Sub: Request for release of Final Tranche against eligible project completion cost under IPDS
GoI Grant (Grant No. __________ to ___________) and IPDS PMA Grant (Grant No.
_____________)

Kindly arrange release of final tranche against eligible project completion cost for _______
Circles/Projects of <Utility> as GoI Grant wrt your sanction letter dated ___________. <Utility> is
complying with IPDS Guidelines.

In this regard, following compliances are submitted for release of funds:

i) IPDS Project Completion Certificate duly signed by the Head of the Utility/Power Dept.
ii) Utilization Certificates (UC) in GFR form 12-A/12-C for the cumulative funds released under IPDS.
iii) Circle/Project wise certificate from independent Chartered Accountant
iv) Claim forms in Standard formats
v) Physical Progress (with Item-wise break-up) as per Annexure-B
vi) DRC recommendation for final executed BoQ and final project completion cost
vii) PMA report regarding Project completion and expenditure incurred along with its
recommendation for release of funds
viii) Interest earned on GoI grant has been/ shall be remitted to MoP.
ix) 100% feeder metering & 100% feeder boundary metering has been achieved in project area.
x) All statutory dues have been paid.

Further, it is certified that Utility is implementing PFMS as per IPDS guideline for payments to
contractors /suppliers /agencies/ consultants etc. and Utility has ensured capturing of all receipts,
expenditures etc. under IPDS in PFMS portal.

It is also certified that the observations indicated in TPCEA reports have been complied.
