STANDARD TECHNICAL SPECIFICATIONS

FOR

“ SIGNALLING & TELECOMMUNICATION


WORKS FOR RAILWAY ELECTRIFICATION”

Volume-IV

These specifications shall be the part of Section-5 of Tender and contract document and shall be read
along with BOQ & Explanatory Notes of Tender and Contract Document.
TECHNICAL SPECIFICATIONS - SIGNALLING

1.0 SIGNALLING EQUIPMENTS AND MATERIALS:

1.1 The following signaling equipments/ materials confirming to latest RDSO specifications and / or
drawings, procured from RDSO approved supplier/ manufacturer shall be used:

(i) Electric Interlocking (EI)


(ii) All type of relays
(iii) Integrated Power Supply (IPS)
(iv) Data logger
(v) Fuses & terminals
(vi) Battery/Cell
(vii) All type of indoor and outdoor signaling cables/wires

(ix) Multi aspect colour light unit complete
(x) Tubular signal part of outer dia 140 mm and length 3.6/4.6/5.6 meter, surface base, signal
ladder with platform guard and anchor bolts
(xi) Complete position light shunt signal with 110V AC LED signal light
(xii) Complete calling ON signal with 110 V AC LED signal light
(xiii) Jn. type route indicator (1/2/3/4/5/6 way) with 110V AC LED signal light
(xiv) Quad cable
(xv) 110V DC non-trailable point machine with internal mechanical lock
(xvi) Location box/apparatus case
(xvii) Variable resistance
(xviii) Choke ‘B’ type

1.2 Certain equipments i.e. EI, IPS, Digital Axle Counter & Data Logger etc shall be installed by the
OEM as per the commissioning check list issued by RDSO/OEM, if any.

1.3 The work shall be carried out according to the Technical specifications and drawings approved by
the RITES and shall confirm to the provisions of Indian Railway Signal Engineering Manual,
Manual for special requirement of Signaling in 25KV A.C. electrified area (RE Manual) and
Schedule of dimensions in the section

2.0 LIST OF SIGNALLING MATERIALS WITH THEIR SPECIFICATION / DRAWINGS:

The Signalling & Telecom Materials to be supplied by the contractor will conform to the following
specifications/drawings with the latest amendments:

2.1 ELECTRONIC INTERLOCKING SYSTEM:

2.1.1 Supply of Equipments

Electronic Interlocking (EI) shall confirm to RDSO specification No. RDSO/SPN/192/2005 ver.
1 or with latest amendments with hot standby and to suit signalling plan of Respective yards,
broad system configuration has been given in Fig.-1, Fig.-2 & Fig.-3 above. In addition to other
cards, vital I/O cards are also to be provided in standby system. At ‘C’ cabin, EI system is to be
installed in distributed architecture with EI equipment at two locations i.e. ‘C’ cabin station
building and EI goomty. However, use of only object controller at EI Goomty shall also be
acceptable. EI equipments/object controller at these two locations are to be interconnected by
OFC in ring topology.

Control panel and operator’s PC both are to be provided for operation. Operation of all the gears
are to be centralized from control and operation panel/VDU provided in panel building of each
yard.

Biddder shall submit letter/MoU with OEM of EI system regarding firm commitment for supply,
installation and post commissioning technical support.

Control cum Indication panel has to be provided along with VDU for operation of points and
signals at all the yards. control and indication panels will be domino type with domino size of 54
X 34mm. wiring between domino to domino and between domino to tag block shall be done and
tag block details shall be provided. Multi core indoor copper cable 60X0.6mm/1mm confirming
to RDSO specifications shall be supplied and used for connection between panel and EI.

LED indications and push buttons/keys for various functions in the yard as per approved SI plan
shall be provided as per RDSO spec. IRS: S – 36/96. 10% spare indication LEDs and push
button dominos of all types shall be supplied along with panel.

2.1.2 SPECIFICATION FOR OPERATORS INTERFACE EQUIPMENT AND VDU

The control terminal VDUs shall consist of following, configuration given here are minimum
requirements:

1. Industrial grade PC of repute make capable of working continuously with 3MB Cache,
4GB DDR2 RAM, 80 GB SATA HDD and with latest processor.
(The Industrial grade PC [IPC] must ensure that all IPC components are carefully selected
and checked for electromagnetic compatibility [EMC], temperature resistant and resistant
to vibration. The heavy duty enclosure/chassis must protect the PC from the environmental
disturbance like dust, EMI, temperature and vibration, etc.)
2. Parallel ATA to serial ATA converter [two serial ports]
3. Keyboard [shall be dust & water proof]
4. Optical scroll mouse
5. MTBF figures: Not less than 101, 713 Hours
6. Operating Temperature zero degree Centigrade to 60 degree centigrade [32 degree F to 140
degree F] Humidity 5% to 95% RH, non-condensing.
7. Heavy duty steel, 19” Rack mount 4U chassis Cooling Fan, Air filter.
8. Vibration: 1.5G Max and 0.1” p-p at 5 to 500 Hz.
9. Shock: 10G peak acceleration [10m/Sec]

11. Suitable numbers of 21” TFT colour monitor with SXGA resolution to cover display of
complete yard at a time (Sony/ LG/ SAMSUNG/Philips make).

Maintenance PC and laser printer and data logging facility for digital inputs shall be provided at
panel buildings as well as at EI Hut. Softwares for system configuration and fault diagnostic
including compiler for making changes in application logic shall be provided.

Maintenance PC will be of repute make capable of working continuously with 3MB Cache and
4GB DDR2 RAM, 80 GB (min.) SATA HDD.

110V DC power supply from IPS shall be made available to the electronic interlocking system,
suitable DC-DC converters are to be supplied by contractor along with EI as required for EI
equipment and interface circuits.
All the DC-DC convertors shall be installed in N+1 configuration in active load sharing mode.

Quantities of vital and non-vital input/output cards shall be so decided that 10% additional
inputs/outputs can be catered in addition to actual requirement. All the outputs and inputs, to EI,
from/to field gears are to be treated as vital input/outputs whereas inputs/outputs from/to control
panel are to be treated as non-vital.

Interface Relays
2.1.3
All the inputs from/to outdoor gears are to be treated as vital input/output whereas inputs/outputs
from/to control panel are to be treated as non-vital. All the relays energized by outdoor feed shall
be AC immunized.

If metal to carbon contact relays are used, ‘Q’ series relay type ‘QNN1’ & ‘QNNA1’ shall be
used to minimize space requirement for relay racks. ECR relays shall be suitable for LED lamps.
‘QSPA1’ type relay to be used for TPRs. All type of relays used for interface with EI system
shall be RDSO approved.

2in-2out Rail mounted screw less Cage-Clamp Type connect/disconnect terminal blocks suitable
for on-line testing shall be used for termination of indoor cable and wiring at EI room and EI Hut.
Similar type of screwed terminals may also be used. These terminals shall comply with IEC
60947-7-1 standards. All types of power cables shall be terminated on 6 way PBT terminals (M6
terminals).

Rail mounted screwed/screw less Cage-Clamp type fuse terminal blocks with LED indicator shall
be used for all the applications at EI room/EI Hut except for point operation where 16Amps.
HRC fuse shall be used.

Signal Lighting

All the Signals are provided with LED lamps lit on 110V AC. In case of LED lamp failure,
Health Monitoring Unit (HMU) shall generate an audio visual alarm that will be provided on
control panel. Typical lighting circuit is shown in fig-1 & 2 below:

2.1.4 Fig-2
Point Operation

24 Volt DC point Group are to be used for point operation. Arrangements are shown below in
Fig-3

Facility for manual operation of point machine by crank handle, in case of failure of electrical
operation, shall be provided. For this purpose, crank handle (CH) keys shall be provided with
different ward combination for each CH group and matching sockets on the point machines.

Lightning and Surge protection

Staged protection shall be provided to prevent the system from damage due to transient voltages
and surges. The staged protection refers to primary, secondary and tertiary levels. Primary level
protection shall be provided with IPS. Tenderers may also submit their own scheme for
earthlings & lightning/surge protection along with technical offer.

Secondary / Tertiary AC line protection:

Secondary protection levels in AC feeds are only effective if sufficient isolation impedance exists
between the primary and secondary protectors. 230V AC supply protection for operator PC and
maintenance PC shall be achieved by providing surge protectors with visual function indicator. It
will protect computer system, modems etc. against over voltages caused by atmospheric
discharges (thunderstorms) and switching surges. This serves as Tertiary protection for the
equipments. Following are the technical details of surge protectors to be provided for AC line
protection:

DC Protection Requirements

The primary protection for DC power supply is taken care of by battery chargers. The tertiary
protection for 12V and 24V DC is given by providing surge protector with visual function
indicator on incoming DC supply at EI equipment and outgoing 24V DC supply. Following are
the technical details of surge protectors to be provided for DC line protection:

Interface Protection Requirements

Relay coil snubs are to be introduced across the coils of the vital output relays. Relay coil snubs
are intended to dissipate large electromagnetic surges that are dissipated from the inductance of
relay coils and to prevent these surges from interfering with normal operation of EI system.

Noise reduction in the cables shall be taken care by using twisted pair cables for vital I/O from
the termination racks to I/O board. All the vital Input and output cables from EI equipment shall
be gathered in separate bundles and shall be physically separated from each other and from high
current “dirty” wiring.

Serial Interface Protection & Electromagnetic interference (EMI) Shielding

To connect EI equipment’s serial ports to other devices which are not located in the same
equipment room, serial opto-isolators shall be introduced i.e. to connect operator PC with EI.
Serial opto-isolator shall provide serial common isolation and secondary surge protection. As all
the EI cardfiles shall be powered by a common battery such isolation is not necessary for serial
port interconnection between cardfiles installed in the same room.

EI equipment must be shielded to minimize the susceptibility to radiated electromagnetic fields.


Shielding shall be achieved by locating the equipment in cardfiles that are as fully enclosed as
possible by means of external enclosures. Shielded I/O cables shall be used for serial link
interconnections and cables shall be grounded. Any other EMI protection recommended by OEM
may also be used.

2.1.6 Earthing

Ring earthing shall be provided as shown in fig-4 & 5 below. All the EI and power supply
equipments shall be connected to equipotential room earth bar as shown in figure below.
Maintenance free earth pits shall be used for making ring earth.

Each earth pit shall be constructed as per typical installation drawing shown in fig.-5 and all the
materials required will be supplied by contractor. Earth electrode shall be in form of 6 feet long.
250 micron copper bonded steel rods joined together using a compression coupler. Earth
electrode shall have a minimum dia. of 17 mm (¾ inch).

A hole of 4 to 6 inch dia. shall be augured to a depth of about 6 to 9 feet and two electrodes of 6
feet each shall be joined together using a compression coupler. This electrode of 12 feet (6+6)

length shall be inserted into the augured hole and RDSO approved Earth enhancing compound 10
kg shall be filled into the augured hole in slurry form and the resistance is measured. Depth will
be further deepened by adding one more earth rod if the resistance is not coming less than 2
ohms. A copper bus bar of 150 mm x 25 mm x 6 mm shall be exothermically welded to earth
electrode for taking the connection. All the six earth pits of ring earth shall be inter linked using
electrolytic grade copper tape of size 25x3mm. to form a ring. Copper tape shall be
exothermically welded with copper bus bar welded to the electrode. The interconnecting copper
tape shall be buried not less than 1 foot below the ground level and this interconnecting bus bar
shall also be covered with earth enhancing compound. Earth enhancing compound shall be
electrically conductive and non-soluble and it shall improve earth’s absorbing power and
humidity retention capability. Earth enhancing compound will have resistivity of less than
4.7Ω-m.
2.1.7
Inspection Chamber

a. 300*300*300mm (inside dimension) concrete box with smooth cement plaster finish
shall be provided on the top of the pit. A steel plate of 3 to 5 mm thickness hinged cover
with lockable management, painted black shall be provided to cover the earth pit.

b. One pad lock of Godrej / Link make with three keys shall be supplied for locking.

c. The masonry work shall be white washed inside and outside.

d. Care shall be taken regarding level of the floor surrounding the earth so that the
connector is not too deep in the masonry or projecting out of it.

e. On backside of the cover the date of test and average resistance value shall also be
written with yellow paint.
2.1.8
Earth Bus Bar and Connection to pit

a. The Earth electrode and the copper earth bus bar will be connected by Cadmium bronze
wire as per RDSO spec RDSO/SPN/178/2003, exothermically welded to electrode at one
end and the earth bus bar at other end. All the material required for Exothermic Welding
shall be procure from RDSO approved sources.

b. The copper Earth bus bar will be 300*25*6 mm size with tin coating and holes for fixing
it to the wall of equipment room with insulation studs.

c. All connection to the earth bus bar will be through tinned copper lug of Dowell or similar
make if suitable size.

d. All nuts and bolts will be stainless steel type.


2.1.9
Earth Enhancement Material:

Earth Enhancing Material shall be electrically conductive and non-soluble. It shall :

a. have high conductivity in the electronic ground contact area and it shall improve earth’s
absorbing power and humidity retention capability.

b. have a resistivity of less than 4.7 ohm meter.

c. be non-corrosive in nature having low water solubility (0.2% max) but highly
hygroscopic: will not be eliminated by continuous treatments with water.

d. be stable between -60° to +60° C temperatures.

e. be possible to increase earth’s conductivity from 3-20 times.

f. interact in homogeneous way when applied to the earth.

g. be suitable for any kind of electrode and all kinds of grounds of different sensitivity
through the simple spill of the proper solution to the ground, which surrounds the
electrode.

h. Higher doses may be necessary for optimum results in high resistance soil or rocky areas.

All the equipments supplied shall be installed, tested and commissioned. Relay racks for point
group relays, point group relays & HMU for LED lamps, Fibre distribution management system
at EI rooms, are also installed and wired. OFC1 and OFC2 between EI rooms of cabin –A & B

shall be laid on different routes.
Application logic shall be designed for automatic route setting on pressing entry & exit buttons
on panel. Sectional route release facility shall be provided on selected routes.

Approved SI plan shall be provided by employer/RITES and contractor shall design all other
drawings & documents. Following is the tentative list of drawings and documents to be designed
by contractor:

1) Selection table,
2) Vital & non-vital I/O Bit Chart,
3) EI configuration diagram, Equipment layout plan, Relay disposition chart.
4) Front plate diagram.
5) Application logic
6) Interface circuit with contact analysis.
7) Equivalent circuits of application logic.

19” rack mountable Fibre distribution management system shall be installed in EI rack itself.

Control and Indication panel shall be wired as per standard railway practice, multi core indoor
copper cables, 60X0.6 mm/1 mm, shall be used for connections between EI and
control/Indication panel.

Front Plate diagram of control and indication panel shall be got approved from RITES before
manufacture and installation of panels.

The control panel shall be erected in the place as shown by the Site Engineer of the work on
proper foundation bolts and cement concrete. Before erecting the panel, a suitable duct shall be
made for bringing the jumper cables into the control panel.

Factory Acceptance Test (FAT) shall be conducted on EI equipment at manufacturer’s premises


before installation at site. FAT of EI system shall be carried out with approved application
logic/program, hardwiring all type of cards and other components of EI proposed to be installed
at site. On completion of erection and commissioning, individual equipment/unit shall be tested
and simulation test (SAT) will be carried out. Defects if any during the test, shall be rectified by
contractor. In order to qualify the SAT (Site Acceptance Test), the complete system/individual
equipment, hardware shall operate demonstrating compliance of all functionalities as per TS. On
successful completion of SAT and successful operation of EI with outdoor gears, signalling
system shall deemed as commissioned.

The contractor shall protect the control panel, while doing the wiring. The terminal; particulars,
power supply points, tag block particulars shall be neatly painted on the inner side of the panel.
Before commencing wiring all knobs, buttons & indicators shall be tested for proper contact and
defective ones shall be replaced in the initial stage itself.

The cable termination and internal wiring terminal particulars of control panel shall be made out
signed by the contractor and handed over to employer/RITES. The control panel shall be earthed
properly. Any modification to the panel wiring shall be done by the contractor at site, as required
2.1.10 by the employer at free of cost before final commissioning.

Training of EI system

Training of EI system to be provided to MUNPL staff for making them familiar during execution
and commissioning of EI which shall consist of different aspects of Design, Installation, testing
and maintenance of EI system. Fault diagnostic, data logging and repair shall also be covered in
detail. Training shall cover modification in application logic, compilation and uploading

2.2 UNDERGROUND SIGNALLING AND POWER CABLES & WIRES:

2.2.1 PVC Insulated, armoured, unscreened Underground Signalling Cable of different Core size as
per Specification No. IRS-S-63/2014( Rev.4.0) or latest Amendment, IS:1554(Part-1).

2.2.2 PVC Insulated, armoured, unscreened, Underground Power cable to Specification No. IRS-S-
63/2014(Rev.4.0) or latest Amendment, IS:1554(Part-1).

2.2.3 6/4 Quad jelly filled for axle counter confirming to TC-30/2005 (Ver.-1) with Amdt-4 or latest.

2.2.4 Armoured Optic Fibre Cable (24 Fibre) as per spec. No. IRS:TC:55-2006 rev. 1 with Amdt.-2 or
latest.

2.3 COLOUR LIGHT SIGNAL AND ACCESSORIES:

2.3.1 Signal Colour Light Multi Unit Type 4/3/2 aspect without side light, signal transformers, lamps
and lenses as per RDSO Drg. No. SA-23002–23003 A/M(Adv.) alt. 9 and IRS:S-26/64. The
mounting socket shall be provided for 140mm dia to RDSO Drg. No. SA-23005 A/M (Adv.) or
latest.

2.3.2 Anchor Bolts complete (915mmX75mmX24mm) to Drg. No. SA-116A/M & IRS Specification
No. IRS:S-10/78 or latest.

2.3.3 Colour Light Signalling Tubular post 5.5metres long and shunt signal post 1m long conforming
to IRS Specification No. IRS:S- 6/81 or latest.

2.3.12 LED Lamp for Junction Type route indicator with front cover conforming to Indian Railway

3.0 The detailed specifications for the work which are to be carried out by the Contractor are as
stipulated here under:

The work shall be carried out according to the drawings approved by the RITES and shall conform
to the provisions of Signal Engineering Manual, Manual for special requirement of Signaling in
25KV AC electrified area (RE Manual) and Schedule of dimensions in the section. The Contractor
shall be advised to visit the site of work and acquaint himself fully regarding the site condition
before applying for the tender as he shall be solely responsible for the proper execution of the
tendered work as per specification.

