This guide is a supplement material to the


Results-based Performance Management
System (RPMS) Manual for Teachers
and School Heads. The RPMS Manual for
Teachers and School Heads was developed
through the Philippine National Research
Center for Teacher Quality (RCTQ) with
support from the Australian Government
through the Basic Education Sector
Transformation (BEST) Program.

1. Preliminaries
To better support the continuous professional development of
teachers based on the Philippine Professional Standards for Teachers
(PPST), the Department of Education, through the Bureau of Human
Resource and Organizational Development (BHROD), seeks to establish
baseline data on teachers’ proficiency level on the first 12 indicators of
the PPST. Hence, the DepEd needs to establish an effective mechanism
for collection, consolidation and analysis of the RPMS data to obtain
such data.

To facilitate the collection and consolidation of IPCRF data of


teachers across governance levels, the electronic IPCRF form was
developed. This Manual guides School Heads and other designated
personnel at the school, division, regional and national levels in the
use of these forms and the process of collection and consolidation of
teachers’ IPCRF data. It also specifies the roles and responsibilities of
personnel responsible for data collection at each governance level.

2. Accomplishing the Electronic IPCRF

Important notes before using the IPCRF file:

• he IPCRF works best in MS Office 2010 or newer.

• Each teacher shall have one IPCRF Collection file. The
IPCRF may be produced into a number of copies after
encoding in the following fields in Part 1 of the Encoding
tab: Region, Division, District/Municipality, School ID,
School Name, School Type, School Size and Curricular
Classification. Edit the name of each file to include the
name of the teacher (see Part B Step 9).
• Do not type in fields with dropdown button.

1. Extract the IPCRF file from the zipped folder and save it
on the Desktop.
Note: Do NOT double-click the zipped folder to open it.
Right-click and then extract folder to Desktop. Click OK.

B. Accomplishing and Submitting the IPCRF Data Collection File

Personnel Involved:
Steps 1-4: RATER; Steps 5-9: TEACHER-RATEE

1. Open the IPCRF File and Enable Macros. Click “Enable


Editing” and “Enable Content”.
Note that the process of enabling “Macros” may differ in
different versions of MS Excel.

2. In the Encoding tab, accomplish Part 1 starting with the


fields for teacher, division and school information.
Read the Instructions carefully.
Enter the needed information by either typing it in the
empty cells (white) or by clicking the dropdown arrow
and selecting the demographic information applicable
to you. It is recommended to start with the Division and
School information first (rightmost data column). The
Date of Review, if not yet determined, may be left
unfilled for the meantime.

How to “Enable Macros” manually (as an alternative to Step 1 on page 6)


Step i: Click “File” in
the Ribbon Bar.

3. Continue accomplishing Part 1 appropriate to your


position in the Encoding tab.
Encode the COT rating per observation period by doing
the following steps.

• Select the subject (or the discipline related to your


subject) for COT.
• Input the COT rating per objective.
• Encode date of observation.
• Click “Lock COT” button once finished.
• Provide a single password for COT 1-4 to protect
your data
Note: If in case there are less than 4 COT rating sheets
available, leave the entire COT column(s) unfilled. No
need to lock the COT column(s).

4. Finish accomplishing Part 1 of the Encoding tab.

• Encode all other IPCRF Numerical Ratings for Q, E, and T.


• Input Name and Position of Approving Authority.
• When COT and QET ratings are encoded and checked to its
accuracy, click “Finalize Part 1”.
• Provide the same password, when prompted. Click “Go”,
then click “Ok” in the dialog box that will appear.
• Give the file copy to the teacher concerned, who then
accomplishes Part 2 in the Encoding tab and his/her
Development Plan in the Part 4 sheet of the file.

5. Answer the Core Behavioral Competencies (Part 2) of


the Encoding Tab.
• Tick the box of the behavioral indicators that you
demonstrated during the performance cycle.
• Click “Finalize Part 2” when you are done to save
your data.
• Supply a password to further protect your data.
• Click “OK”.

6. View IPCRF Parts 1-3 Sheets. After Step 5, the results of all
encoding done in the Encoding Tab appear in Parts 1-3 sheets.
Check on all contents of these sheets. These sheets are protected
from any editing.

