Introduction
The Department of Social Welfare and Development (DSWD) in
Irosin, Sorsogon is mandated by law to develop, administer and
implement comprehensive social welfare programs designed to
uplift the living conditions of its citizens. One of the
obligations of DSWD is to protect women and children against
violation. Some women and children in our municipality are
experiencing violence, the DSWD lacks platform for hearing this
issue, people are obliged to report to the office of DSWD to
report their issues, but this way of complaining is not
applicable in rural areas, resulting into unsolved problems and
increased rates of violence in Irosin.
The proponents of this project will develop an android
supported application that will allow the citizens of Irosin to
have an easy access to the complaint system of DSWD. This
platform will focus on hearing the issues regarding women and
children violence and will help them in solving this issue. The
Complaint Management System is an android based application that
is designed to keep track of complaints where the user or the
citizen who wants to give complain will register to the system
and will be registered by the DSWD complaint management
Administrator. This system can also help the DSWD in tracking the
women and children violence rate here in Irosin, and will help
them solve this violence issue fairly.
The main intention of this project is to give focus on the
improvement of DSWD’s program on women and child violence. This
will also be developed to create a better communication between
the citizens and the DSWD, and to give the citizens efficient
services they need. The Online Complaint Management system’s
features include the users’ registration form where their basic
information are asked like name and address, the complaint
section where there are questions, options, and comment boxes to

help them in organizing their complaints to the DSWD, and the

feedback section where the user can rate on how satisfying the
solution the DSWD gave to solve their issues.

Importance of the Study

This study shall be beneficial and favorable to the
following:

To the citizens of Irosin. This study shall help in giving

complaints to the DSWD in easier and efficient way.

To the DSWD of Irosin. This study shall help in monitoring and

solving the issues regarding to their programs, activities, and
plans. Also this study can help the DSWD in making their services
more efficient.

Statement of the Problem

This study aims to design and develop a system specifically
it seeks to answer the following:

1. What is the existing process? (system)

2. What are the problems encountered in the existing system?
3. What are the features of the proposed system?

Objective of the Study

This study seeks to achieve the following:

1. To make an android based application online complaint

system which the citizens of Irosin can use in giving
complaints to the DSWD of Irosin.
2. To allow the DSWD use the system as their platform to
monitor the citizens’ complaints.
