Slow Discharge Rate

Dear Sirs,

On behalf of my Owners / Operators, Charterers & P + I Club, I hereby

lodge protest for the slow discharging rate due to the fact that you have not provided
the necessary facilities in order to discharge within the time stipulated in the Charter
Party.
As per my letter before discharging I inform you that the vessel is equipped with six full
operational cargo pumps with an aggregate capacity of 18,500 bbls/hr and we request to
connect three (3 X 16'') cargo hoses on ship's manifolds in order to use six (6 cargo) pumps.

As per separate ship discharging pressure log and calculation, the ship average
discharge rate for Bunker C was 7.591 Bbls per hour, due to receiving terminal
discharge restriction and manifold connection 2 X 12 inches.

Under these circumstances, I reserve the right of my Owners / Operators /

Charterers and P + I Club to refer to this letter when laytime / demurrages / delays
are calculated.

Yours truly,

ROUPAS GEORGIOS
MASTER

I hereby lodge protest on behalf of the vessel's Owners/Operators,B/L holders

Re: Inability to detect Free & Emulsified Water

This is to advice you that we could not found free water during ullaging

as well as emulsified water cannot be detected because of the nature of cargo.

For these reason I reserve my vessel's Owner and Charterers rights to

Dear Sirs,
Load/Disch.Port Figures

I am not in position to admit allegation regarding ship's responsibility for any losses or
claims for discrepancy ship's calculation quantity figures between loading and discharging
ports for the following reasons:

Due to sweel vessel was rolling/pitching during tanks inspection at loading port
and there was not any possibility to determine with sufficent accuracy cargo ullages,
ship's drafts/trim and list,therefore the calculated figures is not accurate (see vessel's
ulllage report remarks)

Vessel have not to be responsible for any discrepancy with quantity of cargo and ullages
between loading and discharging ports.

LOADING PROCEDURES

1 LINE UP AND START OPERATION

Initial position of all valves of cargo system is "shut".Initial tanks for loading are COT No.3C
First line to be used - Cargo Line No.1.Last valve to be open - manifold No.1 master valve.
Perform line up of 1-st cargo line,recheck all valves
position and advice Terminal that the Vsl is ready to start loading.Once shore confirm
their own readiness open manifold No.3 master valve.
Once I.G.S main line pressure start built up,open mastriser.The I.G.S pressure should be
always positive but never exceed 500 mmWG.
Check : if cargo is passing through the connection and ullages of COT No.3C are
decreasing and perform overall check of main deck by OOW and pumproom by Pumpman
for any leakages.If everything are found well on board vessel,overside and terminal's end
of operation,the loading rate can be increased in 30 min after begining up to max.rate/press.
agreed with Terminal at preloading meeting.
Join COTs No.1,5C to loading by opening it's branch valves.Ensure that the
ullages of tanks commence decreasing.
Similar procedures shall be repeated for each cargo line to be set in operation.

2 CONTROL

The operation should be under constant control on deck and CCR.Throughtout the operation
the deckwatch under OOW supervision should hourly check and perform adequate corrective
action for the following items:
Vsl's position at berth and mooring lines condition/tension.Vsl should be never drifted and
left the berth fenders;
Safe access between ship and shore;
Emergency towing wires correct position;
Drip trays and deck scuppers plugged position;
Closed position of all external acc.doors;
Water level at I.G.S deck seal and P/V breaker;
Deck cargo,COW lines and I.G.S tank isolation valves,P/V valves,mastriser condition;
P/R lighting,ventilation,pipelines,pumps and bilge condition;
Sea around the Vsl.
Cargo hoses connection and pressure at manifold should be continuously monitored.
CCR should be immediately informed if any problem arise.
CCR watch under Ch.Officer supervision have to continuously monitored
folloving items:
COPs RPM and delivery pressure;
Hudraulic system pressure;
COTs ullages;
COPs and ballast pumps bearings temperatures;
IGS pressure and oxygen content indicators/recorder;
High-high level alarm unit,P/R oxygenmeter,P/R combustible gases alarm init,P/R bilge
high level alarm unit,P/R ventilation fans;
Cargo and ballast systems valves indicators position.
Hourly should be performed calculation of O.B.Q,discharging rate,ETC,
stress SF/BM,draught.Calculation/DW should be checked by actual draught.
Ship/shore communication radio-check to be made every one hour.

3 PUMPROOM ENTRY

An enclosed spaces entry permit for the pumproom should be in force.

