Memorandum of Agreement

The Philippine educational system is facing a great challenge as the opening of

classes for the School Year 2020-2021 draws near. With the Corona Virus widespread, the
Department of Education must ensure the safety of the learners, teachers and personnel
without compromising the offering of quality education.
Unfortunately, the traditional way of enrolment in schools will no longer be practiced
due to the virus threat.
Enrolment is one of the chief activities every beginning of a School Year wherein
students’ name are recorded as learners in a certain grade and school.
The Department of Education (DepEd) has instructed the public and private schools
of different levels to conduct remote enrolment through online messaging and platforms, and
other means of telecommunication.
However, because of particular reasons, many students cannot perform the online
registration or enrolment, thus, the Sta. Catalina Bata National High School (SCBNHS)
settled with the last option which is a face to face enrolment.

WHEREAS, the Sta. Catalina Bata National High School, hereinafter referred to as
“SCHOOL”, is the primary instrumentality to fulfill the task of enrolling students as learners
of different grade levels for the School Year 2020-2021;

WHEREAS, the SCHOOL, in connection to the mandate and instruction of the Department
of Education (DepEd) will start learners’ enrolment on June 15 onwards;

WHEREAS, the SCHOOL will fulfill the learners’ enrolment through the last option given
by the Department which is the face to face enrolment through distributing of Learner
Enrolment and Survey Tagging Facility (LESF);

WHEREAS, to achieve this objective, the SCHOOL needs to enter into an agreement -
partnership with the Local Government Unit (LGU), herein referred to as the “LGU”;

WHEREAS, the LGU, headed by the Barangay Captains of areas located near the SCHOOL
premises, will cooperate with the School in accomplishing the task;

WHEREAS, the LGU and the SCHOOL will work together in distributing the LESF to the
learners;

WHEREAS, the SCHOOL and the LGU, hereinafter collectively referred to as “the
PARTIES”, undertake to collaborate for the successful enrolment procedure in cognizant of
the need for special protection of the PARTIES and with the best interest of the learner at
heart;

NOW, THEREFORE, for and in consideration of the foregoing premises, the PARTIES
hereby agree as follows:
 1. That, the LGU of the surrounding Barangays near the School shall assist in the
distribution of the LESF upon agreed specifications;

2. That, the PARTIES will observe minimum health standards and protocols
while performing the task;

3. That, the term of the agreement shall be perpetual or as long as it is needed for
educational improvement purposes only, effective upon the signing of this
agreement;

4. That, any modification of this agreement shall be subject to the mutual

agreement of both PARTIES;
