1.0 Introduction
1.1 TNM issued RFQ for conducting RAN external audit with the main objective of improving user quality of
experience
1.2 The RFQ was sent to 10 entities namely Valu Connex, Lepton Software, Teoco (Aircom), Metro Telworks,
MUSE Consultancy, Oloid Global, Balaji, Sanket, Sanjay & Arvind

4.0 Recommendation
4.1 Metro came first on technical & second on commercial.
4.2 Balaji came first on commercial & fifth on technical. Note that he scored strongly on the technical areas that
weigh most.
4.3 However, it was noted that they are operating as a group of individuals coming together for the purpose of
this project, with no formal establishment, hence higher risk of project abandonment.
4.4 A second clarification meeting was done with METRO to ensure the TORs are confirmed between both
parties. All clarifications were done, and it was agreed that the project would run for 6 months. If the works
are completed before that time, there will not be any invoicing for the remaining months, and if the works
go beyond 6 months due to any unforeseen circumstances, METRO will not charge for the additional
month(s).this will be also stipulated in the contract agreement
4.5 The evaluation committee therefore recommends that Metro Telworks be engaged for the RAN Audit
services
4.6 Based on the scale of the project and the current human resource capacity of the implementing
department, It is further recommended that TNM engages local entities to assist with works that will require
more of manual labour than technicality. These include :site data collection(antennae height,azimuth,Tilt),
drive testing ,Implementation of Optimization suggestions from drive test analysis. It was proposed that the
internal TNM team will focus much on training on KPI analysis ,Network QOE planning and drive test log files
analysis and providing optimization recommendations to the field team to implement.
4.7 It is also recommended that TNM should look at the current test tools and beef up the drive tests tools to
ensure proper drive tests will be done .Metro Networks recommended the following tools to assist during
drive testing.
