 Background:

The Local Order for the protection of the Environment in the Emirate of Dubai
requires that a person discharging waste in any form, to land or marine
environment shall hold a permit from the competent department. It also stipulates
that any person discharging trade or industrial waste to the DM sewerage system
by any means shall obtain a permit from the competent department.

In other words, a permit is required for discharge of following types of waste to

sewer, land and marine environment.

This Guideline assists to identify the permit requirements and the procedures to
apply for a permit by the waste generator. Waste Disposal Service (WDS) is an “e-
service” and hence the application submission and permit issuance are done only
through the e-service.

Guidelines:

1. Procedures for Waste disposal have been simplified in the e-services. Waste
generators have to apply for the disposal permit only through the “Waste Disposal
Service” (WDS) for the different types of waste generated from their premises. In
other words, single application form is used for different types of waste, such as
trade waste, hazardous waste, general waste of industrial sources, and unwanted
materials etc. Description of the waste need to be filled-in accordingly while
applying for the permit. A recent laboratory report (not older than a month) of the
wastewater should be obtained from an accredited laboratory which needs to be
scanned in while filling the application. Appropriate Permits are issued by the
Department depending on the type, quality, and characteristic of the waste.

2. Disposal permits are issued only through “online system”. In order to access the
“Waste Disposal Service” waste generators need to obtain a “User ID” for “Waste
Disposal Service” by registering through “dm.gov.ae”. For details and any

3. All waste generated from any manufacturing or trade activities except domestic
waste shall be considered as trade or industrial waste. This includes all wastes
generated from the manufacturing process and operations, laboratories, boilers,
pollution control and treatment operations, trade activities etc.

4. Domestic waste and the industrial or trade waste shall not be combined into a
common effluent holding tank. These should be segregated and collected in
separate holding tank.

5. As a minimum level of treatment, industrial waste must be neutralized to pH 6-9,
screened and / or settled to remove suspended and settleable solids.

6. The quality of trade or industrial waste permissible for discharge shall conform to
the standards specified by the Dubai Municipality. If the quality of the waste
exceeds the prescribed Sewer Discharge standards, permit may be issued for
disposal as Hazardous waste.

7. The waste generator shall strictly comply with the conditions of the permit
including the monitoring and reporting of quantity and quality of waste
discharged.

8. The discharge location will be specified in the permit issued.
