1.0 SCOPE

This method statement outlines and describes the scope of work,


construction sequence, safety and other related items generally
applicable for the construction of the proposed access road to Abut
A2 of RB13, Jalan Air Kuning – Banir and proposed pedestrian
/motorcycle bridge near Kg. Changkat Melintang on the rehab track
side. Access to this bridge is through existing 3 m wide premix road
and earth track. The scope of works shall include:

a) Construction of a new 6.0m wide access road.

b) Widening existing road to achieve 6.0m width.

c) Relocation of services if necessary.

d) Provide temporary earth drain where appropriate.

e) Maintaining of the existing tar road if necessary.

f) Maintaining drain within access boundary.

g) Lengthening existing pipe culverts where required.

h) Construction of flat netting guard at location where access road


crossing underneath 11kV and 22kV TNB transmission line if
necessary.

i) Construction of wash trough if necessary.

j) Provide necessary traffic management scheme if necessary.

k) Obtaining all necessary approvals from local authorities.

2.0 MATERIALS

Materials to be used will be :

a) Suitable materials (Sand or Earth)

b) Crusher run

c) Barriers and signages where appropriate.

d) 600mm dia. pipe culvert.

e) Wooden pole

f) Netting guard

3.0 EQUIPMENT & RESOURCES

3.1 The following is a list of equipment to be used. However, the actual


number of units would depend on the area involved.

a) Survey equipment

b) Licensed lorry/dump truck

c) Excavator/backhoe

d) Compactor

e) Back pusher

f) Water bowser to control dust when necessary

3.2 All plants and machinery will be with valid documents or licences.

4.0 METHOD

4.1 Project Engineer (PE) to carry out joint inspection with Project
Management Consultant (PMC) or Supervising Engineer (SE) or both at
the proposed route for approval and to confirm the requirements and
identify any obstacles.

4.2 Identify biomass disposal site.


4.3 Obtain permission from Pejabat Tanah dan Galian (PTG) Batang Padang
of constructing access road within the road reserve.

4.4 Obtain approval from Tenaga Nasional Berhad (TNB) for services
relocation and permission for crossing underneath 22kV TNB
transmission line.

4.5 Obtain approval from Telekom Malaysia Berhad (TMB) for services
relocation.

4.6 Inform Jabatan Kerja Raya (JKR) and Majlis Daerah Tapah (MDT)
regarding construction of the access road.

4.7 Install appropriate warning and traffic controlling signs such as


“Awas”, “Kenderaan Berat Keluar/Masuk Di Hadapan” and “Pembinaan Di
Hadapan” as per JKR’s Arahan Teknik.

4.8 To provide flagmen at the entrance of the access (if necessary).

4.9 Relocate Telekom pole routes at access entrance/exit point.

4.10 Relocate Telekom pole routes and TNB pole routes along the existing
tar road.

4.11 Relocate Telekom pole routes and TNB pole routes along the existing
road inside R.O.W. which is under the scope of permanent relocation
by DRB utilities subcontractor.

4.12 Carry out site clearance as per Method Statement for Site Clearing
inclusive of felling and prunning existing palm trees, stripping
topsoil and dispose surplus material to approved dumping area.

4.13 Excavate and remove unsuitable material where instructed by SE and


dispose to approved dumping area.

4.14 Lengthening existing 450mm diameter pipe culvert (pipe culvert no 1


and 2).

4.15 Lengthening existing 600mm diameter pipe culvert (pipe culvert no


3).

4.16 Provide temporary drainage alongside the proposed access road where
required.

4.17 Supply, spread, level and compact suitable material to a maximum of


500mm thick.

4.18 Supply, spread, level and compact 300mm thick crusher run for the
running surface.

4.19 Provide flat netting guard at location where access road crossing
underneath 11 kV and 22 kV TNB transmission line if necessary.

4.20 However, changes may be made to the above method of construction and
alignment of the proposed access road to suit existing ground
condition and local requirements subject to PMC/SE approval.

5.0 QUALITY CONTROL PROCEDURE

Not applicable.

6.0 HEALTH, SAFETY AND ENVIRONMENT

6.1 Work will be carried out in accordance with the Project Safety Plan.

6.2 Toolbox meeting will be carried out on construction area at regular


intervals to ensure compliance with the Safety Plan and familiarity
with accident and emergency procedures.

6.3 Conduct safety induction course to workers before commencement of


work.

6.4 Provide PPE to all workers including safety helmet, safety shoe,
vest, ear protector, etc.

6.5 Provide signboards to warn workers and public of dangers associated


with construction works.

6.6 Advanced traffic warning signs will be positioned in place along and
at entrance of access roads and designated flagmen will be used when
working in the vicinity of existing roads if required.

6.7 Ensure all affected utilities are relocated or protected prior to


commencement of work.

6.8 Water bowser will be used to control dust when necessary.

6.9 Inspect all machinery at site and ensure that it has competent
certificate and is safe to operate.

7.0 TRACK POSSESSION

Not applicable.
