KGMU becomes the 1st govt hospital in India to successfully launch CPT Treatment: COVID-19
On April 27, 2020 The King George Medical University (KGMU), Lucknow, Uttar Pradesh became the 1st
government (govt) hospital in India to successfully launch the Convalescent Plasma Therapy (CPT) treatment
for the COVID-19 patients. The 1st dose of CPT was administered to a 58-year old patient.

About CPT
It is an experimental procedure for COVID-19 patients, where plasma, a blood component, from a cured patient
is transfused to a critically ill coronavirus patient as the blood of the recovered COVID-19 person
has developed antibodies to fight the virus.
The intention of this therapy is to transform the immunity from a healthy person to a sick patient
using convalescent plasma. The process of donating plasma is similar to that of donating blood and takes about
an hour.
Key Points
i.The Indian Council of Medical Research (ICMR) has recently allowed states to start clinical trials of CPT. Many
states like Kerala, Gujarat and Punjab have already started using it for treatment of coronavirus patients.
ii.Several other countries, including the United Kingdom and the United States, have also started the trials.
iii.The Drug Controller General of India (DCGI) has approved the clinical trial proposal for CPT submitted by
ICMR & stated that plasma donors can be asked to donate repeatedly but not more than 1000 ml of plasma can
be collected from one donor in a month.

G20 launches ‘Access to COVID-19 Tools Accelerator’ Initiative
On April 26, 2020, the group of 20 (G20) launched “Access to COVID-19 Tools (ACT) Accelerator”, an
international initiative to accelerate development, production, and access to health tools needed to fight the
COVID-19 pandemic, from Riyadh, Saudi Arabia.
The G20 is working towards reinforcing global cooperation on all fronts, and most importantly, on closing the
immediate health financing gap.

Already the group is working hard to bridge approximately $8 billion funding gap to battle the pandemic.

India’s holding of US govt securities hits high record of USD 177.5 bn in Feb: US Treasury Dept
On April 26, 2020 According to the latest data from the United States (US) Treasury Department (dep)
the India’s holding of US government (govt) securities has gone up by over USD 13 billion (bn) in a month to a
record high of USD 177.5 bn at the end of February, since November 2019, the country has slowly climbed to
USD 159.2 bn.

Major Highlights
i.In the last one year since February 2019, the overall holding of India has jumped by a staggering USD 33.2 bn .
ii.India held US government bonds worth USD 164.3 bn at the end of January, the highest level ever & in
December the same stood at USD 162 bn . The Reserve Bank of India(RBI) buys these bonds.

i.With the collapse of the gold standard or the Bretton Woods principles in the late 1970s & central banks
moved to the fractional reserves system, the US dollar/T-bills is preferred & the safest asset class for any

Ladakh’s Aksai Chin is part of China: WHO map


On April 28, 2020 The World Health Organisation(WHO) map shows the Aksai Chin region as a part
of China with a dotted line and colour code & also marks Pakistan-occupied Kashmir (PoK) with dotted lines,
suggesting it as a disputed territory. Jammu and Kashmir(J&K) and the rest of India are marked in different
colour codes.

Key Points
i.Many United Nations (UN) maps have shown parts of Kashmir as ‘disputed’ territory in the past, but this is the
1st time that Ladakh and J&K are shown in different colour codes than the rest of India.
ii.Pakistan gave China a portion of the PoK in the 1960s. China occupies around 37,000 square kilometer (sq
km) in Ladakh, bordering its Xinjiang province.
iii.Recently, this month China included parts of Arunachal Pradesh (which it calls a part of South Tibet) within
its international boundaries, according to an updated version of the Sky Map, which is China’s authority on
digital maps.

iv.Till now the map of China is based on the 1989 edition of the Sky Map of its national borders, though Beijing
has resolved its border issues with Russia and Central Asian countries.
v.But, according to a Deutsche Welle (DW), a German media report in Chinese language, some users noticed
that Sky Map has now updated the geographic information at the “county”(division/district) level.
vi.The county boundaries of some counties clearly exceed the red colour-marked 1989 edition of the national
border, particularly in the Tibet area which borders Bhutan and India.

