This year’s AGM will NOT be in conjunction with the TUCSS Monthly Seminar which will be held virtually.
We regret that no F&B will be provided and all persons attending the physical AGM will need to adhere to
the social distancing measures. Please register your attendance via return email by Wednesday, 16
September 2020 due to limitation of physical spaces. For members who are unable to join us, you may
send in your proxy form (attached), to be received no later than Wednesday, 16 September 2020,
1500hours.
Any member who wishes to place an item on the agenda of the General Meeting may do so provided they
give notice to the Secretary one (1) week before the meeting is due to be held (17 September 2020).

Nomination of TUCSS Council Members (2020 - 2022)
The Tunnelling and Underground Construction Society (Singapore) invites nominations for One President,
One Vice-President, One Honorary Secretary, One Honorary Treasurer, Eight Ordinary Committee
Members to form the committee of the Society for a period of two years from October 2020 to March 2022.
Please nominate suitable candidates for any of the above positions. Kindly get the consent of the
nominee(s) and fill in and sign the nomination form. Please also attach up to one page of narrative bio-data

1. Opening of AGM
The AGM commenced at 1910 hours. A total of 200 members attended the AGM. The Meeting was called
to order by the Honorary Secretary, Mr Massimo Marotta.
2. Approval of Agenda
The Honorary Secretary, Mr Massimo Marotta, outlined the Agenda of the AGM and sought the consent of
the members. The members accepted the Agenda unanimously as proposed by Mr Nick Shirlaw and
seconded by Mr Mahesh Joshi.
3. Approval of the Minutes of 2018 AGM

The Honorary Secretary, Mr Massimo Marotta asked the members if there were any comments on the
Minutes of the last AGM. There being no comments, the approval was proposed by Mr Andreas Raedle and
seconded by Mr Kulaindran Ariaratnam.
4. Activity Report of the Committee for 2018

The full activities report was circulated to all the members two weeks before the AGM. The Honorary
Secretary, Mr Massimo Marotta reported the Society’s Membership report 2018 as follows:

The President, Dr Jeyatharan Kumarasamy highlighted the Society’s Activities for Year 2018 as follows:
(i) Professional Development Activities in 2018
(a) Technical Seminars

Technical seminars were held monthly at the SMRT auditorium at North Bridge Road by speakers covering
a wide range of topics related to tunnelling and underground construction. In total, there were 8 seminars
held in 2018 and a total of 206 seminars had been conducted up to the end of year 2018.
(b) Training Courses

TUCSS organised “TUCSS Tunnelling Seminar 2018” on 13th April 2018 at Raffles City Convention Centre
and was attended by a total of 130 participants.
(c) Half Day Workshop

TUCSS held the Half Day Workshop on “Bored Tunnel Excavation Management” on 26th September 2018
at The Pod @ National Library Building and was attended by a total of 100 participants.
(d) Conference
TUCSS conducted Underground Singapore (UGS 2018) on 27th to 28th September 2018 at Parkroyal on
Beach Road. It was attended by 350 participants with 37 papers presented at the conference. There were 2
conference sponsors, 1 thumbdrive sponsor, 1 lanyard sponsor and 6 table top exhibitors.
(e) Site Visit

TUCSS held Technical Site Visit to T226 Marina Bay Station & Tunnels on 11 August 2018. It was attended
by a total of 51 TUCSS members.
(f) TUCSS Hulme Prize Paper Competition

TUCSS Hulme Prize Paper Competition was held on 20th August 2018 at SMRT Auditorium. The first prize,
$1,000, was awarded to Dr Ruben Duhme from Herrenknecht Asia Pte.Ltd, covering the paper on
“Excavation Management of Slurry TBMs – Long Term Operational Accuracy Evaluation”. The second
prize, $500, was awarded to Mr Russell Connors from John Holland Pty Ltd covering the paper on
“Procedures to Minimise the Incidence of Decompression Sickness for Compressed Air Cutterhead
Interventions”, while the third prize, $250, went to Mr G. T. Senthilnath from Geoconsult Asia Singapore Pte
Ltd, covering the paper on “Effects of shallow over-crossing TBMs on existing tunnels and surface
movements”.
(g) TUCSS Annual Lecture

