عرف كالرنس بيري المجاورة السكنية بأنها منطقة سكنية مخططة تشتمل على كل العناصر التي تلزم لتحقيق
المعيشة المناسبة للسكان والظروف المهيأة لتقدمهم الحضاري
المجاورة السكنية ليست في المجال الهندسي ليست عمالً إنشائياً إنما هي نظرية أو فكرة اجتماعية ،المقصود
منها القيام ببناء عدد 5معين من الوحدات السكنية داخل نطاق محدد من األرض ،بهدف خلق بيئة سكنية صحية
متكاملة العناصر والخدمات والمرافق ،والفكرة الرئيسية وراء ذلك المصطلح ليست هندسية إنما هي
اجتماعية ،إذ يرى العلماء إن المجاورة السكنية هي الوسيلة المثلى لحماية المجتمعات من التفكك نتيجة
التضخم الكبير في المدن ،لذا يسعى العالم اآلن إلى إقامة المدن الجديدة إعادة هيكلة المدن المقامة فعلياً بمعايير
المجاورة السكنية الحديثة 5،وهي إنشاء تجمع سكاني في نطاق محدد من األرض متوفر به كافة المرافق
والخدمات الالزمة للمعيشة مع تهيئة الظروف المالئمة إلحداث تقدماً حضارياً.
تعتبر المجاورة السكنية كفكرة قديمة جداً بدأت مع بداية عصر الحضارات ،حيث بدأ اإلنسان في إقامة
تجمعات سكنية البناء الوطن الواحد ،ثم تعددت تلك المجاورات فتشكلت منها المدن القديمة 5،ولكن المجاورة
السكنية بمفهومها الحالي ظهرت في عام 1923م على يد المهندس األميركي بيري ،والذي قال بأن المجاورة
-حسب تصوره -هي منطقة مأهولة مدعمة بالمرافق والمؤسسات الخدمية المختلفة ،وأن تكون ذات كثافة
سكنية معتدلة قدرها بحوالي 8000 : 5000نسمة

3خدمات ترفيهية متنوعة تناسب كل األعمار والجنس(العاب أطفال,ملعب شباب,حديقة عامة,مركز ترفيهي
نسائي,مقهى عام ,مقهى انترنت,مكتبة 5عامة)
4سوق تجاري يكفي لتوفير الحاجات األساسية للسكان.
7خدمات بلدية لجمع النفايات,بعد إن تحدد مراكز جمع مؤقت للنفايات تخدم كل بلوك سكني أو أكثر.
10توزيع مناطق خضراء وساحات ضمن الوحدات السكنية والتي تعد متنفس لألطفال العوائل.
.11توفير مواقف سيارات كافية ضمن الوحدات السكنية وعند مراكز الخدمات
.12منع المرور النافذ يمر وسط المحلة,ويفضل العمل باسلوب الطرق المغلقة.
13توفير ممرات للمشاة تربط بين كل أجزاء المحلة لغرض التنقل من خاللها نحو الخدمات دون الحاجة إلى
استغالل السيارة,وفي تلك العملية فوائد عدة منها تحقيق األمان للسكان ,كما تحقق منفعة صحية,حيث تعد
رياضة المشي شيء مهم لكل إنسان.
14توفير خدمات البنية التحتية من ماء وكهرباء وصرف صحي ضمن المرات الرئيسية..
وقد حدد البريطاني بيري والمهندسون الذين تولوا تطوير فكرة المجاورة السكنية من بعده ،مجموعة األسس
أو المواصفات الالزمة توفيرها بالمجاورة السكنية عند تخطيطها وتنفيذها وهي كاآلتي
شبكة الطرق
وهي الطرق السريعة والتي يجب أن تمر خارج حدود المجاورة وال تخترق الكتلة السكانية ،وهي خاصة
بالسيارات أو الحافالت العمالقة التي تخدم المجاورة السكنية ،مثل نقل المؤن التموينية أو مواد الطاقة أو أية

يتم توزيع هذه المباني على مسافات متساوية ،بحيث يتوفر مبنى من كل نوع داخل كل مربع سكني لخدمة
األفراد المقيمين داخله ،وهو ما يحول دون التكدس ويرفع من مستوى الخدمات المقدمة بكل مبنى منهم حسب
نشاطه.
توزيع المدارس
المدرسة من المؤسسات الرئيسية داخل أي مجتمع مدني ولم يغفل واضعي تخطيطات المجاورة السكنية ذلك،
فقالوا بأن من معايير إقامة المجاورة السكنية الحديثة توزيع المدارس وخاصة اإللزامية بكل مقاطعة داخل
المجاورة ،بالشكل الذي يضمن أال يسير الطفل مسافة أطول من 800متراً ليبلغ مدرسته.
لم يحدد الخبراء شكل محدد لتصميم المجاورة السكنية وإ نما تركوه للمصمم ،إذ إن التصميمات الهندسية
بطبيعتها ال يمكن أن يتم وضع ضوابط ثابتة لها ،إذ إنها تختلف باختالف طبوغرافية الموقع الذي ستقام عليه
ومساحته ،واألمر نفسه بالنسبة لمواصفات المباني إذ إن هناك عوامل عديدة 5تؤثر في اختيار تصميمات
ومواصفات المباني أهمها المناخ وطبيعة التربة المقام عليها.