Asian Development Bank approves 1.5 billion USD to India to Combat COVID-19
On 28th April 2020 The Asian Development Bank (ADB) approved the loan of 1.5 Billion USD (Rs.11,400
crore) to India to fund the actions to take against the novel coronavirus pandemic like to support disease
containment and prevention and social protection for the poor and working-class population who are in
vulnerable economic condition.

Key Points:
i.The President ADB, Masatsugu Asakawa assured that the ADB is committed to support the Government of
India’s novel coronavirus response programs and to provide support to the people of India.
ii.The disbursing of the fund is a part of the package of support form the ADB in coordination with the
government and the other development partners.
iii.ADB’s COVID-19 Active Response and Expenditure Support (CARES) Program will directly contribute to
provide access to the healthcare facilities and social protection to more than 800 million people including the
population below the poverty line, farmers, healthcare workers, women, senior citizens, people with
disabilities, low wage earners and construction workers.
iv.The CARES is funded by the COVID-19 Pandemic Response Option(CPRO) under the ADB Counter-cyclical
Support Facility.
v.On 13th April 2020, the CPRO established as a part of ADB’s 20 billion USD expanded assistance for the
developing member countries.
vi.The Governments programs for COVID-19 response includes $2 billion for the health sector projects and a
$23 billion for pro-poor package including the insurance coverage for the health care workers of all type who

are engaged in the COVID-19 response and 65% of the package is in the form of direct social assistance and
protection.

APEC region’s economy contracts by 2.7% in 2020 due to Covid-19: Report
On April 27, 2020, According to the report ‘APEC in the Epicentre of COVID-19’ released by
the APEC Secretariat, the Asia-Pacific Economic Cooperation (APEC) region’s growth is expected to decrease
by 2.7% in 2020 due to the impact of the novel coronavirus (COVID-19).
The contraction, which is the most significant fall since 2009 global recession, compares with a 3.6 % growth in
2019.

Key Points:
i.Due to the economic fallout, the output loss has been estimated at $ 2.1 trillion.
ii.However, the Secretariat expects an economic revival at 6.3 % in 2021 based on effectiveness of containment
mechanisms & exceptional fiscal measures for better economy. This forecast will be higher than the projected
global economic growth of 5.8 %.
iii.Other major issues:
Apart from this, unemployment rate in APEC region is estimated to increase to 5.4 % in 2020 as compared to
3.8 % in 2019, means an additional 23.5 million workers in the region being unemployed in 2020.
Also the Healthcare systems are struggling with acute shortages of medical supplies & equipment along with
inadequate numbers of hospital beds and isolation units. As per APEC Policy Support Unit, the APEC region has
an average of 4.1 hospital beds, 1.9 physicians, and 3.9 nurses or midwives per 1,000 people.
iv.In view of COVID-19, the 2020 APEC economic forum and leaders’ summit host Malaysia has delayed
meetings. It will likely to held in November 2020.

Axis Bank to buy 29% stake in Max Life Insurance for Rs 1,600 crore
On April 28, 2020, Private-sector lender Axis Bank Ltd would acquire an additional 29% stake in Max Life
Insurance Company from Max Financial Services Limited (MFS). The deal will increase Axis Bank ‘s stake in
Max Life to 30%.
However, the bank didn’t reveal the amount it is paying for the stake. But the bigger deal can be estimated at Rs
1,600 crore (about $209.43 million) which will be paid in two stages.

Key Points:
i.At present, Max Financial Services holds a 72.5% stake in Max Life & Mitsui Sumitomo Insurance (MSI) holds a
25.5 % stake.

ii.Following the transaction, Max Life – will become a joint venture of Max Financial Services and Axis Bank. Of
this, 70% stake will be held by Max Financial Services and 30% will be held by Axis Bank. The proposed deal
also needs the approval of the banking and insurance regulator and the Competition Commission of India (CCI).
iii.The acquisition may be completed in 6-9 months & Post the deal, Max Financial Services and Axis Bank will
get to nominate four and three directors respectively on the Max Life board.
iv.For the last nearly 10 years, there has been a good business relationship between Axis Bank and Max Life
Insurance, which provides long-term savings and protection products to over 1.9 million customers. The total
premium generated from both companies exceeded Rs 38,000 crore.

