Background of Dhaka University Central
Students Union (DACSU)
DACSU was especially created during the Language Movement and pro-independence
movement in the 1970s and the Liberation War of 1971, when students were the vanguards of
citizens' voice. DUCSU is the official students union of DU. Then the students really feel the
necessity that students must need a union which always support the students and always there for
the students of DU whenever they need them for any kind of decision making process and so on.
(DUCSU), also called the second parliament of Bangladesh, played a significant role in the
glorious history of several students' movement. It also played a role in giving birth to future
politicians of the nation. DUCSU polls was held in 2019 after 28 years. Nobody can deny that
the students in Bangladesh have a glorious history. In every movement our youth have been at
the vanguard. The 1952 language movement was a movement virtually propelled by the youth. It
was they who sacrificed their lives to ensure the rightful place of our mother tongue. Again in
1969 it was the young who made conceivable the-topple of tyrant Ayub Khan through the mass
upsurge. The senior political initiative came into the image just at the fag's end. Everyone knows
about the heroism and sacrifice of the students in 1971. On March 11, 2019; After 28 years
DACSU election happened. Last time DACSU election was held on June 6, 1990. General HM
Ershad was the President of Bangladesh back then. The Students and DACSU played an
important role in removing him.
Students of Dhaka University give their votes to elect the members whom are competing in the
election. Each student has the right to cast 38 votes to elect 38 representatives. 25 post are for
official DACSU Committee and the other 13 for Hall union Leaders. 225 candidates were
fighting for 25 seats in the committee and 509 candidates fought for 13 positions in the union
halls. Professor SM Mahfuzur Rahman was the Chief Returning Officer for this DACSU
election.
Survey Question Analysis
After doing background research of DUCSU we ran for a face to face survey in NSU. Basically
our agenda was to know that how much private university’s students know about DUCSU and
what they think about DACSU. So we ordinarily ask the students that what do you know about
that students Union? Most of the students of NSU they don’t even know what DUCSU is.
Because after 28 years DUCSU election is again held in DU campus we are maximum 20-25
years old students so normally we don’t know about. Then briefly explain them the student union
then they partially understood the concept. And then they give some relevant answers for our
questions. So I have to mention that our whole questionnaire was planned to a chronological
order. Like we were started our survey question from the very basic question that what students
think about DUCSU or what they know about the Union. So in the below we mention our first
survey question and some relevant answers that we got from the students.
1. What do you know about DUCSU? Explain briefly.
Answer Analysis-
DUCSU is the official students union of DU.DUCSU represents DU university students in the
decision making process. This is a political student union of DU and represents all of DU
students. DUCSU represents to act as the voice for students in the national higher education
policy debate, and to provide direct services to the student body. Dhaka University Central
Students' Union (DUCSU) is meant to be a student governance body. It should act as a bridge
between general students and the university authorities, and its purpose is to ensure that students'
problems are heard, and solved. In the past, DUCSU was responsible for organizing some of
DU's biggest cultural programs, debate and sports competitions. It is not the student wing of a
political party, rather it is a panel of elected leaders who should help students regardless of their
personal political identity. And yes importantly from here our pride leaders can be created for
lead the country and for the welfare of the country a great leader is bless. Yes they also said that
this is a student political union so now actually this is partially true but DUCSU basically work
for the betterment of DU students and they always stand for the students.

2. What kind of student union/association DUCSU is? Describe your opinion in short.

DACSU is an official students union we already know that from background research and some
from some answers we got for question number 1. So now we need to know what kind of student
union/association DUCSU is. So in this question we gave them two options. Options were
political/Non- political. We want to show the outputs of this question with a pie chart which is
given below-

Answer Analysis-

So, you can easily see that 70% of the answers we got from the NSU students that it is a political
student union which work along with other student political parties like Chatro league,
ChartoDol etc. And 30% said that this is a non- political student union which is a helping union
for all over the students. Some of the student of NSU think that DUCSU is a non-political
Student union which represents all the students of DU. And most of the student think DUCSU is
a political union works along with other political students union of DU. It is a political student
union because from here mainly future leaders are created to lead the country as well as for
standing beside the students. Prepare students of the university for true citizenship and to create
leaders.

