SCHOOL ROLL-OUT ONRESULTS-BASED PERFORMANCEMANAGEMENT SYSTEM(RPMS)

The School Roll-Out on Results-Based Performance Management System (RPMS) is a two-dayseminar-


workshop designed to familiarize participants on one of the key interventions that supports
theimplementation of the K to 12 strategies. It is a joint activity participated in by 75 teachers from
ninedifferent clustered schools held at PNCS Gymnasium last August1-2, 2014 under the chairmanship
of Mr.Andres B. Basabe, Principal I of Maysua andCotmon Elementary School.

Day 1

The program commenced with amedia presentation of musical invocationfollowed by the National
Anthem withMichelle Sambitan of Maysua ESconducting. Then, the participants
were presented by Mr. Elmer Asadol of CotmonES. Afterwards, Dr. Nenita Beriña, PSDS ofPolangui North
gave an inspirationalmessage before the program proper began.

Roll-Out Proper

The roll-out proper started with the first session handled by Mr. Andres Basabe who discussed theRPMS
Overview and Design. Mr. Basabe shared that the Results-based Performance ManagementSystem
(RPMS) of DepED supports the Vision, Mission, and Values of the agency as it continuouslyendeavors to
evolve as a learner-centered public institution. Moreover, he expressed that RPMS is anintervention that
will help ensure the strategic, responsive, and effective delivery of Human ResourcesManagement and
Development (HRMD) services of all levels of DepEd to effectively implement alearner- centered, school-
based management system, as well as the K to 12 strategies that will improvethe quality of education in
public schools. It was also on the first session that the objectives of RPMSwere discussed which include:
aligning of individual roles and ta

rgets with DepEd’s direction; t

racking ofaccomplishments against objectives to determine appropriate, corrective actions


if needed; provision offeedback on employees

’ work progress and accomplishments based on clearly

defined goals andobjectives; and utilizing a tool for people development. A brief glimpse of the four
phases of RPMS wasalso viewed at this session.After giving the overview, Mr. Edwin L. Cestina, Principal
I of Lidong ES introduced the KeyResult

Areas (KRAs) and Broad Objectives of the District which are aligned to the Division’s Objectives.

He emphasized that
the objectives will be the participants’ reference as the activity progresses.

 The second session tackled the first phase of the RPMS which is the Performance Planning
andCommitment. It is on this phase that the supervisors and subordinates agree on: (1) objectives to be
metand (2) required competencies based on strategic priorities of the organization. Mr. Ciriaco
Loquinario,Head Teacher II of Balaba and Dalogo ES, explained the importance of the phase and
expounded the fourcomponents of phase one: identifying KRAs and Objectives; identifying required
competencies;identifying performance indicators or measures; and reaching agreement. He also
introduced the newforms that will be utilized during the first phase: the Position Competency Profile
(PCP) and theIndividual Performance Commitment and Review Form (IPCRF). The participants were
reminded of theirduties and responsibilities. It was also on this phase that the participants were guided
on how they willformulate their objectives based on the different KRAs expected from them and the
measures of whichthey are to be evaluated in respect to their individual commitments before they
come into completeagreement with their school head/principal.The third session was presented by Ms.
Asuncion S. Boto of Danao ES, the Phase 2 of RPMSwhich is the Monitoring and Coaching Phase. She
discussed the how and when of the phase as well as itsimportance in the process. She expounded that
the practice of Monitoring and Coaching is anchored o
