EWT INCIDENT RESPONSE PROCEDURES (IRP)

Guide the actions to be taken to control events and prevent injury and loss during Extended Well Tests.

State communication requirements up to FOM level to ensure in- field support resources are mobilized
as soon as possible appropriate to the nature of the incident and its escalation potential.

INITIAL LIST OF INCIDENTS

Oil/Gas release at oil tanks

Oil/Gas release at tanker loading point

Fire at oil tanks

Fire at tanker loading point

Flame out at flare

Accumulated vapour cloud e.g. in a pit

Injury

Man-down

Critical system failure e.g. separator level control failure

Extreme weather

Others ? - please suggest other potential incidents requiring IRPs

METHODOLOGY

Draft IRPs will be prepared by OOCEP (Ray and Bryan) and circulated to OOCEP and SGS team for
comments and additions – it is expected that all SGS crew will participate as it will increase awareness of
hazards, confidence in responding and ownership of the process.

OOCEP will then update the IRPs and then carry out drills with the team to rehearse the responses and
test and refine the procedures
STRUCTURE

Each procedure will be in the following format

1. OBSERVER/DISCOVERER OF INCIDENT
Raise alarm, operate ESD
Give First Aid
Report incident details

2. MOBILISATION OF FIRST RESPONDERS


FOM mobilizes response team
FOM mobilizes Incident Management Team

3. INCIDENT ASSESSMENT
Response team leader assesses incident and updates FOM

4. DECLARE “INCIDENT” AND CALL INCIDENT TEAM MEETING


FOM declares incident
FOM briefs IMT members, allocates tasks and initiates log-keeping
FOM obtains regular feedback from response team leader and responds to assistance demands
FOM notifies Duty Emergency Response Manager in Muscat
Response team leader notifies FOM if situation is beyond response team control or likely to
escalate to be beyond its control

5. EMERGENCY ASSESSMENT
FOM assesses incident situation and updates Duty Emergency Response Manager in Muscat

6. DECLARE EMERGENCY
Duty Emergency Response Manager in Muscat declares emergency
