THE POSITION:
The City of Portland and the Portland Housing Bureau are seeking qualified applications for a fulltime Housing Program Specialist. The
Housing Program Specialist (HPS) is a member of the Risk Analysis and Compliance Team and is responsible for analyzing tenant income
and rent affordability compliance on the City's Development Incentives programs, HOME Consortium projects and directly funded affordable
portfolio. The HPS is responsible for conducting onsite physical inspections and file reviews of HOME funded projects throughout the year.
This position will serve as liaison between project sponsors, property managers, funding partners, and external partners. The HPS must
have strong analytical and communications skills and program/project management capabilities and be adept at communicating with and
engaging a diverse community. HPS is expected to carry out their individual responsibilities with initiative, independence and creativity while
exercising sound professional judgment and problemsolving skills.
Onsite physical inspections include:
Physical ability to climb stairs
Ability to adjust to the outdoor conditions.
Ability to raise arm overhead and/or use smoke detector pole tool to test smoke detectors.
Ability to open, close and lock windows and doors.
Ability to visually assess physical condition of property (example – graffiti)
Experience working with property management administration and knowledge of local, state and federal compliance with HOME Investment
Partnerships Program (HOME) are highly desired.

1. Knowledge and experience applying the principles, practices and methods of program, administrative and organizational analysis.
2. Knowledge and experience interpreting explaining and applying laws, regulations, ordinances and policies applicable to assigned
program responsibilities.
3. Knowledge and experience applying the basic principles of sound business communication.
4. Knowledge and experience identifying administrative and operational issues, evaluating alternatives and reaching sound, logical, fact
based conclusions and recommendations.
5. Experience collecting, evaluating and interpreting appropriate and applicable data, either in statistical or narrative form.
6. Experience exercising independent judgment and imitative within established guidelines.