TUCSS Annual Lecture was held on 12th October 2018 at NTUC Auditorium. The lecture was entitled
“Recent Bored Tunnels Beneath the Sea in Hong Kong”. The speaker was Dr. Leonard John Endicott. The
Annual Lecture was well attended by 305 TUCSS members.
(h) TUCSS-NUS M.Sc. (Geotechnical) Scholarship 2018/2019

TUCSS awarded outstanding candidate/s in MSc (Geotechnical Engineering) programme in NUS. The
recipients are Lee Liang Cen and Chen Wan Sin, $4,000 each.
(i) TUCSS-NTU CEE Undergrads (Geotechnical) Bursary 2018

TUCSS awarded outstanding candidates pursuing the course of Geotechnical Engineering in NTU a bursary
at $5,000 each. The recipients were Erni Farisha, Binte Nor’Azhar, Toh Wen Chang and Yeong She Chan.
(j) TUCSS-SIT Engineering Scholarship Bursary 2018

TUCSS awarded academically talented candidates enrolled in either the Bachelor of Engineering with
Honours in Civil Engineering or Bachelor of Engineer with Honours in Sustainable Infrastructure
Engineering (Land) degree programme. The recipient of the scholarship of $7,500 was Tan Si Jie who
enrolled in Bachelor of Engineering with Honours in Civil Engineering.

(k) TUCSS-NUS Geotechnical Engineering Prize

TUCSS awarded the Geotechnical Engineering Prize to the best Bachelor of Engineering (Civil) student in
overall competence in Geotechnical Engineering. The recipient was Eko Widianto.
(l) TUCSS Study Grant for Overseas Study Programme

In 2018, TUCSS introduced the Study Grant scheme of up to $5,000 per year towards an overseas study
programme, such as postgraduate or master degree course to encourage members to further their
knowledge in Tunnelling and/or Underground Construction. The recipient for 2018 was Diwakar Velu.
(ii) Social Event Activities in 2018
(a) TUCSS 1st Friendly Golf 2018

TUCSS 1st Golf Friendly 2018 was held on 20 April 2018 at the Singapore Island Country Club. There were
1 Golf T-Shirt sponsor, 3 Golf Event sponsors, 3 Beer and Wine sponsors, 1 Kilkenny sponsor and 25 Golf
sponsors.
(b) TUCSS 2nd Friendly Golf 2018

TUCSS 2nd Friendly Golf Friendly 2018 was held on 18 October 2018 at the Sentosa Golf Club (New
Tanjong Course). There were 1 Golf T-shirt sponsor, 5 Golf Event sponsors, 1 Arm Sleeve sponsor, 2 Beer
and Wine sponsor and 27 Golf sponsors who attended the event.
(c) TUCSS Annual Dinner

TUCSS Annual Dinner was held on 5 October 2018 at Mandarin Orchard Hotel. The dinner was attended
by 39 Invited Guests, 571 corporate members, 13 dinner sponsors and 7 beverage sponsors. TUCSS
President, Dr Jeyatharan Kumarasamy acknowledged the generosity and contributions of the Society’s
corporate members and Sponsors.
(d) TUCSS Corporate Members’ Chinese New-Year Lo-Hei Dinner

TUCSS organised its annual Chinese New-Year Lo-Hei Dinner on 28th February 2018 at Chui Huay Lim
Club. While ushering the New Year, this event provide a platform for TUCSS Corporate Members an
opportunity to network with each other. The dinner was attended by 22 invited guests and 81 corporate
members.
(iii) RE/RTO (Tunnel) Accreditation Scheme 2018

There were 92 RE (T) and 244 RTO (T) applications that were approved for Year 2018.
(iv) Activities planned for Year 2019

 Monthly technical seminars - 3rd Thursday of the month at SMU auditorium.
 TUCSS 2-Day Tunnelling Workshop – 4 & 5 April 2018.
 TUCSS Golf Tournaments – 26 April 2019 and October 2019.
 TUCSS Annual Dinner - August / September 2019.
 TUCSS Project of the Year Award – awarded at the Annual Dinner.
 Symposium in Innovation & Challenges in Asian Tunnelling (SICAT) – September 2019.
 TUCSS Annual Lecture - October 2019.
 Hulme Prize Paper Competition - 3rd quarter of the year.
 TUCSS M.Sc. (Geotec) Scholarship at NUS will continue.
 TUCSS Geotechnical Engineering Award will continue.
 TUCSS M.Sc. (Geotec) Bursary at NTU will continue.
 TUCSS Engineering at SIT will continue
 TUCSS Study Grant for Overseas Study Progrmme will continue
The meeting approved the activity report unanimously as proposed by Mr Willie Kay and seconded by Dr
Vallipuram Ganeshan.

