ENVIRONMENTAL MANAGEMENT PLAN

9.1 Introduction

The Environmental Management Plan (EMP) guides the management and provides options to
minimise impacts arising from a proposed undertaking. The EMP that has been proposed
contains a list of pro-active measures that would address the potential impacts prior to their
occurrence. It is no-doubt a standalone document that has to be used and consulted by all
concerned parties and major stakeholders during the construction and operation phases.

The main objectives of the EMP are: -

• To include the salient components of the project and mitigating measures against
potential impacts during construction and operation.
• To independently audit the environmental performance.
• To verify and validate mitigating measures implemented.

9.2 Roles and Responsibilities

The success of any project lies in the hands of management as it is the focal point for decision
taking and releasing the required financial resources. The management should therefore be
convinced on the need to be fully committed to provide its support towards environmental
stewardship.

Before the proponent awards the works to any contractor, it will ensure that there is a technically
and legally binding contract document between the prospective contractor, including all his sub-
contractors, and the promoter so that the mitigating measures, listed in this report, are
mentioned into the contract document and it will ensure that the contractor strictly adheres to
these conditions. An allocation of budget for the cost associated with the recommended
environmental mitigation measures will be crucial to ensure proper implementation of these
measures.

Moreover, the contractor appointed for the works should have a competent environmental team,
including a health and safety officer that would conduct the day to day monitoring of the
construction activities and to report to the management of Badon Ltd on a regular basis.

The environmental team will be responsible for: -

▪ Preparation and submission of a detailed Environmental Monitoring Plan (EMoP) to the


management of Badon Ltd prior to start of works. The EMoP will include inter-alia
proposed location and layout of site office/workshop, sewage management plan, solid
waste management plan, dust management plan and traffic safety.
▪ Daily supervision of status of implementation of the environmental mitigation measures.
▪ Attending to any complaints received and keeping up to date a dedicated environmental
register. The environmental register shall be made available to the consultant team
upon request.
▪ Coordination with agencies/competent authorities to undertake relevant monitoring tests.
▪ Preparation and submission of monthly Environmental Monitoring Report (EMR) to the
management of Badon Ltd in the form of a checklist.

The management of Badon Ltd will monitor performance of the Contractor with respect to
provisions of the EMP and enforce contractual requirements. The latter will also ensure that all
relevant permits and clearances are duly obtained prior to start of works.

The management of Badon Ltd will be responsible for:

• Check for appropriate permits/clearances prior to start of works.


• Submission of detailed EMoP to relevant Ministries/Authorities for approval.
• Daily supervision and enforcement of Contractor’s implementation of environmental
measures by the project manager.
• Review the Contractor’s EMR and ensure compliance with statutory requirements and
conditions of the EIA licence.
• Preparation and submission of a quarterly EMR to relevant Ministries/Authorities.
• Appoint specialised agency to carry out noise assessment survey during construction
and operational phase and report results to relevant Ministries/Authorities.
• Attending to any complaints received during construction/operational phase and
recording accordingly.

9.3 Potential impacts, their Mitigation and Monitoring plan

The matrix in Table 21 below gives a summary of the plan and the proposed control measures.

Air quality Dust emissions • A physical barrier in the form of construction netting will be
maintained around the site to contain all dust emission within
the project site.
• Watering of internal accesses to be carried out whenever
extreme and windy conditions prevail by the contractor using a
dedicated water bowser or a simple hose system, in which case
a water tank and water pump system shall be provided for this
purpose.
• Aggregates stockpiles on site to be stored in stable mounds not

higher than 2 m and away from the action of winds. The

Cheri Road, B88) at entrance of project site remains clean and
that there are no deleterious materials on road. Any spilled
materials and mud entrained by movement of vehicles to be
removed. Inspection to be carried out on a daily basis.
• Contractor to ensure that all necessary safety signs and other
road safety devices are put in place.
• Contractor and subcontractors to ensure that haul trucks are
covered with tarpaulin to minimise dust emissions and spillage
of materials during transport.
• Overloading of trucks is strictly not allowed.
• Speed limit of 20 km/h to be enforced on site.
Flora and fauna Removal of grasses • All solid wastes from removal of vegetation cover such as roots,
branches and leaves will be collected and carted away to the

nursery facility. As far as practicable, these green wastes would
be composted. Excess green waste and non-compostable
debris will be disposed by licensed waste carrier.
• No open burning of solid waste will be allowed.
• The contractor to ensure that any course of action with regard to
removal of vegetation is subject to approval from the project
manager.
Degradation of -Entrainment of debris into Feeder Bain • The contractor shall build and maintain a silt fence along the
feeder water des Negresses southern boundary of the plot P throughout the construction
quality phase.
-Entrainment of debris into natural • No construction materials or construction waste to be stored in
drains such a manner as it may be washed into the start of Feeder
Bain des Negresses or natural drain in the golf course by
rainfall.
• Daily checks for oil-spills to be performed by the contractor. Oil-
spill kit to be made available to facilitate any minor oil spill
clean-up.
• Dumping of waste into the feeders or drains is strictly prohibited.
• The contractor shall carry out regular cleaning activity to remove
any debris accidentally washed down the feeders or drains.
Solid waste Solid wastes generated by construction • The monitoring of the site will lay emphasis on good
materials, packaging, workshop housekeeping and unwanted materials will be removed from the
activities and workers on site construction site.
• Concrete debris generated from this activity will either be used
as filling material for foundation work or will be properly
disposed of through a licensed waste carrier.
• In no cases will the waste be dumped into adjoining sites or into
the feeders.
• Burning of wastes will not be permitted.
• All solid waste will be collected in well covered bins and
regularly carted away by licensed waste carriers.
• Food scraps to be collected in plastic bags tightly secured
before being placed in garbage bins.
• Segregation of other wastes to be carried out and wastes such

