Members are aware that we have been taking up with the Management the issue of increase in rental ceiling for self leased quarters to the officers. The existing rental ceiling which was fixed in 2013 is not commensurate with the prevailing market rates and is inadequate for the officers to get a reasonable, decent accommodation at their place of work. As a result the officers are required to bear a portion of rent thereby adversely affecting their take home pay. Hence, the issue of adequate increase in rental ceilings was placed at the top of our Agenda for the Joint Meeting and was followed up vigorously with the Management. Further, after Sri Arun Shrivastava took charge of our Bank as MD & CEO, while discussing with him various issues confronting the Bank and the officers, we had highlighted the urgent need to increase the rental ceilings so as to reduce the financial burden on the officers who stay in self leased quarters. We are pleased to inform the members that in response to our request, the Management has increased the rental ceilings substantially ranging from 35% to 90% depending upon the place of work and scale of officers. The revised rental ceiling, which will be effective from 01.07.2015, is as follows : REVISED RENTAL CEILINGS w.e.f. 01.07.2015 (Existing limits in Brackets) Sl. Places Scales (Figures in ) No. I II III IV V VI VII 1(a) Major A Class Cities Delhi (Including Gurgaon, Ghaziabad, Noida, Sahibabad, Faridabad, Ballabgarh) 14000 15000 16000 20000 25000 28000 35000 and Mumbai (8600) (9000) (9600) (11500) (13000) (16000) (20000) (b) Bangalore, Chennai, Hyderabad, Kolkata, Ahemedabad (Including 12000 13000 14000 18000 22000 26000 30000 Gandhinagar) (7800) (7900) (8400) (10500) (12500) (15000) (18500) 2(a) Area I (Includes places with population above 12 lakhs other than Major 'A' class cities) + Chandigarh, 8500 9500 10500 12000 15000 17000 20000 Panchkula & Mohali (5400) (6000) (6600) (7000) (7900) (11000) (13500) (b) All other State capitals, UT HQs, Hill stations (Where Hill & Fuel allowance is being paid), Port branches + Rourkela, Jamshedpur, Bokaro Steel City, 8000 9000 10000 11000 13000 14000 19000 Durgapur, Porbander and Bhilai (5200) (5300) (5600) (6400) (7400) (10000) (12000) 3 Area II - All places with population of above 1 Lakh & upto 12 lakh (i.e. other than those 6500 7000 7500 8000 12000 13000 included in 2(a) & 2(b) above (4200) (4600) (5000) (5200) (6400) (7800) 4 Area III - All places with popu- lation below 1 lakh (i.e. not 5000 5500 6000 7500 10000 12000 included in Area I and II) (3600) (4100) (4400) (4600) (5400) (6800) We are further pleased to inform the members that the Scheme also provides to permit the officers who are eligible for leased accommodation to stay in PG accommodation / Hostel subject to reimbursement of maximum 60% of the rental ceiling fixed for the Scale/Place. As regards to the officers who are presently incurring rent in excess of existing ceiling under the present lease agreement, they will be eligible to receive reimbursement upto the revised ceiling w.e.f. 01.07.2015. We have requested the Management to remove the distinction between the areas in 2(a) and 2(b) above and make applicable the higher ceiling to all the areas, covered there under. We are sure that with the revised rental ceiling, the members will be in a position to find reasonable, decent accommodation at their place of work without largely affecting their take home pay. We thank our MD & CEO Sri Arunkumar Shrivastava and the Management Team for this positive gesture which will go a long way in boosting the morale of the officers, especially those who stay in self leased quarters. STAFF WELFARE COMMITTEE MEETING Meeting of the Staff Welfare Committee was held at Manipal on 27th June, 2015. While Sri K. Santhosh Kamath, General Manager (P) presided over the meeting, our President Com. Prakash Karotya, represented the Association. Members may be aware that in terms of the guidelines issued by the Government of India, at present an amount of Rs.20 Crores, is being allocated annually by the Bank, to the Staff Welfare Fund and the same is spent towards various Staff Welfare Schemes. As the expenditure towards the reimbursement of lunch expenses to the employees was being met out of the Staff Welfare Fund, there was little scope to expand / increase welfare schemes. Hence, we had been representing to the Management to keep the reimbursement of lunch expenses out of the purview of Staff Welfare Fund and same be borne by the Bank by debit to Profit & Loss Account. We are glad that the Management has acceded to our request and has taken a decision to debit the lunch expenses reimbursed to the employees every month to the Bank's Profit & Loss Account thus paving way to revisit and revise the existing Staff Welfare Schemes and also to introduce new schemes. After the detailed discussions and taking into consideration the fund available and the expenses incurred towards the existing Staff Welfare Schemes during the last year, the Committee decided to make the following recommendations to the Competent Authority: 1. To start Holiday Homes at Bangalore and Delhi in addition to the places suggested in the last meeting and also to start a shelter home at Mumbai for the outstation employees and their dependants who come for medical treatment and require to stay for longer period. 2. To increase the ceiling of liability to be written off in case of death of an employee while in service by Rs.100000/- (i.e. to Rs.500000/- for officers and Rs.400000/- for workman) and to consider the liability under Jewel Loan and Syndicate Bank Credit Card for such write off. 3. To increase the amount of funeral expenses paid to the family in case of death of an employee from Rs.15000/- to Rs.20000/- 4. To increase the cost of memento presented to an employee on superannuation by Rs.2500/-. 5. To consider reimbursement of eye check up and cost of spectacles of Rs.2000/- once in 5 years as against once in entire service 6. To increase the ceiling for reimbursement of expenses of Annual Health Check up of employees and their spouse by Rs.500/- and to reduce the age limit for the same from existing 45 to 40 7. To pay compensation to the employees affected by natural calamities such as earth quake and flood upto 10% of the cost of damage to their property subject to ceiling of Rs.25000/- The Committee further decided to meet once again after the new Scheme for reimbursement of medical expenses as formulated under 10th BPS is implemented by the IBA / Bank to explore the possibility of extending the same to the retirees as provided under the Scheme. We shall inform the members as and when the recommendations of the Committee are accepted by the Competent Authority. With greetings, Yours comradely,
(SANJAY A MANJREKAR) GENERAL SECRETARY