A list of technical specifications and drawings have been prepared and annexed for following the
details of purchases of material, equipments and execution of work. These technical specifications
and drawings can be purchased from the sources like “Research Design and Standard
Organisation” Manak Nagar, Lucknow, Uttar Pradesh (India).

3.1 CABLE LAYLING:

3.1.1 CABLE PLAN:

Cable plan with distribution chart for each cable shall be prepared for each station by the contractor
leaving adequate spare conductors in each cable as laid down in para 15.3.2 of chapter XV of Part-II
SEM i.e. 20% of working conductors on each cable shall be left spare upto outer most points and
10% beyond outer most points. Provision shall also be made for additional cable conductors
required for repeater relays as per 25KV AC electrified section – The similar cable layout plans
shall be prepared for telecommunication cables. The necessary approval of layout plan and cable
core distribution chart etc., shall be obtained from the site engineer before start of cable laying
work. Copy of this plan shall also be sent to client. A distance of approximately 10 cm. must be
maintained between Telecommunication cable and Signalling cables. The Signalling cables must be
separated from power cables by a row of bricks between them.

3.1.2 CABLE TRENCH:

3.1.2.1 Excavation of cable trench shall be made in all kinds of soils including clearing roots of trees, rocks
etc., to a depth of 1 m and to a width of not less than 0.30 m, proper protection as required by Site
Engineer shall be provided while crossing power cables, pipe lines, gas lines etc. The bottom of the
trench shall be leveled and got rid of any sharp materials. Trenches shall be straight as far as

possible and steep angles shall be avoided. Alignment of the main cable route as well as track/road
crossings will be indicated in the cable layout plan.

3.1.2.2 Signalling/Power cables shall be laid as close to the track as possible in the station limit but not less
than 3 m from the nearest track centre. The cable track separation distance both within station limits
and in the block section generally not to exceed 6 metres. However outside the station limits, the
cables shall generally be laid at not less than 5.5 metres from the centre or the nearest track.

3.1.2.3 Deleted.

3.1.2.4 It is desirable that the excavation of trenches is not done in long lengths and does not remain
uncovered overnight. It is preferable that trenches are dug, cable laid and refilling done on the same
day.

3.1.2.5 Where ever hard rock encounters in the route , chase in hard rock to be done deep enough to fix GI
pipe for laying of S&T cable and minimum 100 mm concreting over GI pipe after providing
suitable U clamp to GI pipe. Chase to be provided where optimum depth(minimum 0.6 metres) is
not possible and which is verified and agreed by engineer in charge of the work or his
representative. Where digging of depth as specified is not possible, the depth can be reduced with
the approval of the engineer in charge and the payment shall be made proportionately

3.1.2.6 Wherever rock formation is encountered and trenching cannot be done to a depth of one metre, the
trench shall be dug as far as possible and protective measures taken to avoid damages of cable as
decided by site engineer. The drawing in this regard shall be prepared by RITES. Payment of
trenching shall be made proportionate to the depth of trench and no payment shall be made for any
extra excavation carried out in the slope and width of the trench. The contractor, who supervises the
excavation, shall take the shearing materials ready on hand, so that on banks where ashes or loose
materials are encountered, shearing can be adopted. However, the minimum depth shall not be less
than 300 mm for laying RCC pipes in hard morrum. Whenever rocky soil is experienced, concreting
has to be done for a depth of 150 mm after laying the cables to protect them.

3.1.2.7 During excavation of the trenches, the earth shall not be thrown on the ballast. The earth shall be
thrown by the side of the trenches, away form the track. Complete excavated earth shall be back
filled in the trench after laying the cable and well rammed.

3.1.2.8 Wherever Power Cables are to be laid along with other cables bricks are to be laid lengthwise
approximately, five bricks per metre for separating Power Cables from other Signalling Cables.

3.1.3 Before the cables are laid, a visual inspection of cable shall be made and it shall be tested for
insulation and continuity of cores. The insulation resistance of new cable shall not be below 500 M
ohms per KM at 20 degrees centigrade. The cable meggering record shall be maintained in a
register and shall be signed by contractor’s representative & RITES official.

If there is wide disparity between insulation of different conductors, the conditions of the cable shall
be thoroughly checked before permitting its use. Bedding and armoring shall be inspected to see
that there has been no damage during transit or in storage. In case where the wheels are not
available or the area is not convenient for rolling the wheels along with route, the drum shall be
mounted on the axle at one end of trench and cable paved out. It shall be carried out by adequate
number of men ensuring that the insulation of the cable is not damaged and no kink/twist is formed.
In no case shall the drum be rolled on the road for laying of cables and the cable dragged on the
ground for laying purposes.
The cables shall be laid gently into the trench and not thrown out under any circumstances. Before
laying of cable in the trench, a visual inspection shall be adequate for any damage or defect
throughout its length.

Normally, cable laying shall be commenced only after the relay room and cable termination box on
the route at the respective stations are ready, and the cable shall be duly terminated at the relay
room/Location Boxes, immediately after the cables are laid. However, if for any reasons the cables
are to be laid in advance, special care shall be taken to ensure that the coiled cable near the relay
room/Location Box is fully protected before and during final termination. The coiled cable shall be
fully covered with a layer of bricks in its entire length and provided with adequate number of cable
markers. On no occasion the ends of the cable shall be left unprotected. The cable ends shall be
sealed with cable compound. All the cable terminals shall be sign written with point describing the
function.

3.1.4 Cable laying shall commence only after the depth and width of trench, quality of bricks & DWC
pipes are jointly inspected by the Site Engineer and Contractor’s representative and approved. The
necessary record of such approvals shall be maintained in a register.

3.1.5 Cable shall not be normally taken over the running tracks at the time of cable laying by the
contractor as this is likely to cause accident to trains and damage to cable. If at any time the cable
has to be taken across the track either in full drums or in spread out conditions, it shall be done only
in the presence of site engineer and also after safety precautions have been taken to post flagmen on
all the sides as may be required to stop any train approaching the site of the fouled line. The
stationmaster shall be informed in writing and a acknowledgement obtained for this work.

3.1.6 At each end of the main cable/tail cable/power cables an extra coil length of 6 to 8 metres shall be
kept.

3.1.7 At the time of commissioning of cables, the insulation values of the cable shall again be checked
and the value obtained shall not be below 500 M ohms per KM at 20 degree C. If there is wide
disparity between insulation of different conductors, the conditions of the cable shall be thoroughly
checked before permitting its use. The readings shall be recorded in a register called Cable
Insulation Record Register. This shall be recorded for all cables.

3.1.8 The Contractor thereafter shall supply the completion cable layout/termination plan and cable route
plan showing the distance of cables from the nearest track centre at every 30 M interval and location
of location boxes. The distance of location box from nearest track centre shall be indicated.

3.1.9 After the signaling cable/power cables are laid, one layer of country bricks of size 225mm x 100mm
x 75mm approximately, shall be placed closely in breadth wise OR half split pipes in place of bricks
may be used.

3.1.10 Refilling of the cable trenches with the earth and placing and concreting of cable markers at an
interval of 30 M throughout the cable route and also on either side of track crossings along the cable
route shall be done. The cable marker shall be concreted to a depth of 0.3 M from the top of the
cable marker to avoid theft and shall be provided with cement coping as per Drg. No.
RITES/SIG/GEN/048-08.

3.1.11 As unscreened signalling cables are used, the necessary arrangements are made to comply with the
instructions issued at Part `B’ of Special requirements of signalling in AC electrified area (1989)
with latest amendments.

3.1.12 Contractor shall be fully responsible for making necessary preventive arrangements to avoid
theft/damage to cables, during construction period and also up to handing over of station after
commissioning.

4.0 TRACK/ROAD CROSSINGS

Wherever signalling / power cable has to cross the track / road, it shall be ensured that:

(i) The cable crosses the track/road at right angles to track as for as feasible.

(ii) The cable normally does not cross in between or inside points and crossings.

(iii) The track/road crossings to be carried out as per Drawings No. RITES/SIG/GEN/028-07.

(iv) The work includes removal of ballast, cutting of trench across track/road at the places
indicated by the Site Engineer and covering the trenches after placing DWC pipe/pipes in
position.

(v) HDPE DWC pipe/pipes 120/200 mm outer dia. shall be provided for track/road crossings. For
each road crossing, required number of DWC pipes shall be provided depending upon the
width of the road and number of cables.

5.0 BRIDGE CROSSINGS:

On bridges, the cables are to be laid through GI pipe/trough and taken through GI pipe on either
ends suitably buried on both sides of the bridges for a sufficient depth so as to meet the bottom of
the cable trench, then fixing the pipe in concrete of size 0.5m x 0.5m in both abutments. Separate
pipes/troughs shall be used for power/signalling cables. Suitable supporting clamps shall be
manufactured as required by RITES at the rate of 1 clamp/metre depending upon the type of girder.
Before fixing GI pipes, perforated holes of 20mm dia shall be drilled at an interval of 0.3 Mts. to
avoid theft of GI pipes.

In case cables/cable is laid through trough, it shall be filled in with cable compound/bitumen
compound to prevent theft of cables. In theft prone area a special concreting arrangement shall be
developed in consultation with site engineer in both sides of the bridge from where cable leaves the
pipe.

The cable laid on Girder Bridges shall be carried out as per Drg No. RITES/SIG/GEN/026-98 in
Arch Bridges as per Drg. No. RITES/ SIG/ GEN / 027-98.

5.1 CROSSING OF CABLES FROM FOOT OVER BRIDGE:

Wherever it is possible cables shall be taken from the foot over bridge for the purpose of track
crossing. Cable shall be laid inside DWC pipe of suitable diameter and the DWC pipe shall be
properly clamped to the FOB structure.

It shall be ensured that the DWC pipe doesn’t hang below the FOB structure.

6.0 FOUNDATIONS:

6.1 The top level of the foundation shall be in level with the existing rail level. The proportion of
cement, sand and ballast shall be in the proportion of 1:3:6 for casting foundations for signals,
location boxes, and the proportion will be cured for a period of not less than 7 days.

6.2 Fine aggregate must consist of sand, stone ballast not exceeding 25mm size and cement. The sand
and ballast must be clean and free from soil, clay, shells, soft or flaky materials or any vegetable.
Ballast must be washed when necessary to ensure cleanliness.

6.3 Sand used must be tidal river sand and must be free from any salts.

6.4 Water used for mixing must be clean and free from any oil, alkali, and acid.

6.5 Materials for concrete must be carefully and accurately measured for every batch.

6.6 Mixing must be done in a mixing trough or a M.S. Sheet which shall not be more than half full at
the time of mixing. Two men shall use square ended shovels and not phowrahs. Water must be
added by pouring, water must be continuous until all materials and water are thoroughly mixed and
uniformly combined.

6.7 When batch if fully mixed, it must be used without any delay. The aggregate shall be deposited in
uniform layer not exceeding 15cms. Tamping and spreading of each layer to be done as to cause it
to settle thoroughly in the form and produce a dense mass.

6.8 Forms must be drenched with water before the concrete is placed against them and must not be
removed in less than 36 hours afterwards.

6.9 A template for each foundation shall be prepared suiting the holes in the base of the location box or
signal post (for which foundation is cast) in order to hold the anchor bolts in position till the
foundation is cured. The template shall be removed before the top of the foundation is given fine
finishing.

6.10 The exterior surface of the foundation shall be finely finished leaving 4 cms of thread portion of the
anchor bolt free to enable erection of signal post or location boxes. All foundations shall be cast
under the direct supervision of the Site Engineer of the work. Curing must be done for all
foundation for not less than 7 days.

6.11 No payment shall be made for any extra excavation carried out in the slope and width of the pit,
including for foundations where soil is loose and pit is to be dug for more depth.

7.0 LOCATION BOX / APPARATUS CASE:

7.1 The work consists of pit excavation, casting foundations with bolts of adequate size having cement
concrete of ratio of 1:3:6 with stone ballast of 25 mm size as per :

(a) Drg. No.RITES/CO/S&T/003/09 (Foundation of Apparatus case full).

(b) Drg. No.RITES/ CO/S&T/004/09 (Foundation for Apparatus case half).

The position of Location Boxes will be finalised by the site engineer. It shall be fixed taking care
that staff working on location boxes is not in danger from running train.

7.2 All Location Boxes/ battery boxes shall be erected on concrete foundation and plumbed. It shall be
clear of infringement when the doors kept open perpendicular to the track. All foundations shall be
plastered on all sides and earthwork shall be made upto the required level. All the Location
Box/battery boxes used shall be painted on inner side with white paint before fixing the shelf planks
and terminal board after a primary coating with red oxide and with aluminum paint after a primary
coating with red oxide on outer side after installation at site.

7.3 Hylum Board of 10 mm thick to be used and planned for fixing ARA Terminal/fuse block. Wood
screws of proper size shall be used. Size of terminal boards and shelf planks shall be finalised by
Site Engineer. Two holes on either side of terminal/fuse block shall be made if required for carrying
out wiring termination. Shelf plank shall be securely fixed in level on suitable M.S. angle brackets.
Wood polish/varnish of good quality shall be applied before fixing terminal/gadgets.

7.4 The underground signalling cable shall be taken into the Location Box/battery boxes and properly
secured by clamps/cable gland plates.

7.5 The cables shall be neatly skinned, bunched and terminated. All cores of cable shall be terminated
on the terminal board at locations and in Relay rack at the required places in the order as approved
by Site Engineer. All the power cables (aluminum) shall be provided with aluminum lugs using
crimping tool.

7.6 All Location Boxes shall be provided with 'E' type lock arrangements on both the doors as per
instructions at site. Contractor shall procure material and fabricate for fixing of 'E' type lock if such
provision did not exist on the Location.

7.7 After all the signalling cables are taken inside the Location Box/battery box the side opening shall
be closed with masonry work and plastered. The inner side is then filled with sand and finally the
bottom is sealed with sealing compound.

7.8 All the underground cable shall be provided with punched name plates, showing total number of
cables, cross section of each core, aluminum or copper and from and to details etc., inside each
Location Box.

7.9 Track relays, line relays, point contractors, overload relays, transformers, transformer chargers,
rectifiers, charged secondary cells, track feed resistance, EKT, telephone plugs etc., shall be fixed
neatly in the Location Box as required by the Site engineer. The wiring shall be carried out in a neat
manner with 3/0.75mm PVC copper wires and terminated, bunched and tested. The relays wherever
fixed shall be fixed in such a manner that they cannot be easily removed or tilted. Details of cable
terminations and wiring particulars shall be painted inside the Location Boxes door in addition to
documentation. Contractor shall procure and fabricate M.S. flats/angle for relay fixing, inside
Location Box. The design of such fabrication will be issued by Site Engineer. Relay fixing
arrangements shall be firm and rigid to avoid any chance of vibration due to train movements.

7.10 Charged secondary cells if installed inside Location Boxes, shall be fixed firmly leaving enough
working space for taking specific gravity reading and during distilled water topping. Anti corrosive
black paint to be coated inside the Location Box. Additional ventilation arrangements shall be
made. The date of installation, capacity and serial number shall be painted on each cell and the inner
side of the door. The record shall be maintained in a proper format for each battery set as per
railways laid down practice.

7.11 Battery links (lead) with suitable bolts and nuts shall be used for connecting cells. Petroleum jelly is
to be applied on terminals immediately after connection. The specific gravity and voltage reading
shall be recorded in a separate register and handed over to Site Engineer duly signed.

8.0 SIGNALS:

8.1 The work includes excavation of pits and casting of Signal foundations, as per Drg. No.
RITES/SIG/GEN/001-98 and RITES/SIG/GEN/002-98 for main and shunt signals respectively. The
exact position/location of signals will be indicated/decided by Site Engineer

8.2 Foundation for Signal post shall be of cement concrete in the ratio of 1:3:6 using stone ballast of 25
mm size to be cast at location shown by Site Engineer. The foundations are to be plastered in all
sides.

8.3 Signal pole shall be securely fixed to surface base and erected on signal foundation and plumbed.
The gap between the signal pole and surface base shall be filled up with lead wool or any other

approved substance to avoid tilting. Multi unit colour light Signal upto 2/3/4 aspect shall be
properly mounted on Signal post with or without route indicator. Soon after installation, the pole
shall be painted with aluminum/white enamel after giving a coat of primer and the Signal unit shall
also be painted as per the Standard practice.

8.4 Wherever route indicator junction type or stencil type is to be erected, it shall be mounted on the top
of the Signal pole and a large off set bracket shall be fixed with 'U' Bolts of 20mm dia 2 Nos. on the
Signal pole for mounting multi unit colour light signal. A 21.5mm through hole shall be drilled on
pole just below the offset bracket and a through bolt provided to prevent the offset bracket from
sliding down. The tail cable shall be first terminated on the route indicator and separate wiring
(PVC 3/0.75mm copper) shall be run to colour light multi unit signal from route indicator. The LED
lamp lit on 110v DC, with inbuilt current regulator shall be used for junction type route indicator.

8.5 To take the wires into the Multi unit, a vertical slot of not less than 25mm x 37mm in size shall be
made on the Signal pole. Suitable protection shall be provided on the slotted pole before cable is
taken through it and care shall be taken that no damage to insulation of tail cable is caused.

8.6 Signal units door shall be locked using hand cuff (Universal) locks.

8.7 Necessary earthwork shall be made for each signal as required by Site Engineer. The cables are to
be taken through the pole to the unit without damaging the insulation and armour. Armour shall then
be skinned and terminated.

8.8 All the signal units are to be wired as per approved practice by railway. The wiring is to be tested
jointly. The signal shall be focussed correctly in daytime at bright light at 90% of rated voltage.

8.9 The signal post shall be properly plumbed and fitted with ladder having a platform and guarding on
the top. Necessary ladder supports as required shall be provided. All the signal posts and signals
shall be installed clear of infringements (i.e. 2.36 Mts. from the central line of the nearest track.