The OOW must be informed prior to all entries in the pumproom.If the OOW wishes to
enter the pumproom ,he should ensure that a responsible person in CCR is informed of
his intention,and he should report regularly during his stay,and on exit.Whilst he is in P/R,
the OOW should check the integrity of all joints,seals,glangs and drain cocks to avoid leaks
and spillages.Any defects should be reported to the Ch.Off. immediately.
Before anyone enters the P/R ,the atmosphere must be tested and permit
is granted from the CCR watch.P/R ventilation must be maintained continuously.If the vent.
should fail while person is in the P/R,the space should be evacuated immediately.
Adequate communication must be maintained at all times between person
in P/R and a responsible person outside,the form of communication should be tested prior
to entry.Inspection of the P/R should be kept to a minimum in line with good operational
practice.If no problem are encountered during cargo operation,an inspection once per hour
is sufficient.
4 EMERGENCY SHUTDOWN

If during the cargo operation one of the following situations occur,the Ship must ask for
the immediate shutdown of the cargo transfer:
Leakage form the lines,hoses or connections;
Oil spill inside or outside the Vessel,oil pollution in the water around the Vsl;
Shifting of the Vessel alongside the dock;
Sudden not controlled transfer pressure surge;
I.G.S failure during discharging;
Emergency situation on board the Vessel,near the Vsl or on the dock.
If an emergency stop take place,it is important that the manifold valves are not close,unless
agreed by both the parties.The Terminal should be immediately informed about the emerg.
situation,action is being taken and possible consequencies.
During discharging emergency stop of COPs could be activated remote
from manifold p&s,middlehouse and P/R entrance as well as CCR and P/R.While COP's
revolution is folling the delivery valve of pump should be close concurrently with opening
of by-pass valve.
5 OIL SPILL INITIAL ACTIONS

In the event of oil spill on deck the crewmember on sighting a spill must immediately inform
the OOW/CCR.The quickness to control of spillage has the primary importance for
prevention of overboard pollution.
The first action to be taken for control the source of spillage is emergency
shutdown of cargo transfer and releiving the flow pressure from both sides of operation.
In case of cargo pipe or hose connection leakage the best way to minimise
the discharge of oil is drainage the appropriate section of pipeline into the manifold oil drip
tray and/or directly into the COTs by opening the drop line.The tanks used for collecting
of spillage should be isolated from IGS line by closing tank's isolating valves and unpress.
by opening p/v valves to allow the oil come inside freely.The oil can be discharged from
manifold oil drip tray into the COT No.5 p/s under pressure by using hand pumps fixed at
trays.
In case of COTs overflow the best method to lower the cargo level is drop
the cargo to an empty or slack tanks.
The oil from main deck should be discharged to Sloptanks p/s.The emerg.
air pumps always connected to deck air line and Sloptanks vapourlocks to be used.The
p/v valves of Sloptanks should be opened to releive back pressure at vapourlocks.For
prevention of overboard pollution the main deck scuppers plugs must be always in place.
The plugs could be temporary removed for drain rainwater from deck,while drainage the
open scuppers should be under watch.

D DISCHARGING PROGRAM

DISCHARGING PROCEDURES

Brief Description of Pumping system

The system consisting mainly of three tank Groups, each one of which served by its own
Turbine Cargo pump of 2500 m3/h capacity at 115m head.
Thus: No. 1 Group (2C-4C) served by COP No.1
No. 2 Group (1W-3W-5W-6W) served by COP No.2
No. 3 Group (1C-3C-5C) served by COP No.3
However No.1W may be connected in No.3 Group system, while No. 3W may be connected
In No. 1 Group System.
All lines may be connected by Grossover Valve at tank Bottom, the Pump Room and on
Main Deck.
A self priming system (Vacuum) is fitted to each COP, also interconnected in Pump Room.
There is one Cargo Eductor of 630 m3/h served by all COP and one Stripping Pump of
150 m3/h serving all cargo tanks.
Both, Eductor and Stripping may deliver either 6P and 5C cargo tanks, while the Stripping
Pump may deliver to Cargo Manifolds, via Marpol Line.

For the Segregated Ballast System there are two Electrical Pumps of 1500 m3/h capacity
each, with two Eductors serving F.P.T.-2W-4W-7W.

