What do you think are the objectives of the voucher programs?
P2 – Something given by the government for free private education.
P1 – For me, it is the continuation of the ESC program. Application is through online. What I know is
that if you are from public school, you automatically have 24,000 pesos worth of voucher for private
schooling. It is up to the school if you need to do top ups or none at all. For ESC scholars, you also
receive a voucher worth 16,000 automatically. I also think that public schools were not prepared in
terms of facilities. So I think that’s why they offer the VP for students to study in private schools.
P4 – Public schools are not capable of handling the number of students. They are overcrowded already.
P3 – Private schools have a lot of choices for the strand and courses.
How are these objectives supposed to be achieved given the program?
P1 – Deped should initiate to oversee in the implementation of the program itself. The partner school
should also be involved. For the program to achieve its objectives the students themselves should strive
hard to study and the parents should also guide and be aware of the status of their children in school.
P3 –The private institutions have complete facilities compared to the public schools.
Given the existing design of the program, do you think it will achieve the stated objectives? If yes,
why? If not, why not?

ALL – Yes, It did achieve the objectives.


P3 – For us less fortunate, the program enables our children to work after SHS in case we cant afford to
send them to college. They could be call center agents or computer programmers.
P4-Like my eldest daughter after finishing grade 12 here, she was able to work in a BPO company.
After 1 year, she doesn’t like to go to college anymore because she already earns.
P3 –With this program it really gives us a big lift because our children will be able to help us because
they are now job ready. They can work in call centers among others.
P1 – Because in the old school set up wherein there was still no senior high school our children are
not yet ready for work and they cannot be accepted for any work. Companies will not accept them.
Now if the parents don’t have money they cannot go to college but with senior high they will have
skills equipped to them to work. Public school could not offer the different strands needed for the Tech
Voc program since they lack facilities but with the VP program our children were given a chance to
pursue whatever strand they wanted because the school can provide for them due to that availability
of facilities.
Do you have suggestions of changing the program design to improve the chances of achieving the
stated objectives? If yes, please describe
P3- I hope they will continue to help financially for college as well.
P1 – There are a lot of people who still don’t know about the program so Deped should do a very
comprehensive information dissemination to different schools so that people could have the idea about
the program.
P3- I was able to know through talking with the teachers.

1. Student School Choice
What information did you receive, if any, in terms of your child’s school options/choices under the
program?
P1 – As far as I’ve known, it depends on the private school on what strands they are offering.
among others because there are other schools that don’t offer all strands.
P4 – I’ve just heard it from our neighbor whose children are into the program.
P2 – My child heard it in their school regarding the program.
Is the school your child is currently enrolled in his first choice? If not, what were the primary reason
for enrolling your child in this school?
P3- Our first choice was UC but it was so overcrowded already so we proceeded here in Benedicto.
P2- Benedicto was our first choice because of the location.
P1 – My daughter wanted UC because some of her classmates are studying there but I stood path
because I told her UC is already overcrowded. Our second choice is CEC but it was so expensive,
we have to pay more on the top-up. I believe now that the school does not matter anymore so long
as your child studies well. So we settled here in Benedicto.
Nowadays , companies don’t ask where you graduated from. The school doesn’t matter as much as
before.
Did the program influence your choice on where to enroll your child in SHS? If yes, how? If not, why
not?

P1- For me the VP is not really the indicator as to where I’m going to send my daughter. My number
one criteria is that it is nearer to our me and my husband’s workplace so we can monitor our child.
Second criteria is if it is affordable, with or without the voucher.

P2 – For me yes the VP influences because my son could not study here without the VP.

P3 and P4- Same with us the VP influences our choice of school.

Did the program influence your child’s choice of strand? If yes, how? If not, why not?

P1- In my case no. But for others yes, because without the VP the students could not pursue
education in the private school where the strand they want is being offered.

Rest – Yes it definitely influences the decision of our children on the strand that they want to take.

2. Experience with enrolling / enlisting for the program


What were the requirements for selection/enlisting into the voucher program?
P1 – There are a lot of requirements in the online application since we came from a private school.
They ask for our ITR, email address and picture of the student.
Rest – We have automatic enrollment to the program.
P3- Good moral and the report card.