Extra clearance to be catered for, to commensurate with the degree of curvature, if the, signal to be
installed is situated on the curve). Markers and number plates shall be fixed wherever necessary as
per signalling-plan using suitable clamps. Signal No. has to be painted on the "Number plate" as
well as on the door outside. All fittings are to be tightened properly. Signal unit shall be looked
properly. The back cover of the signal shall be crossed by white lines (X). The signals shall be LED
lit, however in case of non availability of LED lit signals, the commissioning can be done by lamp
lit signals temporarily.

8.10 Earth work shall be made around the ladder foundation to Railway electrification Standard and
consolidated and concreted. Protective mesh shall be provided for all signal units as per RE
Standard. Ladder shall be painted with black paint.

9.0 CALLING ON SIGNALS / POST TYPE SHUNT SIGNAL:

Offset bracket shall be fixed with ‘U’ Bolts of suitable size on Signal pole for mounting Calling on
Signal. A 21.5mm through hole shall be drilled just below the offset bracket and through bolt of
diametre 20mm shall be provided to prevent the offset bracket from sliding down. Vertical slotted
hole not less than 25x50mm in size shall be provided on the Signal pole to take tail cable. Care shall
be taken that no damage is caused to insulation.

10.0 POSITION LIGHT SHUNT SIGNAL GROUND TYPE:

10.1 The work includes excavation of pits casting of shunt signal foundations as per Drg. No.
RITES/SIG/GEN/002-98, using Anchor bolts of size 20mm x 450mm. The position of shunt signals
will be indicated in the signalling plan.

10.2 Foundations for shunt signal shall be of cement concrete with ratio of 1:3:6 using stone ballast of
25mm size to be cast at location shown by the Site Engineer. The foundation to be plastered in all
sides.

10.3 The position light shunt signal shall be properly mounted on post and plumbed.

10.4 Necessary earthwork shall be made for each Position Light Shunt Signal as required by Site
Engineer. The cables are to be taken through the post to the unit, skinned and terminated.

10.5 Position light shunt signals are to be wired as per approved practice by Railway. The wiring is to be
tested jointly. The shunt signal to be focussed correctly in daytime at bright light at rated voltage.
The signal unit’s back door covers are to be locked using universal locks. Soon after installation, the
pole shall be painted with aluminum/white enamel paint after giving a coat of primer and the Signal
unit shall be painted as per the Standard practice.

11.0 POINT MACHINES:

11.1 Electrically operated point machines of IRS design shall be fitted in level to all points as per
signalling plan on long sleepers on extended insulated gauge tie plate, clear of infringement as per
the latest RDSO Drawing.

11.2 The point machine shall be installed after cleaning both inside and outside the machine, after
greasing/oiling to all moving parts. The point machine shall be hand operated and detection and
motor-controlling contacts shall be adjusted before taking to site. All unwanted openings shall be
covered with MS sheets.

11.3 The point machines shall be fixed with proper bolts, nuts and flat/spring washers with correct size of
holes through the special sleepers to avoid lateral/ longitudinal play, on extended insulated Gauge
Tie Plate.

11.4 All point connecting rods shall be connected to point machines without any strain and with Min.
offset. All connecting rods shall be in level and correct size of bolts and nuts shall be used to avoid
longitudinal play. Any changes in the connecting roddings during installation, which necessitates
welding and offset shall be carried out by the Contractor at site. The welding shall be by smithy
process. Lengthy roddings shall be supported suitably by roller guides assembly. The point roddings
shall be suitably provided with insulation joints as per track circuit requirements.

11.5 All the wooden sleepers on which the point machine is installed shall be strapped on both sides with
50mm x 20mm M. S. Strap. Necessary holes 21.5mm dia shall be drilled on the strap and 20mm dia
bolts and nuts shall be used for fixing to the sleepers. Point Machine is installed on PSC sleepers at
point & crossing PSC sleepers set are laid for 1:8 ½ and 1:12 (LH or RH) arrangements.

11.6 Separate track lead junction box/boxes shall be installed clear of infringement near the point
machine and the respective cables shall be terminated. The leading in wires from the boxes shall be
taken through flexible conduit PVC pipes and securely fixed. The wiring inside the point machine
for motor and detector circuit shall be carried out neatly. All the electrical wiring shall be tested for
insulation and earth and all connections tightened. 3/0.75mm. PVC copper wire/cable shall be used
for wiring point machines as per Standard practice approved by Railways.

11.7 Point machines and track lead junction boxes shall be painted and point numbers shall be painted
neatly. Wiring diagram shall be painted on the inside of the point machine cover. The point
switches web shall also be written with point number.

12.0 ADJUSTMENT AND TESTING OF POINT MACHINE:

12.1 The point machine shall be worked by crank handle and the housing of switch rail with the stock
rail shall be checked.

12.2 The point machine shall be worked both ways with proper feed without undue friction and working
current shall be recorded.

12.3 The point detector and lock connections are adjusted in such a way that with a 3.25mm thick test
piece obstruction placed between the switch and stock rail at 150mm from the toe of the switch

The point does not get locked, and

The point detection circuit is not completed.

The point machine de- clutch arrangement shall be properly adjusted is that it works satisfactorily
under condition of obstruction. The feed to motor shall also be disconnected after a period or 9 to 11
seconds.

13.0 TRACK CIRCUITS:

13.1 The work includes bonding of rail joints which shall be made with 8 SWG soft solid wire, 7.2mm
holes are to be drilled close to fish plates on the web of rail and the bond wires are fixed by driving
channel bond pin, tightly. In point track circuit parallel jumpers bond wires/cables shall be provided
as required by the Railways.

13.2 TLJ boxes at track feed end, relay end and for changing polarity, shall be fixed clear of infringement
and the respective track circuit tail cable 2 x 2.5 Sq.mm PVC copper conductor from the Location
Box shall be terminated. The connection from the TLJ boxes to the rail shall be through the PVC
insulated flexible wire rope seven strand of overall dia 8mm. (steel wire dia of 5mm.) which shall be
fixed to the Rail by channel Bond pin both at feed and relay ends.

13.3 All the TLJ boxes shall be fixed on 50X75mm MS channel as per the drawing No.
RITES/SIG/GEN/42-08. TLJ boxes shall be painted and track circuits shall be neatly numbered as
required by Railways.

13.4 Rail joint insulation RDSO type shall be provided with long bolts and nuts at places marked by Site
Engineer. The required long bolts and nuts will be supplied by Railways. Every rail joint insulation
shall be tested jointly after installation. Wherever point track circuit is involved, the gauge/crossing
tie plates/Stretcher bars and switch extension pieces shall be insulated. Only non-insulated gauge tie
plate/crossing plate/leading and following stretchers for the above will be supplied by the RITES.

Contractor shall procure and fix suitable MS flat 10mm. thick of required size and drill suitable
holes both in leading/following stretchers and MS flat for providing stretcher insulation. Contractor
shall procure and provide proper size bolts and nuts, spring washers to keep firm the insulation joint
against vibration. Insulation shall be provided correctly and tested jointly. After providing
insulation, it shall be inserted in the presence of Railway representative only. The switch extension
pieces/'D' clamp fittings also shall be insulated. The contractor shall supply all insulations as per
Schedule. In case the Civil engineering department supplies insulated gauge tie plate and stretcher
bars etc., the contractor needs not do the insulation job.

13.5 Jumpers shall be provided as per track bonding plan approved by engineer in-charge.

13.6 Any alteration to existing track circuits shall be done by the contractor at his own cost.

13.7 After completing the installation of track circuit, it shall be energized, tested, adjusted and readings
recorded in a register/track circuit history cards. The bonding and jumping plan shall be prepared
for each track circuit.

13.8 The additional work like skimming of fish plates, insulation of fish plate holes etc required in
connection with provision or RDSO type insulation Joint for track circuits shall be done by
contractor. However fish plates shall be supplied by RITES to Contractors. The insulation
provision shall not be required where glued joints are supplied by Civil Engineers for Track Circuit.

14.0 CABLE TERMINATION RACK:

14.1 Cable termination racks shall be supplied and erected as per drawing No.RITES/SIG/GEN/052A-09
in the relay room at the required location as shown by the Site engineer with suitable foundation
bolts and cement concreted. The cable termination racks shall be painted soon after installation
before cable termination work is taken up. Suitable cable ducts wherever required shall be provided
to bring all outsides cables to the termination rack. All the cables are to be neatly skinned, fixed on
the cable bracket and terminate in order. The cable armours and the rack shall be earthed. Internal
wiring and termination particulars are to be written with paint.

14.2 6 way terminal blocks are to be fixed on suitable hylum board, which are fitted to the cable
termination racks and held rigidly by machined screws. The number of 6 way terminals is to be
painted serially on the C.T Rack and details of termination are painted on Decolam/Hylam sheet and
fixed in the relay rack.

14.3 All the cables shall be identified by punched labels tied on each cable. Painted cable termination
index board shall be fixed in the relay room showing the terminal numbers circuit wise. As made
terminal particulars shall be prepared in linen/polyester tracing signed and handed over to the
Railways.

15.0 RELAY RACK:

15.1 The relay racks shall be suitable for the ‘Q’ series/ metal-to-metal contact relays. Relay rack shall be
installed at EI room for mounting interface relays. All the relay racks and wiring ladder shall be
supplied along with EI system

15.2 Relay plug board of ‘Q’ series relays are to be fixed to the relay rack on frames made out of M.S.
angle/ flat/bar of sizes provided in the drawing. Necessary holes on the frame to rack screws are to
be provided by the contractor.

15.3 Installation of Relay racks shall be done in accordance with the instruction of Engineer- in –charge.
Suitable mounting arrangements for fixing non-deteriorating fuses are to be made on Bakelite
Hylam sheet together with necessary screws, bolts and nuts by the contractor. All racks are required
to be earthed with cable earth available in relay room.

15.6 MAINTENANCE UNIFORMITY:

1. Maintain same contact for stick path in stick circuits (A1/A2 in case of QNI Relays),

2. As far as possible, allot same contact for vital circuits.

For Example:
RR front contacts used in UCR, HR circuit shall be same.
UCR front contacts used in HR circuit shall be same.
HR front contacts shall be same for lighting circuits.
ASR/ASPR back contacts proved in HR shall be same.
UCR, RR back contacts used in ASR circuit shall be same.
The cross protection contacts used in UCR, HR, Circuit shall be same i.e. RR back contact in UCR
circuit, UCR back contact in the HR circuit.
15.6 INTER CHANGEABILITY OF RELAYS.

As far as possible, the contacts shall be so allotted that definite contacts are allotted first and then
the deciding contacts so that relays of any contact configuration may be installed.

For Example:

In QNI relays, (B5, B6) (B7, B8) (C5, C6) (C7, C8) will decide the contact configuration. These
contacts are called deciding contacts. If possible these contacts shall not be allotted. Shall the above
contacts is 12F/4B or 8F/8B and post in the contact analysis book.

15.7 PICKING UP OF REPEATER RELAYS:

If repeating relays over and above the relays shown in the approved circuit diagram are required to
be picked up, the following sequential proving shall be ensured:

1. RPR: Front contact shall be proved in UCR circuit and back contact shall be proved in ASR
circuit. It may also be ensure that RR front/back contact is proved in positive limb and RPR
front/back contact in negative limb of UCR/ASR circuits.

2. UCPR: Front contact shall be proved in HR circuit and back contact in ASR circuit.

3. UGPR: Front contact shall be proved in Route Lamp circuit and back contact in ASR circuit.

4. HPR: Front contact shall be proved in HG lamp circuit and back contact in ASR circuit.

5. JSLPR: Front contact shall be proved in JSLR stick circuit and back contact shall be proved in
HR circuit.

6. CHLPR: Front contact shall be proved in stick circuit of KLCPR:CHLR and back contact in
EKT lock coil circuit.

7. LXPPR: In case of siding and level crossing gate, if the key transmission is directly by the
operation of knob on panel, then back contact of above repeating relays (LXPPR, KLCPR) shall
be proved in LXYR, KLYR circuit.

8. CHFPR: Front contact shall be proved in EKT lock coil circuit and back contact shall be proved
in HR circuit.

15.8 TPPR :

i) Back contact shall be proved in TPR (Main Relay) picking up circuit.
ii) TPPR shall pick up through front contact of TPR (Main Relay)
iii) TPR (Main Relay) front contact shall be nominated in ASR circuit.
iv) TPR (Main Relay) back contact shall be nominated in UYR1, UYR2 circuit.
v) In WLR circuit or where TPR contacts are proved for track looking, TPR (Metal to carbon)
relay contact shall be nominated. Where all other TPR's are metal to metal relays.

16.0 CIRCUIT DESCRIPTION:

16.1 ROUTE REQUEST:

Route requests are made by simultaneously pressing the signal button and route button located on
the control panel. The action of the route request is always conditional upon the down status of the
other route requests. Pressing the signal button relay energizes (pick up) the relay GNR. Similarly
relay UNR is energized when route button is pressed.

16.2 ROUTE INITIATION:

16.2.1 ROUTE INITIATION REVERSE:

Route request; pick up route initiation reverse relay NRR. It is always conditional upon the down
status of the conflicting route initiation. Thus the basic interlocking is ensured at the first stage
itself. Route initiation reverse, is automatically released by the train moving for main and shunt
signal, but calling on, advance starter needs cancellation after the train movement. This can also
dropped by applying the emergency signal cancellation.

16.2.2 ROUTE INITIATION NORMAL:

Route initiation normal relay is always picked up with condition of NRR drop & ALSR pick up.
When route is initiated, NRR drop and subsequently route initiation track circuit yellow indication
is lit on the concerned first replacement track using TPR pick up.

16.3 OVERLAP INITIATION:

16.3.1 OVERLAP INITIATION REVERSE:

Route initiation; pick up overlap initiation reverse relay OVNRR. Overlap initiation reverse, is
released when route initiation reverse is

16.3.2 OVERLAP INITIATION NORMAL:

Overlap initiation normal relay is always picked up with condition of OVNRR drop & OVSR pick
up. When overlap initiation reverse relay is picked up subsequently OVNNR drops.

16.4 POINT INITIATION (NLR/RLR):

Route Initiation, Initiates points operation on the route and overlap sections. Point initiation,
NLR/RLR is released when point ordering WNR/WRR is picked up and point initiation repeater
relay NLPR/RLPR is released when point detection NWKR/RWKR is picked up. Normal point
Initiation pick up the relay NLR & NLPR and reverse point initiation, pick up the relay RLR &
RLPR.

16.5 POINT CHAIN (WWR):

Due to power feeder constraints, all the points in the route and overlap are not switched on at a time.
They are made to switch on in succession. Pont initiation, pick up the first point chain relay WWR,
second point chain relay WWR pick up after the first point ordering WNR/WRR pick up. The first
point detection is not required, to order the second point.

16.6 POINT ORDER (WNR/WRR):

Point is usually ordered by route request using point chain relay. Point may also be ordered by
manual point requisition. By route request or manual request normal point order, pick up the relay
WNR and reverse point order, pick up the relay WRR. The point order is always conditional upon
the free status of the point. Normal point operation through manual request or route request is
always conditional upon the free status of the point track and axle counter. In case of any failure in
the track circuit or axle counter point is ordered through emergency point operation. Point order is
released, only when point is initiated to opposite position. Once point is ordered, point
normal/reverse flash indication will come up to detection comes from field. Once detection comes,
point normal/reverse steady indication appears.

16.7 ROUTE CHECK:

Once the points NWKR/RWKR are picked up in the required condition, then the route setting is
completed [UCR (↑)]. This is conditional upon all the controls needed to clear an aspect except
track condition [CHNR (↑), LXNR(↑), KTNR (↑)]. In Route check relay UCR, second stage
interlocking is achieved through proving of down status conflicting UCRs with same point setting &
same signal post other signal. Route check relay UCR, is released when route initiation relay NRR
is released by the train movement or by applying the emergency signal cancellation.

16.8 ROUTE LOCK:

After route is checked, it is locked by dropping the route locking relay ALSR. Once ALSR is
dropped whole route set yellow indication is lit. Locked route gets release only after ensuring the
following conditions.

• The signal control functions are normal. This is achieved by proving of concerned UCR HR,
UR and DR drop.
• The signal is ON. This is achieved by proving of concerned HECR, UECR & DECR drop.
• The train has passed the route sequentially. This is achieved by proving of pick up of UYRs and
back lock tracks.

OR

The route cancellation: This is achieved by proving of JSLR and JR will pick up only after 120
seconds of cancellation, provided all the back lock tracks are picked up. Respective route release &
up or down route release indications are lit up to 120 seconds.

Bobbing of track circuits and dropping of any one of the associated relays shall not drop the ALSR.
This achieved by providing a self stick path. ALSR drops only when UCR picks up. After ALSR
picks up, whole route set yellow indications and route release indications disappear.

16.9 OVERLAP LOCK:

Once route checking relay UCR picks up, overlap locking relay OVSR will drop immediately and
lock the overlap section. Once OVSR drops, overlap track circuit yellow indications appear. Due
to the train movement, back lock track is dropped and subsequently the train arrives to the berthing
track. Now ALSR & TRSR/TLSR will pick up and release the route section but the OVSR remains
drop. When the train pass the ahead signal sequentially, OVSR pick up and release the overlap
section.

If the train has stopped on berthing track for some more time, OVJSLR pick up immediately and
subsequently OVJR picks up after 120 seconds. Now OVJR picks up OVSR which releases the
overlap section and also overlap track circuit yellow indications disappear.

16.10 AUTOMATIC ROUTE RELEASE:

The locked route for a train movement gets release only after ensuring that the train has arrived on
proper signal in proper direction and the track circuits have been sequentially actuated by the train.
This is registered by the setting of sequential proving logics of UYRs. The UYRs pick up proving
are used to pick up ALSR in the normal route release path. The UYRs are picked up in a pre-
determined fashion to ensure the sequential operation of tracks by a train.

16.11 EMERGENCY ROUTE CANCELLATION:

It a route is to be cancelled, which will drop the particular NRR, UCR, HR and subsequently signal
goes to danger. Then SM applies route cancellation, this will pick up EGNR which subsequently
pick up JSLR immediately and JR after 120 seconds. JR picks up ALSR and ALSR picks up
TRSR/TLSR & OVSR immediately. Thus the route is cancelled completely and route set
indications disappear.

