1.0 SCOPE

This method statement outlines and describes the scope of work,


construction sequence, safety and other related items generally
applicable for the construction of the proposed access road to
proposed pedestrian/motorcycle bridge near Kg. Baharu Pinji on the
new track side. The proposed access is via state land of Lot no
49072. The scope of works shall include:

a) Construction of a new 6.0m wide access road.

b) Provide temporary earth drain where appropriate.

c) Lengthening existing pipe culverts where required.

d) Provide pipe culvert where required.

e) Felling of landscape trees if necessary.

f) Relocation of services if necessary.

g) Maintaining drain within access boundary

h) Construction of wash trough if necessary.

i) Construction of silt trap if necessary.

j) Provide traffic management scheme if necessary.

k) Obtaining all necessary approvals from local authorities.

2.0 MATERIALS

Materials to be used will be :

a) Suitable materials (Sand or Earth)

b) Pipe culverts

c) Crusher run

d) Barriers and signages where appropriate.

3.0 EQUIPMENT & RESOURCES

3.1 The following is a list of equipment to be used. However, the actual


number of units would depend on the area involved.

a) Survey equipment

b) Licensed lorry/dump truck

c) Excavator/backhoe

d) Compactor

e) Back pusher

f) Water bowser to control dust when necessary

3.2 All plants and machinery will be with valid documents or licences.

4.0 METHOD

4.1 Project Engineer (PE) to carry out joint inspection with Project
Management Consultant (PMC) or Supervising Engineer (SE) or both at
the proposed route for approval and to confirm the requirements and
identify any obstacles.

4.2 Obtain approval from Pejabat Tanah dan Galian (PTG) Kampar for the
purpose of using the state land as an access road.

4.3 Obtain approval from Telekom Malaysia Berhad for relocation of


Telekom poles.

4.4 Obtain approval from Majlis Daerah Kampar (MDK) for felling trees.

4.5 Identify biomass disposal site.

4.6 Inform Jabatan Kerja Raya (JKR) and MDK regarding construction of
the access road.

4.7 Install appropriate warning and traffic controlling signs such as


“Awas”, “Kurangkan Laju”, and “Kenderaan Berat Keluar/Masuk” as per
JKR’s Arahan Teknik.

4.8 To provide flagmen at the entrance of the access (if necessary).

4.9 Carry out site clearance as per Method Statement for Site Clearing
inclusive of felling and prunning existing palm trees, stripping
topsoil and dispose surplus material to approved dumping area.
(Ref : UEC/MS/GEN/M/002)

4.10 Excavate and remove unsuitable material where instructed by SE and


dispose to approved dumping area.

4.11 Relocate Telekom poles at the entrance/exit point of access road to


enable mobilisation of machineries.

4.12 Felling trees by the side of Federal Route 1 (FR1) for widening at
the entrance/exit point of access road.

4.13 Provide 600 mm  pipe culvert at the entrance/exit point of FR1.

4.14 Provide temporary drainage alongside the proposed access road where
required.

4.15 Supply, spread, level and compact suitable material to a maximum of


300mm thick.

4.16 Cutting existing ground to ramp down to the existing track level.

4.17 Supply, spread, level and compact 300mm thick crusher run for the
running surface.

4.18 Supply, spread, level and compact 300mm thick crusher run and 50mm
thick Asphaltic Concrete Binder Course (ACBC) at the entrance of
access road as per JKR requirement.

4.19 However, changes may be made to the above method of construction and
alignment of the proposed access road to suit existing ground
condition and local authority requirements subject to PMC/SE
approval.

5.0 QUALITY CONTROL PROCEDURE

Not applicable.

6.0 HEALTH, SAFETY AND ENVIRONMENT

6.1 Work will be carried out in accordance with the Project Safety Plan.

6.2 Toolbox meeting will be carried out on construction area at regular


intervals to ensure compliance with the Safety Plan and familiarity
with accident and emergency procedures.

6.3 Conduct safety induction course to workers before commencement of


work.

6.4 Provide PPE to all workers including safety helmet, safety shoe,
vest, ear protector, etc.

6.5 Provide signboards to warn workers and public of dangers associated


with construction works.

6.6 Advanced traffic warning signs will be positioned in place along and
at entrance of access roads and designated flagmen will be used when
working in the vicinity of existing roads if required.

6.7 Ensure all affected utilities are relocated or protected prior to


commencement of work.

6.8 Water bowser will be used to control dust when necessary.

6.9 Inspect all machinery at site and ensure that it has competent
certificate and is safe to operate.

7.0 TRACK POSSESSION

Not applicable.