5. Financial Report
The Honorary Treasurer, Mr Leslie Pakianathan, presented the summary of Income and Expenditure for
Year 2018 and financial report.

Mr Leslie informed that the income received for Year 2018 (1 January to 31 December) was S$753,630.
The total expenditure for Year 2018 was S$816,817. The net operating deficit for Year 2018 was S$48,460
and the total assets at the end of Year 2018 is at S$1,199,127.
The financial report for 2018 was approved as proposed by Mr Kulaindran Ariaratnam and seconded by Mr
Massimo Marotta.

The Honorary Treasurer, Mr Leslie Pakianathan, presented the provisional budget for some activities for
the year 2019. The budget for 2019 was approved with no comment as proposed by Mr Andreas Raedle
and seconded by Dr Oskar Sigl.

7. Any Other Business

(i) Formation of TUCSS Young Engineer Group
The President, Dr Jeyatharan Kumarasamy, briefed the members on setting up a TUCSS Young Engineer
Group. The objective of the group is : (1) promote tunnelling among Young Engineers, (2) Work with
planning and organising of Site Visits, (3) Support to manage social media platforms and (4) Other roles as
agreed by the TUCSS Committee. The eligibility criteria to be part of the TUCSS Young Engineer Group are
as follows:

 Selected by the TUCSS Committee based on nominations received from young members
Composition:
 An EXCO member of the TUCSS Committee to serve as a mentor

 3 to 5 young members, with 1 young member performing the role of Chairperson and participating as
observer (non-voting) at the TUCSS Committee meetings
The participation to the TUCSS Young Engineer Group shall not be considered as direct path for election in
the TUCSS Committee, and the rules for election in TUCCS Committee remains unchanged.
Dr Jeya invited those TUCSS young members who are interested to be part of the TUCSS Young Engineer
Group to write an email to TUCSS Secretariat giving information about themselves and any other ideas.
8. Close of AGM
There being no other matter, the President declared the AGM closed and thanked the members for their
attendance and participation. Meeting ended at 2005 hrs.

TUCSS Activities completed:
TUCSS Monthly Seminars
• Technical seminars were held monthly at the SMU Auditorium by speakers covering a wide range of topics
related to tunnelling and underground construction. The technical seminars, generally conducted on the 3rd
Thursday of each month, were free and open to TUCSS members. In total, 215 seminars had been

• TUCSS held the “TUCSS Short Course on Design & Construction of Tunnels & Underground
Structures” on 4 & 5 April 2019 at Orchard Hotel. It was well attended by 220 participants.
TUCSS Conference
• TUCSS held “Symposium on Innovations & Challenges in Asian Tunnelling 2019” on Thursday &
Friday, 5 & 6 September 2019, at Raffles City Convention Centre. It was attended by a total of 300
participants with 16 prominent experts sharing their knowledge and experience.

TUCSS Site Visit

• TUCSS held Technical Site Visit to T311 Bedok South Station Site & Tunnels on 4 May 2019. It was
attended by a total of 20 TUCSS members. TUCSS would like to extend its sincere thanks to the Land
Transport Authority and China Jingye Engineering Corporation for hosting the site visit.
• TUCSS held Technical Site Visit to DTSS2 Design and Construction of Sewer Tunnels for the Deep
Tunnel Sewerage System Phrase 2 – Contract T-11 on 21 September 2019. It was attended by 20
TUCSS members. TUCSS would like to extend its sincere thanks to the Public Utilities Board and
Shanghai Tunnelling Engineering Co (Singapore) for hosting the site visit.
TUCSS Hulme Prize

• TUCSS Hulme prize was held on 19th September 2019, at SMU Auditorium. 3 papers were shortlisted out

TUCSS Annual Lecture

• TUCSS Annual Lecture was held on Thursday, 17 October 2019 at NTUC Auditorium. The topic was
“From Small Diameter Pipe Jacking to Super Large Diameters at High Pressure – Developments in
Mechanised Tunnelling” by Dipl. -Ing. Werner Burger. The Annual Lecture was attended by 310 TUCSS
members.