16.12 POINT LOCK:

Point lock logic WLR pick up indicates that the point is free. Locking relays ALSR, TRSR/TLSR,
OVSR pick up are used in WLR logic. The freeness of the point from route setting/overlap setting is
ensured by proving locking relays pick up of all the signals which are leading over the point.

16.13 TRACK STICK:

Track stick logic TSR, is used to ensure One Train movement on One Signal clearance. Each signal
has TSR logic with the signal number. TSR relay is normally picked up through the signal
replacement track pick up and NRR, UCR, UR and HR drop proving. One this TSR picks up, it
gets a stick path by passing NRR, UCR, UR and HR drop proving. When the route is initiated NRR
picks up, even then TSR remains pick up through its and HR drop proving. When the route is
initiated NRR picks up, even then TSR remains pick up through its sell stick path. When the train
passes the signal and occupies the replacement track TSR drops. After this train clears the
replacement track, TSR cannot pick up till such time the respective route NRR drop. This logic
ensures that after the passage of the train, the signal cannot re-clear automatically.

16.14 CRANK HANDLE CONTROL:

Crank handle is kept locked in an EKT and crank handle logic CHNR pick up normally. Once
CHNR picks up crank handle KEY-IN steady indication appears. When the crank handle is to be
extracted because the point cannot be operated electrically, station master applies transmit, CHRR
will pick up provided no signals over the point controlled by this crank handle group are being
cleared. Once CHRR picks up crank handle KEY-IN flash indication appears. CHRR enable the
lock to be released and the crank handle key can be taken out. Once the crank handle transmit is

applied and CHRR pick up. CHNR drops. CHNR drops. CHNR dropping will prevent any
concerned signal being cleared and any concerned point being operated.

Once crank handle is taken out and points are operated manually, the crank handle can be restored
back. Now crank handle KEY-IN flash indication appears. After seeing the KEY-IN flash
indication, station master applies release control. Now CHNR picks up and crank handle KEY-IN
steady indication appears and one circuit becomes normal.

16.15 LEVEL CROSSING CONTROL:

For the train movement over the level crossing, the level crossing gate is closed and the key is
deposited in the EKT at the location of the gate. This will pick up LXLR. After getting gate closed
flash indication, station master applies release control. This will pick up LXNR. Once LXNR picks
up, gate closed steady indication appear. LXNR will ensure that gate closed and locked, this is
proved in UCR and HR circuit.

Station master initiates the route. LXLR drops when the route is initiated and subsequently gate
locked indication appears. After the train movement, using pick up of concerned
ALSR/OVSR/TRSR/TLSR the LXLR picks up. Once LXLR picks up gate locked indication
disappears. Now station master will apply transmit control. This will pick up LXRR. Once the
transmit is applied LXRR picks up and LXNR drops. This will pick up LXRR. Once the transmit is
applied LXRR picks up and LXNR drops. This will ensure that no signal can be cleared which
involves movement over this level crossing. Once LXRR picks up gate closed flash indication
appear. Now LXRR with pick up slot relay at location and gate man will extract the key.

Once gate is closed, GFRR also comes from the field in addition to the KTINPR. GFRR is proved
in HR when GFRR is made available from field as vital input, GFKE indication will appear in the
Panel/VDU. This GFRR is to be put back to normal (dropped using hand lever near the gate) to
raise back the concerned UP & DN signals to `ON’ in case of emergency.

16.16 SIGNAL CONTROL:

The following conditions are required to clear a signal i.e. to pick up HR of a concerned signal.

• Initiation of route and overlap. This is achieved by proving of NRR, OVNRR pick up.

• Checking of route and overlap. This is achieved by proving of UCR pick up.

• Locking of route and overlap. This is achieved by proving of ALSR, TRSR/TLSR & OVSR
drop.

• Detecting & locking of route and overlap points. This is achieved by proving of concerned
points NWKLR/RWKLR pick up.

• Unoccupied condition of Route and overlap section tracks. This is achieved by proving of route
and overlap tracks pick up.

• Crank handle key in and locked is achieved by proving CNHR pick up.

• Level crossing closed is achieved by proving LXNR pick up and ground frame reversing GFRR
pick up.

• Siding point set to normal and key is in and locked is achieved by proving NKR and KTNR
pick up.

• One train on one signal. This is achieved by proving TSR pick up.

• Concerned cancellation timer is normal. This is achieved by proving of JBPR pick up.

• Ahead signal aspect is given if any. This is achieved by proving ahead signal ECPR pick up.

• Route indicator is lit before signal is taken off for turnout. This is achieved by proving UR &
UECR pick up.

• Block control is available for last stop signal. This is achieved by proving LCPR pick up.

The caution aspect of a signal is controlled by relay HR. Attention aspect of a signal is controlled by
relay HHR Clear aspect of a signal is controlled by relay DR. The ON aspect maintained through
down proving of HR.

Signal indication is given through respective lamp proving relay ECR. Common OFF aspect
indication is provided for all OFF aspects viz. HG, HHG & DG.

16.17 CALLING-ON SIGNAL CONTROL:

Normally when any track circuit fails, a calling on signal can be used to receive the train. Calling on
signal will be cleared only after satisfying the following conditions.

• All points in the route of the calling on signal are correctly set and electrically locked.
• The main signal above the calling on is at ON.
• The train has come to a stop at the foot of the calling on signal.

In order to prove that the train has come to a stop, a short approach track circuit is used. The calling
on route in checked by C1UCR. C1UCR picks up after getting point detection. Now ALSR drops
and hold the route. Now whole route set yellow indications appear. Calling on signal clearance
timer C1COJSLR will pick up only when C1UCR is pick up, approach track occupies and main
signal above the calling on signal is at ON. Now AJKE indication will flash upto 120 seconds. After
120 seconds time delay, C1COUR will pick up through JR and the signal C1HR will be cleared.

Common ALSR is used for main and calling on signals. For calling on route release manual
cancellation is always required. If sequential proving relays UYRs are picked up route will be
released by applying signal cancellation, immediately. If sequential proving relays UYRs are not
picked up the route will be released only by applying route cancellation, after 120 seconds time
delay.

Upon calling on signal cancellation by the station master, C1A/B NRR and C1UCR will drop.
Once calling on route cancellation is applied. EGNR picks up and this will pick up JSLR. This is
common JSLR used for Main signal emergency cancellation as well as for calling on emergency
cancellation. Now AJKE indication will flash upto 120 seconds. After 120 seconds time delay,
ALSR will pick up through JR and the route will be released. Now whole route set yellow
indications disappear.

17.0 ALARM:

Alarm logic is available for signal failure, point failure, point failure and button stuck.

17.1 SIGNAL FAILURE ALARM AND INDICATION:

In signal failure alarm. Whenever any of the signals becomes blank due to signal lamp fusing, signal
failure alarm will come. MFFR picks up through any one of the ECRs pick up of all the signals
proved in series. Hence this relay is normally picked up. This is made slow to release 10 seconds, to
prevent dropping during aspect change over. If any signal becomes blank, MFFR drops and alarm
rings. Alarm will continue till such time it is acknowledged by the station master and MFFMR is
picked up. The visual indication will appear as soon as MFFR drop. This indication remains till
such time the failure is rectified and MFFR pick up.

17.2 POINT FAILURE ALARM AND INDICATION:

In point failure alarm, whenever any of the points becomes fail, point failure alarm will come.
PT.FAIL picks up through any one of the NWKR/RWKR pickup of all the points proved in series.
Hence this relay is normally picked up. This is made slow to release 20 seconds, to prevent
dropping during point is running. If any point becomes fail, PTFAIL drops and alarm rings. Alarm
will continue till such time is acknowledged by the station master and PTFMR is picked up. The
visual indication will appear as soon as PTFAIR drop. This indication remains till such time the
failure is rectified and PTFAIL pick up.

17.3 BUTTON STUCK/HELD ALARM AND INDICATION:

In button stuck/held alarm, whenever any of the following button becomes stuck, button stuck alarm
will come. NNCR picks up through GNCR, UNCR & WNCR high status. GNCR picks up through
down status of all signal buttons, UNCR picks up through down status of all route buttons and
control buttons & WNCR picks up through down status of all point buttons, UNCR picks up
through down status of all route buttons and control buttons & WNCR picks up through down status
of all
point buttons. Hence NNCR but is normally picked up. This is made slow to release 10 seconds, to
prevent dropping during button operation. If any above button becomes stuck, NNCR drops and
alarm rings. Alarm will continue till such time it is acknowledged by the station master and BHAR
is picked up. The visual indication will appear as soon as NNCR and GNCR/UNCR/WNCR drop.
The indication remains till such time the failure is rectified and NNCR pick up.

17.4 BLOCK SIGNALLING:

Installation, wiring, testing and commissioning of UFSBI complete and Block Panel for
Single Line/Double Line Operation shall be done as per as per RDSO NO. IRS:S-105/2012
or latest along with modem , bell unit, relay and other accessories. The work includes supply
of wiring material, suitable block counter made of wood, ply & sunmica or by other means
as per instruction of Engineer for installation of SM’s Panels and wiring right from telecom
DP to block instrument to block panel and block panel to relay room and connection with
power supply including fuse wiring. This work also includes releasing of complete existing
SL/DL block instrument, relay, bell unit, filter, block counter and its accessory and its
transportation to Railway store or to other location in the section as per instruction of
Engineer to hand over the same to Railways. BPAC using UFSBI shall be installed &
commissioned by OEM representative /under the supervision of representative OEM . After
satisfactory installation & commissioning, OEM representative shall issue a satisfactory installation
& commissioning certificate.

17.5 LVV Reset:

The block sections are provided with Last Vehicle Verification using digital axle counter. If after
train clear the block section, the digital axle counter ACPR fails to pick up, the LSS and IB signal
cannot be cleared. In such a case the reset of digital axle counter will be carried out. Due to inherent
property of digital axle counter, ACPR will pick up only when subsequent train has been passed on
paper clearance and equal counts have been received.

18.0 Control cum Indication Panel:

Domino type control panel along with VDU shall be provided at panel rooms of In-plant Cabin-A,
Crossing station and Junction Stations. Other requirements of domino type panel are:

a) Dominos of size 54X34mm.

b) Prewiring of all the dominos between domino and tag block.

c) LED indication for various functions as signals, points, track circuits and routes etc. and push
buttons, keys, emergency push buttons for operation to be provided as per IRS-S-36/96.

c) Audio visual indication for mains supply failure, lamp failure, point failure and button stuck etc.

19.0 WIRING:

19.1 The equipments are to be wired in relay room, Station Master's Office, power supply arrangements,
location box, CT box, battery box and in other locations as per circuit diagram. These circuit
diagrams shall be prepared and submitted by contractor in advance for approval of the railways. The
necessary guide lines given have and followed by the railways. The necessary guide lines given
have and followed by the concern railway shall be strictly followed while preparing the different
wiring diagrams. The two copies of each WD shall be checked by Railways/RITES and one
approved copy shall be returned to contract for necessary carrying out the work.

19.2 Contact numbering for the relays shall be made by the contractor as per the approved circuit
diagram issued by the railway and type of relay proposed to be used on the installation.

19.3 Wiring inside one rack for shelf type and plug in type (Metal to Carbon) Contact relays.

19.4 Relay rack wiring housing plug in type relays conforming to BRS-930 and BRS-931 and shelf type
relays conforming to BS-1659 shall be done with "PVC insulated unsheathed flame retarding type
single core flexible wire 1100V grade having 16/0.2mm annealed copper conductor and nominal
cross sectional area of 0.5 Sq.mm of common colour code to the specification IS:694". For wiring
these relays the above wires shall be terminated in eyelets/lugs of Standard design.

19.5 Wiring of proved type relays (metal to metal contact)

19.6 For wiring the above relays the use of single brand tinned copper wire of 1.0mm/1100V grade PVC
insulated flame proof shall be used. The use of multi core cable of 100 cores, 60 core having the
above conductor dia and grade is permitted. Size of conductor shall be chosen based on current to
be carried through these conductors. The wire and cable used shall generally conform to IS:694.

19.7 The wiring between the terminal board of the panel and the unwired tag block on the relay rack is to
be carried out using multi-core cables (60 core) 1.0mm dia annealed lined copper wire to IS-694.
The wiring on the Q series relay rack is to be carried out by 16/0.2mm dia single core multistrand
flexible A.T. copper wire to IS.694.

19.8 Soldering at the tag block terminals shall made using good quality solder and flux. Care must be
taken to prevent dropping of excessive solder from terminal thereby causing failure/unwanted
connection or short by fusing of PVC insulation in row below it. It is advisable to raise the wires by
mechanical means and temporarily interposing a wooden or plastic sheet between the adjacent rows
while soldering, to collect the excessive solder that may be dropping out.

19.9 After testing, the loose wires on the cable ladder shall be neatly bunched and laced with twine black.
The contractor shall adopt suitable colour code for wiring as required by the Railway's
representative. Spare conductors to an extent of 10% are to be provided on the interconnecting wire
runs for future developments.

19.10 Various supplies associated with signalling viz., 110V AC, 110V DC, 60V DC, 24V DC, 12/24V
AC and 12/24V DC flashing are to be brought out to the relay/equipment room as per instructions.
Necessary measuring instruments are to be mounted on the Hylum sheet 10mm thick fitted to the '
relay rack with suitable switches and HRC fuses.

19.11 The incoming cables to the relay room are to be neatly arranged and fixed to the cable supporting
and guiding rack. The duct shall be filled with sand and plastered neatly to avoid entry of mice or
reptiles.

19.12 After the complete testing by the RITES representative and before commissioning the installation,
the contractor shall arrange necessary sealing leads and wires for sealing the relays.

19.13 The nomenclature of each relay shall be painted both in front and rear side of each relay with
contact configuration. The relay index sheet duly painted of details of relay and their position in the
relay rack shall be manufactured out of Decolum/Novapan sheet and fixed in the relay room. All the
relays to be plugged shall be checked visually and defect if any, noticed shall be replaced, duly
reporting the same to the Railways. As made relay rack wiring and contact chart of all relays shall
be prepared in linen/polyester sheets, duly signed and handed over to RITES for preparation of
handing over documents to maintenance organisation.

19.14 Suitable arrangements shall be made in the relay rack for fixing condenser and resistance unit,
required for slow to release feature. Letter painting shall be made against each unit to identify
circuit for which it is used.

19.15 All circuits shall be carefully protected by individual fuses in the relay room and locations grouped
preferably to facilitate easy fault location. Fuses shall be so arranged that they can be easily be
placed without causing interference of fuses and the circuits in which they are used shall be
prepared and kept in the relay room. Fuses for all Signalling circuits shall be of the non-
deteriorating type as per RDSO specification.

19.16 Fire extinguisher to approved specifications is to be provided in the relay room.

19.17 Fixing of EKT/HKT with Micro Switches 2 NO/2NC, at gate lodge, S.M.'s Office on Teak Wood
board, providing telephone at site/gate lodge/S.M.'s office, carrying out wiring of EKT/HKT,
telephone using 16/0.2mm wire and testing as per approved circuit diagram and commissioning, the
same wiring has to be neatly clipped wherever necessary.

20.0 STATION EQUIPMENT:

20.1 The control panel shall be erected in the place as shown by the Site Engineer of the work on proper
foundation bolts and cement concrete. Before erecting the panel, a suitable duct shall be made for
bringing the jumper cables into the control panel. The domino panel shall be got approved and
inspected by the Railways nominated authority before the same is installed in ASM’s office of the

station. The domino panel construction shall be in such a way that it can suit stage working and any
alteration required at later stage shall be possible by replacement of domino.

20.2 The control panel, Domino type shall be wired with indoor cable 40C/60C.It is desired by Railways
it shall be wired with 16/0.2mm wire coils.

20.3 The contractor shall protect the control panel, while doing the wiring. The terminal; particulars,
power supply points, tag block particulars shall be neatly painted on the inner side of the panel.
Before commencing wiring all knobs, buttons & indicators shall be tested for proper contact and
defective ones shall be replaced in the initial stage itself.

20.4 The cable termination and internal wiring terminal particulars of control panel shall be made out
signed by the contractor and handed over to Railways. The control panel shall be earthed properly.

20.5 Any modification to the panel wiring shall be done by the contractor at site, as required by the
RITES at free of cost before final commissioning.

20.6 The inter connections arrangements includes laying of multicore hook up wire cables, inter
connection between Generator room, battery room, power rack and cable termination rack by using
sufficiently thick wires not less than 7/1.4mm PVC copper or 10 Sq.mm multi strand copper
conductor to avoid the voltage drop.

20.7 The ladder arrangements provided shall be of suitable capacity and manufactured by the contractor,
fixed neatly and firmly with proper supports. Cable details, functions allotted to each core and
terminal numbers shall be prepared and handed over to the Railways.

20.8 All connections/terminations shall be tested by the contractor and after satisfying himself and then
to be tested jointly with Railway’s representatives. Any alterations shall be carried out by the
contractor before commissioning of installation at free of cost.

20.9 Any addition/alterations in the wiring of relay racks control panel and cable termination racks,
power rack, battery room and in apparatus cases involving safety shall be carried out by the
contractor at fee of cost during testing/commissioning and for a period of 3 months after
commissioning of the installation.

20.10 Data logger shall be installed at station as per tender specification. The necessary input from the
voltage free relay contracts shall be desired by the contractor as per requirements of Data-logger
which will be furnished by RITES representative at site. The L-xing gates of mid section shall give
their input through Remote terminal units. The contractor shall provide all interface equipments.
The Facility for remote checking will be extended as per tender documents. However, 64KB OFC
channel will be allotted through OFC for this purpose.

21.0 POWER SUPPLY SYSTEM:

21.1 SMPS based Integrated Power Supply (IPS) System as per RDSO Specification No.
RDSO/SPN/165/2012(Ver.3) or with latest amendments shall be installed at each of the EI
installation. All the racks of IPS shall be fixed on RCC platform with anti vibrating rubber pads.

At power room, transformers, battery chargers, voltage stabilizers including IPS as specified in
supply portion of schedule to be fixed and wiring shall be carried out. All the IPS shall use 300 AH /
200 AH (as specified) low maintenance batteries for the signalling system. The IPS shall be based
on SMPS design as per latest RDSO approved specifications.

Instructions in the Installation Manual of Original Equipment manufacturer (OEM) and relevant
para of RDSO specification No. RDSO/SPN/165/2012(Ver.3) or with latest amendments shall be
strictly followed.

