“A RESOLUTION ADOPTING THE COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP)

INTENDED FOR YOUTH DEVELOPMENT AND EMPOWERMENT PROGRAMS”
WHEREAS, in accordance with Section 20 (a) of the SK Reform Act of 2015 (Republic Act No. 10742),
provides that ten percent (10%) of the general fund of the barangay shall be set aside for the
Sangguniang Kabataan;
WHEREAS, Section 7 of the preceding act states that there shall be in every Barangay a Sangguniang
Kabataan to be composed of a chairperson and seven (7) members who shall be elected by the
registered voters of the Katipunan ng Kabataan;
WHEREAS, the Sangguniang Kabataan Reform Act of 2015, mandates the Sangguniang Kabataan to
formulate a three (3)-year rolling plan, which shall be known as the Comprehensive Barangay Youth
Development Plan, in consultation and with the concurrence of the Katipunan ng Kabataan;
NOW THEREFORE, on motion of HON.KIMBERLY B. LABRO , duly seconded by HON.NINO R. RAMOS,

present, that the herein development plan for the Fiscal Year 2019 is hereby adopted which shall serve
as basis in the preparation of the Annual Barangay Youth Investment Program;

“A RESOLUTION APPROVING THE ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) OF

THE SANGGUNIANG KABATAAN AMOUNTING TO THREE HUNDRED FOUR THONINETY SIX PESOS (PHP
304,196.70)
WHEREAS, Sangguniang Kabataan Minute Resolution No. 2019- 01 adopting the Republic Act 10742
otherwise known as the Sangguaniang Kabataan Reform Act of 2015 which mandates the SK the
formulation of Comprehensive Barangay Youth Development Plan (CBYDP)
WHEREAS, the Sangguniang Kabataan of Barangay Bagalangit with the concurrence of the Katipunan ng
Kabataan, has formulated the Comprehensive Barangay Youth Development Plan and has prepared the
Annual Barangay Youth Investment Program;
WHEREAS, there is a need for the Annual Barangay Youth Investment Program to be included in the
Annual Investment Plan of the barangay for the implementation of the programs, projects and activities
of the said plan;
NOW THEREFORE, on motion of HON.KIMBERLY B. LABRO, duly seconded by HON.NINO R. RAMOS,

present, to approve the Annual Barangay Youth Investment Program of Barangay Mainaga, Mabini
Batangas.

“A RESOLUTION APPROVING THE 10% SANGGUNIANG KABATAAN FUND OF BARANGAY MAINAGA

AMMOUNTING TO AMOUNTING TO THREE HUNDRED SEVENTY TWO THOUSAND FOUR HUNDRED
FORTY NINE AND EIGHTY CENTAVOS (PHP 372,449.80)
WHEREAS, the projects and activities must promote the programs embodied in the approved
Comprehensive Barangay Youth Development Plan (CBYDP) and Annual Barangay Youth Investment Plan
(ABYIP) and complies Section 20 (c) of SK Reform Act of 2015 (Republic Act No. 10742);
WHEREAS, the Sangguniang Kabataan programs must be in accordance with the Philippine Youth
Development Plan and Local Youth Development Plan which give priority to youth development and
empowerment programs and Joint Memorandum Circular No. 1 Series of 2019 of the Department of
Budget and Management, Department of the Interior and Local Government (DILG) and National Youth
Commission dated January 23, 2019;
NOW THEREFORE, be it resolved, as the same is hereby resolved to approve the Sangguniang Kabataan
budget of Barangay Ligaya, Mabini Batangas in the amount of Three Hundred Seventy Two Thousand
Four Hundred Forty Nine And Eighty Centavos (Php 372,449.80)
RESOLVED FURTHER, let copies of this resolution, including the CBYDP and ABYIP, be furnished to the
Punong Barangay and the Chairman on Committee on Appropriation for their information, reference
and appropriate action.
