ZERO LOSS THEORY – BY KAPIL SIBAL:

This theory was given by Kapil sibal in 2011. When he was communication and IT

minister of India .The following highlights of zero loss theory are as follows:

 At that time government was giving licences on “first –cum-first serve basis “and

the government was not ready to sell frequencies less than the actual cost .

 Due to this it was suggested that there was no loss incurred by selling these

frequencies.

 Kapil sibal raised his voice against CAG report and questioned against it and he

said the estimated loss was not accurate and opposition manipulated the CAG

report.

 He also said that government forms policies for the welfare of the public rather

than maximising the revenue of the government.