7.How was your experience enlisting for the program? Are the procedures clear and easy to comply?
P2, P3, P4 – It is easy and clear for us because we have automatic enrollment to the program.
P1 – I have difficulties on the questions in the online application because I did not expect them. Nobody
oriented me about it. The questions cannot be answered in one sitting.
3. Validation experience
Did your child tell you having been ever requested to confirm being voucher program student? If yes,
how was it done (e.g., were they asked to queue)? Describe his/her experience?
P1 – It was announced in the website. It was also posted here in Benedicto College.
P2 – I was told that it is automatic already if your child comes from public school.
P3- Our child has to fill up a form for the VP during enrollment.

4. Comparison relative to other students


Did you child tell you or do you have information from other sources that voucher students are grouped
into sections/classes different from non-voucher students? What was the justification given? Do you
agree with the justification given? If yes, why? If not, why not? How do you feel that your child is
grouped in a different class/section?
ALL- They are mixed with the regular students.
P1- They are mixed especially with the same strand.
When your child came into the program, what was your expectation on your child’s academic
competence and readiness relative to non-voucher students? How do you compare your child today
with the rest of the (non-voucher) students in terms of academic competence and readiness?
P3 – For me there is no great expectation so long as he has to strive hard to pass all his subjects.
P1- VP is not the same with the other scholarship programs that need a maintaining grade. As long as
you can pass all your subjects, you are with the program.
What is your sense about your teachers’ perception about your child’s academic competence and
readiness relative to non-voucher students?
ALL – They treat them the same.
P1- For me this question has no relevance because public students are automatically recipients of the
voucher program. For private students there is no requirement academically. I encouraged my child to
do well so the VP will not be removed.
Rest – So long as they pass it is ok with us the grades are not really the indicator.

5. Top-up and manner of payment


Were you required to pay “top-up” beyond the value of the voucher? If yes, please describe the manner
of payment for this “top-up”. Was the amount you actually paid the same as what was mentioned to you
when you enrolled in the school.
P1 – As far as I know the only amount we have to pay is the 500. The tuition fee is 24,000 in a year so
12,000 per semester. However, we have to pay for the books and uniforms so in a year the payment is
8,000. Every semester we pay 4,000.

6. Remedial Measures
Did you feel the need for your child to do remedial measures for you to catch-up with the rest of the
class (Yes/No)? If yes, was he/she given additional instruction (Yes/No)? If yes, what were these
measures?
P1 – What I heard is they do remedial class. I think remedial classes are for failing students to give
them a chance.
Rest – We have not yet experienced our child flunk in their subjects.
P4 – My son did have one failing grade but he was given summer classes and he passed. We paid
1500 for the summer class.

7. Incentive Effects of SHS Voucher


Did you feel your child was encouraged to perform better in school because of the SHS voucher he/she
is getting? If yes, how? If not, why not?
P3 – My child did work very hard in his class.
P1- My child is aware that money is hard to earn so she has to strive hard.

8. Satisfaction / Recommendations
Are you satisfied with services your child received compared to what your child need to perform well in
school? If yes, why? If not, why not?
P1 – As far as I’ve observed, my daughter seems very pressured to study everyday. I can feel that it is
stressful because of the training.
Rest – We are satisfied with how our children perform and the services of the program.
Do you have any recommendations to improve the implementation of the program?
P3 – There are a lot of parents especially in the masses who wanted to avail the program but they do
not have the information on how to apply for the program.
P1 – The private school students should also be informed about the program because not all are well-
off. DepEd should advertise through tv or radio to spread more awareness on the VP. If possible,
students should also be given allowances for other expenses and not just for the tuition fee.

How was your experience in dealing with people implementing the program (example: SHS coordinator, work immersion
coordinator)?

P1 – So far it is good because they helped me update on when the program is ready in the online portal.

Did your child need support to adjust to the new environment? If yes, please describe. not?

ALL- So far no adjustment needed. If there is, only very minor.

Do you have any recommendations to improve the program organization and support of the program?

P1- On the part of the school, they need to tell the students that if ever they fail that they will not be part of the VP. It
should be disseminated clearly to the students so that the students will not be complacent.

P3 – There are students who don’t really have the information on the program. They should be informed of the
consequence if they discontinue studying.