3. Do you think elected DUCSU leaders may ideally focus on the national or student
interests?

Many student believe that there are some rules in the DUCSU constitution which are curbing
democratic value. DUCSU leaders should be ensured student could become a positive activity
only if it is regulated by students, and may be to some extent the faculty, but not at all by
political parties.  Their vested interests make all the difference. It has interpreted student politics
as the politician of every aspect of university life personalized partisan politics for personal gain.
In addition, DUCSU leaders should be separated from the mainstream politics and be mainly
confined to the benefits of the students and only regular students would be allowed to do politics
in the campus. Ensure students obtain the maximum academic benefit from university life, as
well as other advantages.

4. Student politics in the university, over time, has become criminalized to an extent!
Explain briefly.

There is a long history of campus violence associated with criminal gangs and the student wings
of mainstream political parties. DUCSU leaders must ensure that politics on campuses is free
from criminal and violent influences. The students must be given a formal way of voicing their
grievances and influencing policy decisions. They can broaden our understanding of violence
and consider it beyond the issue of legality and criminality. This consider as an illegal act.

After Publishing the result of the poll, Shockingly VP of Bangladesh Sadharan Chhatra Adhikar
Sangrakshan Parishad Nurul Haq Nur Won the Vice-President post by getting 11,062 votes.
Bangladesh Chhatro League’s GS Golam Rabbani & AGS Saddam Hossain got the post General
Secretary and Assistant General Secretary of DACSU by getting 10,484 & 15,000 votes.

5. Was it a Fair election?

Answer Analysis:
After doing the survey, we got 85% people who thought it was rigged and staged election. Most
of the post secured by the Members of Bangladesh Chhatro League. BCL got 23 post out of 25
post in the DACSU Committee. It shows how one sided and unfair election it was. Independent
members got elected in only few union halls. BCL showed their political power in this election
very massively. Before the election BCL members beaten up the other panel’s member. They
gave threat to the normal students too. They were also guarding the voting center. It just shows
how unfairly they won the most of the posts.
The other 15% thought it was a fair election just because the VP post got secured by a non-BCL
member.
After analyzing the result, Some post won by the the independent members. But still most of the
post BCL got by misusing their power. So it was an Unfair election.

6. Should Private University Students’ make this type of Student unions?

Answer analysis:

80% students thought that private university shouldn't make such type of Student unions. Private
University is now out of the Political influence and student league influenced by political party.
In the Public university it was happening for a long time. The thing is once private university
starts making this type of unions, it'll automatically get affected by the Political party and BCL’s.
They'll try to establish their power in the private university too. Once it's happens, there will be
plenty of inappropriate incidents and the guilty ones will be free and innocent will get suffer by
the misuse of the power by BCL.
15% thought, They need the same types of unions in their private university too. They told that if
any national problem happens and if we have a union like this, then we can come together and
solve the problem with the help of everyone. This union should happen so that we can be more
organized when the problems arises.
The other 5% said it doesn't matter if we have a student union or not.
After analyzing the result we're seeing that even some students are wanting this type of unions
but the most of the students thinking opposite way for the unsecured situation. So Private
University Students shouldn't have Student Unions like DACSU.

