Logging into the Cell Data Management (CDM) Tool

In your internet browser (Internet Explorer, Firefox or Chrome) go to the following


URL: https://portal.prod.Comtech-sb.net/
You will see the Log-in Page

Home Page: On the Home Page there is a menu for the CDM Portlets. The menu
selections are for CDM, CDM Submit and Transmitter Search.
a. CDM: search and manage existing requests
b. CDM Submit: create new requests
c. Transmitter Search: query existing RF Data in the Comtech Transmitter Database

Submit a New Request in CDM Tool


To submit new or revised cell site data to Comtech, you will need to create a
change request (CRQ). CDM will create this CRQ with a few simple steps.

1. Select the CDM Submit tab and the CDM Add Page.

2. Complete all fields in this section: Service Delivery Schedule, Request Type,
Summary, Notes, Market, Choose and Upload File.

a. Service Delivery Schedule is (required)


Select the radio button for the desired delivery schedule - fees apply to all
Premium Services (Same Day, 2 day)
• Same day = 6 hour turnaround, fees apply per contract
• 2 day = 2-business-day turnaround, fees apply per contract
b. Request Type (required)
• Cell Maintenance: All cell site additions and changes/modifications.
This request type includes all cell maintenance/new build/Rehome
requests.
• Decommission: NOT APPLICABLE TO VERIZON, all decommission
request will have to be submitted by e-mail, Siterra, or NWF
• Stale Record: NOT APPLICABLE TO VERIZON
• Network Migration: NOT APPLICABLE TO VERIZON
c. Market (required)
• Submitter determines the Market for the request at submission.
d. Summary (required)
• Use this as a brief description that will help you to identify what data
was submitted with this request.
• Write Address Update if you require the address to be changed
• This field is limited to 100 characters.
• Whatever is placed in this field is what you will see in the subject line
of any e-mails from Comtech regarding this request
e. Notes (required)
• Any special instructions, expedited requests, etc.

• Enter any details that you want to share about the submission data.
f. Attachments (required)
• Use the Choose button to select the file(s) you wish to submit for the
request. Please upload only one data file per request.
• Click the Upload button to load the file(s) into the system.
• Only Excel, Word, PDF and Outlook Message files are accepted (xls,
xlsx, doc, docx, pdf, msg)
• Remove files after upload by using the Delete button.
• File names cannot include an apostrophe (‘)

g. Notifications and Warnings


• If your request was incorrect or missing data, you will see a red
notification above OR a missing required field indicator under an
unpopulated required field. Complete all fields indicated and click submit
again.

• If a system error is indicated, contact Comtech Data Services for


assistance.

h. Once the CDM request page is complete, click the Next button at the bottom
of the page to move forward with the request.

3. Cell Site File Selection


a. Select the file containing the cell site data (the excel file). This is the file
where the tool will perform data validation. Do not select the Service Request
Form or other supporting documents you might have included with the
request.

b. Once you have selected the cell site file, click Next

4. Validation Errors and Warnings


a. Use the “+” button to expand the Errors and Warnings

b. Warnings (in orange font) can be bypassed by clicking the Next button.
c. Errors (in red font) must be corrected by clicking the Back button to CDM
request, deleting the Invalid file and uploading a new valid file. Only 4 lines
of errors/warnings show on each page, click the forward arrow button to
proceed to the next page

d. Once no more Validation errors remain and you wish to proceed with the
warnings, click the Next button.

Compare DAS
• If the submission file includes DAS sites, select the “+” to expand the
DAS selection fields.
• Select ONLY the DAS sites in the submission file by clicking the
appropriate box next to the DAS Site ID.

Compare Address/Small Cell


• Addresses are not automatically updated unless the cell site has a large
location change or site overwrite.
• To update an address for a cell site, select the “+” to expand the Address
Update fields.
• Select ONLY the cell sites where address updates are requested by
clicking the check box next to the appropriate Site ID.
• Please note, address updates may be subject to PSAP approval
• ***You must select compare address for ALL small cell sites

Compare Point Codes
• Point codes in the submission file are automatically populated in the
Selected Point Codes box
• If the submitted request contains any type of Overlay, Rehome,
Underlay, or Carrier Add that involves another point code, you will need
to add that point code to the Selected Point Codes list. Select the
additional point code from the All Point Codes list and use the right
pointing arrow to move that Point Code over the Selected Point Codes
list.