7. Update your Development Plan in the Part 4 sheet. This sheet is


not protected for any editing. You may add rows, if necessary.

• Click “Finalize Part 4” if done.


• Supply the same password as the one used to
finalize Part 2 of the Encoding tab.
• Click “Go”, then “OK”.

8. Print Parts 1-4. Click “Print Parts 1-4”.

• The teacher must ensure that his/her computer


is connected to the printer using the File and Print
Options in MS Excel.
• He or she must print all the pages of this form,
complete all required signatures, and submit to the
Personnel Division of the school to be attached to
his or her 201 personnel file.

9. Submit the soft copy of the IPCRF electronic form


to your Rater or School Head for the school-wide
consolidation.

Use the following format in naming the file:

A. Submitting the Accomplished e-IPCRF of Teachers

Personnel Involved:

1. Open the link for IPCRF Submission. Access the link using
your DepEd email.

2. The user interface appears. Click “Upload File Here”. Browse


for the file you want to upload.

There are five different prompts that may appear as soon as you select a file for
submission/uploading.

Successful submission/uploading
The file is the prescribed IPCRF
file and all fields are finalized.

Unsuccessful submission/uploading
“Status: Not Finalized”
The file is the prescribed IPCRF,
but some fields are not yet
finalized.
SOLUTION: Instruct the Ratee
and/or Rater to finalize the

3. If the submission/uploading is successful, the information fields


in the user interface automatically fill out.

Click “Submit”. A prompt will pop up to indicate that the


submission/uploading is successful.

4. After a successful submission/uploading of the file, two buttons


will appear in the user interface:
a. SUBMIT DATA, which allows to submit IPCRF files of
other teachers; and
b. VIEW SUBMISSION LIST, which allows you to see the
updated list of uploaded IPCRF files.

Clicking “Submit Data” button shows the primary user


interface, ready for the next submission.

Clicking “View Submission List shows you a user interface


which allows you to filter submissions. Click “View” to see
filtered submissions.

The number of submissions is also reflected on the page. The


“Delete” option is also available per file submitted.

through textual and interactive graphs. The page also allows the
user to filter submissions.

NOTE: Only the registered SDO, RO and CO users can


access this page.

in the SDO, which includes the number of schools and
teachers already submitted.

4. Use and Analysis of Consolidated IPCRF Data

The IPCRF consolidated data allow the School Head and other HR personnel to
view the data to ensure the accuracy and completeness of data collected as well as to
make necessary analysis for identifying necessary learning and development needs
and providing interventions based on the needs identified. The forms can provide the
following information, among others:

At the school level,


• How many teachers got which rating in which Objective at each position/
subject area?
• Which objectives should be considered as a learning and development
priorities based on the school-wide consolidated IPCRF data (e.g., final rating
and their rating per Quality, Efficiency and Timeliness)?
• What L&D activities and programs can be developed to immediately address
the needs of teachers?
• How can the school head improve his/her instructional supervision plan/
mechanism to support his/her teachers?

At the SDO, RO and CO levels,


• Which objectives should be considered as learning and development priorities
based on the division- and region-wide consolidated data (e.g., averages of
final rating and rating per Quality, Efficiency and Timeliness)?
• What interventions can be provided to schools to support and improve the
teachers, in terms of:
– content and pedagogy;
– curriculum delivery; and
– coaching and mentoring?

Further, pursuant to DepEd Order No. 2, s. 2015, results of RPMS ratings will
provide inputs to the following:
• Raters in identifying and providing the kinds of interventions needed,
based on the development needs identified;
• Bureau of Human Resource and Organizational Development (BHROD) or
National Educators Academy of the Philippines (NEAP) in consolidating
and coordinating developmental interventions which shall form part of
HR Plan and shall be the basis for rewards and incentives;
• Performance Management Team (PMT) in identifying potential PRAISE
Awards nominees for various awards categories such as Lingkod Bayan
Award and Metrobank Outstanding Teachers; and
• PRAISE Committee in determining top performers of the agency who
qualify for awards and incentives.

