The NCCA Filipino Values Short Film Program 2020

Official Application Form of the NCCA Filipino Values Short Film Program.

The NCCA Filipino Values Short Film Program 2020 gives a platform to all filmmakers to tell beautiful
stories rooted in their localities that depict Filipino values. This provides an opportunity to discuss values
through the stories of our people, shooting in particular regions and featuring leading local actors and
cinematic team. This highly encourages and challenges filmmakers to create original content, touching on
the NCCA study on Philippine Values for the Filipino audiences. It is organized by the National
Commission for Culture and the Arts (NCCA) to promote awareness of Nineteen (19) defined list of core
and shared Filipino values that shall serve as the cultural bedrock to achieve the four dimensions of the
long term vision of AmBisyon Natin 2040.

Rules & Regulations


1. If selected, each film production grant amounts to Php 350,000.00. Each filmmaker may only submit
up to two (2) application film proposals but a filmmaker can only be given one film grant so in cases
wherein two proposals are being considered, only one will eventually be selected.

2. This is open to all Filipino Filmmakers; of good standing in their filmmaking communities and with no
criminal reecord; has the capability to finish film projects in a designated time; and who has done three or
more short films in the past that were either screened in national and/or international film festivals/film
institutions or have been awarded by independent award-giving bodies.

3. Proposed entries must be in the form of narrative fiction. The Short film must depict one (1) of the
Nineteen (19) Filipino Values as listed below (with operational definition of each value for the guidance
of the filmmaker):

a. Basic Needs (Pangunahing Pangangailangan) - refers to food, clothing, shelter and may include
even medicine. It is includes the desire to provide security for oneself and one’s family. Attainment of
this value gives a sense of fulfillment.
b. Creative Excellence (Pagkamalikhain) - refers to the drive for creating something of value. This
seen in the input, process and output. Excellence means aiming for perfection. Artists, creatives, and
scientists often articulate this value. Passion and sacrifice are subsumed under creative excellence.
c. Culture, Heritage, Arts and Sciences (Kultura, Pamanang Lahi, Sining at Agham) – refers to culture
and all its related domains such as language, arts and sciences. Culture is expressed through heritage, such
as tangible and intangible heritage. It includes the concern to preserve and safeguard heritage.
d. Education (Edukasyon) – refers to the importance of being able to go to school and finish schooling.
Education ensures a successful career in the future. Education allows an individual to learn values in life.
e. Environment (Kapaligiran) – refers to aspects of the physical world such as mountains, rivers, seas,
plants and animals, etc. For indigenous peoples this is related to the ancestral domain. Concern for the
environment is included in this value. Others may state this as problems (mining, logging, etc.) or as
solutions (protection, reforestation, etc.).
f. Faith (Pananampalataya) – refers to a belief, reliance and relationship to a Higher Being such as
God, Allah, Kabunian, etc. This may include a sense of deep connection or spirituality. Expressions of
faith as seen in religious practices are often mentioned (e.g. going to church, reading the Qur’an, etc.).
g. Family (Pamilya) – refers to one’s relationship to the immediate or extended family. Values of
respect, obedience, and love towards one’s family are included. Friends, neighbors and sometimes pets
can be considered as family.
h. Governance (Pamamahala) – refers to effective delivery of services by the government. This
includes the exercise of good leadership, along with adherence to what is good and true.
i. Happiness (Kaligayahan) – refers to the feelings of joy brought about by a sense of fulfillment and
positivity from one’s life experiences. Oftentimes happiness may be expressed in the form of humor and
in the attitude of taking the challenges of life lightly.
j. Health and Wellness (Kalusugan) – refers to physical and psychological health. This also includes
living a healthy lifestyle and the ability to handle stresses in life.
k. Honesty and Integrity (Katapatan) – pertains to upholding the truth and being just and fair towards
others. It also includes sincerity and faithfulness. Honesty can be applied in various situations and may
work at a personal level (e.g. relationships) or social level (e.g. maintaining integrity in government
service/work).
l. Human Rights (Karapatang Pantao) – upholding the intrinsic component of what it means to be a
human being such as respect, equality, acceptance regardless of gender, social status, culture, etc.
Injustices should be addressed and people should be treated with respect.
m. Life and Purpose (Buhay at Tunguhin) – pertains to the existence of a person in the world. It
includes having meaning, direction and fulfillment of one’s goals. Included under this value is achieving a
quality of living and ensuring the preservation of life.
n. Kapwa – refers to relationship towards other outside the family. Thus it encompasses one’s
neighbor, community and to a larger extent, society. Traits and other values cluster around the value of
kapwa such as pakikipagkapwa, bayanihan, utang na loob, sensitivity, compassion, care, respect,
selflessness, service, etc.
o. Love for Country (Pagmamahal sa Bayan) - caring for the nation and sacrificing one’s needs in the
service of the country.
p. Peace and Development (Kapayapaan at Pag-unlad) – refers to having an orderly community, free
from crime and warfare. Freedom and justice can also ensure peace. Peace begins from the self and
extends to the society. Development is a by-product of peace and refers to growth of the community.
q. Resilience (Katatagan) – refers to standing-up to challenges despite the odds. The ability to rise up
after a calamity is an example. Being flexible, open-minded, etc. are traits that pertain to resilience.
r. Self (Pagkatao) – refers to the qualities of personality, character, or pagkatao. Subsumed under this
value are self-worth, honor, dignity, sense of pride, etc.
s. Work & Livelihood (Kabuhayan) – refers to a person’s career or source of living that allows
him to sustain his and the family’s needs. The observance of work ethics is included in this value.

4. A total running time (TRT) target of each completed film must not be less than 10 minutes and must
not exceed 20 minutes (including opening & closing credits);

5. The short film must be in any Filipino language English subtitles. The story and script must be original
and free from third party claims.

6. Proposed production team must be composed of Filipino citizens including actors unless a foreign
character is introduced in which case, the filmmaker declares this in the provided form. A notable,
known, prominent, acclaimed and/or award-winning film or theater actor/actress with no criminal record
must be cast as lead in your short film. Final casting shall be approved by the NCCA.
7. All music, artwork, photography or the likes used in the film must be original, lincensed, or in the
pubic domain. NCCA shall not be liable for any costs related to claims of rights of any kind;

8. If selected, the filmmaker shall be called for an interview wherein the filmmaker can provide further
details of his/her proposed film. The interview (in pitching format) allows the filmmaker to present his
proposed film with pegs and other important details of his/her proposed film.

9. Rights to the final film belong to the filmmaker proponent and the NCCA. NCCA reserves the right to
screen it for selected events and platforms (with prior notice to the proponent) for educational and cultural
purposes;

10. While the filmmaker co-owns the film, the filmmaker cannot sell the film nor can they conduct
screenings with paying audiences.

11. The NCCA reserves the right to, without need of any additional financial compensation, make copies
of all the short films, produce film clips and video stills of the films, and use them for promotional use via
internet, TV, and other forms of media.

12. Final films must have its world premiere in a Film Festival orgnaized by NCCA afterwhich the
films shall be used for educational purposes in classrooms and other related platforms;

13. The Filmmaker and his/her team may get a co-financier but the said co-financier must abide with the
NCCA rules, guidelines, deadlines, and contracts. In case of violations in the aforementioned terms,
NCCA reserves the right to disquaify the filmmaker and forfeit the entire grant.

14. The entries shall be judged by a Selection Committee appointed by the NCCA composed of
filmmakers and/or film practitioners.

15. The decision of the Selection Committee is final, irrevocable and not subject to any form of
protest or appeal.
