QUESTION 1A
First off, I will define some frequently used terms.

 Project management is the planning, directing, executing and controlling


of team resources so as to achieve a specific goal and meet specific
success criteria at the specified time.
 A Project is a set of coordinated and controlled activities with start and
finish dates, undertaken to achieve an objective conforming to specific
requirements, including the constraints of time, cost and resources.
As a project manager a suitable team for this project will be a task force team.
A task force team is a group of people with different functional expertise
working toward a common goal which in this case includes members of the
agricultural, ICT and business department.
This is the bringing together of people from various spheres, who in turn are
bringing together their knowledge, expertise and experience.
This kind of team tackles specific tasks that require different expertise and
inputs. Here, teams have to work together to succeed.

Communication is the process of exchanging information between one person
and another or one person and a group of people.
Communication is important because of the following
 There is a need for effective communication between team members so
the project can run smoothly
 It enables the team leader to communicate with members of the team and
in turn team members can communicate with the team leader.
 It provides a link between people in the team
 It assists management functions to be accomplished
 It organises the human resources in a team

The objectives of the project mentioned above are as follows
 The achievement of the projects main goal within the given constraints
which is in this case training people successfully in the given fields
within the estimated time, while giving the estimated quality and within
the estimated budget.
 Efficient communication, productive guidance and supervision of the
projects team as the success or failure of a project highly depends on
teamwork.
 The successful development and implementation of all project procedures
that is initiating, planning and designing, constructing and executing,
monitoring and controlling and finally completing the project in the given
constraints.
 Providing clients with a complete project which is up to their
expectations.

Tactical planning is used to outline what the various parts of the organisation
must do for the it to be successful at some point in time usually one year or less
in the future. It breaks down a small mission statement into smaller actionable
ports.
The example which I will use to explain the major components of a tactical plan
is building a stadium.
1. Specific goals with fixed deadlines
 Before building a stadium, things well need are land, a permit and the
stadium design.
As a project manager I have to ensure that before a I have all the above
before or on a fixed date example
- Land for construction is massy
- Construction permit for the stadium has been granted
- The stadium design has been completed by architects and engineers
commissioned by the local authorities.
With the fixed period of 2 weeks.

2. Budgets
 Here, we have to make sure that the data and statistics used in preparing
estimates are the most recent available and accurate example
- Estimate Cost of the land 5,000,000fcfa
- Estimate cost for getting permit and other official documents
100,000fcfa
- Estimate for hiring working personnel 3,000,000fcfa
And many more with all these expenses being in the range of the
global project budget
3. Resources
 All resources needed to attain this project should be listed.
- Construction teams consisting of a relevant number of workers and
engineers have been selected and will be available and the time and
period scheduled.
- Required construction materials such as cement, iron rods, pipes
and equipment’s should be available in the necessary quantity at
the time they are needed.
- Construction engineers and subcontractors will be experienced in
stadium construction