• TUCSS organised its annual Chinese New Year Lo-Hei Dinner with its corporate members and guests

• TUCSS Annual Dinner was held on 6 September 2019 at Raffles City Convention Centre. The Dinner

• TUCSS awarded outstanding candidates in MSc (Geotechnical Engineering) programme in NUS. The

TUCSS-NTU Endowed Bursary 2019

• TUCSS awarded outstanding candidates pursing the course of Geotechnical Engineering in NTU a
bursary valued at $5,000. The recipients were Huang Guohua and Tan Shi Qi Nicole.
TUCSS-SIT Engineering Scholarship Bursary 2019

• TUCSS awarded academically talented candidates enrolled in either the Bachelor of Engineering with
Honours in Civil Engineering or Bachelor of Engineer with Honours in Sustainable Infrastructure
Engineering (Land) degree programme. The recipients were Lee Zonghan Marcus and Royston Guo
Zhenhao @ Samuel Guo Zhenen.
TUCSS-NUS Geotechnical Engineering Prize

• TUCSS awarded the Geotechnical Engineering Prize to the best Bachelor of Engineering (Civil) student
in overall competence in Geotechnical Engineering. The recipient was Wong Xin En.
TUCSS Study Grant for Overseas Study Programme

• In 2018, TUCSS introduced the Study Grant scheme of up to $5,000 towards an overseas study
programme, such as postgraduate or masters degree course to encourage members to further their
knowledge in Tunnelling and/or Underground Construction. There was no recipient for 2019.
RE/RTO (Tunnel) Accreditation Scheme

• TUCSS signed a Memorandum of Understanding (MOU) with IES/ACES in October 2008 for the
Accreditation of Site Supervisory Staff (Tunnel) and this was renewed in 2010. During 2012 TUCSS Sub-
Committee considered and responded to applications for RE/RTO (T) submitted through IES and held
seminars and training courses to support the continued professional development of RE/RTO(T).

TUCSS Young Members Group
The TUCSS Young Members Group was formed following last year’s Annual General Meeting. The objective of the
group is:
(1) Promote tunnelling amount young engineers
(2) Work with planning and organising of site visits
(3) Support to manage social media platforms
(4) Other roles as agreed by the TUCSS Committee.
The TUCSS Young Members Group has conducted university students engagement on 1st November 2019 at
National University of Singapore.
TUCSS Activities for 2020 Planned:
Due to COVID-19 situation, many of the planned activities had to be cancelled or postponed to safeguard
members’ health and well-being.
• Monthly technical seminars will be held generally on the 3rd Thursday of the month at SMU auditorium. The
monthly seminars have turned into virtual seminars.
• TUCSS 2-Day Tunnel Course is cancelled.
• TUCSS AGM will be held on 24 September 2020.
• TUCSS Golf Tournament originally planned on 24 April 2020 is now postponed to 18 November 2020. TUCSS
is monitoring the situation and will update members on the status nearer to date.
• TUCSS Annual Dinner 2020 is cancelled.
• TUCSS Project of the Year 2020 is cancelled.
• The Underground Singapore Conference (UGS) originally scheduled on 24 & 25 September 2020 is now
postponed.
• TUCSS Annual Lecture will be held on Thursday, 15 October 2020 virtually. This year’s lecture titled
“Tunnelling with Slurry TBM: Challenges in Soil, Mixed Ground and Rock” by Mr Francois Dudouit from Vinci
Construction Grands Projects.
• Hulme Prize Paper Competition 2020 is cancelled.
• TUCSS M.Sc. (Geotec) Scholarship at NUS will continue.
• TUCSS Geotechnical Engineering Award will continue.
• TUCSS M.Sc. (Geotec) Bursary at NTU will continue.
• TUCSS Engineering Scholarship at SIT will continue.
• TUCSS Study Grant for Overseas Study Programme will continue.