DUCSU ELECTION AND POLITICS

DUCSU known as second Sangsad of Bangladesh also the politician maker. But at first it was a
nonpolitical approach. “Student movements and organizations at the postsecondary level have an
immense and often ignored impact not only on students and student cultures but also on
academic institutions and sometimes on society”[Altbach, P.G., 2007]. .It has a history of about 100
years. It came out first at 1922-1923 and named DUSU (Dhaka University Student Union) .In
1924-1925 First committee was given. First president was Professor W. AJK and secretary was
Jogendronath shen gupto. During 1948-1952 DUSU played a major role on language movement.
In 1953 DUSU was renamed as DUCSU or Dhaka University Central Students Union. The first
election was held on 1970-1971. In 1973-1974 election was canceled because of ballot box
snatching .After 1971, seven Ducsu elections were held between 1972 and 1990. Every time pro-
government students rival secured almost all central unit posts .They are vice president, general
secretary and assistant general secretary. In 1972 and 1973 BCL didn’t get any of these post
though AL was in power. Sensing another defeat, the ballot boxes were snatched and results
were not announced.in 1979 and 1980 during Ziaur Rahman's regime, more Ducsu elections
were held. Astonishingly no BNP supporter won any post at that time. In the previous Ducsu
election held in 1990, Chhatra Dal won all the central union posts. So it is clear that most of the
time the DUCSU election was free from any kind of political shadow. But now in 2019 the
whole election was rigged. We can get a idea of what happened from these two following -
“Chhatra League members obstructed non-resident students and discouraged them to vote,” said
a statement of eight teachers who voluntarily observed the election.
“We are ashamed of the irregularities that took place during the election,” the teachers said and
demanded a re-election. [Wasim Bin Habib March12]

We surveyed 10 people including two DU students within this topic. Our question was -

From this survey we wanted to know how students thinks DUCSU as a non-political student
union and also how politic affects this union.

Will DUCSU usher in non-political rise of youth?

As we can see only one student agreed that it can be a new start for a non-political era of general
students. But 80% of them think this will be another politically manipulated student union.
Where the main goal of DUCSU was to stand voice up for general students now one of the main
political events of the country political events of the country.

According to the survey most of the students thinks BCL is trying to control the whole DUCSU
union. In reality we can see such thing taking place before and after DUCSU election.“Awami
League-backed Bangladesh Chhatra League’s Central President Rezwanul Haque Chowdhury
Shovon allegedly forced at least five independent candidates of Haji Mohammad Mohsin Hall to
withdraw their candidacy from the Dhaka University's Central Student Union (DUCSU) and hall
union polls”.[DU Correspondent March 3rd, 2019 ]
These proves how political the DUCSU has become and that is very far from the welfare of
general students.
Do you think DUCSU is widely influenced by CHHATRO league?
The second question we asked was “Do you think DUCSU is widely influenced by CHHATRO
league? ’The response was pretty much same. 10 out of 10 participants said that they agree with
this .One of them claimed that ‘The whole result of DUCSU election was framed by
BCL.’Another participant said that “BCL is the dictator of DU and nothing can run without the
influence of BCL.”
In reality this is true .We have seen that BCL have assaulted opposition along with newly elected
VP Nurul Haque Nur in DU. Newly elected Dhaka University Central Students’ Union (Ducsu)
Vice-President (VP), Nurul Haque Nur, has again demanded for new polls saying recent one was
rigged and full of irregularities. We can clearly see that new VP wants a re-election and this is
because of rising political pressure created by BCL.

So we can come to the conclusion that BCL is directly or indirectly regulating whole DUCSU.

Findings and Conclusion


After doing our primary and secondary research we can conclude that yes DACSU is a very
strong and essential student union which represents DU students specially but it inspires all the
students of the country. As we told before that our main agenda was found out what private
university’s students thinks about DACSU. And what they think is it valid or not for private
universities. And is it fair enough that the way of DACSU do their election. And there way of
voting system is it fair or not. And most importantly is DUCSU really influenced by the
CHHTRO league. So briefly we conclude our whole report with some bullet important points
which is given below-
 Prepare students of the university for true citizenship and to create leaders
 It is a political student union because from here mainly future leaders are created
to lead the country as well as for standing beside the students.
 This is a political student union of DU and represents all of DU students.
 We shouldn’t have one because somehow it’ll get affected by BCL.
 85% think that this election was an unfair election (BCL got 23 of the 25 Ducsu
posts
 80% people think the election is unfair.
 At the end private universities don’t need this kind of student union like DUCSU.
