Guideline

1 Scope and Application


This document provides guidance on reporting relationships for HSEQ professionals for all
Austrian and international activities.

The guidance will apply from appointment of a country general manager through to full
production operations and decommissioning (abandonment) activities.

Roles and responsibilities for HSEQ professionals are defined in more detail in Guidelines for
Organising HSEQ, document no HSEQ-HQ-02-02 latest revision.

3 Management responsibilities
The country general manager is responsible for implementing these guidelines and
appointing the senior HSEQ professional who has a direct line report to him. The
appointment shall be with the agreement of the Vice President EP-HSEQ.

For a development project within a country the project manager is responsible for
implementing these guidelines and appointing the senior HSEQ professional who has direct
line report to him. The appointment shall be with agreement of the senior HSEQ professional
who directly reports to the country general manager.

Appointment of other HSEQ positions shall be the responsibility of the relevant line manager.
The appointment shall be with agreement of the senior HSEQ professional who directly
reports to the country general manager.

4 Definitions
Functional report
OMV operates a matrix management structure. This is to focus attention equally on the
successful delivery of business/project objectives, and the development of business
processes and best practice in specific specialist areas of expertise (e.g. HSEQ, Finance,
HR, etc).

The functional reporting relationship shall ensure alignment of best practice and monitor the
adherence to OMV corporate HSEQ standards.

Compliance with HSEQ standards is the responsibility of the business/project group line
management and the functional reporting structure monitors this compliance. Where there is
deviation from the corporate standards the functional report shall shift to a stronger advisory
(or even supervisory) role.

Typical Business Unit Organisation

The model organisational structure is defined by E&P Management Committee rules and is
represented in Figure 1 below. At a very early stage of a new venture not all the positions will
be filled and it may be necessary for some personnel to take on dual roles. When this occurs
for a person appointed to carry out HSEQ duties the job description shall clearly define the
following key points with respect to HSEQ:
à Independence from direct operational responsibilities
à Competency in HSEQ
à Relationships with contracting organisations
à Functional relationship to Vice President EP-HSEQ

Typical Project Organisation Structure

A typical organisation structure for a project is shown in Figure 2 below. This represents the
OMV project management team. In practice development projects will rely on contracted
organisations to carry out the bulk of the work. This may take place in several locations
depending on the type of project and the nature of the contractual and commercial
arrangements. The detailed project organisation charts should clearly define who has
responsibility at different phases and locations of a development project.