as scrap metals to be baled and sent for recycling as far as
feasible.
Wastewater Degradation of land • Domestic wastewater would flow into a septic tank and would be
pumped/carted away to the satisfaction of the WMA. In no case
will wastewater be discharged into the open environment.
• A dedicated attendant to be responsible to maintain the toilet
facilities in clean and sanitary conditions.
• Potable water supply tanks and wastewater disposal facilities to
be maintained separately and far from each other.
• Temporary toilet facilities to be properly decommissioned at the
end of the construction phase to the satisfaction of the WMA
and the local authorities.
Operation phase
Wastewater Degradation of land The syndic to ensure:
• No untreated wastewater to be discharged to the environment.
• No emanation of foul odour from the on-site sewer disposal
system.
• Inspection of the septic tank would be carried out quarterly by
the syndic to ensure that the internal structures are in good
condition order and to monitor the sludge level.
• Desludging of the septic tank would be carried out once every
two years and whenever required.
• The floor of the septic tank would be of cement concrete with a
minimum slope 1 in 10 provided towards the sludge outlet to
facilitate de-sludging.
• The inner surface of septic tank would be plastered with rich
cement.
• Vehicles would not be kept near the septic tank to prevent soil
compaction and damage to pipes.
• No trees and shrubs would be planted near the septic
tank/leaching field as their roots can clog the drain lines.
• Regular inspection of the grease trap would be carried out and
cleaning would be performed as necessary.
• Regular maintenance of the piping system would be carried out

to prevent clogging.
• No vehicles would be allowed on the leaching field.
Solid waste Land degradation • The recyclable wastes such as paper, plastics, aluminium cans
and glasses to be collected and temporarily disposed of at the
central waste depot for further collection by recycling
companies. The syndic shall liaise with the relevant industries
and/or Non-Governmental Organisation to this end.
• Green waste will be composted for use as natural soil
conditioner in landscaping works on site.
• Food waste sealed in plastic bags to be put in well covered bins
for subsequent disposal. The syndic shall ensure collection
rounds within the Badon Village once every two days to avoid
pests and odour. Solid waste would be subsequently collected
at a common waste depot and ultimately disposed to the Mare
Chicose landfill by the refuse trucks of Savanne District Council.
The syndic shall coordinate with the District Council of Savanne
with respect to their pick-up schedule.
• Burning of wastes will not be permitted.
• Littering of solid waste gives rise to unhealthy conditions. The
syndic will ensure that all solid wastes that are generated are
segregated in terms of characteristics through regular
monitoring. Bins will be color-coded to promote waste
segregation at source.
• All bins will be water-tight and properly covered so as to prevent
infiltration of rain water and prevent access to rodents, flies and
stray dogs.
• Regular disinfection of the waste bins to be carried out and
services of pest control agencies will be sought as required.
• The syndic will ensure that scrupulous housekeeping practices
are observed. Physical observation and recording will be done
on solid waste management.
Fauna and flora Loss of habitat for fauna and flora • The syndic will plant decorative plants and trees. At least two
trees per villa will be implemented.
• Landscaped areas will be regularly maintained.

Noise Neighbourhood discomfort •
The syndic will appoint the services of a specialised agency to
perform noise monitoring twice per year during the first year of
operation. Reporting to competent Authorities/Ministries will be
done accordingly.
• Coordination required with tea planters/neighbours and a
protocol for addressing complaints to be put in place by the
syndic. Noise level from the generator and transformer room
station should not be perceptible outside project site.
Traffic Impacts on traffic flow in Avalon Golf • The syndic to ensure that dedicated personnel is present at
Estate entrance to site for ensuring smooth traffic flow, especially when
special events are organised in the Avalon Golf Estate or during
Maha Shivaratree or other important festivals giving rise to an
increased traffic flow on B88 main road and on Grand Bassin
public road.
• Road marking and appropriate traffic signage to be put in place
to the satisfaction of the Road Development Authority and
Traffic Management and Road Safety Unit.
Hazard risks - Risk of fire The syndic to ensure:
• Training for emergency response such as firefighting and first
- Risk of accidents within internal aid to be provided to all new employees as part of induction

• Traffic route within the PDS premises is well delineated and all
traffic signs and devices are affixed and maintained.
• Record of incidents and accidents to be kept and produced to

9.4 Fire abatement measures

The fire-fighting and fire suppression installation designed will be compliant to BS 5306: Fire
extinguishing installations and equipment will be provided on premises. Components of the fire-
fighting installations will include a fire hydrant and portable fire extinguishers.

Two wall hung portable fire extinguishers: 4.0 kg carbon dioxide type and 4.5 kg ABC dry
powder type will be provided for each villa for firefighting.

Additionally, portable fire extinguishers will be installed near all technical plant rooms: pump
room and generator room amongst others.

In the event of a fire outbreak, the nearest fire-brigade will be called upon. The internal road
network is sufficiently wide to allow easy access of firefighting equipment and vehicles.

9.5 Use of LPG

There will be an LPG cylinder of 15 kg in each villa for cooking purposes. The LPG cylinders will
be kept upright in a well-ventilated place, outside the villa and away from any source of heat,
combustible materials and electrical circuits. Additionally, the cylinders will be kept in areas
where they will not be physically damaged and will be secured to prevent them from falling.

9.6 Use of refrigerant

The technology for the refrigeration and air conditioning systems would be energy efficient,
ozone friendly with an Ozone Depleting Potential value of zero. The refrigerant would be R410a.
