PROJECT PROPOSAL FOR HAND WASHING STATION WITH ACCESSORIES

1. INTRODUCTION

The coronavirus disease (COVID-19) is an infectious disease caused by a new


strain of coronavirus that began in Wuhan, China, in December 2019. On January 30
2020, the Philippine Department of Health reported the first case of COVID-19 in the
country with a 38-year-old female Chinese national. In a span of 7 days from its first
confirmed case, the first local transmission of COVID-19 was confirmed.

At this time, the Philippines is facing its most feared enemy yet, an invisible foe
that infected almost 14,000 Filipinos while more than 800 succumbed to death and still
increasing. Globally, the fight against this invisible killer made not only bodies to
collapse but economies as well. Further devastation brought by this virus may had been
reduced and prevented if people just performed one simple thing – proper hand
washing.

According to World Health Organization, Hands are the main pathways of germs
and virus transmission. Since COVID-19 can easily spread through body secretions and
droplets produced when someone sneezes and inhaled into the lungs of others, and by
touching a virus-contaminated surface and using that hand to touch our face. A study
conducted by National Institutes of Health in 2015, revealed that people touched their
faces 23 times per hour, which are the easiest pathways for viruses and bacteria to
enter our bodies. Therefore, hand hygiene is the most important measure to avoid the
transmission of harmful viruses and prevent infections.

Samar State University addresses the call of the Philippine government in


“Flattening the Curve” of COVID-19 infection in the country. The University through its
Bantay COVID-19 had launched several projects that provide aid to local government
and community in the fight against the virus. SSU instigated the production of Ethyl
alcohol, chemical-free disinfectant chamber, hand sanitizers, washable mask, 3D
printed face shield, and germicidal soap to be distributed to various barangays and
municipality of Samar.

Moreover, with the adaptation of the “New Normal”, the University shift its focus
in having a virus-free environment and prioritizes the health and well-being of its
employees. In this regard, the administration and finance services initiated the
construction of Hand Washing Area situated in various locations around the campus.

The World Health Organization strongly recommends hand washing often for at
least 20 seconds to prevent the transmission of virus from person to person. Moreover,
WHO emphasizes through this simple activity, it can help prevent 1 in 5 respiratory
illnesses and 1 in 3 diarrheal illnesses. This is an essential way to limit the spread of
COVID-19 and promote a safe healthy environment.

Hand washing does not only prevent the spread of germs and viruses but it also
promote healthy lifestyle. Samar State University strongly believes that clean hands can
save lives.

3. OBJECTIVES
The following are the objectives of this project proposal, to wit;

3.1 To reduce the spread of bacteria and viruses, from person to person and from
people to contact surfaces which are the main cause of the spread of Coronavirus;

3.2 To reduce germs and bacteria found on the hands to safe levels, to prevent or to
eliminate the spread of bacteria and viruses, which increase the spread of illness;

3.3 To reinforce and practice personal hygiene practices with all employees and
students; and

3.4 To provide an opportunity to develop correct hand washing procedures and then
apply the procedures on a regular basis.

4. SCOPE

Hand washing areas are placed in various strategic location all over campus,
particularly in all entrances of the University. There will also be designated hand
washing area in every department and/or college. Further, external campuses shall
construct their hand washing area situated in places the administration deemed
necessary.

before entering the campus premises.

The Hand washing station shall be located at the main entrance of the
University. A separate hand wash areas shall likewise be constructed in every
colleges and department of the University.

 Hygiene Reminder (illustrative poster at eye-level on hand washing practices)

6. MONITORING AND MAINTENANCE

The Office of the Vice President for Administration and Finance through the
General Services Unit of the University shall be responsible in the monitoring and
maintenance of the hand washing stations.
A utility personnel will be assign to clean and disinfect sinks and faucets and
replace soap and tissue paper as needed.
