• Only accredited Materials Engineers

Series of 2006) shall be assigned to
supervise DPWH projects in accordance
with the following limits of assignment:

*For Project Engineers and Project Inspectors :


> It has been observed that some field engineers do
not present or submit pertinent project and/or quality
control documents during the conduct of project
inspection/investigation by the members of the QAU.
The refusal to present the required documents for
whatever reasons impede the QAU members from
conducting accurate assessment of the project, and
defeats the essence of transparency in project
implementation. Henceforth, all Project Engineers shall
have in their possession or file all pertinent project
documents at the project site at all times.
IMPOSITION OF OUTRIGHT SANCTION TO DPWH FIELD ENGINEERS
WHO REFUSE TO PROVIDE PERTINENT PROJECT DOCUMENTS DURING
QAULITY ASSURANCE UNIT (QAU) INSPECTIONS /INVESTIGATIONS
Per Department Order No. 05, Series of 2012

*For Project Engineers and Project Inspectors :

> Any Field Engineer who will not cooperate during the
conduct of QAU project inspection/assessment or fail to
present the required documents shall be meted an
outright sanction equivalent to suspension from
handling any project for a period of three (3) months.

OFFICIALS AND EMPLOYEES INVOLVED IN PROJECT IMPLEMENTATION

A sanction shall be imposed if in any given
reporting period:
a. He fails to initiate calibrated actions (in
accordance with Department Order No.
102, Series of 1988) on a project/s under his
supervision with a negative slippage, and

b. He gets ten (10) points or greater based


on the values shown below:

The calibrated sanction shall be as follows:

1st Offense - Reprimand


2nd Offense - Suspension for six (6) months
3rd Offense - Suspension for one (1) year

* He will be required to explain in writing for


any violation committed prior to the imposition of
sanction, if the explanation is not acceptable.
