Many people often said that a project is one of an individual or collaborative group task that is carefully
planned and designed to achieve a particular set of goals and meet the success at a specific time. Doing a
project is about giving effort and time to create and practice a unique operations of product, services or result
to ensure a solid path to project success by meeting the specific objectives and requirements that is needed to
build the foundation of the structure or infrastructure. Moreover, project team must know how to defined the
beginning and end in time of building a project in order to define the scope and resources of the project. All
project must be expertly managed and developed to finished it on-time, to be on-budget results, learning and
integration that need in able to assure that the project will be successful or fail.

First of all, it is worth considering that one of the successful flagship projects of the Build, Build, Build
program under President Rodrigo Duterte Administration is they build an establishment of world-class sports
facilities for the SEA Games like the New Clark Stadium and the Aquatics Center located in Capas, Tarlac City
which is beneficial to athletes because they can use it as a training ground for various types of sports. In the
month of July 29,2019, the public first saw the construction of the stadium. It is more than half the size of Metro
Manila. It is considered the most ambitious and one of President Duterte's biggest projects this year. The Basis
Conversion and Development Authority (BCDA) is the creator of the New Clark City Sports Stadium project.
Building a world class stadium is one of the complicated and difficult projects because it requires a fine balance
of managing the administrative details of a project and its people. There also need to apply the effective project
management to better execute the project manager's plan and follow the desired specifications of the stadium.
In addition, the biggest challenge of the construction encountered in the New Clark City is the deadline of their
project because they predicted that the stadium will be completed this November. The project manager must
have time management that needs to understand the project life cycles stages and activities that occur at each
stage of the stadium in order to manage the time wisely and finished the task on the given time. They must
have schedule to follow-up on deadlines to estimate the specific time on doing the project.

When it comes to the building of these world-class sports stadium, the construction of the Phase 1 of
the project is already done and most of it are world class certified sports facilities that was built and delivered
according to timeline. The government said that they will use the stadium in the upcoming Southeast Asian
Games (ASEAN) to perform different sports. The Presidential Adviser of the Flagship Programs and Projects
said that by this November, the facilities will be completed and can be used by athletes to practice properly and
efficiently. He also said that here everyone will do all the aquatic competitions like swimming, diving and water
polo games. BCDA is also proud of the world class sports complex they have built compared to other rich
countries in the world including 20,000 athletic stadiums and the 2,000 seater Aquatic Center. It is expected
that 10,000 athletes from 11 Southeast Asian countries will participate in the Sea Games led by the
Philippines.

In terms of the quality, equipment, designs they have followed the world class standards seen in rich
countries so the stadium is comparable. The maximum number of people who come here will reach 20,000
and the stadium will be able to handle everything people need such as parking, facilities and security. All their
equipment is said to be certified equipment that the IAF is allowed to use in certified facilities. The track fields,
high jumps and pull golf are from other countries that are actually used at the World Championships. Even in
the swimming pool, it can be said that we are even more advanced than in other countries like Singapore. The
materials used in the stadium are more modern and advanced. The technology use here is newer than others.
They also have 500 hotel rooms in New Clark City and are complete for athletes to enjoy including basketball
courts and training facilities like gym. The Philippine government allotted ₱6 billion for the hosting of the SEA
Games, and the Philippine Southeast Asian Games Organizing Committee (PHISGOC).

Therefore, the project has been successful because it will be the National Training Hub and Villages
that can be used by athletes to enhance sports programs in the country and to help the decongest the Metro
Manila. These is one of the biggest achievements of the Duterte Administration because from beginning until
the end, they plan and organize how things will get off on the ground then the company’s resources in order to
move a specific task, event, or duty towards completion. When it comes to technology and intellectual property
of stadium, the project manager knows how they will build and how they will finish according to their budget
and time frame. They analyze the project constraints to managing the risk and issues then improve their
scopes and become process oriented to achieve the success of the project.