First black hole merger of uneven massed observed by LIGO-VIRGO; indicated by GW190412
signal in April 2019
On April 18, 2020, the Laser Interferometer Gravitational Wave Laboratory (LIGO) Scientific Collaboration and
the Virgo Collaboration also known as LVC (LIGO Scientific Collaboration and Virgo Collaboration)discovered
binary black hole (BBH) merger with different masses for the first time. This study has been published in
preprint server ArXiv.
This discovery took place a year after when a gravitational wave (GW) signal dubbed “GW190412”observed by
the LIGO and Virgo detectors on 12 April 2019, which was actually a sign of merging of two black holes with
unequal masses. This merger took place 2.4 billion light years away.
Importantly, the difference of masses is so large that the one black hole is 30 times the mass of the sun while
the other is 8 times the solar mass.GW190412 took place about 1.9 to 2.9 billion light-years from Earth.
About GW190412:
Observed on April 12, 2019, this signal was detected by 3 detectors; two LIGO detectors in the USA and Virgo in
Italy. At that time, it was a prediction that this is coming from a BBH system with unequal masses, one of the

black holes being about 3.6 times heavier than the other. But now, it is confirmed that GW190412 signal
produced because of uneven BBH merger occurring at that time.

Why is the merger of unequal-mass black holes important?


This uneven merger has empowered more precise measurements of the system’s astrophysical
properties and has also enabled the LIGO and Virgo scientists to verify a yet-untested prediction of Einstein’s
theory of general relativity.
Point to be noted:
The first gravitational-wave event was detected in 2015 namely “GW150914”. However, all the systems
observed so far have comprised black holes of nearly equal masses. This trend was broken by the observation
of the merger of a BBH system on April 12, 2019.

Low-cost mechanical ventilator Ruhdaar developed by team led by IIT Bombay


On April 25, 2020 A team of engineering students from National Institute of Technology (NIT), Srinagar and
Islamic University of Science & Technology (IUST), Awantipora, Pulwama, Jammu and Kashmir (J&K) led by
Indian Institute of Technology (IIT) Bombay under the assistance of Design Innovation Centre (DIC), IUST has
developed a low-cost ventilator named as Rudhaar using locally available materials.

Gist about Rudhaar


i.The cost of producing the prototype is around Rs 10,000 & the cost will be reduced when producing it in lump.
It will be subject to medical testing for clearance and validation, after the approval will be taken for mass
production.

ii.The main idea is to design and develop a low-cost alternative to the high-end ventilators used in hospitals
costing in lakhs of rupees. It’s design is made using advanced software and will not be charged any royalty.
iii.It will provide necessary functions which will provide adequate breathing support necessary to save the life
of a critically ill COVID-19 patient. It is produced to make it amenable for small scale industry production.
iv.It provides necessary control of basic parameters such as tidal volume, Breaths per Minute and Inspiratory:
Expiratory Ratio and to also monitor pressure continuously during its operation.
v.The main difficulty faced by the team was the lack of resources, they tried many designs including a design
developed by Massachusetts Institute of Technology, USA.
vi.The team head Zulqarnain, a first-year student of Industrial Design Centre, IIT Bombay, from Kashmir
initiated this idea & teamed up with his friends P. S Shoib, Asif Shah and Shakar Nehvi from IUST and Majid
Koul from NIT Srinagar.
Importance of Ventilators
According to the Ministry of Health, 80% of people who are infected will only experience mild illness, about
15% will require oxygen support, and the remaining 5% will require ventilators if they are acute or severe.
They are an important component of the medical infrastructure as they are required to treat infected patients,
provide critical breathing support to those falling critically ill.
Government’s measure
The government has adopted a two-pronged approach- one to increase domestic manufacturing capacity &
other to search around the world for medical supplies.

