ToRs: Construction and Demolition Engg.

Background
As a result of the devastating 7.8M earthquake of the 25th April and the multiple aftershocks in Nepal,
it is fast becoming clear that many buildings are structurally compromised, but are still standing. These
buildings are therefore posing a serious risk to public health as they are likely to collapse at any time.
Disaster Waste Recovery is in the process of putting together supporting programs to the government,
which would focus on ensuring that safe demolition practices are developed and communicated to the
most affected areas.
In the interest of doing so, DWR is looking to hire a construction and demolition engineer, who would
be able to support the on-the-ground implementation of these programmes. This would involve direct
site supervision of demolition sites as well as discussion and recommendations on best practice to the
advisory team.
A position in DWR will provide the successful applicant with the opportunity to improve the quality of
response to the demolition needs of the Nepali people.
Tasks
The successful candidate will be required to work closely with the DWR internationally deployed staff.
The tasks required of the candidate will be include the following:

 Identify affected population needs in terms of demolition and debris management, focusing
especially on the requirements of small scale demolitions carried out by low-skilled laborers
for the benefit of vulnerable householders,
 Assess the structure specific need in Sindhupalchok and Gorkha for a Cash for Work (CfW)
program, and discuss the logistical and operational details of this same program.
 Support in the documentation of locally appropriate demolition techniques, information for
which will feed into the improvement of government sanctioned demolition guidelines,
 Assist in the creation and continuous maintenance of Demolition Information Safety Centers
(DISC’s) in three different locations across Nepal, this will include supporting in technical
matters any home-owners or tradespeople taking on demolition themselves,
 Provide supervision and support to the implementation of developed infield projects and
programs,
 Support in the training of other staff and beneficiaries in terms of health and safety, safe
demolition, debris clearance and appropriate operational procedures.
Candidate requirements

Education Registered engineer, with training in construction, demolition or structural


engineering.
Experience Experience as an engineer responsible for implementation of projects and
management of their own time and budgets,
Experience in the implementation and supervision of on-site demolition
programs in response to the Nepal Earthquake a distinct advantage.
Languages Native Nepali speaker essential, good to prefect English beneficial
IT Skills in all basic IT suites essential. Skills in AutoCAD, GIS and other
engineering specific tools beneficial.

Timeline
Starting date is 24th August, with initial contract end date on 31st October. Extension possible past this
timeline depending on organization-wide funding opportunities.
Remuneration
Salary will be commensurate with experience and based on a competitive INGO salary grid.