RESULTS-BASED PERFORMANCE MANAGEMENT SYSTEM GUIDELINES


FOR SCHOOL YEAR 2019-2020 YEAREND ACTIVITIES
IN LIGHT OF COVID-19 MEASURES

1. As mandated by DepEd Order No. 2, s. 2015 titled Guidelines on the


Establishment and Implementation of the Results-based Performance
Management System in the Department of Education, the Department is
scheduled to conduct Phase III: Performance Review and Evaluation and Phase IV:
Performance Rewarding and Development Planning of the Results-based
Performance Management System (RPMS) Cycle, School Year (SY) 2019−2020
for school-based personnel in April 2020. These phases include yearend review and
assessment, evaluation of portfolio and computation of final rating, ways forward
and development planning.

2. However, suspension of classes and all school activities at all levels in entire
Luzon was declared until April 14, 2020 as part of the enhanced community
quarantine and stringent social distancing measures for the management of COVID-
19 situation. Such enhanced community quarantine is extended until April 30,
2020.

3. As stated in Paragraph 35 of DepEd Order No. 2, s. 2015: “...In exceptional


cases, and only if the situation warrants, a one-time recalibration shall be
allowed. Exceptional cases shall include instances when high level decisions
are taken into effect such as changes in strategic directions, and
circumstances beyond the control of the ratee such as natural and/or man-
made calamities, including typhoon, earthquake and other fortuitous events.”

4. Given the above considerations, DepEd emphasizes specific RPMS-related


measures for school-based personnel. Please see Enclosure Nos. 1 and 2 for details.

5. It is also emphasized that the preparation and organization of the RPMS


Portfolio shall have started during the start of the SY, and only a sample of each
Means of Verification (MOV), excluding those MOVs with the specified required
number of pieces, is expected to be submitted. All RPMS-Philippine Professional
Standards for Teachers (PPST) Materials, including tools, forms, and other support
materials, for SY 2019-2020 can be accessed at
http://deped.in/RPMSPPSTSY20192020. Also, the prescribed Individual
Performance and Commitment Review Form (IPCRF) for teachers can be accessed at

6. Due to the COVID-19 situation, the Yearend Review shall be postponed


temporarily and shall resume when authorities issue a declaration of safety for
all DepEd employees. The adjusted schedule of RPMS Portfolio submission and
evaluation, data collection and consolidation of IPCR rating will be released through
a separate memorandum.

RPMS-RELATED MEASURES FOR SCHOOL-BASED PERSONNEL


IN LIGHT OF THE COVID-19 SITUATION

A. Teaching Personnel

On Classroom Observable RPMS Objectives


The number of classroom observations may have been affected by the class
suspension which started in mid-March 2020. For this purpose,
each teacher is assumed to have obtained at least three (3)
classroom observations after the first three quarters which were not
covered by class suspension.

To compute for the rating for Quality for each of the classroom observable
RPMS objectives: (1) Identify the corresponding rating in the RPMS
5-point scale for each COT rating, (2) Get the average of the total
RPMS rating (or Divide the total RPMS rating by the number of
available classroom observations), and (3) Determine the final rating
for Quality. Detailed explanations and illustrative examples are
found on pages 40 and 41 of the Updated RPMS Manual, access at
http://deped.in/RPMSManualver2019.

To determine the rating for Efficiency, recalibrate the RPMS rubric in


such a way that the total number of available valid Main and
Supporting MOVs submitted obtains the highest rating of 5
(Outstanding). The RPMS Tools can be accessed at
http://deped.in/RPMSY1TOOLS2019.

A sample computation for Quality and Efficiency for classroom observable


RPMS objectives is found in Enclosure 2.

For COT Indicator 9 (or RPMS Objective 10) in the Proficient (P) tool, all
teachers using the Proficient tool shall be given an automatic rating
of 5 for both Quality and Efficiency in the IPCRF since this
indicator/objective can only be observed in Observation Period 4.

On Non-Classroom Observable RPMS Objectives


For the non-classroom observable RPMS Objectives, teachers are
encouraged to explore on the list of possible MOVs, and provide
whichever are available at hand that they may still obtain
acceptable results in Quality, Efficiency, and/or Timeliness.

B. Non-Teaching Personnel
School-based non-teaching personnel shall confer with their Rater for
agreements in relation to Paragraph 3 of this Memorandum. A similar
recalibration scheme with that of teachers may be done.