IIT Ropar designs ‘WardBot’ to deliver food, medicines to COVID-19 patients


A team of researchers at the Indian Institute of Technology (IIT), Ropar in Punjab’s Rupnagar district has
come up with a design of an autonomous ‘WardBot’ which can deliver medicines and food to COVID-19
patients in isolation wards without human intervention.

Key Points:
i.The WardBot was developed under the guidance of EktaSingla, Associate Professor and Head, Department of
Mechanical Engineering, IIT Ropar.

ii.The deployment of WardBot in hospitals helps in minimising the risk of the frontline health staff getting
infected with the deadly virus (COVID-19).
iii.About WardBot: The Ward bot is fitted with sensors, can work on a known path and can carry food items
and medicines, necessary equipment for delivery to patients at different beds from one room to the other from
the remotely located control room.
iv.The control room can instruct multiple bots to accomplish tasks simultaneously on different floors.

Former Liverpool striker Michael Robinson passed away at 61
On April 28, 2020, Former Republic of Ireland and Liverpool forward footballer Michael John
Robinson passed away at the age of 61 in Marbella, Spain. He was born on July 12, 1958 in Leicester, England.

Key Points:
i.About Michael Robinson: He appeared in more than 300 official matches in England for five clubs, including
Liverpool, and played the last three seasons of his career in Spain with Osasuna (Spanish Football Club).
ii.After spells with Preston North End and Manchester City Robinson featured in the 1983 FA (Football
Association Challenge Cup) final for Brighton, before moving to Anfield.
iii.Robinson was part of the Liverpool squad that captured the league, League Cup and European Cup treble in
1984.
iv.Awards: Robinson received the XIII International Vázquez Montalbán prize for Sports Journalism, awarded
by FC Barcelona in December 2017.
v.Robinson represented the Republic of Ireland 24 times, scoring four goals. He settled in Spain after retiring in

The World Day for Safety and Health at Work (WDSHW) is observed every year on April 28, to promote the
prevention of occupational accidents and infectious diseases at work. The day is observed by the ILO
(International Labour Organization) to raise awareness on the adoption of safe practices in workplaces,
focusing on the COVID-19 pandemic. April 28 is also the International Commemoration Day for Dead and

Injured Workers organized worldwide by the trade union movement since 1996.
Theme for the year 2020: Stop the pandemic: Safety and health at work can save lives.
The theme focuses on addressing the outbreak of infectious disease at work, the COVID-19 pandemic. It also
explores measures to prevent and control the risk of contagion, psychosocial risks, ergonomic and other work-
related risks associated with the pandemic.
Key Points:
i.The theme for WDSHW announced earlier for 2020 safety and healthy working environments free from
violence and harassment has been replaced in the view of the current global crisis.
ii.History of the Day: The World Day for Safety and Health at Work was initiated by the ILO in 2003, in order
to stress the prevention of accidents & diseases at work, capitalizing on the ILO’s traditional strengths of
tripartism and social dialogue.
iii.This day is an integral part of the Global Strategy on Occupational Safety and Health of the ILO, as
documented in the Conclusions of the International Labour Conference in June 2003.
iv.Emerging risks at work: The emerging risks may be caused by technical innovation or by social or
organizational change, such as:

Development Ministry (WCD) of Gujarat State Government has launched a unique initiative called ‘Umbare
Aanganwadi (means doorstep Aanganwadi) under ICDS (Integrated Child Development Services) programme
to reach out to children during the lockdown.

AP launched ‘Covid Pharma’, a mobile application to trace people buying medicines for fever,
cold
On April 25, 2020, The Medical and Health Department of Andhra Pradesh (AP) has launched ‘Covid Pharma’,
a mobile application(app) to keep a track of people buying medicines over-the-counter (OTC) for cough, cold
and fever from medical stores across the state.
Gist about the app
i.The pharmacies in the State is expected to download the app and register the details of persons, including
their mobile number, making OTC purchases of medicines for common ailments & even those who buy
medicines with a prescription and share with the health department for better monitoring
ii.Purpose– To monitor patients who experience any increase in cold & fever, which helps to trace easily the
persons with any symptoms of coronavirus and works as an additional precautionary measure for regular
sample testing simultaneously