21.2 All the racks of IPS shall be connected to REB (Room Earth Bar) by stranded copper conductor.
REB shall be connected to separate Maintenance Free single earthing.

RINL shall provide two reliable 230V power supply feeders at panel rooms Automatic changeover
arrangement between these two supplies (AMF panel) shall be the part of IPS supplied. Audio
visual indication of the mains failure shall be extended to the control cum indication panel. Control
Cum indication Panel will be provided in the ASM’S office..

22.0 EQUIPMENT STANDS OF IPS:

Fabrication of 'L' shaped angle of size 75cm x 75cm out of MS angle 50mm x 50mm x 5mm. Fixing
one end on the wall and other end on the floor using cement concrete at a spacing of approximately
70cm between each angle. Leveling, aligning, drilling holes of 12mm dia for fixing. Hard wood
planks on angle and making platform for mounting equipment viz., chargers, transformers,
stabilizers etc., The angles are to be painted with two coats of black enamel paint. Each angle fixed
is taken as one unit.

22.1 For mounting transformer, battery chargers etc, suitable angles shall be grouted or done to the wall
and provided with hard wood planks 40mm thick. The power supply arrangements, wiring shall be
carried out using 7/1.4mm PVC copper wire or 10 Sq.mm Multistrand copper wire as per approved
circuit diagram issued by the RITES. The voltage stabilizers shall be installed at a suitable place as
required by the RITES and arrangements shall be made to isolate and put through the stabilizer if it
becomes defective without disconnecting any leads.

22.2 Ammeter by pass arrangements if required, as indicated by site Engineer shall be provided on the
Panel to prevent ammeter being always in the circuit. After wiring, the power rack shall be tested
jointly. The power rack shall be energised to its rated capacity and kept in that condition for not less
than a week and any defects noticed shall be rectified by the contractor. The guarantee certificate for
all the power supply equipments form the suppliers shall be handed over to Railways. Any
alterations to power supply arrangements shall be carried out upto the date of commissioning of the
Station.

22.3 The power rack and power supply equipments shall be painted suitably and uniformly before
installation as required by Site Engineer. Distribution details shall be painted on each of the
equipment. Fixing of Ammeters, Voltmeters and HRC fuses shall be made on Hylam/ Novapan
sheets of thickness not less than 12mm. The Novapan sheet shall be fixed rigidly on a frame
fabricated with M.S. angles for this purpose as per drawing.

23.0 LEAD ACID / MAINTENANCE FREE BATTERIES:

23.1 The charged Low Maintenance Batteries shall be provided in the Battery room locations as per
Schedule.

23.2 Charged Low Maintenance Batteries of different capacities shall be installed in the battery room on
suitable battery rack. The battery stand shall be given anti-corrosive black paint before installation
of battery and shall be mounted on porcelain insulators. The cells shall be arranged neatly with
sufficient working space for maintenance.

24.0 BATTERY STANDS:

24.1 Fabrication and erection of battery stand out of MS angle 50mm x 50mm x 5mm in two steps of
width 25cm each step. The steps are to be completely provided with hard wood planks of size
25mm wide and 50mm thickness of suitable length fixed by 10 x 60mm bolts and nuts at intervals
of not more than 300mm between two stands. The angles and hard wood are to be painted with acid
proof black enamel paint in two coats.

24.2 Cells are to be connected with suitable links sufficient to carry full load. Immediately, after
connection, petroleum jelly shall be applied on battery terminals. The wiring shall be carried out by
PVC 6 /10 Sq.mm multi strand copper wire and terminated in the terminal board in the battery
room. The details of batteries and the capacity, circuit, date of installation etc., shall be painted. The
specific gravity and voltage regarding shall be recorded for each cell in a separate register,
alongwith the guarantee certificate of the supplier and handed over to RITES duly signed. A
wooden stand for keeping Hydrometer shall be fixed in each battery room.

24.3 All connections terminations shall be tested by the contractor and after satisfying himself and then
to be tested jointly with RITES representative. Any alterations shall be carried out by the contractor
before commissioning of installation. In case of IPS system the maintenance free batteries shall be
kept as per design of the IPS equipment and RDSO specifications.

25.0 CRANK HANDLE INTERLOCKING:

Electric key transmitter with crank handle fixed to the key shall be installed on Acrylic sheer glass
fronted T.W. box firmly on suitably angles supports, in SM’s room/Cabin/Battery box/apparatus
cases as indicated by Railways. The wiring shall not be exposed. E.K.T. when fixed with crank
handle shall be ensured that proper supports have been given to the crank handle to avoid undue
strain to the mechanism of the EKT. The box shall be pasted with laminated sheet of same colour of
panel on the sides and providing suitable partition will 12mm teak wood. A push button with 2
NO/2 NC contacts of reputed make viz., L&T/Crompton make. 3 Nos. of LEDs red, yellow and
green shall be provided inside the box to give crank handle “OUT”, crank handle “IN”, Crank
handle “FREE” indications. Providing nickel coated welded chain handle and key, locking and
sealing arrangements 37mm brass locks good quality shall be provided.

Carrying out wiring as per approved circuit diagram as instructed at SITE Engineer. (This includes
necessary mounting of the to the wall using TW plugs and cement motor except cement and wires,
all materials shall be arranged by the contractor).

26.0 WARNING/ STOP BOARD / SIGHTING BOARD:

26.1 Warning/stop boards fitted on the Rails angle/channel shall be erected and concreted at locations as
indicated by Site Engineer and as per approved signalling plan, and shall be clear of all
infringement. If necessary, existing warning/stop boards shall be shifted and re-erected on the place
required by Site Engineer. These shall be of retro-reflective design or painted with luminous paints.

26.2 The rail post and other fittings shall be painted as required by Site Engineer.

27.0 EARTHING:

27.1 SPECIFICATION FOR MAINTENANCE FREE EARTHING FOR S&T APPLICATIONS:


• The Earth pit shall be of Permanent and Maintenance Free (PMF) type. The Earth pit shall
include the components such as Earth rods, Compression couplers Earth Enhancement Material
and connecting wires, Earth Bus Bar and all accessories. It is meant to be used for earthing for
SSI, IPS, Electronic Exchange, OFC Equipments, Data logger system, Digital microwave and
UHF system.

• Acceptable earth resistance value at Earth Bus Bar shall be less than two ohms for Electrical
Installation and less than one ohm for telecom installations.

• Low lying close to the building or the location box is good for locating earth electrodes. The
location can be close to any existing water bodies or water points. Earthing rod shall not be
fixed on high bank or made-up soil.

• The Earth Rods shall have the following characteristics / Specifications:

a. 6 feet long .Copper bonded steel rods, especially designed for Electrical grounding.

b. Shall have a minimum dia of 17 mm (¾ inch).

c. shall be corrosive resistant.

d. shall be molecularly bonded with copper to high strength steel cores.

e. shall have a minimum copper bonding thickness of 250 microns (10 Mil).

f. shall have a life minimum 20years.

27.2 EARTH ENHANCEMENT MATERIAL:

Earth Enhancing Material shall be electrically conductive and non-soluble. It shall:

a. have high conductivity in the electronic ground contact area and it shall improve earth’s
absorbing power and humidity retention capability.

b. have a resistivity of less than 4.7 ohm meter.

c. be non-corrosive in nature having low water solubility (0.2% max) but highly hygroscopic: will
not be eliminated by continuous treatments with water.

d. be stable between -60° to +60° C temperatures.

e. be possible to increase earth’s conductivity from 3-20 times.

f. interact in homogeneous way when applied to the earth.

g. be suitable for any kind of electrode and all kinds of grounds of different sensitivity through the
simple spill of the proper solution to the ground, which surrounds the electrode.

h. Higher doses may be necessary for optimum results in high resistance soil or rocky areas.

27.3 CONSTRUCTION OF UNIT EARTH:

The earth pit shall be constructed as per enclosed typical installation drawing (Fig-9 of para 2.1.9
above):

a. A hole of 4 to 6 inch dia shall be augured to a depth of about 6 to 9 feet.

b. Two electrodes of 6 feet each shall be joined together using a compression coupler.

c. This electrode of 12 feet ( 6+6) length shall be inserted into the augured hole .

d. It will be penetrated into the soil by gently driving on the top of the rod using a sledge hammer.
Here natural soil is assumed to be available after about 10 feet so that 2 feet of electrode shall be
inserted in the natural soil.

e. RDSO approved Earth enhancing compound 10 kg shall be filled into the augured hole in slurry
form and the resistance is measured. This will be further deepened by adding one more earth rod
if the resistance is not coming less than around 3 ohms.

f. Remaining portion of the hole shall be covered by the soil which is taken out during auguring.

27.4 CONSTRUCTION OF RING EARTH:

The ring earth shall be constructed as per enclosed typical installation drawing (Fig-8 of
para 2.1.9 above):

Since it is not possible to achieve a low resistance value of less than one ohm with one pit, it is
required to install a ring earth consisting of 4 to 6 pits depending upon the soil resistivity.
Following method is shall be adopted to construct the ring earth.

a. The procedure mentioned above for one pit shall be repeated for installing 2 to 4 such earth pits.
It will be ensured that the distance between the earth pits shall be more than 8 to 10 feet for
effective utilization of the soil contact area.

b. The number of pits required shall be decided based on the resistance achieved for the
earth pits already installed, as the properties of the soil plays a major role.

c. These earth pits shall then be inter linked using a Electrolytic grade copper tape of size
25x3mm to form a ring using exothermic welding technique. The interconnecting cable / bus
bar shall be buried no less than 1 foot below the ground level. This interconnecting bus bar shall
also be covered with earth enhancing compound. These connections shall be made using
exothermic welding.

d. A copper bus bar of 25 mm x 6 mm x 150 mm shall be exothermically welded to master earth


electrodes for taking the final connection to the equipment room.

27.5 INSPECTION REGISTER:

a. 300*300*300mm(inside dimension) concrete box with smooth cement plaster finish shall be
provided on the top of the pit. A steel plate of 3 to 5 mm thickness hinged cover with lockable
management, painted black shall be provided to cover the earth pit.

b. One pad lock of Godrej / Link make with three keys shall be supplied for locking.

c. The masonry work shall be white washed inside and outside.

d. Care shall be taken regarding level of the floor surrounding the earth so that the connector is not
too deep in the masonry or projecting out of it.

e. On backside of the cover the date of test and average resistance value shall also be written with
yellow paint.

27.5 EARTH BUS BAR AND CONNECTION TO PIT:

a. The Earth electrode and the copper earth bus bar will be connected by Cadmium bronze wire as
per RDSO spec RDSO/SPN/178/2003, exothermically welded to electrode at one end and the
earth bus bar at other end. All the material required for Exothermic Welding shall be procured
from RDSO approved sources.

b. The copper Earth bus bar will be 300*25*6 mm size with tin coating and holes for fixing it to
the wall of equipment room with insulation studs.

d. All connection to the earth bus bar will be through tinned copper lug of Dowell or similar make
if suitable size.

d. All nuts and bolts will be stainless steel type.

28.0 TELEPHONES:

Duo telephones shall be provided between Panel Room, ESM and relay room. Desk type Magneto
telephone shall be fixed on the telephone stands/Location boxes/battery boxes. The wooden stand
shall be fabricated by the contractor and firmly fixed on to the wall if installed in station building
platform/gate lodge. A suitable wooden box shall be manufactured for telephone battery with
locking arrangements and fixed near the telephone. Telephones if installed in Location
boxes/battery boxes near the top points/siding points/home signals it shall be securely fixed on
wooden shelves. Telephone battery shall be kept in the same Location Box/battery box. It shall be
ensured that no other gadgets shall be kept in the Location Box/battery box and separate door lock
arrangements shall be made to protect the telephone battery if installed near home signal/top
point/siding points for traffic purpose. At point machine location the termination shall be available
for connecting a telephone with station master.

Gate telephones, where connected to station master are more than two, the necessary selective
calling arrangement shall be provided.

29.0 BLOCK INSTRUMENTS:

Single/double line block instruments shall be installed as per guidelines given in signal engineering
manual and RDSO. The block proving shall use digital axle counters, block panel, relays assembly
and other related gears. The digital axle counter and corresponding equipments shall be RDSO
approved and inspected before installation. 6 quad cables required for commissioning of the block
system between the stations shall be laid in this work/ existing shall be used. In regard to Digital
Axle counters, Director (Signal) Railway Board letter no. 96/Sig/PLN/4 dtd 3.4.2000 and other
circular of RDSO etc on the subject may be referred and complied.

29.1 Block circuit wiring (Ref: SEM Para : 18.3)

29.2 The line wires from the point where the lines of two adjacent block sections meet to the terminating
point on or near the building shall either be insulated or be so erected as to be not less than 150 mm
from any other wire. The provision of insulated wires shall be preferred.

29.3 The insulated line wires must be easily accessible. Alternatively, a cable, suitably protected, may be
used, but a separate cable shall be provided for each instrument circuit. The insulated line wires
must be led in sloping upward to the building, otherwise a drip loop shall be provided.

30.0 LEADING OF WIRES:

The wires leading into the building from the terminating point shall be adequately separated from
the wires of other circuits and shall be single, braided or metal sheathed run in one length from the
pot-heat insulator to the test panel. Alternatively, a cable, suitably protected, may be used, but a
separate cable shall be provided for each block instrument circuit.

a. Indoor Wires :

i) Indoor wires must be run in toughing or other suitable form of trunking which provided
protection from interference and separation from the wires of any other circuit.

b. Specification of wires :

i) All wires of cables shall be in accordance with the Indian Railway Standard Specification
or other approved specification.

ii) Lightning Dischargers shall not be located in the Block Instrument but installed separately
and shall be the demarcating point for test purposes.

c. Protective measures against power line parallelism (Ref: SEM Para:18.5)

i) Since the immunity of PR relay is only up to 10V, block filter shall be used in all block
instruments using this relay where this limit is exceeded.

ii) Block filters shall be used with handle type block instruments using frequency coded signal,
where diodes have been used in line circuits.

iii) A separate earth shall be provided for each instrument. The earth shall be of an approved
type and shall be buried at depth of not less than 1.5m and at a distance not less than 2.5m
from any other earth. The resistance of the earth shall not be more than 10 ohms.

iv) The length of the Earth wire shall be as short as possible and cross section of the wire not
smaller than the size of the line wire and in any case shall not be smaller than 4mm dia.
The earth wire shall not have a sharp bend or spiral. Earth wire shall be adequately
protected from mechanical injury and be efficiently connected to the earth. All connections
to the earth shall be well soldered.

v) The installation of all indoor & outdoor equipments including resetting arrangement must
be carried out as per detailed instructions given in installation procedure issued by RDSO.
The installation manual of original equipment manufacturer shall be followed strictly.

31.0 DIGITAL AXLE COUNTER:

31.1 The connectivity between detection equipments on the track and corresponding centralized unit of
SSDAC shall be with 6 quad cables.

31.2 Supply of completes software for the SSDAC including its integration with signalling installation of
station and fault diagnosis shall be done by contractor.

31.3 The Single section Digital Axle Counter equipment shall comply with RDSO specification no
RDSO/SPN/177/2012 (ver.3) or with latest amendments, if any.

31.4 Installation, testing and commissioning of digital axle counting equipment alongwith track side
equipments, wheel detection points etc. This includes supply and installation of housing for EJB as
per specifications near track detection point if track lead DP cannot be extended upto location box.

31.5 Supply of technical documentation and drawing shall be done by contractor. Supply of all
miscellaneous stores required for completion of work except the one explicitly mentioned in the
scope of work.

31.6 Axle counter system shall detect presence of railway vehicle with standard wheel size within
defined section of track. It shall not detect push trolley, be very light vehicle which is having
smaller size wheel. System shall work independent of poor track conditions and wet/ flooded track.

31.7 Digital axle counter of Multi section type shall be used for station track circuits. The system shall
generally confirm to RDSO SPN-176/2005. The following items may also be complied with :

i) Evaluator unit shall be centralized for all the track sections. To configure the central evaluator
for any different configuration of track section no software changes shall require.

ii) The system shall establish its performance for 12 months. The necessary details along with
certificates may be produced from the manufacturer as well as from user.

iii) The necessary testing of each detection point and track section shall be done as per
methodology prescribed by the manufacturer and also in the specification.

iv) The necessary register with suitable proforma shall be opened for recording of test results as
well routine maintenance alongwith measured readings.

v) Track side electronics units shall work on 24V DC power.

31.8 High Availavility Dual Redundant Axcle Counting System (HASSDAC) as per RDSO Specification
No. RDSO/SPN/177/2012(Version 3) or latest guidelines by RDSO letter No.
STE/E/AC/Digital/Genl dated 27.07.2011 shall be installed in Block section for BPAC as per latest
guidelines issued by RDSO.

32.0 CABLE ROUTE MARKERS:

Concrete cable route markers as per drawing no. RITES/SIG/GEN/048-08 shall be fixed at every 10
meters of cable route.

33.0 PAINTING:

All signalling equipments shall be painted in accordance with signal engineering manual chapter XI.
The colouring scheme shall be as per Para 1102 Annexure 'A'.

33.1 SIGNAL POSTS AND FITTINGS:

i) Post: 'White' (Aluminum paint shall be used)

ii) Fittings (Hood and Mechanism box): 'Black'

The rear of the mechanism box and background may be painted white where necessary, with the
approval of Site Engineer.

33.2 ELECTRICAL SIGNALLING ITEMS:

i) Point machines, key transmitters…. 'Black'

34.0 INDOOR PAINTING:

34.1 Painting the complete relay rack/cable termination rack and ladder and its fixtures and other
equipment installed in the relay room as per the instructions of Site Engineer and writing all cable
termination numbering particulars in rack and also on board, relay numbering, nomenclature and
other details both on relays and racks, rack numbering, particulars of condensers and fuses,
resistances both at fixing boards as well as in the particulars board, axle counter equipment details,
cable numbering as cables. And any other details requires in Relay Room for panel interlocking
circuits by Site Engineer.

34.2 Painting equipment Rack and wiring all equipment numbering details, painting of hard wood planks
provided on the equipment rack and power board racks, details of equipment fixed on power board.

34.3 Painting numbering on secondary cells, writing circuit details in the battery room as instructed by
Section Engineer at site.

