THE SOUTHEAST ASIA (SEA) CREATIVE CAMP FOR

SPECIAL EDUCATION TEACHERS 2019

CONCEPT NOTE

I. Background

The importance of quality education for all, including education for children with special
needs, has been at the heart of education policy in all levels. To guarantee this, enhanced
capacity of teachers in special education through continous capacity development has
become prerequisite, particularly in the face of globalisation which increases global
competitiveness. The endeavours are put forward to achieve the Sustainable Development
Goals #4 which one of the targets is to substantially increase the supply of qualified
teachers. This is also consistent with the SEAMEO Seven Priority Areas in particular Priority
#2 addressing barrier to education and Priority #5 revitalising teacher education.

The Ministry of Education and Culture of the Republic of Indonesia in collaboration with
SEAMEO Regional Centre for Special Education (SEAMEO SEN), SEAMEO Regional
Centre for for Vocational and Technical Education and Training (SEAMEO VOCTECH),
SEAMEO SEAMOLEC, SEAMEO QITEP in Science, SEAMEO QITEP in Language,
SEAMEO QITEP in Mathematics, SEAMEO BIOTROP, SEAMEO RECFON and SEAMEO
CECCEP are pleased to organise the Southeast Asia (SEA) Creative Camp for Special
Education Teachers.

The development of this programme is influenced by the successful implementation of the


SEA Creative Camp that brought together 15,605 students, 4,132 teachers and 2,486
schools from 6 countries in Southeast Asia which are Indonesia, Philippines, Malaysia,
Myanmar, Singapore, Thailand, and 2 countries beyond Southeast Asia namely India and
China since it was first launched in 2018.

The SEA Creative Camp for Special Education Teachers 2019 will engage special education
teachers in 5 (five) areas namely:
a) Information and Communication Technology
“Developing Augmented Reality Skills for Special Need Students”
b) Music
“Developing Music Class for Special Need Students”
c) Photography
“Developing Photography Class for Special Need Students”
d) Fashion
“Developing Fashion Industry Class for Special Need Students”
e) Disaster Preparedness.
“Disaster Preparedness for Special Need Students”.

II. Objectives

The objectives of the programme are as follow:


1. To provide platform for Special Education teachers to enhance 21st skills and knowledge
2. To encourage Special Education teachers’ creativity in developing teaching and learning
innovations and share ideas/best practices and innovative projects amongst participants
3. To expand and strengthen networking amongst Special Education teachers in the
Southeast Asia region.

III. Expected Results

1. Enhanced knowledge and skills of the Special Education teachers particularly in the
fields of Information and Communication Technology, music, photography, fashion and
disaster preparedness which are embedded in the ASEAN culture.
2. Strengthened network amongst Special Education teachers through shared best
partices/ideas/innovative projects in teaching and learning.

IV. Target Participants

The programme’s participants are Special Education teachers from Indonesia, Malaysia,
Brunei Darussalam, Timor Leste and Southern part of Thailand (Narathiwat, Pattani, Yala,
Songkhla). The working language used will be Bahasa Indonesia and Bahasa Melayu
(Malay Language).

V. Collaborative Partners

The Ministry of Education and Culture (MoEC) enlists a strong collaboration with various
partners including:
 Centres for Development and Empowerment for Teachers and Education Personnel,
MoEC, Indonesia ;
 National Disaster Management Agency, Indonesia ;
 SEAMEO Regional Centres: SEAMEO SEN, SEAMEO SEAMOLEC, SEAMEO RECFON,
SEAMEO BIOTROP, SEAMEO QITEP in Science, SEAMEO QITEP in Language,
SEAMEO QITEP in Mathematics, SEAMEO CECCEP, SEAMEO VOCTECH;
 Special Education Division, MoE Malaysia;
 Institute Seni Warisan Malaka, Malaysia;
 Special Education Unit MoE Brunei;
 and other intitutions to support the implementation of the programme.

The roles of collaborative partners are the following:


a. Serve as a Workshop Host/Coordinator of each category and provide resource persons to
conduct online training course according to the specialisation/each category.
b. Design the training schedule, training contents, learning outcomes, evaluation
mechanism, and details of project assignment for the competition
c. Coordinate with the committee to ensure smooth organisation of the workshop.
d. Conduct competitions at the end of workshop in each category and select the winners.
e. Facilitate communication and follow-up with the participants throughout the workshop
period.

VI. Schedule of the Programme


Participants shall register online through websites of the SEAMEO Secretariat/SEAMEO
SEN/SEAMEO SEAMOLEC and upload the necessary requirements. The schedule of the
programme is as follow:

VII. Prizes and Certification

The winning team of each category will receive the following prizes and recognition:
1. Monetary Prizes
 1st Winner: IDR 7,000,000 (and 1 laptop)
 2nd Winner: IDR 6,000,000
 3rd Winner: IDR 5,000,000

2. The 1stWinnerof each category will be invited to participate in an award presentation,


sharing session and exhibition in Jakarta, Indonesia, on 3 December 2019. The Ministry
of Education and Culture will shoulder the cost for accomodation, local transportation,
and meals during their stay in Jakarta, Indonesia.

3. Certificates to the winner, shortlists, and participants are provided at the end of the
announcement of winners(dari 3 MoE):
 Certificate of Participation (for participants who submit the final project assignments)
 Certificate of Recognition (for winners and shortlists)
 Certificate of Appreciation (for working committees, speakers, judging members,
sponsors)

Participants are expected to develop teaching materials and learning models based on
ASEAN culture. Participants will present a learning storyline and visualize it in a short
video.

The indicators of the training workshop as follows:


• Participants understand the concept of music classes for children with special
needs.
• Participants are able to identify the process of developing teaching materials and
learning models for music classes for children with special needs, based on
ASEAN cultural-based learning.
• Participants are able to develop teaching materials on music for children with
special needs, based on ASEAN cultural-based learning.

Through this online training, the participants are expected to understand the process to
develop Augmented Reality application and storybook. They will be able to create an
Augmented Reality based learning materials to enrich the skills and knowledge for
special need students.
The indicators of the training as follows:
• Participants are able to identify the process of developing 3D Augmented Reality
learning materials for children with special needs, based on ASEAN cultural-
based learning.
• Participants are able to develop 3D Augmented Reality learning materials for
children with special needs, on the basis of ASEAN cultural-based learning.
