I. Objectives

The goal of this survey is to provide insights of the current situation of the Pinakulan Island

in Sorsogon City.

The specific objectives of this survey are indicated below:

a.) To identify the environmental problem that affects the area

b.) To propose an action plan that will address the problem

II. Introduction

Environmental crisis arise when there is a change in quality of the environmental factors,

which can affect indirect or direct in the health of a well-being that is why we cannot deny the

constant change of our environment. Problems in our environment are critical at present times; it

brings awareness in all levels – society, governments, public and other communities. Since we

are the ones that inhabit and are more responsible for the care of the environment, we should be

conscious of what is happening and the actions we take on environment. In this study, we

interviewed some residents in the area of Pinakulan Island and identified the problems they are

encountering. With the data gathered, we come up to propose plans for an action to bring

awareness in the community about the problem.

III. Discussion

We care for our environment for many reasons; we like to spend much of our time in

places that we have never been before. Living in Earth is valuable, that is why we preserve

things on earth – habitats, species from having it destroyed, because as a human being we need

these materials to live. Our population has continuously increased it reaches 6 billion – as the

population increase, people need food and shelters to survive leading uncontrolled behavior

towards the environment. Places that affected of this uncontrolled behavior are the Pinakulan

Island that is located near in Rompeolas at Sorsogon City. Residents are complaining about the

collected wastes that are being dispose that causes foul smell, which results diseases. Residents

of Pinakulan Island are having a hard time living in that area due to the waste materials that

surrounds them. Residents are suffering from disease such as diarrhea, in this cases – it needs an

immediate action.

Legal Bases

The Section 2, Chapter 1 Article of Republic Act No. 9003 or the Ecological Solid Waste

Management Act of 2000 states that:

(a) Ensure the protection of the public health and environment;

(b) Utilize environmentally sound methods that maximize the utilization of valuable

resources and encourage resource conservation and recovery;

(c) Set guidelines and targets for solid waste avoidance and volume reduction through

source reduction and waste minimization measures, including composting, recycling, re-use,

recovery, green charcoal process, and others, before collection, treatment and disposal in

appropriate and environmentally sound solid waste management facilities in accordance with

ecologically sustainable development principles;

(d) Ensure the proper segregation, collection, transport, storage, treatment and disposal

of solid waste through the formulation and adoption of the best environmental practice in

ecological waste management excluding incineration;

(e) Promote national research and development programs for improved solid waste

management and resource conservation techniques, more effective institutional

arrangement and indigenous and improved methods of waste reduction, collection,

separation and recovery;

(f) Encourage greater private sector participation in solid waste management;

(g) Retain primary enforcement and responsibility of solid waste management with local

government units while establishing a cooperative effort among the national government,

other local government units, non- government organizations, and the private sector;

(h) Encourage cooperation and self-regulation among waste generators through the

application of market-based instruments;

(i) Institutionalize public participation in the development and implementation of national

and local integrated, comprehensive, and ecological waste management programs; and

(j) Strength the integration of ecological solid waste management and resource

conservation and recovery topics into the academic curricula of formal and non-formal

education in order to promote environmental awareness and action among the citizenry.