34.4 Painting generator panel particulars, instruction board to Operating Staff, Generator Numbers etc.,
in the Generator room.

34.5 Painting all termination particulars in the panel, block instruments, EKT's Crank Handle box, axle
counter resetting box, resetting plunger box in the SM's Office/Panel room.

35.0 OUTDOOR PAINTING:

Supply of approved quality of paint and painting the following equipments in two coats duly
scrapping the rust as directed by Site Engineer. The colours to be used are as given in Para 34.1 to
34.5 above.

a) Colour light signal post complete with route indicators, ladders, calling on signals, shunt
signals are to be painted both insides and outside including numbering of signals, cable
termination details as per Standard practice.

b) Location boxes both inside and outside with location number, particulars of cable termination
and other equipments kept inside the location.

c) Track circuits: Painting block joint numbers fed/relay end details on rails, TLDs, details of
feed equipments with track circuit numbers and battery with track circuit number and date of
installation.

d) Point Machine lay out complete including Point Number, Circuit Diagram inside the cover,
Junction box details Point contactor unit number in location box etc.

e) Key locked points with HPLs, connecting rods, point indicator, HKT tail cable termination
particulars in the location box etc.

36.0 TESTING AND COMMISSIONING:

The different stages and procedures for testing of indoor and outdoor equipments are given below as
guidance:-

Testing and commissioning consist of fine testing of selection circuits, for proper functioning of
track circuits and points, gears as per SEM energising and testing of power cables, stabilizers
secondary cells for all circuits, energising and testing of colours light signals and final
commissioning of the entire signalling arrangements for traffic use. All the alterations for improving
safety shall be carried out before commissioning as required by the RITES. The equipments shall
be first tested by the contractor and then jointly with Site Engineer The contractor shall provide test
panel for testing at his own cost. The different stage and procedures for testing of indoor and
outdoor equipments are given below as guidance. However detail testing shall be done in
consultation with Site Engineer.

STAGE- I:

Testing of the Relay Interlocking (Indoor).

STAGE- II:

Testing of the Outdoor Gears viz: Points, Signals, Track Circuits, Axle Counters, L.C,. gates, etc.

36.1 TESTING OF RELAY INTERLOCKING:

Testing of relay interlocking consists of:

a) Energisation of relays by connecting the simulation panel.

b) Clearing of signals on the simulation panel and carrying out the following tests (As per table
of control):

i) Negative tests

ii) Dead/Approach locking tests

iii) Route/Back locking tests

iv) Testing of conflicting signals

v) All other circuits viz., SM's key, HLR, LXPR, KLCPR are proved correctly in the respective
signalling circuits.

36.2 TESTING OF OUTDOOR GEARS:

Testing of outdoor gears consists of:

a) Signals

b) Motor operated points

c) Track circuits

d) LC gates (Interlocked)

36.3 COMMISSIONING OF PANEL:

Commissioning of panel consists of:

a) Checking the correspondence between the signals and their panel indication.

b) Checking the correspondence between the points and their panel indications.

c) Checking the correspondence between the track circuits and its panel indications.

d) Testing of sidings, its electrical transmission of EKT, panel indications.

e) Testing of LC gates, its electrical transmission of EKT, panel indications.

36.4 TESTING OF RELAY INTERLOCKING ENERGISATION OF RELAYS BY


CONNECTING SIMULATION PANEL:

For major yards, it is preferable to energise relays, circuit wise and sheet wise, since it involves
number of routes and parallel movements.

For way station, it is preferable to energise the circuit, route wise.

Before taking up the above energisation, the following work shall be completed.

a) Wire to wire bell-test of all sheets before soldering and after soldering.

b) Plugging of all relays as per contact configuration. Before plugging of relays, all fingers are to
be checked. Any finger found loose or not properly hooked is to be set right.

c) Power supply arrangement with batteries.

d) Connecting the simulation panel.

i) It shall be possible to control all TPRs, NWKRs/RWKRs, CHLRs, KLCRs, LXCPRs


etc., from the simulation panel by energising all the relays.

ii) It is desirable to have the simulation panel adjacent to control panel so that the panel
indication can be observed simultaneously while testing.

37.0 CONNECTING SIMULATION PANEL

Simulation panel consists of two Boards:

37.1 BOARD NO. 1:

It depicts the yard (painted) with points, track circuits, LC gates and slots. Switches are fixed on the
boards to simulate the conditions of the points, track circuits, interlocked LC gates, slots etc.

Track circuit switches are fixed on the track. Point control switches are fixed nearer to the points,
for small yards. For major yards the switches are grouped as point switches and track circuit
switches.

Functions requiring ON and OFF switch (with make and break facility i.e. two wires only) with
facility to pick up a relay in one position and drop the same in other position. Example: Switch OFF
- Track Down - TPR dropped. Switch ON - Track pick up - TPR picked up. For controlling the
following function the above type switches shall be used:

i) Track circuits

ii) Siding point

iii) Crank handle

iv) Slot

v) LC gate

Points require ON and OFF switches with facility to pick up conflicting relays (i.e. NWKR and
RWKR) in two positions. (These switches require three wires).

37.2 BOARD NO. 2:

To simulate the signals the following bulbs are used as dummy loads for the ECRs to pick up and
also to observe the aspect of the signals during testing.

ON aspect - 110 V 40 W
OFF aspect - 110 V 25 W
Route aspect - 110 V 75 W
(Jn. type Route Indicator)

37.3 Wiring simulation panel to the relay room side wiring at MDF.

Disconnect all the links on cable termination rack. Wires from the switches are connected to the
relay room side termination. Similarly the wires from simulation panel board No.2 consisting of
lamps are connected to the relay room side termination.

Multicore 0.6mm dia. cable is used for wiring the simulation boards. To reduce the voltage drop,
more conductors are used for supply taken to the test panel and also to the negative since common
return is used.

38.0 TESTING AND COMMISSIONIONG OF OUTDOOR EQUIPMENTS:

38.1 Cable meggaring and pairing up of conductors shall be done.

38.2 All the power cables shall be made through and power supply shall be extended to all locations.

38.3 After the power cables are energised, check up each limb of the power cable whether any earth fault
exists using multimeter. Thus will indicate whether any cable conductor is faulty (i.e. earthed).

39.0 TESTING OF SIGNALS:

i) Signals shall be initially tested from the LOC box to attend to minor troubles of bulb holders,
wiring etc.,

ii) All the aspects shall be checked by giving 110 V AC feed from Loc. Box and then the test
shall be repeated by giving feed from Relay room CT rack. This test shall be done for each
aspect, route and pilot lamp of shunt signals.

iii) Care shall be taken to ensure that no train is approaching during this test to avoid misleading
information to drivers.

iv) Ensure that signal number plate is provided and unit back door is fastened and locked
properly. Door locking is very important to prevent sun rays falling on to lenses to give
phantom indications.

v) Focus the signal aspects, record the aspect voltages and ensure that it is within the permissible
limit (90% of rated voltage of the bulb).

40.0 TESTING OF POINTS:

40.1 POINTS:

Points shall be tested first locally from the location box when point contactor unit kept in location.
Before commencing this test, ensure 110V DC, 24V DC are available in location box. If it is cross
over point, it is preferable test one by one and then test both at a time.

40.2 POINTS CONTACTOR UNIT:

40.2.1 SIEMENS POINTS CONTACTOR UNIT:

Connect N 24 V to W4, connect B 24 V to W1, then remove so that N/R picks up and holds, then
touch B24 V to W3 to operate points from normal to reverse. All the relays in point contactor unit
operate as required and relays in point operated from N to R. Check up whether NWKR supply to
relay room is available. For reverse to normal operation, keeping N 24 V in W4 touch B 24V on W1
and then on W2. Point operates from reverse to normal. Check up the RWKR supply to relay room
is available.

0.2.2 POINT CONTACTOR UNIT WITH QBCA1 RELAYS:

i) Connect B 24V to W3 and N 24V to W4. WCR picks up.

Connect B 24V to W2 and N 24V to W1 to pick up RWCR to operate the point from normal
to reverse.

After the point operation is completed, drop RWCR, WCR by disconnecting the supply.

ii) Check up whether outgoing RWKR supply is available in location box.

For reverse to normal operation, change the polarity on W1 & W2 and check.

Care shall be taken to check whether correct wiring is done with regard to polarity.

iii) Check up whether the cross protection wiring is done on the electrical detector.

iv) Check up whether snubbing is effective in case of GRS, 5E point machine.

40.2.3 The following tests shall be carried out on Pt. Machines:

a) Obstruction test

b) Detection contact break test.

c) Out of correspondence test (in case of cross over point).

d) Track locking test (to be done when operated from panel). This test is to be done for both N to
R and R to N operations.

e) Whether point can be hand cranked with interlocked crank handle.

f) Check the correspondence between point position at site, both the ends in case of crossover
and NWKR / RWKR in relay room (to be done when tested from panel).

41.0 TESTING OF TRACK CIRCUITS:

i) All the track circuits shall be energised and outgoing TPR voltage checked.

ii) Check whether cross protection wiring is done for TPR circuit.

iii) Shunt the track circuit at various places on the track and check whether the track relay drops
every time it is shunted. (Especially near fouling marks).

iv) Check the correspondence between TR and TPR in relay room.

v) Track circuit shall be adjusted properly and readings recorded. TSR value shall be recorded.

vi) Check whether the track circuit is protecting the fouling point.

vii) Ensure that at least one polarity rail is in series connection.

viii) Check up in put AC voltage to the track feed chargers is sufficient and battery is getting
charged.

42.0 TESTING OF INTERLOCKING OF L.C. GATES, SIDING POINTS:

a) Check up for the proper functioning of electrical transmission of key transmitters.

b) Check up the panel indications.

c) Connect magneto telephone communication between SM and LC gate/siding.

d) Ensure that respective signals cannot be taken off if LC/siding controls are not available with
SM (i.e. on panel).

e) Ensure that when the signals are taken off, respective LC gate/siding key cannot be extracted
from the EKT.

43.0 TESTING OF SLOT CIRCUITS:

Wherever end panels are available, inter cabin slot circuits shall be tested. Slot circuits can be tested
similar to that of signal HR circuits.

Negative tests, approach-locking tests, back lock/route holding tests; cancellation of slots shall be

44.0 COMMISSIONING OF PANEL:

Check up all signal aspects by directly feeding from cable termination rack (110 V AC).

Check up operation of points from C.T. rack and check whether NWKR/RWKR incoming feed is
available (by connecting 24V DC to W1, W2, W3 & W4 as explained earlier).

Check up the incoming feed of TPRs in the C.T. rack. The above checking will confirm the pairing
of cable conductors.

Remove the wiring connection of simulation board on cable termination rack and make through the
links of all TPRs, WKRs and signal circuits.

First test the points from panel individually and conduct all tests discussed earlier including track
locking test, correspondence between point position and NWKR/RWKR in relay room.

Check whether all TPRs have picked up and check up the panel indication by individually by
dropping each track circuit correspond correctly.

Check whether all other required relays viz., CHLR, LXPR, KLCR have picked up.

Test all the signals from panel.

Check the correspondence between relay from and signal aspects, which is most important.

For checking the aspect s of home signals, distant signals, staff (not below the rank of Site
Engineer) shall be deputed to site with walkie-talkie or Magneto telephone and check the
correspondence.

Remove the signal bulb at site of every aspect and check whether indication disappears on the panel
and ECR drops in the relay room.

Open all the registers and make entries of counter numbers before handing over to operating staff.

45.0 THE FOLLOWING REGISTERS SHALL BE HANDED OVER TO OPERATING STAFF:

a) Relay room key register,

47.0 GENERAL:

47.1 Signal and interlocking fittings All signal and interlocking fittings shall be in accordance with I.R.S.
Specification No.S-10 unless otherwise specified.

47.2 All relay interlocking principles contained in I.R.S. S-36 shall be applicable for all relay
interlocking works.

48.0 AS MADE DETAILS:

After commissioning of the entire installation and approval of draft completion drawings by RITES
tracings of documents and plans shall be made by the contractor on tracing film of standard size and
also 6 copies of the following neatly bound shall be handed over to the RITES duly signed: One
CD/pendrive shall also be handed over for their records.

2. Technical specification for execution of any work is not covered above, in such cases execution shall
be done as per existing practices of concern railways or as per the instruction of Engineer-in-Charge.

1. GENERAL –

The scope of work envisaged in this contract shall include but not limited to supply of telecom.
Materials/equipments like telecommunication cables (OFC, quad cable & PIJF cable), OFC joint
enclosure, OFC measuring instruments, Muxes, STM-1 Equipments, isolation transformers, jointing
kits of various types etc, installation and commissioning of telecommunication system as per the
specifications, drawings & as per the directives in the tender documents. Telecom work is involved at
each station , TSS, SP, SSP, Control office & Test room and residences and way side offices if any in
section. In addition to existing railway communication facility such as Section Control and Railway

2.16 Materials required.

2.1 PRELIMINARY CABLE ROUTE SURVEY: The objective of this survey is :

a) Designing and finalizing drawing for the proposed route of the 6 quad cable.

b) Planning location of track crossing, over bridges, culverts etc.

c) Deciding the cable termination location under the system.

d) Planning for extending control communication from cable termination location to various user in
station area and other locations etc.

2.2 POINTS TO BE COVERED UNDER THE PRELIMINARYSURVEY FOR CABLE ROUTE.

2.2.1 Avoiding underground structures, Signalling cable, power cables and pipe lines etc.

2.2.2 Avoid rodent/ termite infested or infected side of the alignment.

2.2.3 Off set of the cable trench from the central line of the track such as having burrows.

2.2.4 Avoiding proximity to chemical, paper and such other industries which discharge chemically active
affluent.

2.2.5 Avoiding areas prone to water logging.

2.2.6 Avoiding large rock cutting/thick jungles and areas different to approach etc.

2.2.7 Avoid the side of the alignment which is likely to be affected due to addition/alteration of earth
work/super structures (such as doubling, shifting of alignment of the existing track etc.) for this, cable
route shall be discussed with construction and doubling organization.

2.2.8 The orientation of the route (left or right side of the track in the sections(c) to be decided on
following:

i) That side of main line which is away from coastal side, other cables such as Signalling and
power.

ii) Side which is likely to involve least track crossings and likely to be more convenient for
crossing the track, bridges, culverts etc.

2.2.9 Figure out and scale crossing of roads, tracks etc.

2.2.10 Scale out proposed arrangement of crossing bridges, culverts etc,. out of the many alternative
available.

2.2.11 Assess special problems, if any, of the section such as undulating surface, long cutting tunnels etc.

2.2.12 Scale out the cable entry/exit arrangement at the cable termination locations. Avoid built up areas
including those area where building etc. are likely to come up in future.

2.2.13 With engineering drawing already in hand, verify pathways/ pedestrian crossing and other lateral
clearances.

2.2.14 Scale out the special work required if any and the manner of the cable route in approach of the
existing bridges locations.

2.2.15 Identify if any special lengths of cable is required to avoid joints on bridges/culverts etc.

2.2.16 For the straight runs as far as possible a separation equal to height of bank shall be kept from the toe
of the bank.

2.3 PROPOSED CABLE ROUTE PLAN

The proposed cable route plan will show different locations reference points which are also called

chainages. There are two kind of references points available in section on date.

Kilometer stones of engineering department provided along with the track.

Telegraph posts along with the track in section.

In addition to above all major Engineering land marks like bridges, culverts, etc. can also be used for
all reference points on cable route plan.

Any other reference point for the purpose bench marking, the cable route as discussed with Engineer
in charge of work will also be shown on cable route plan.

Based on above survey, the cable route plan shall be prepared: -

2.3.1 6 quad telecom cable route plan (5 Km. charts) with horizontal scale as 1 km = 10 cm

The ASM’s office, etc. are to be marked on the chart.

2.3.2 Drawing of the laying of the cable in special terrain viz. Station yards, Approaches of cable huts,
Long bridges, Culverts etc. are to be made 1 Km. chart. ( Scale 1 Km= 50 cm) to show the details.

2.3.3 The name of location shall be put in the LOC column and the chainages in the CH column. At every
10 cm the Km. post No. shall be written and its exact equal chainages for per survey plan entered in
the CH column. The equivalent chainage is required for working out the length of main cable
required. The name of station shall be shown against the locations of the SM’s office.

2.3.4 Based on the survey, the Sr. No. and the length of culverts, bridges and LC gates shall be marked on
the track line of the cable route plan. The survey party shall be supplied with prints of 5 Km chart with
the above details entered for enabling them to mark the route and other details after surveying.

2.3.5 All the plans and drawings shall be neatly prepared by using CAD and Plotter etc. The drawings shall
be in A3 size and suitably filed for ease of handling.

2.4 INFORMATION IN CABLE ROUTE PLAN

The cable route plan shall contain following: -

2.4.1 Whether the cable route is to on north or south side of the Railway track.

2.4.2 Approximate location and lengths where the cable shall be laid in G.I. and HDPE pipes under the bed
on culverts.

2.4.3 Location of track crossing and the number of tracks to be crossed.

2.4.4 Location of road crossings and the number of HDPE pipes to be provided.

2.4.5 Location and length for protection of cable in rocky area and platform cutting etc.

2.4.6 Proximate locations of derivation joints, LC gates or emergency sockets posts will be provided on 6
quad cable.

2.4.7 The size, length and route of derivation/PIJF cable SM’s office to various subscriber points.

2.5 DETAILS CABLE ROUTE SURVEY

The purpose of detailed survey is to undertake the closer study of the various existing
telecommunication facilities, to work out the exact requirement of the 6 quad and derivation/PIJF
cable and materials required for different items of work, finalize all the drawings and site plans
required for the execution of the work and also to examine the details collected during preliminary
survey and to affect necessary changes/modifications, if any.

2.6 MAIN ITEMS OF WORK

The following are main items of work, which shall constitute the detailed survey: -

2.6.1 Closely examine the proposed cable route and prepare cable route plans.

2.6.2 Sighting of areas for loading / unloading of cable drums and siding facilities for the EMTs
(Engineering materials, trains for the project ).

2.6.3 Preparation of route charts for derivation, PIJF cables with the size and length of the cables for each
tapping and termination arrangement.

