Earth and all creatures inhabiting it.

This module will remind us the consequences of personal and local


action to global and planetary climate changes. It supplies learning activities
for students to write personal resolution that can contribute in solving the
problems of climate change. With this ability, it will further aide the global
awareness of every student in sustaining our productive planet.

Responsible Consumption and Production

Why it matters?
We will cause irreversible damage to our environment if we don’t act to
change our consumption and production patterns.

How can I help as a consumer?


There are two main ways to help: 1. Reducing your waste and 2. Being
thoughtful about what you buy and choosing a sustainable option whenever
possible. Reducing our waste can be done in many ways, from ensuring you don’t
throw away food to reducing your consumption of plastic—one of the main
pollutants of the ocean. Carrying a reusable bag, refusing to use plastic straws,
and recycling plastic bottles are good ways to do your part every day. Making
informed purchases about what we’re buying also helps. For example, the textile
industry today is the second largest polluter of clean water after agriculture, and
many fashion companies exploit textile workers in the developing world. If you can
buy from sustainable and local sources, you can make a difference as well as
exercising pressure on businesses to adopt sustainable practices (UN, 2015).

Climate Action

Why it matters?
People’s lives are really being affected by climate change. Severe weather and rising
sea levels are affecting people and their property in developed and developing countries.
From a small farmer in the Philippines to a businessman in London, climate change is
affecting everyone, especially the poor and vulnerable, as well as marginalized groups like
women, children, and the elderly.

What happens if we don’t take action?


If left unchecked, climate change will cause average global temperatures to
increase beyond 3°C, and will adversely affect every ecosystem. Already, we are
seeing how climate change can exacerbate storms and disasters, and threats such
as food and water scarcity, which can lead to conflict. Doing nothing will end up

costing us a lot more than if we take action now. We have an opportunity to take
actions that will lead to more jobs, great prosperity, and better lives for all while
reducing greenhouse gas emissions and building climate resilience.

Can we solve this problem or is it too late to act?


To address climate change, we have to vastly increase our efforts. Much is
happening around the world – investments in renewable energy have soared. But
so much more needs to be done. The world must transform its energy, industry,
transport, food, agriculture and forestry systems to ensure that we can limit global
temperature rise to well below 2°C, maybe even 1.5°C. In December 2015, the world
took a significant first step by adopting the Paris Agreement, in which all countries
committed to take action to address climate change. Many businesses and
investors are also committing themselves to lower their emissions, not just because
it is the right thing to do, but because it makes economic and business sense as
well (UN, 2015)

There are three integrated approaches to climate change and disaster


risks.

A. Adaptation
Adaptation is action that helps people cope with the effects of climate
change. In human systems, adaptation seeks to moderate or avoid harm or exploit
beneficial opportunities. In some natural systems, human intervention may
facilitate adjustment to expected climate and its effects.

Adaptation includes:
 Responses or measures that address drivers of vulnerability, such as crop
insurance for farmers
 Responses or measures that directly confront climate change impact, such
as flood control that incorporates climate change and climate variability in
design
 Reponses or measures that build resilience to current and future climate
risks such as climate-resilient rice varieties

Avoid high risk areas, such as those prone to flooding and exposed to
sea level rise. Consider this in planning infrastructure and other
development programs. Doing so may well be the most cost-effective and
safest option. Protect the community from sea level rise and river flooding.
Install seawalls and plant mangroves that act as buffers during storm
surges. Build green spaces with many trees to provide shade, wind fences,
and drainage. Accommodate adjustments in the design of roads, buildings,
transport system, and other infrastructure. Accommodation means
changing design standards and construction materials so that they
withstand higher levels of flooding or temperature. It means installing air
conditioning in cars. Accommodation also includes designating emergency

bus routes and strengthening public transport networks to increase
resilience. In agriculture, shifting to crops that can withstand floods and
droughts is an adaptation measure.

B. Mitigation
Mitigation is action that will reduce or absorb greenhouse gases in the atmosphere (BBC,
2014). IPCC (2014) defines mitigation as human intervention to reduce the sources or
enhance the sinks of greenhouse gases.