1 LINE UP AND START OPERATION

Step No. 1 Pre-Discharge

Before alongside IG pressure to be realized to about 100 mm wg. In order to

facilitate tank`s inspection/sampling. Vessel expected to arrive in Even Keel condition.
However when alongside the draft should be checked and if not absolutely even keel
a small amount of ballast will be taken in FPT and/or 7W as required to bring her EK.
Upon completion of tank inspection /sampling and before commencement of discharging
the IGS generator is to be started in order to re-pressurize the tanks.
All lines should be set before arrival however are always subject to a pre-discharge check.
The same applies for the oil level of Valve Operating Hydraulic System.

Step No. 2 Commencement of the operation

Commence discharge of CRUDE OIL. from tank No.3 by No2 cargo pump at low revolutions.
Confirm that there is suction and no leakage from lines/manifolds.
If all is ok increase gradually speed always under lines/manifold check.
If shore line displacement is agreed continue with the same tank which least effects
trim. Depending on the shore line capacity alternatively No 3C may be used with their
respective pump. Upon completion of line displacement, re measure the No 3 C tank
to establish correct quantity discharged.
In agree with terminal open all cargo tanks and proceed to discharge, starting Cargo
pump No3. Speed up gradually both of them to meet the agreed discharge rate.
Continued discharge from centers and wings tanks connected pumps at suction side.
Give priority and discharge first wings tanks closing or opening appropriate valves and
close slop 6P when ullage is about 10 meters.
Continued discharge from centers cargo tanks, give priority and discharge first No 1C,2C,3C.
The tank 5C is the last one of center tanks.
As soon as No 5C completed open all driving valves to eductor to deliver into port Slop
except valve HA 14/66 put cargo pump to take suction from Wings tank.
Slow down RPM, close Master valve M20 on deck and open valve HA 14/66.
Now the No 2 cargo pump circulating in slop through eductor. Build up pressure to 9 kgs,
open suction system and commence COW and stripping from No 1 wings. Slow down cargo pump
and open slowly valve HA 14/76 to pressurize COW line.
Before any COW operation commenced check by portable oxygen analyzer and be sure
that the oxygen remain under 5%. Continued to COW and stripping well all wings tanks and check
No1 and No3 pump at same time discharge No 4C and No5C cargo tangs.
Slow down cargo pump and open slowly valve HA 14/76 to pressurize COW line.
Proceed to COW in all wings tanks and No1,2,3 center cargo tanks.
As soon the No4 and No5 tanks finished, stop cargo pump No1 and No3
and proceed to COW and stripping well No4 and No5 cargo tanks.
Re-strip them at interim’s and also when all are completed COW. When this
operation is completed slow dwon the pump No.2 and open M 20 and close 14/53
and discharge No6 port to shore and on completion stop pump No .2, Closed the manifold.
A little before completion stop IGS to cargo tanks.

Final Stage

When discharging by the main pumps is completed, line up to discharge any remains in
the slop port , and cargo lines/pumps draining all through the marpol line to shore
manifold directly. To ensure good draining of the cargo lines open vacuum breaker
valves as necessary.
Before any attempt to disconnect arms/hoses drain them into tank No3 S. Measure
this tanks in presence of surveyor before draining and again during R.O.B. survey.
Never disconnect arms/hoses before the R.O.B. survey and/or crew absent.

Ballast

As soon as discharge is underway and stabilized start ballast by gravity, using both
Sea Valves (SBT). When gravity slows down, start both ballast pumps and complete
2W-4W-7W to about 60 cm. Ullage. Fore peak tank to 11 met ullage.
During ballasting try to keep the wing ballast tanks up level in order to avoid undesired
list and cargo stripping problems. Also stresses should be into consideration . Slow down
put sea to sea and/or stop ballast pumps, as necessary, in order to obtain minimum
stresses.
Note :
If any draft restriction exists, ballasting will start only under safe underkeel
clearence.
Regular reports of ballast cleanness are requested from deck hands on watch
this operation. Always close deck openings after check.

2 OPERATION CONTROL

The operation should be under constant control on deck and CCR.Throughtout the operation
the deckwatch under OOW supervision should hourly check and perform adequate corrective
action for the following items:
Vsl's position at berth and mooring lines condition/tension.Vsl should be never drifted and
left the berth fenders;
Safe access between ship and shore;
Emergency towing wires correct position;
Drip trays and deck scuppers plugged position;

COPs and ballast pumps bearings temperatures;
IGS pressure and oxygen content indicators/recorder;
High-high level alarm unit,P/R oxygenmeter,P/R combustible gases alarm init,P/R bilge
high level alarm unit,P/R ventilation fans;

IV. OOW assists Ch.officer in cargo handling and follow his instuction.
During Ch.officer rest or off CCR, OOW responsible for cargo operations and follow
Ch.officer written insructions.
7 CRUDE OIL WASHING OPERATION

Crude oil washing must be carried out accoring to Crude Oil Washing Operations
and Equipment Manual appruved by ABS.

