Terms of Reference

POSITION TITLE: IT Officer


CONTRACT PERIOD:
DUTY STATION: Kathmandu with travel within Nepal

Background
Digital Broadcast Initiative, Equal Access (hereinafter referred to as DBI EA) is a non-
profit, non-governmental organization registered in accordance with the laws of Nepal.
The mission of Equal Access Nepal is to create positive change by providing critically
needed information and education to millions of underserved Nepali community. DBI
EA achieves this through: production of locally designed and targeted media
programming; innovation in the cost-effective use of emerging communication
technologies; and linking of media programs with ground-level partnerships and
community engagement activities. DBI EA produces some of the most popular radio
and new media programming in Nepal, addressing issues as diverse as youth & life
skills, health, governance, peace building and gender among others.

1. REPORTING RESPONSIBILITIES
Under the overall supervision, direction and guidance of the Executive Director, the
reporting responsibilities will be as follows:

ICT manager on all programmatic issues

Additional Reporting Line(s)


Finance and Administration Section on all admin and finance related matters.

2. OVERALL RESPONSIBILITIES
Working in close coordination with ICT Manager, the IT Officer will provide specific
inputs towards Maintenance and repairing of DBI EA computer systems and hence
would be responsible for technical problem arise in computer systems. The IT Officer
will be expected to complete specific deliverables during the period of the contract in
addition to being responsive to ad-hoc issues that may arise.
The specific duties and tasks include:
1. Assisting ICT manager in the maintenance of DBI EA computer systems and
undertaking the associated responsibilities. This includes the repairs, upgrades
and updates to the computer and associated devices such as printers and
scanners and the computer networking (inter/intranet) of LAN & WLAN system.
2. General follow up of the Generator, Sound Studio and UPS power system and
electric system with timely and periodic reporting on the usage, condition and
upgrades required.
3. Undertaking regular follow up of software/hardware updates as required. This
includes the antivirus system, Windows system updates, MS Office tools
updates, audio application software and internet applications.
4. Extending technical support and conducting trainings as and when applicable
for the office staff as well as for other projects of DBI EA.
5. Be a part of FM collaboration like data collection, correspondence and other
forms of communications.
6. Be a part of in supporting other technical inputs, guidance and support in
technical matters related to office procedures including technical equipment
procurement.
Database related Work
• Entry and analysis of weekly VOY data of SSMK from web-SMS link provided
by Focus one (cp.smscentral.com.np/unicef)
• Entry of weekly Facebook (www.facebook.com/ssmkradio/) responses of SSMK and
other radio program as per the need.
• Entry of weekly IVR responses of SSMK and other radio program in the Viamo
platform.
• Data entry of critical listening and feedback session (CLFS) responses and data
entry of DBI EA conducted training(s) e.g. pre-post and its analysis.
• Support Outreach and M&E Manager to prepare analysis report of afore-
mentioned data as per the requirement.

Qualification, skills and experience required:

The IT Officer shall have the following profile:

 Good understanding of the computer hardware and software (Windows based).

 Adequate knowledge of the Information Technology sector with expertise in system


maintenance and administration.
 The qualification sought for this position will be at least a bachelor’s degree in the
relevant field or an intermediate (higher secondary) degree with at least one to two
years work experience in a similar position and 3 years of experience

 Able to conduct daily work without constant supervision.

 Have a sound understanding of, and commitment towards good development


practice including participatory approaches, building of ownership and ability to
consistently work as a team member.

 Reporting and documentation skills will be necessary including knowledge of


related computer skills.

 Be fluent good in English and Nepali with good writing and communication skills.

 Basic knowledge in electrical and electronics, sound studio operation, photo and
videography, social media and broadcasting would be an additional advantage.

 Able to conduct daily work without constant supervision.
