existing ash handling system & the bidder’s ash handling system,
equipment facility of two ways communication from the bidder’s
PLC system to existing PLC system shall be provided. Bidder’s
scope shall include the complete hardware & software as required
for successful operation of the complete dry ash handling system
of stage-I.

2.00.00 SCOPE OF AIR CONDITIONING SYSTEM OF ESP CONTROL ROOM


2.1.00 For existing ESP control rooms: At present, ESP control room of each unit is
being catered by split air conditioning system to keep inside temperature at a
desired level.
Under proposed Renovation & Modernization of ESP control room, Bidder’s
scope shall include heat load calculation of existing ESP control room and that of
additional control panels (if any).
It is envisaged to provide Central Air conditioning plant. Based on the actual air
conditioning load requirements as per calculation, 2X100% basis ductable split
A/C / packaged Air Conditioners / air-cooled condensing units with duct work are
to be provided by bidder to cater to the air conditioning load. Bidder’s scope,
thereby shall include room/space provision of air conditioning equipments as per
type selected as well.
2.2.00 For new ESP Control rooms in containerised house: Air conditioning of New ESP
control room of each unit shall be catered by 2X100% air cooled ductable
Package Air Conditioners based on heat load calculations of the equipment
proposed to be located in the new control room. Non-A/c areas of control room
building shall be ventilated by combination of supply and exhaust fans.
ESP control room building shall be designed to place Packaged Air conditioners.
Bidder’s scope shall include approval of heat load calculations, technical data
sheets/GA drawings and various other related drawings.