Use and control of Inert Gas System

The ship should arrive at the discharging port with all cargo tanks pressurized with good quality
inert gas - 5% O2 by volume or less.If cargo known to contain H2S the tanks atmosphere
to be checked in good time prior arrival in order to perform purging with inert gas to reduce H2S
content to 200PPM.The supply of inert gas must be commenced before commencement of
discharging to avoid vacuum in tanks after reducing pressure for ullaging.The supply to be
mainteined at the oxygen level 5% or less throuhout discharge/COW,apart from fixed IGS plant
O2 meter the quality of gas should be checked by portable O2 meter at dilivery line sampling
point.Before washing each tank to be checked with portable O2 meter for an oxygen content
not exceeding 5% by volume.The oxygen analyser must be calibrated before use.The pressure
in cargo tanks should always be above 100mmWG,the IG deck main line pressure set point
should be 400mmWG.Under no circumstances should air to be allowed to enter any tank.
Danger and precautions against oil leakage
Leakage of crude oil from the system can be both a potential fire and pollution hazard.Before
arrival at the discharge port,the tank washing system should be pressure tested 11,5kg/cm2
and examined for leaks.During the course of oil washing the system must be kept under
continuous observation and on completion of washing it must be completely drained of oil.
The washing must be stopped when any sign of leakage or fault in the tank washing system
is discovered,either on deck or in the pumproom.
Method and conditions for COW
At least one quarter of cargo tanks should be crude oil washed for sediments control purpose
on a rotation basis.For these purposes permission for COW of one group of tanks and slop
port to be requested from terminal: 1C-3C-5C or 2C-4C or 1W-3W-5W-6W.
Each tank should be washed at two stages: the top-side section and the bottom wash.
The top-side section wash cycle 150 - 50 - 150 deg. Duration 66min at nozzle rotation 1rpm.
The bottom section wash cycle 50 - 0 - 50 deg.Duration 33min at nozzle rotation 1rpm.
The bottom wash should be started when there is a depth of 0,5 meter remaining in the tank.
In each tank being crude oil washed all the machines must be used.For bottom wash only
one tank in group should be washed at a time.
The minimum line pressure for crude oil washing is 8kg/cm2,working pressure 9kg/cm2.
Required working pressure to be maintained by adjusting cargo pump rpm/delivery pressure.
During bottom wash stage the trim should be at least 4m by stern for a good stripping.
Method of draining of cargo tanks,pumps and lines
During normal operation the stripping of the tanks should be started together with bottom
wash using cargo pump and eductor.The total output of one tank washing machines are
not exceed the avaliable stripping capacity ( maximum number of washing machines - 5,
at COT5C,maximum total output 5x100m3/h=500m3/h.Cargo eductor capacity 630m3/h.)
Good stripping during bottom wash should maintain 20cm oil level in washing tank.The
cargo eductor has direct suction from 250mm stripping main line with special branches
in all cargo tanks.The cargo eductor discharge into Slop port or 5C tanks.When discharge
set to Slop port,the level in this tank should be continuously monitored by UTI and to avoid
overfilling the tank should be periodically discharged ashore or discharge switched to 5C
to maintain ullage not exceeding 7m.
Final stripping Slop port,cargo lines and pumps is carried out using steam reciprocating
stripping pump 150m3/h capacity with suction from stripping main line,cargo lines and
pumps and discharge into special 150mm line which runs outboard the manifolds.
Line up for COW
Initial position of all tanks washing and stripping system valves is "shut".Perform line up
for cargo eductor driven by COP2:open valves HA14/66,14/53 - delivery for eductor,
HA14/49 - eductor discharge and HA14/39 or HA14/40 - drop to COT6P or 5C,HA14/50
eductor suction.To start stripping of COT1C open valves HA14/41 -stripping line isolation,
HA14/10 -COT1C stripping valve.To start washing COT1C open delivery valves for all 1C
washing machines and HA14/75 -delivery to main washing line,close valve M20 -line No.2
deck master valve.Adjust required washing pressure.
