subject: Policy guidelines for providing last mile connectivity for provisioning of
Leased Circuits through FTTH Policy, 4Fl6F overhead OFC laying OPEX model
and free band RF Modems OPEX model (1oMbps).

1.0 A Committee was constituted by the competent auihority for suggesting ways to
.J expedite commissioning of New & Upgradation of leased circuits of enterprise
customers. The recommendations of the Committee have been accepted by the
competent authority and accordingly following guidelines are issued:

2.O Commissioning of Enterprise Leased Gircuits through Sl/MNS/other partners


utilizing FTTH policy issued by GFA vertical.

FTTH Partners are allowed for providing leased circuits on revenue share model as per
para 2.7 of the FTTH Policy issued vide No.64-253/2019/ NWP-BB/ FTTH dated
12.4.2020 & 27.4.2020.In the same way, the Sl/MNS/other partners are also allowed
- on revenue snare model for provrsioning of leased circuits on Same pattern / terms &
conditions as in case of FTTH partners as per existing guidelines on the matter as
amended from time to time.

There should not be any separate security/Registration charges/ EMD for this purpose
'from the existing partners, if such Security/Registration charges have already been

taken from them. However, Circles may take suitable such charges if the same are not
'' r taken previously from such partners. Compliance of various available guidelines
/instructions/ procedures on the subjects may be ensured by Circles

Provisioning of the payments of revenue share to Sl/MNs/other partners in CDF/FMS


shall be done by the ITPC as is being done for in these FTTH partners so that there
would not be any issue of payment to the partners. Also smooth fault transfer to these
partners shall happen from CDR/FMS for subsequent O&M of last mile OFC & its
elemenls.

3.0 - Provisioning of Leased Circuits by 4Fl6F overhead OFC OPEX model:


At present Circles are commissioning leased circuits on overhead 4F OFC on CAPEX
model where procurement, commissioning & maintenance is done by BSNL in house
for which instructions have recently been issued by LC Cell. The indicaiive estimated
cost has been fixed as Rs 250001 per KM vide Letter No. BSNLCO-LC/15(12)1112020-
LC dated 11.09.2020. However, no such instructions are exisiing for laying OH OFC
-on
OPEX basis.
In order to facilitate circles to expedite commissioning, an oPEX model for both
4F as

well as 6F overhead oFC as per details given below can be utiiized for extendang
leased circuits bY our Partners:

. 3.1 . Provisioning of LGs by 4F overhead OFC OPEX model:

For provisioning of LCs by 4F overhead oFC OPEX model, annual equated instalment
" payable to the partner for providing leased circuits will be Rs. 12,0001- per annum for
one Km. for a life span of five years of the oFC laid which formulates to Rs. 12l-per
meter per annum. A minimum commitment of 500 meter work in each leased circuit
has to be given which translates to Rs 60001 per annum for leased circuits provided
upto500M.Beyond500meter,therateofRsl2l.petmeterperannumwil|be
applicable. such overhead oFC should be dedicated for BSNL services only and no
otheroperator/agencyshou|dbeservedbythepartnersthroughSuchcab|es.other
fibres may be used by BSNL to provide LCs in future.

3.2 Provisioning of LCs by 6F overhead OFC OPEX model:
For provisioning of LCs by 6F overhead oFc oPEX model, annual equated instalment
payable to the partner wili beRs. 14,000f per annum for one Km. for a life span of five
. yeirs of the OFC laid which formulates to Rs. 14l-per
meter per annum. A minimum
I tommitment of 500 meter work in each leased circuit has to be given which translates
to Rs TOOOI per annum for leased circuits provided up to 500M. Beyond 500 meter,
, the rate of Rs 141 per meter per annum will be applicable. This fibre will be dedicated
for BSNL only and no other operator/agency shall be served by the partners through
such OF cable.

3.3(i) Above mentioned rates in 3. 1 & 3.2 are for 4F & 6F with following specifications

3.3(ii) Above rates include the cost of strengthening Gl wire which should be tied with the OF
Cable and all other accessories required to be hang it for long term sustainability. The
BSNL Construction practices for overhead 4Fl6F OF cable are to be followed by the
. Dartner.

3.4 The SLA for both models under para 3.1 & 3.2 shall be same as done by the BSNL
t' " with customer- In case, no sLA wiih the customer, following sLA conditions should be
fixed for both the cases of 4Fl6F.

The vendor shall ensure the following SLAs:

a) The fiber loss shall not exceed 0'1dB per splice


b) The average mean time to repair (MTTR) OFC cut shall be within 4 Hours
(averaged over a month from the time of OFC cut occurrence)

- c) However w.r.t total faults in a month, 90% of the oFC cuts shall be attended within
+ Hours and 7o/o culs are permitted within 6 Hours and 3% cuts are permitted within
8 Hours

3.5" payment for fiber on opex will be made, provided fiber continue to be used by BSNL
otherwise one time termination charges of Rs 4000/- can be paid for each km provided
the period of hiring is less than 3 years.

4.0 Provisioning of Leased circuits through oPEX model for free band RF Modem
with aggrelated throughput up to 10 Mbps for Non'MNS partners for
provisioning cases with less than 25 numbers.

4.j - Al present Circles have been following different models of providing leased circuits
through free band RF modemsforcases not covered byMNS partners. Inorderto can
be utilized for extending leased circuits by our partners:

4,2 For provisioning of Leased circuits through oPEX model for free band RF Modem with
'aggiegated throughput up to 10 Mbps for Non-MNS partners for provisioning cases
witn ess than 25 numbers, amount payable to the partners as equated annual
, instalment to the partner for providing a leased circuit will be Rs 12000/- per RF modem
pair for a life period of five years which translates to Rs 10001 per month per pair. The
suggested specifications are as per Annexure-l

.4.3 In case such circuit is closed permanently or there is need to shift the modem pair for
provisioning of another leased circuit before expiry of five years, following charges shall
be additionally payable to the partner for each pair,

One time termination charges of Rs 5000f for RF solution will be paid, provided
the period of hiring is less than 3 years.

OR

One time shifting charges of Rs5000/- which includes transportation,


installation & commissioning.
4.4 The sLA penalty methodology from end customer would be applicable to the vendor.
But in absence of SLA, following will be applicable,

5.0 Rates in para 3.1 , 3.2 & 4.2 above are estimated indicative rates. Circles shall however
try to get the best possible rates through competitive process.

6.0 Above instructions are for ctearance of TNF cases where BNSL network is not present.
The cost in para 3.1, 3.2 & 4.2 is along with license fee & BSNL margin from the
customer. The cost is to be borne by BSNL fully or partially as justified in the business
case for which CGMs shall be the final authority to take the decision. Efforts should
* however be made to charge the same from the customer additional either as one time
charges or annual charges along with bandwidth wherever possible'

7.0 The above equated instalment in paras 3.1, 3.2&4.2 may be pro-rata paid as monthly
or quarterly charges in deserving business case for which cGMs shall be the final
. authority to decide.

g.o ln case of para 4.2 above, if due to any compelling reasons like better brand/
., specification demanded by customer/ difficult terrain etc., annual cost is found to be
higher than Rs12,000f that additional component shall necessarily be charged from
customer along with license fee and other charges, if any.
g.o concerned cGMs along with lFAs shall ensure the model's cost effectiveness and
business viability before selecting models.

This is issued with the approval of CMD BSNL.