2.6.4 Estimating of requirement of special cable lengths of cables for long girder bridges.

2.6.5 Deciding location of each joint and preparation of a joint schedule.

2.6.6 Determining earth resistively measurement of each cable section along the proposed cable route.

2.6.7 Working out the exact length of derivation, PIJF cable required.

2.6.8 Preparation of material schedule required for different protective works.

2.6.9 Arranging isolated telephone circuits to be provided in the cable.

2.6.10 Investigation on special problems of the section and finding out proposed solution thereof.

2.6.11 Examination of chemical composition of soil to see whether any special precaution are to be taken to
protect cable from soil corrosion.

2.7 FINALISATION OF CABLE ROUTE PLAN.

The following are the guidelines for finalizing the route and preparation of the cable route plan:-

2.7.1 Prepare the “5 Km. charts” as explained above showing the relevant chainages and details in the “5
Km. charts”.

2.7.2 Actual measurement by 30M steel tape or chain along the route is necessary only in case of important
locations to be terms as “special terrains” for example, approach to repeater

station/Cable hut, long bridges, big yards, sharp diversions in the cable route from its parallel course
along the main railways track due to obstruction, cutting etc.

2.7.3 Inspect and decide the portions of route falling in category of “special terrains” i.e. where actual
longitudinal measurement is necessary.

2.7.4 The remaining portions of the route i.e. other than the portion decided as “special terrain” are to be
terms as “straight runs”. Actual chaining along the route is not necessary for such ‘straight runs’ and
these can be marked on the ‘5 Km. charts’.

2.7.5 For the ‘straight runs’ on the cable route an allowance of 3.5 % of the drum length shall be made for
the contours, joining etc. and each drum length shall be considered to cover a route of 0.965 x cable
drum length.

The cable route shall be started from a repeater cable hut station. Actual measurement along the route
shall be done by means of a 30M steel tape for a few drum lengths up to a convenient point along the
main line where from the distance along the route may be reckoned from the Plan. A termination
allowance of 5M cable inside the repeater station/cable hut building shall be made, in addition to a
length of about 10M being kept in a pit just put side the building.

2.7.6 It shall be ensured that both “special terrains” shall consist of full drum lengths, so that the position of
joints (other than ‘T’ joints) is fixed without difficulty in both cases.

2.7.7 Actual measurements of the separation distance from the center line of the reference shall be made
where necessary. In case of special terrains, the separation distance at some points on the route may
also have to be reckoned from some other permanent structures depending upon the site conditions.

2.7.8 The separation distance of the cable route from the nearest track on the “straight runs “ shall be 10M.
The deviating from this standard separation of 10M shall be kept to the minimum and as soon as any
obstruction has been negotiated, the route shall again follow this standard separation distance. It is
desirable from the point of view of calculating the induced voltage that the uniformity of the
separation is maintained for the maximum possible length of the main cable route.

2.7.9 Separation distance shall be marked on the “straight runs” portion of the cable route plan (5 Km.
chart) at intervals of not more than 250 M. In addition, the separation distance at points of change in
the cable route such as diversions, track crossings, approaches to bridges, culverts, etc. shall
invariably be marked on the cable route plan in such a way as the intended cable route is clearly
defined for “special terrain” the separation distance shall be marked at as close intervals as is
considered necessary depending on the site conditions.

2.7.10 The route shall be decided by walking along the track. On long stretches “straight runs” a push trolley
moving slowly may be used. The trolley shall be on the track closes to the proposed route.

2.7.11 Actual measurement shall be made for the protective works required for the cable passing over the
culverts, under tracks, over long girder bridges, level crossings, rocky areas, under the bed of culverts.

2.7.12 Once the cables are laid the actual length of cable as per the printed marking on the cable is required
to be indicated at every kilometer of cable route, at diversions, crossings, approaches of bridges and
joints for quad cables.

2.8 FINALISATION OF TAPPING DIAGRAM

2.8.1 The survey team shall visit each location such as cabin, SM,s offices, Loco sheds, cabins, gate lodges,
etc. and verify the details collected during the preliminary survey of all the existing
telecommunication facilities, and additional telecommunication facilities to be provided.

2.8.2 The position of each tapping shall thus be finalized and a final tapping diagram prepared.

2.9 ISOLATED TELEPHONE CIRCUITS

It is necessary that all the telephone circuits such as isolated quarry sites, gate lodges, etc. are taken
note of and provision made for transferring the overhead alignment into cables wherever considered
necessary.

2.10 LENGTH OF 6 QUAD CABLE

The cable length is worked out on following basis to arrive at the locations of the straight joints:-

a) Route length as per actual measurement plus contour allowances of 2.5%.

b) Extra length for track crossing including 2.5M loop on each side etc.

c) Extra length on approach/crossing of the bridges and culverts as per measurement in the detailed
survey.

d) 10M of cable to be kept on either side of major steel bridges and 5M on minor bridges.

e) At every joint a loop of 10M on either side.

f) In cable hut a loop of 10M in the cable pit.

2.11 SIZE & LENGTHS OF DERIVATIONS/PIJF CABLE AND ROUTE CHARTS

The derivation/PIJF are required to laid from ASM’s office to cabins, enquiry & other operational

points, depots, supervisor’s residence etc. for extending control tapings. The plan and requirement of

different sizes PIJF/derivation cables shall be suitably worked out. As for as possible derivation/PIJF

cables shall be laid in the trenches for main telecom cables and branched off at suitable locations.

2.12 PREPARATION OF JOINT SCHEDULES

The details of type and number of joints in main 6 quad cable is required to be worked out based upon
the, obligatory locations, LC gates etc. The typical drum lengths of 6 quad telephone cable is 1 Km.
and therefore, it shall generally be possible to combine straight through joints.

2.12.1 No isolation transformer is considered necessary for LC gate & other location telephones up to a
distance 7.5 Km. on 6 quad telephone cables.

2.12.2 The jointing schedule shall be made as straight-line diagram indicating the locations of various joints
with reference to chainages. The length of 6 quad cable from leading cable hut /ASM’s office shall be
specifically indicating taking into account the factory printed markings on the cables.

2.12.3 The requirement of termination boxes for cables at various locations shall be worked out.

2.13 MATERIALS REQUIRED FOR PROTECTIVE WORKS

2.13.1 The cables are meant for direct burial underground and no special protection is required in plain and
normal territory. For building, masonry platforms, culverts,

crossing of tacks, level crossings and roads etc. special protection works are specified in the following
drawings: -

i) For girder bridges, G.I. pipe / HDPE pipe medium grade with ISI mark as per drawing.

ii) For cable entries to cabins, ASM’s office etc. through GI pipes Drg.

iii) For cable terminations in ASM’s office

iv) For cable jointing pit the cable trench

v) For laying cables over arch bridges brick channeling Drg.

2.13.2 Actual measurement shall be made for the length for which special protection is necessary and the
requirement of materials for the protective works shall be worked out. The requirement of materials
based on the actual protective works shall be shown in the cable route plan at the appropriate place.

2.14 COMMUNICATION ARRANGEMENT IN MAJOR YARDS & STATIONS

In big yard and major stations involving large cabins/Depot/Tapping points, it may not be practicable

to lay independent derivation cables for various locations. Therefore one main cable shall be laid to

transverse in a zigzag way through the yard involving frequent tapping points. Lead sheath derivation,

6 quad or higher size PIJF cable may be laid for this purpose. The circuits shall preferably be tapped

through V.F. transformers.

2.15 SPECIAL PROBLEMS OF THE SECTION:

2.15.1 Certain Sections may present special problems such as presence of chemically active soils, marshy
areas deep cuttings in the rocky areas, requirement of specially constructed platforms for distribution
of cable drums along a high embankment etc.

2.15.2 Approaches to large bridges may also present special problems due to high embankment as well as
deep ravines.

2.15.3 The survey party shall inspect and report to Engineer in- charge such problems at the outset so that
suitable solutions can be worked out.

3.1 SCOPE:

This chapter deals with the specifications under which the various work for trenching & laying of
underground telecommunication cables coming under the purview of the contract are to be executed
by the contractor.

3.1.1 SUPPLY OF TAPPING & ROUTE PLAN

Cable route plan, Tapping plan and jointing schedule for jointing of cable will be prepared and
supplied by the contractor in consultation with the engineer before the commencement of the work.
This shall give a fairly accurate idea of the number & locations of the various tapings required on
various circuits and the quantities and type of various equipment to be fixed, wired and
commissioned. These shall be got approved from the Engineer.

3.2 INSTRUCTION FOR EXCAVATION & BACK FILLING OF TRENCHES

3.2.1 The representative of Engineer in charge of the work will mark the route of the cable in white chalk or
lime as per the tapping and route plan and the instructions given to him by the Engineer,
notwithstanding the cable route shown in the tapping and route plan to meet the requirement of local
conditions at site, if any and as required shall be taken by the contractor to be final. The contractor
shall be present at the time of marking and he shall furnish to the engineer's representative required
quantities of lime, rope labour etc. for carrying out this work. The marking will be given on the track
side of the trench at a distance approx. one meter away from the center line of the trench. In the
difficult terrains such as water-logged areas, the position of the cable route will be specified by off
sets from the center line of the nearest track.

3.2.2 Trenches for telecommunication cable shall normally be done as per Drg. Digging to a depth of one
meter or as specified in schedule of work. The width of the trench shall be 300 mm. In places where
underground pipes, electric mains etc. come in the way, trenches deeper than one meter shall be dug
as necessary and HDPE pipes shall be placed to protect the telecom cables.

3.2.3 Metal led, macadamized, concrete and stone paved roads shall also be cut to a depth of at least one
meter. The cable shall be laid through HDPE pipe as per Drg. No.SIG/GEN/031-98. The road surface
shall be restored to original.

3.2.4 The bottom of the trench where the cable is to be laid shall be thoroughly prepared and shall be free
from any stones. The bottom of the trench shall be horizontal and shall in no case be undulating.
When the cable bed changes from solid to soft surface or from the bridge to soft soil, tamped fill at the
transition point shall be provided so that cable is not pressed against the edge of a hard surface.

3.2.5 In the entire cable route brick covering is required to be provided as per the approved 'Tapping route
plan' or as per the instruction by Engineer the contractor shall arrange supply and distribution of well
burnt bricks of standard size at site along the excavated trenches and after uniformly covering the
cable laid in the trenches by Stone-free sieved soil up to 50 mm height above the cable, he shall
arrange to place the bricks flat and position them breadth wise so that on an average, 8 bricks shall be
laid in a meter length.

NOTE: In order to be certain that the full requirement of bricks has been arranged by the contractor
for placing on the top of the cable to be laid on any day he shall arrange to spread the bricks side by
side on the top of the trenches before the depth of the trenches are inspected by the Railway
representative.

3.2.6 The back filling of trenches shall be done by tamping and consolidation the excavated soil in layers of
15-20 cm at time. All the soil that is excavated shall be put back to the trench and care shall be taken
in consolidation to ensure that the back filling does not suffer any sinkage in monsoon. The left out
earth if any within station limit has to be thrown out from Railway premises by the contractor at his
own cost.

3.2.7 Wherever the Engineer's representative considers it necessary to adopt shoring, the contractor will be
required to adopt shoring for which the contractor shall have sufficient quantities of shoring material
on hand. Where the direction of trench has to change, it shall be done in a gentle curve of not less than
one-meter radius and not at sharp angles.

3.2.8 Places where back filling is not done properly are likely to get water logged with the first rains after
completion of the work, the contractor and engineer's representative will inspect the entire section
soon after the first monsoon and the contractor will arrange to set right such areas.

3.3 TRACK CROSSING

All cables crossings across railway tracks shall be done in HDPE/G.I. pipes, taking the cable through
these pipes. The contractor shall track by excavating trenchless track upto required depth where ever
necessary to cross the track. Two G.I. wire of 10 SWG size shall be threaded through HDPE/G.I. pipe,
one to pull the cable one for future use.

3.4 ROAD CROSSING

3.4.1 When crossing road ways it is necessary to lay the cables in such a manner as to avoid the necessity of
handling the cable sharply and minimize the excavation of road surface as far as possible. Where
cable is laid in surfaced trucking the trucking alignment shall be curved down to the pipes and proper
bricks or concrete joint shall be made between trunking and pipe

3.4.2 The crossing of main roads often involves difficulties especially if traffic is heavy, precautions to
avoid accidents to workmen, pedestrians and vehicles shall be taken. On minor roads, which can be
temporarily closed to traffic, it is possible to open up and cross the entire width of the road. Pipes shall
be installed quickly in the cutting, which is then filled in there by reducing to a minimum time for
which the road is closed.

3.4.3 Track crossing and crossing at busy roads shall be done through trenchless method according to
schedule of work.

3.5 CABLES OVER STEEL GIRDER BRIDGES

3.5.1 Where the cable has to cross the girder bridges, the cable shall be protected with G.I. pipe/ HDPE pipe
fitted on the girder bridges with suitable clamps without drilling holes in the girders.

3.5.2 When laying cable on long bridges, the question of longitudinal expansion caused by temperature
differences shall be taken into consideration and suitable cable loops shall be provided at the pillars of
the bridges.

3.5.3 The laying of the cable on the bridge is to be done with much care and planning. It is necessary that
the cable drum to be laid on the bridge is inspected and tested thoroughly so that damaged cable is not
installed.

3.5.4 As the laying involves movement of large number of staff over the bridge the line shall be blocked
and flagman posted on either side on a double line near which the cable is being laid shall be blocked
but care shall be taken to see that staff are aware of this and measures taken to prevent staff from
staying on to the unblocked line.

3.6 CULVERTS & ARCH BRIDGES

3.6.1 Wherever possible the cable shall be laid under the bed of the culvert through HDPE pipes. Similar
arrangement shall be provided for taking the cable in water logged areas and drains.

3.6.2 In case of wet culverts or unfriendly terrains where it is not possible to lay cable under the bed of
culverts the cables may be laid over the culvert in GI pipes/ HDPE pipes.

3.6.3 The protection of cable on Arch bridges and approach to culverts & bridges shall be as per Drg N0.
RITES/TELE/GEN/024-98 & RITES/SIG/GEN/027-98

3.7 CABLES IN MARSHY AREAS

3.7.1 In marshy area where it is not possible to divert the cable route the cable shall be suitably laid and
protected as per decision of Engineer depending on site condition, like laying cable in RCC pipe/
HDPE pipe supported on masonry pillars/ iron channels etc.

3.8 LAYING OF MAIN/ DERIVATION CABLE IN MASONARY BUILDINGS & CABINS

3.8.1 Derivation cable/PIJF will have to be led inside any masonry building such as cable hut, ASM's room
at a depth of 0.75 M by cutting the masonry structure of the wall. After the cable has been laid inside
the masonry wall the floor inside shall be duly repaired and plastered.

3.8.2 When a derivation cable has to be taken and terminated on the Ist floor cabin it shall be first laid inside
the ground floor of the cabin by cutting the masonry structure of the wall of the cabin and then it will
be taken through a HDPE pipe fixed vertically on the inside of the cabin wall by suitable clamps to be
embodied on the wall as directed by engineer-in-charge.

3.9 LAYING OF CABLE IN SPECIAL CASES

3.9.1 NEAR POWER CABLE

When the contractor comes across any other cable already laid, he shall first report the fact to the
engineer & cable shall be identified by the Engineer as a power cable (Lt or HT) the trench shall be
dug as far away from the route of the power cable as practicable.

3.9.2 CROSSING OF TLECOMMUNICATION CABLE WITH ANOTHER CABLE.

Crossing of the telecommunication cable with another cable shall be avoided wherever possible.
Where however, this is not possible, the telecommunication cable shall be laid in cement or asbestos
cement pipes. The length of pipe to be provided on either side of the crossing shall be at least one
meter.

3.9.3 LAYING OF OTHER THAN TELECOM CABLE IN THE SAME TRENCH

No other cable shall be laid in the trench for the telecommunication cable. Where, however,
exceptional circumstance exit, the telecommunication cable may be laid along with another cable in
the same trench provided a specific permission of each such case is obtained in writing from Engineer.

When telecommunication cable and L.T power cable/ Signalling cable have to be laid in the same
trench they shall be shall be separated by placing a layer of brick between them vertically (approx. 16
bricks/ meter) or laid in HDPE pipe.

3.9.4 LAYING OF CABLE THROUGH PIPES.

i) The cable shall be laid through G.I./ HDPE pipes at the locations marked on the tapping and
route plan and as advised by the Engineer or his representative.

ii) Laying the cable through pipes galvanized steel wires of a cross section not less than 10 SWG
shall be used as a lead wire. Two such lengths of wires shall be laid through the pipes, so that
after the cable is threaded through the pipe, one lead wire is permanently left in the pipe with
a suitable overlay at two ends, to eagle the cable to be pulled out at a later stage if required to
do so.

iii) On arch bridges and culverts bridges the cables will be threaded through GI/ HDPE pipes etc.
while threading the cable through these pipes the contractor shall do the trenching to the
required depth wherever necessary for which no extra charge will be paid.

3.9.5 LAYING NEAR ONLY SURFACE.

If during the excavation of trenches for laying cables the contractor or his representative notice the
presence or oil or oily substance or any other chemical which is likely to cause the deterioration of the
cable protective material he shall bring the matter to the notice of the engineer or his representative
and on the latter's decision he shall choose an alternative cable route or he shall protect the cable in
such places in such a manner as advised in writing by the engineer or his representative. No additional
charges are payable.

3.9.6 SPECIAL SOIL CONDITION

Cable shall not be run through abnormally high acidic or alkaline soil or through sewages. If this is
unavoidable special measures shall be taken against corrosion as advised by the engineer in charge.

3.9.7 PROTECTION AGAINST DAMAGE DUE TO SHARP EDGES

When cable is laid in trucking care shall be taken to see that no ballast or stones have been dropped
inside the trunking, shall be cleared of all ballast and stones before the cover is secured. When the
ends of covers are joined together with cement plaster a piece of paper or wood shall be placed under
the joint to prevent the cement plaster from falling on the cables.

3.10 HANDLING OF CABLE DRUMS & LAYING OF CABLES

3.10.1 The drums shall be unloaded by the side of the Railway Track from either a crane or any other
suitable means very carefully so as not to cause any damage to the cable. The drums at site shall be
protected until they are laid.