Examples of mitigation measures:


 Reducing greenhouse gas emissions by constructing bike lanes and green
buildings
 Increasing greenhouse gas sequestration through reforestation
 Protecting carbon sinks, for example, through Bantay Gubat (forest watch)
or Bantay Bakawan (mangrove watch)

C. Disaster Risk Reduction


Disaster risk reduction is an action taken to reduce the risk of disasters and
the adverse impact of natural hazards, through systematic efforts to analyze and
manage the causes of disasters, including through avoidance of hazards, reduced
social and economic vulnerability to hazards, and improved preparedness for
adverse events. It is tailor-made to help counteract the added risks arising from
climate change.

Examples of disaster risk reduction measures:


 Risk assessment in development plans
 Risk reduction in land use planning
 Early warning systems
 Evacuation procedures and communication protocols
 Hazard-awareness trainings

Putting it all together: an approach to risk resiliency


Risk resiliency is a measure to ensure that programs, projects, and activities
target the communities and areas that are most vulnerable to climate change and
disaster risks. It requires that government and citizens make risk resiliency a
priority, set up the policies and mechanisms needed to make it happen, and
integrate it in planning and budgeting.

National Climate Change Action Plan


The National Climate Change Action Plan (NCCAP) guides the programs and
initiatives of government for adaptation, mitigation, and risk resiliency. NCCAP
outlines the specific programs and strategies for adaptation and mitigation for 2011
to 2028.

My friends, this body perhaps more than any other gathering in human
history, now faces this difficult but achievable task. You can make history… or be
vilified by it. To be clear, this is not about just telling people to change their light
bulbs or to buy a hybrid car. This disaster has grown beyond the choices that

individuals make. This is about our industries, and governments around the world
taking decisive, large-scale action. Now, must be is our moment for action.

We need to put a price tag on carbon emissions, and eliminate government


subsidies for all oil, coal, and gas companies. We need to end the free ride that
industrial polluters have been given in the name of a free-market economy, they
don’t deserve our tax dollars, they deserve our scrutiny. For the economy itself will
die if our ecosystems collapse. The good news is that renewable energy is not only
achievable but good economic policy.

This is not a partisan debate; it is a human one. Clean air and water, and a
livable climate are inalienable human rights. And solving this crisis is not a
question of politics. It is a question of our own survival. This is the most urgent of
times, and the most urgent of messages.

Honored delegates, leaders of the world, I pretend for a living. But you do
not. The people made their voices heard on Sunday around the world and the
momentum will not stop. And now it’s your turn, the time to answer humankind’s
greatest challenge is now. We beg you to face it with courage. And honesty. Thank
You.

D. Welcome message from Hon. Roy A. Cimatu, Department of Environment


and Natural Resources Secretary, during the 28 th Meeting of ASEAN Senior
Officials on the Environment on July 27, 2017 at the Philippine International
Convention Center.

We continue to face the challenge of keeping a delicate balance between the


demands of economic development and environmental sustainability. Fortunately,
we are ten countries that are solving these problems together. We gain much by
working together and sharing insights and experiences. As Bertrand Russel, the
famous British philosopher once said, “it is co-existence or no existence.”

I have been the environment secretary of the Philippines for only two and a
half months, but I have a wealth of institutional experience to guide me, both at
the national and the ASEAN levels. And so I am confident that we can continue to
march in cadence, and perhaps accelerate the tempo, given that in grappling with
climate change time is of the essence.

Climate change is the most pervasive among our environmental problems,


for it will torment us for decades to come. Among the ten countries worldwide that
the global long-term Climate Risk Index of Germanwatch has determined to be the
most affected from 1995 to 2014 by extreme weather events, four are members of
the ASEAN: Myanmar, Vietnam, Thailand and The Philippines. This underscores
the urgency of the situation we face.

As we go through our meetings, let us not lose sight of the fact that we
protect the environment and conserve our natural resources, not for their own
sake, but for our people to live better lives in harmony with nature. We cannot

protect the environment and not protect life. Let us give our children a world better
than what we found and what we have.
