Public Servants as the ECQ Violators

1. Koko Pimentel as a one of the Senators violated the law they made, altered and repealed
which is the Republic Act. No. 11332, also known as the Mandatory Reporting of
Notifiable Diseases Act.

2. OWWA Deputy Administrator Mocha Uson gathered 322 OFWs at Batangas amidst of
the strict ECQ rules that currently implementing today

3. The regional police chief of Metro Manila celebrated his birthday as he is the Police Maj.
Gen. Debold Sinas surprised by his subordinates violating the quarantine rules together

Decision Criteria

1. Timeliness of the related study/articles (e.g the article should published recently or at
most 3 years)- all of the articles used was published not later the month of April and May
2. Quality of the related articles/study/literature (ex. the related article should be based
from a methodological research/has reliable sources etc.) – the sources where the articles
and stories founded are all reliable as those origins is well-known locally
3. Relevance of the article about the main topic- those articles are appropriate enough to
the second goal of this case study

Assumptions

1. They did that because they think that they have the enough power and authority to just
simply do anything what they want because they also have enough money to not have
their case be seriously tackled at the Supreme Court.

2. Even they are politicians or public servants they must be summoned fairly and have the
due process like the ordinary people.
Data Analysis

The senator reported went to the Makati Medical Center with his wife Kathryna – who
was due to deliver their child. But little did the doctors, nurses and hospital staffs know, Pimentel
was tested for the COVID-19 virus because he had flu symptoms since March 14 of this year.
March 20, he was tested for coronavirus and should have been quarantined until March 28.
However, instead of staying at home safely, he went to the Makati Medical Center with his wife
to give birth to his child on March 25. On the same day, he got the results of his test and it was
positive. That reckless and irresponsible move of him makes the Filipinos flared up by their
annoyance because Pimentel can be one of the reasons why we got almost 14,000 positive cases
of the aforementioned virus today.

On April 25 at Lian, Batangas, Uson gathered the said Overseas Filipino Workers
(OFWs) repatriated from different countries. She justified that the assembly is for distributing
hygiene kits from OWWA as the OFWs were bound to do their 14-day quarantine. Still, as seen
with the pictures publicly posted, it was very clear that there’s no social distancing happened that
day and some other quarantine protocols were violated.

Birthday bashed Police Major General Sinas blew his cake happily together with his co-
workers on May 8. As per the article informed, “Mañanita,” is the term they called for
celebrating his 55th birthday at the National Capital Region Police Office (NCRPO) headquarters
in Taguig City. Mañanita is the traditional dawn birthday serenade for senior police officials on
their birthdays. That’s why for them, it is hard not to celebrate that event even there are currently
existing ECQ rules and laws because it’s there tradition. Some pictures was uploaded in the
media and the 50 policemen attendees were enjoying Sinas’ birthday foods just like no virus was
present in the air they were breathing in.

Justification / Predicted Outcome or Recommendations
Of course, the researchers had the same reactions with the Filipinos who burned up with
hatred to Pimentel. It’s very ironic that a lawmaker is one of the initial violators of the
Mandatory Reporting of Notifiable Diseases Act which they altered and repealed days ago
before he breached it. His deed made the hospital sanitized and disinfects the ward visited by
Pimentel, further affecting already limited hospital resources. The politicians always reminding
their fellowmen to stay at home safely and frequently wash their hands, yet, how the Filipinos
will respond to this pandemic if their advisors themselves can’t follow those simple rules they
implemented? The researchers just want to recommend that the politicians especially the senators
must perform their roles in the society well and correct enough to be a good model to the ones
who put them to their seats in the government.

As Uson have the spot in one of the branches in our government, the Filipinos immediately
disapprove the President’s decision. That’s the reason why the researchers also did not surprised
of what she did. They appreciate her concern to those OFWs as she is their Deputy
Commissioner who just want their safety and health be secured at all times. However, despite on
how genuine her concern is, she already made wrong move. She made an action to help the
repatriated ones but at the same time she risked their lives in just one gathering she organized.
They recommend that the next she made a move to prove herself that she truly deserves to her
spot, she must be extra careful to her decisions and action next time.

Filipinos felt disgust with the “Mañanita” event happened few days ago, because of the fact
that their protectors who promised to serve and protect the country breached the simple ECQ
rules in front of their faces. The researchers had the same feeling about this because they
suddenly realized that they’re looking up at the wrong persons respectfully. They also justify that
in order for the policemen can have the peace and order they want for the society amidst the
pandemic today, they must set a good example first before they capture the naughty ones.
Therefore, the Filipino people will not get disappoint of having their protectors as the violators
themselves.