3.10.2 On each drum there are two ends, A&B. The 'B' end of one cable length shall meet 'A' end of the next
cable at a joint. The 'A' end shall be normally on the top unless indicated otherwise on a drum.

3.10.3 The drums shall always be kept upright i.e. axle in parallels position to the base.

The drums shall not be set by jerks but shall be handled slowly and with care. The walls of the drums
shall not be damaged while moving the drums if required for unrolling.

3.10.4 The drums shall normally be unrolled at the same place and the cable carried by workmen near the
trench. The drums shall not be dragged in any case, but where drums of cable have to be moved would
always be rolled in the direction of the arrow, otherwise the coils tend to unwind and the cable may
get battered. In case no direction arrow is marked on the drum remove several battens and determine
the direction in which the cable is coiled. The arrow shall then be painted on the drum pointing in the
opposite direction in which the upper cable end is coiled so that future handling of the cable drum is
facilitated and then replace the battens carefully.

3.10.5 The drum shall be properly mounted on jacks (or on a cable wheel) making sure that the spindle is
strong enough to carry the weight without bending and that it is laying horizontally in the bearings so
as to prevent the drum creeping to one side or the other while it is rotating. Before attempting to pull
off the cable, remove the end protection box attached to the flange of the drum and cut the security
ropes so as to leave the cable and free to move.

3.10.6 If a portion of the cable only is taken out from the cable drum, the battens shall be immediately
replaced to prevent damages to the balance of the cable. This is important.

3.10.7 With armored cables having Hessian serving it is possible under extreme conditions for the bitumen to
soften and cause adjacent turns of the cable on the drum to stick to each other. In such cases,
particular care must be taken to pull the cable of these drums very slowly and to free the cables
carefully from the adjacent turns on the drums. Snatching of the cable to cause it to break away may
result in kinks and damage, small size cable require care in this respect.

3.10.8 The use of steel bars between the bolt heads to 'jump' or turn the drum around is dangerous to staff
and likely to damage the drums. A better method is to use two steel plates with grease between them
by standing the drum on these greased plates; it can be easily turned round to the desired position.

3.10.9 All care shall be taken in handling cable drums with a view to ensure safety not of the cables but also
of the working party handling them. The man shall not be allowed to brake the cable drum by standing
in front but only from side.

3.11 REWINDING AND REDRUMING OF CABLES.

i) If for any reason it is found necessary to rewind a cable on a drum, cable drum, cable drum
with a proper barrel diameter not less than of the original drum shall be chosen.

ii) The drums shall be mounted on cable jacks during rewinding operations using proper size of
spindles passed through the flange holes, which will not buckle under the lead.

The cable shall not be bent opposite to the set it is having already.

iii) In the redruming operation the full and empty drums shall be so turned that the cable passes
from the bottom of the original set as little as possible.

iv) Replace all the laggings on the cable drum.

3.12 CABLE LAYING

3.12.1 It is advisable to employ the same people at the same place or job while cable is being laid.

3.12.2 Before commencement of the laying inspection of the trench and inspection of protection works shall
be carried out so as to ensure their conformity with the specification. The trench bottom shall be clean,
smooth and free of small stone. When the soil contains stone or pieces of rock and therefore cannot be
raddled, sieved earth about 10 cm thick shall be used both for the bedding on which the cable is laid
and for covering the cables.

3.12.3 The cable drum shall be brought as close to the cable trench as possible. It shall be lifted with the aid
of cable jacks firmly mounted on a support of stone or wood. The spindle shall be minimum of 55mm
diameter and lower edge of drum shall be 5 to 10 cm above the ground.

3.12.4 Where necessary the cable drum may be placed at such a point so that 2/3 of the cable is laid directly
and the balance in other direction. Care shall be taken in such a case to see that there is no kinks or
loops in the cable.

3.12.5 The wooden battens on the drums shall be carefully removed shortly prior to laying and before the
drum is mounted on the jack. The nails on the lagging shall be carefully removed.

3.12.6 While rolling a cable drum for laying the drum shall be supported on an axle running through its
center the height of the axle being such that the end frames are free to rotate and do not touch the
ground at any point. The cable shall be carefully uncoiled by gently pulling the cable assisted as
necessary by carefully turning the drums quick pulling of the cable or turning the drums shall be
avoided at all cost. Each cable drum shall be broken while laying is in progress to prevent sharp
bending or buckling, particularly when the cable coils are sticking together.

3.12.7 The following personnel shall be employed near the drum.

1 Man : for handling the brakes.

1 Man : for permanent observation of the uncoiling of cable.

2 Man : for uncoiling close to the drums.

3.12.8 The method of mounting the brakes is shown in Drg. No.RITES/LKO/PO/TEL/21.

3.12.9 When drums are turned for change of direction, wooden blocks shall be carefully put under the drum
bolts, which stand out from the drum discs.

3.12.10 It is customary for the mate to stand in a commanding position where he can view the entire route and
shout evenly timed calls to his men to pull. If there is proper synchronization between the mate's calls

and the pulling by the men, the cable will leave the drum without difficulty. It is important that the
cable shall be pulled with steady and even pulls and not be unnecessarily jerked or strained. On no
account shall a cable be allowed to twist or kink, as this is likely to spring the Armour and fracture the
paper insulation and outer serving of the cable. When pulling cable around bends, one or two men
shall be stationed to give the cable the correct bend when it passes.

3.12.11 When the cable drums are exposed to great heat before laying, them danger exists that the individual
coils and layers stick together in spit of the half overlay.

Special attention shall be paid to see that no buckling of the cable occurs while pulling the cable. A
man shall stand near the drum and loosen the cable carefully by hand and shout a warning whenever
the cable cannot be loosened. Separation must be affected as close to the drum as possible as
otherwise kinks may result. The rate of pulling shall also be slow to prevent possible damage to cable
that is being carried when the paying out stops. The drum shall be kept in shade where possible.

3.12.12 While laying the cable employ adequate number of men such that the cable can be conveniently
carried by them in both hands without stretched arms. The distance between any two persons carrying
the cable shall be from 2 to 10 metres depending upon weight of cable such that the maximum sag of
the cable between any two persons is not more than 0.5 meters.

3.12.13 The cable shall be gently drawn by pulling the cable, which may be assisted as required by smoothly,
and slowly turning the winch. The cable shall not be twisted on any account.

3.12.14 Before laying is commenced the cable shall be uncoiled first in a straight line supported by men and
then carried to the trenched and laid gently & carefully. Cable shall be laid as per engineer-in-charge
directives.

3.12.15 While the laying work is in progress one man must continuously observe the cable and feel along its
length in order to determine whether any indentations holes or other damaged parts are apparent. Such
damaged parts have to be protected immediately by the cable jointer provided with the laying party.

3.12.16 When two or three turn of cable are left on the drum the pulling shall be stopped and the inner end of
the cable removed from the slot in the drum. Pulling shall then be continued. If this is not done the
cable end is likely to be stretched and damaged.

3.12.17 The ends of the telecommunication cable shall have an overlap of 1 M at the end of each drum for
jointing purpose.

3.12.18 The conditions of the cable shall be visually inspected throughout its length and in case any damage or
defect is noticed, the trench shall not be filled up until the engineer's representative in notified to
examine and authorize filling of the trench.

3.12.19 MINIMUM BENDING RADIUS:

Cable shall always be bent (or straightened) slowly; They shall never be bent to small radius while
handling. The minimum safe vending radius for telecommunication cables shall be 30 times the
diameter of the cable but wherever possible larger radius shall be used.

3.12.20 CABLE RESERVE:

a) At the following locations, it will necessary to provide reserve cable for future possible use.

1) Where a change to cable line is expected, the reserve to be allowed depends on


circumstances.

2) In freshly banked SOIL to allow for slipping of the bank an allowance of 30 cm. shall be
provided for every 10M of trench (3%). The cable shall be laid in a sinuous form.

3) Near roadways, buildings and culverts reserve of 5 M shall be allowed at drum end.

4) On each side of girder bridges a reserve of 10M shall be left.

5) Where remodeling works on culverts, bridges and track doubling work are going on, it
may be necessary to kept loops of cable as an extra reserve pending finalization of its
future route.

6) At the cable hut a loop of 10M in the cable pit.

7) At every joint a loop of 10 M on either side.

3.12.21 CABLE MARKER

3.13.1 The cable markers shall normally be provide at the distance of every 100 M on the cable route and
also at places or corner wherever the route of the cable changes. The joint indicators shall be provided
at all types joints. The cable maker and joint markers provided shall be as per drawing of stone/
concrete reinforced marker drawing with standard trench as per site conditions.

3.12.22 LAYING OF DERIVATION CABLE

The derivation cable is required to be laid from cable hut to the subscriber premises (ASM, Cabin
Depots, Residence, LC gates etc.) and from main cable trench to emergency post for extending control
and other tapings. The plan & requirement of PIJF/ derivation cables shall be suitably worked out and
got approved from the Engineer well in advance.

As far as possible derivation/ PIJF cables shall be laid in the trenches/ protective works already done
for 6 quad cable. From the diversion point, cables shall have to be laid on independent trenches. For
taking out different tapings on route, the cable may be tapped at different locations. However, it must
be ensured that every tapping is taken on independent conductors right from cable hut to the
subscriber for case of isolation in case of malfunctioning.

All the required protective works shall be implemented for protecting these cables.

4.0 JOINTING OF 6 QUAD TELECOM CABLE AND ACCEPTANCE TEST

The contractor can follow instructions issued by M/s REPL or other approved supplier of Thermo
shrink jointing kit, provided such instructions are issued formally by the supplier and it is certified that
joint will be free of defect.

4.1 Jointing & termination of PIJF quad & derivation cables.

4.1.1 Thermo shrink joints of appropriate size for straight through or branch off joints as per RDSO
specification shall be provided.

4.1.2 All the derivation/ PIJF cables shall be terminated on CT box of suitable size duly mounted on cable
huts/ ASM room and other locations as advised by the site engineer.

4.1.3 The details of cable of different types of jointing of cable are as per Drawing.

4.2 ACCEPTANCE TEST FOR 6 QUAD AND PIJF CABLES

The characteristic impedance of unloaded 6 quad cables (IRS/ TC/ 30) is 470 ( 10%) ohm at 800 Hz.
when loaded with inductance of 88 mh, the characteristic impedance is 1120 ( 10%) ohm.

Joint tests are to be carried out by engineer's representative and contractor's representative for
accepting the cables from the contractor.

4.3 TESTING OF VF TRANSFORMER:

Following tests may be conducted on VF transformers before using in the joint:-

a) Continuity and DC resistance of windings:- Use an AVO meter to check continuity, measure DC
resistance of primary/ secondary windings with LCR bridge. The readings obtained shall be
comparable.

b) Insulation resistance:- Connect one lead of a 500 V megger to one winding connect the other lead
on Megger first to another winding and take reading. Next connect it to all other windings
connected together and the case and again take the reading insulation resistance shall not be less
than 10,000 Mega Ohms.

c) Transmission Loss:- Adjust output level of transmission measuring set to O/db and connect it
across the primary of transformer connect a db meter on the secondary side. Db meter reading
shall not be more than 1 db.

4.3.2 LOOP RESISTANCE AND CONTINUITY TEST

Instruments to be used: Multimeter

a) The multimeter will provide ready means for continuity test and also it will be capable of testing
D.C and A.C Voltage D.C resistance and also low frequency levels for test and maintenance
purpose. The input sensitivity shall be at least 100K Ohms per volt D.C and 10K Ohm per Volt of
A.C.

(b) The maximum average loop resistance of a pair measured with direct current at 20 deg C shall be
58 Ohm per Km. for the PE quad of 0.9 mm diameter Cu conductors. The normal loop resistance
of a pair shall be 55.2 Ohm per Km. at 20 Deg C. This test shall be carried out only on untapped
pairs of cable.

4.3.3 INSULATION TEST

a) Instruments to be used-Mega ohm Meter/ Megger. The insulation resistance measured between a
conductor of a quad and all conductors of all other quads connected together to the sheath and
earth shall not be less than 625 mega ohms per Km. When measured at 100 volts DC after
energising for one minute at a temperature of not less than 160 C.

b) For measuring insulation all conductors may be bunched together and tied properly with a bare
and insulation to the sheath/ screen measured. The insulation resistance per Km. can be obtained
as - No. of wires tested x deflection (Megs (c) x Length (Km. Meg ohms per Km.)

4.3.4 FREQUENCY ATTENUATION & TRANSMISSION MEASUREMENT.

Instrument to be used - Transmission Measuring sets (IRS TC 43.87 or latest). Two transmission
measurement sets are required for these measurements. One set is kept at one end of the cable and the
other at the other end of the cable. Before sending the set to other end the zero errors of all meters are
checked.

Zero db tone is sent from one end and the level received at the other end and is measured. Whenever
the frequency is changed the zero level shall be adjusted again Zero level of the tone shall also be
adjusted first before taking any reading.

The reading are taken at the following frequencies 300 Hz, 400 Hz, 600 Hz, 800 Hz. 1000 Hz, 1400
Hz, 1600 Hz, 2000 Hz, 2400 Hz, and 3000 Hz and recorded and it shall be as per specification of quad
cable laid.

4.3.5 CROSS TALK MEASREMENT

Instrument to be used a cross talk measuring set (IRS EC-45) and oscillator 1 KHz/ 800 Hz. Zero dB ,
Tone of 800 Hz is given on one pair and cross talks is measured on the other pair in the same quad.

Also the cross talk has to be measured in adjacent quads, cross talks is measured at 'Near-End' and
also 'Far-End' The far-End cross talks attenuation between any two air spaced paper insulated VF
pairs at a frequency of 800 Hz shall not be less than 65 dB. The near-End Cross-Talks shall not be less
than 61 dB.

4.3.6 NOISE LEVEL MEASUREMENT-PSOPHOMETRIC

Instrument to be used-Psophometer (RDSO SPEN. NO. STE/ RE/ C/ SPN/ M1)-1975 (or latest)
SIEMENS Germany Model No. V 2233 (1994) are presently used for measurement of noise. The
detail procedure for measurements is supplied by manufacturer. The far end of test pair is terminated
at the resistance equivalent to characteristic impedance of the cable (600 or 1120 Ohms). At near end
Psophometer is connected. The readings of weighted and unweighted noise can be directly read on the
meter.

The permissible limit of Psophometer voltage is 2 mv.

4.3.7 MEASUREMENT OF CIRCUIT ELEMENTS

Instruments to be used - impedance Bridge (L 3/4 C 3/4 R Bridge) (Specn. NO. STT/RE/SPN(M1)-
1973 or latest)

This measures electrical data of components like coils, capacitors and transformers as well as of
Subassemblies, amplifier, filters etc. The measurement of resistive and reactive components of
impedance and admittance can also be measured with this bridge. These parameters are generally
factory tested and need not be measured at site. The impedance bridge can also be used for assessing
the distance of cable fault/ low insulation quad with reference to healthy quads.

5.0 INSTALLATION, TESTING AND COMMISSIONING OF EQUIPMENTS IN SM'S OFFICE,


CABINS AND OTHER LOCATIONS:

5.1 WAY STATION CONTROL EQUIPMENT

Those locations where the repeater amplifier equalizer rack is not provided and the way stations are
separately installed these equipments shall be suitably fitted on slotted or MS angle frame work. The
MS angle frame shall be suitably grouted on the floor/walls at the subscriber location shown in the
tapping diagram and as per markings given by Engineer's representative. The MS angle frames shall
be painted with a primer coat of Red Oxide and finally with gray enamel paints to ISI specification (2
coats). The mounting arrangements for fixing way station equipment shall be as per decision of

Engineer. In ASM's room and cabins the telephone shall be kept on ASM's table. A wooden stand
shall be mounted on wall at suitable height (1200mm) as per at all other locations for placing the
control telephone.

The wiring shall be done on PVC Casing & capping / PVC conduit of suitable size depending upon
the requirement, along the walls from C.T. Boxes to the equipments. Wires from the equipments to
the table for telephone and other equipments shall also be taken accordingly. For crossing of floor the
wiring shall be taken inside the GI pipe minimum 25 mm dia, buried inside the floor and bent at both
the ends. All the wiring shall be terminated on the telephone termination strip/Rosette suitably fixed in
a wooden box, for facilitating connection to telephone and block instruments etc.

5.2 6 Quad PET cable repeaters shall be installed on 30 cm masonry

platform rigidly or on the wall as per the instructions supplied by the manufacturer. The wiring from
repeater equipment to the C T box shall be neatly fixed and pass through PVC conduit pipe with
facility of its isolation. The AC power required for the repeater shall be taken from nearest Power
board and a socket shall be fixed nearby the repeater equipment. The wiring for DTMF control,
telephone shall be done up to SM's table neatly, concealing the conduct pipe underground (if
required).

5.3 INSTALLATION OF TEST ROOM EQUIPMENT

5.3.1 Test room equipment with prewired rack, suitable for 4/6 quad/OF cable with wall mounting
arrangement consisting of-

1) Cable termination panel having Krone connectors sufficient nos. to terminate 4 quad and
Telephone connection-1Nos.

2) Link Panel with sufficient U Links-2 Nos.

3) Amplifier Equalizer system sufficient for 4 quads.

4) Isolation Transformer sufficient for 4 quad.

5) Power Supply Unit (230AC-48V DC)-2 Nos.

6) Battery Management System-1 Nos.

7) 48V.40/80/120 AH low Maintenance batteries-2 Nos.

8) DTMF control equipment with remote monitoring facility.

All above is to be installed in test room as per manufacturers’ instruction and directives to make
it operative.

5.4 PROTECTION AGAINST SURGE AND LIGHTENING:

5.4.1 All the equipments shall be protected against the insurgence of surge voltage and lightening etc. by
providing Gas discharge tubes before they are connected to main/derivation cables.

5.4.2 GD tubes (rare gas type) with normal flashing voltage of 250-300 volts along with fuses of 3 amps.
250 volts shall be used as per TEC or IRS specifications.

5.4.3 In cable Hut these shall be provided on Krone or mounted independently as per manufacturers
instructions.

5.4.4 The GD with fuses shall also be provided on LC gate, emergency, spare quads and derivation circuits.
The block circuits shall be protected through block filter unit.

5.4.5 All the GD tubes shall be suitably connected to proper earth. The earthing arrangement shall be
provided as per Drg No. RITES/SIG/GEN 13 to