6. CDM Confirmation
a. The request has not been submitted to Comtech until review of the CDM
Confirmation page is complete and the Submit Request button at the bottom
of the page is clicked.
b. If a change to the request is needed before submitting, either use the back
button, or to return to the CDM Request page click the box next to Return to
CDM Submit and click the back button.

c. Once the request is submitted, the submitter will receive a confirmation
email and the CRQ number will display at the top of the CDM Request page.

Search and Manage existing requests in CDM
Use the CDM Manage tab at the top of the page to navigate to the Search and
Manage CRQ Homepage

1. Search and Filter existing requests


a. Use the check box to the right of each Search Criteria to enable that search.
Select the appropriate criteria and then click on the Search button.
b. Select multiple criteria by holding down the ctrl key and clicking on the
search records:
• Date Range – Submission Date
• Request Type
• Status
• Submitter
• Request Number
• Market

2. Request Details
a. Select the request you wish to view and click the Request Details button at
the bottom of the CDM screen
• Request Id (CRQ number)
• Submitter
• Request Type
• Service Delivery Schedule
• Summary
• Status
• Submit Date
• Estimated Completion Date

3. Edit Request
a. Use the Edit Request button to update the Service Delivery Schedule or
Cancel an existing request.
b. To update the Service Delivery Schedule, select the appropriate radio button.
Notes will automatically append that the Priority has changed. Then use the
Choose and Upload features to attach a Service Request Form to the CRQ.
c. To cancel an existing request, insert “please cancel” into the Notes field, then
click the Next button and submit request.
d. Be sure to e-mail gis@telecomsys.com a notification of changes

4. View Attachments
a. Click the View Attachments button to save and view the submission file
b. Click Download once the View Attachments window has popped up to
download the originally submitted file

5. View Delta
a. When cell site data is submitted that has significant differences in
coordinates from what COMTECH has loaded, there will be a Delta report for
the submitter to review. Please reference the CDM 3 Delta Report Key
document provided by COMTECH to navigate the exceptions logged in the
delta report. All requests in Scheduled for Review status have Delta
reports ready to review. Click on the View Delta button to view this report.
b. There are 2 options once a Delta report has been viewed
• Do not approve Deltas – Close the report and use the Edit
Request function to submit the corrected RF Submission File.
• Approve Deltas – Using the check box on the left hand side of
the delta report to select rows to approve. Insert Notes to
explain the approval.

6. Delta Approval steps


a. Approve to update existing coordinates: Comtech will update the existing
coordinates and address for the entire site because the site is at a different
location than was previously submitted.
Note: if sectors 1/2/3 are submitted and sectors 4/5/6 are built at Comtech,
Comtech will update will update 1/2/3 and 4/5/6...
b. Approve to overwrite the entire existing site, including all existing sectors:
Comtech will delete the entire existing site and build the submitted site as
new.
Note: if sectors 1/2/3 are submitted and sectors 4/5/6 are built at
Comtech, Comtech will remove 4/5/6 and only build 1/2/3.
c. Insert Notes to explain this particular situation
d. Click the Approve button to approve the Deltas and Notes; you will receive a
prompt to confirm approval.
NOTE: There are ten (10) records displayed per page in the delta results.
Ensure that you view the records on every page.
NOTE: The status of a request should change from Scheduled for Review to
Scheduled once all Deltas are approved. If the status does not change after
closing the Delta window not all necessary approvals were made.

Searching Transmitter Database for RF Data
Use the Transmitter Search Page to search existing RF Data within the Comtech
GIS tables.

The submitter can filter and search by the following fields:


• MSC Select up to 5 different MSCs
• Use the Ctrl key to make multiple selections
• Cell Number Select up to 10 cell numbers, as long as 1 MSC is selected
• Use a comma with no space to separate cell numbers, Must be an exact
match
• Cell Site ID Must be an exact match
• Antenna ID Must be an exact match
• Request ID (CRQ number) Use either the entire CRQ or just the digits after
0’s

a. These filtered results can be exported using the “Export search to .csv” button.
Once the button is clicked you have the option to Open, Save or Cancel.

Cancelled No No The submitter requested a cancellation or was notified by Comtech


with the reason for the cancellation.
