ANALYSIS OF THE CSR PROGRAMS OF PT TELEKOMUNIKASI

INDONESIA TBK.

ABSTRACT

Corporate social responsibility or CSR is a concept that the Organization, the


company, in particular, has a responsibility towards consumers, employees and the
environment in all aspects of the company's operations. CSR is closely related to
sustainable development, where there is arguing that a company in the exercise of its
activities should be basing his decision not solely based on financial factors, but should
also be based on the consequences social and environment for the moment or for the long
term.

PT Telkom has been implementing the CSR in accordance with Minister of


BUMN, and incorporate CSR in the framework of its business strategy. CSR program of
PT Telkom, among others: the breeding of turtles, the granting of aid funds, the
assistance program for houses of worship, training management, and so on. One of the
main programs is Telkom managing program partnership and Community Development
Program (PKBL) spread throughout the country as well as another PT Telkom’s CSR
programs related to education and learning as well as the development of creative
industries through a variety of business incubation program. The responsibility of the
company in the field of social siarahkan on seven main areas, namely: partnerships,
education health, humanitarian assistance and natural disasters, culture, public service,
and the environment.

To maximize and develop CSR programs, PT telkom, still required a range of


evaluation especially in terms of implementation of CSR programs.

Introduction

Corporate social responsibility or CSR is a concept that the Organization, the


company, in particular, has a responsibility towards consumers, employees and the
environment in all aspects of the company's operations. CSR is closely related to
sustainable development, where there is arguing that a company in the exercise of its
activities should be basing his decision not solely based on financial factors, but should
also be based on the consequences social and environment for the moment or for the long
term.

The implementation of CSR has become a long-term management strategy for the
company in creating the company's good name. But in fact not all companies are capable
of implementing CSR, because CSR is one of the topics related to moral and ethical
business. Therefore, the application of the principles of GCG is expected to help realize
the CSR practices, due to the implementation of corporate social responsibility is not
apart from the implementation of GCG within the company that will encourage
management to managing company including implementing social responsibility.

PT Telekomunikasi Indonesia Tbk, performed a program of release of older turtles


as a form as the preservation of the environment in their CSR programs. It is becoming a
form of Telkom's concern on conservation of the environment, in particular for rescue
and preservation of turtles that are on the coast of this Boom. Beach Boom himself was
one of the landing place of the turtles in Banyuwangi, in addition on the coast of
Sukamade. Unfortunately the population a little makin and makin day tend to be extinct.
In addition, the place of the same Digital Garden were also built Telkom (Telkom Park)
as a place to provide understanding on society on the importance of preservation of the
environment. Environmental Campaign programs, requires access to sufficient
information to give an understanding about the importance of caring attitude towards the
environment, one of which is how to keep the turtle population is currently increasing
became extinct. That is why, the Amphitheatre was built by Telkom to the Digital Garden
Telkom (Telkom Park) is equipped with not less than 10 point of WiFi internet access.
With WiFi internet access spread over the region later, will accelerate the spread of the
more information rescue turtle campaign program.

Based on the background of the above then the author will review about CSR
programs that applied by PT Telekomunikasi Indonesia.
ISSUE

Based on the background and the identification of the problem above, then the
outline of the problem can be formulated is: "Whether PT Telekomunikasi Indonesia is
already carrying out CSR programs properly according to the law?"

THEORY

2.1 Corporate Social Responsibility (CSR)


Corporate social responsibility (CSR) is a concept or action carried out by the
company as the company's sense of responsibility towards the social as well as the
environment in which the company is located, such as doing an activity that can be
improve the welfare of local communities and safeguarding the environment, give
scholarships to children not capable of in the area, the funds for the maintenance of public
facilities, donation to build the village or community facility that is both social and useful
to the community.
From this definition, it can be concluded if the CSR should be able to benefit the
community. The following are some of the benefits of CSR that is acceptable to the
community, among other things: Increasing the welfare of the local community and
environmental sustainability, there is a scholarship for a child is not capable of in the
area, Increasing the maintenance of facilities common. The existence of social
development and is useful for many communities especially the community around the
company. In addition the CSR should also can benefit companies, such as: improving the
company's image, develop cooperation with other companies, strengthen corporate brand
brand in the eyes of the public, the company Distinguished by the its competitors, as well
as provide innovations for the company.
In the concept of CSR, is known for a concept called the pyramid of CSR. The
concept was developed by Archie b. Carroll that provide the theoretical and logical
justification as to why a company needs to implement a CSR for the community around
it. In view of the Carrol, CSR is the apex of the pyramid are closely related and even
synonymous with philanthropic responsibility. Follows is the content of the CSR
pyramid: Economical Responsibility, the company's main motive was to generate profit.
Profit is the Foundation of the company. The company must have a value-added economy
as a prerequisite so that the company can continue to live (survive) and growing; Legal
responsibility, the company must obey the law. In the process of seeking profits,
companies must not violate the laws and policies that have been set by the Government.;
Ethical responsibility, the company has an obligation to run a good business practices,
equitable and fair. Community norms need to be references to the company's
organizational behavior; Philanthropic responsibilities, other than a company must obtain
profits, law abiding and behave ethically, companies are expected to be able to give
contributions that can be felt directly by the people. The aim is to improve the quality of
life of all.
DISCUSSION

PT. Telekomunikasi Indonesia Tbk. is a company of information and


communications (Infokom) in Indonesia. PT Telkom’s CSR quite diverse range
throughout Indonesia. One of the main programs is Telkom managing program
partnership and Community Development Program (PKBL) spread throughout the
country as well as another PT Telkom’s CSR programs related to education and learning
as well as the development of creative industries through a variety of business incubation
program. The responsibility of the company in the field of social siarahkan on seven main
areas, namely: partnerships, education health, humanitarian assistance and natural
disasters, culture and keadapan, public service, and the environment.

As state-owned enterprised (BUMN in Indonesian), the Government of the


Republic of Indonesia is the majority shareholder in control most of the common stock of
the company while the rest is owned by the public. The company's shares traded on the
Indonesia stock exchange, New York Stock Exchange, London Stock Exchange, and
Tokyo Stock Exchange.

To answer the challenges that continue to evolve in the telecommunication industry


in the country as well as at the global level, PT Telkom perform transformation
fundamentally and thoroughly across business lines and business transformation that
includes a portfolio, infrastructure and system transformation, the transformation of the
Organization and human resources as well as cultural transformation. The
implementation of this transformation is done in order to support the diversification
efforts of Telkom's business portfolio from dependence on Legacy business related to
telecommunications, namely telephone service does not move, mobile phone services and
Multimedia portfolio, being Time. Consistency in innovating has successfully positioned
the company as one of the company's high competitive power and excels in the business
of New Wave.
One of the CSR programs undertaken PT. Telkom is a form of Protecting The
Environment, namely a company working hard maintaining environmental sustainability.
It's become a form of Telkom's concern on conservation of the environment, in particular
for rescue and preservation of turtles.

The positive benefits in doing PT. Telkom in addition to saving the environment
and survival of turtles PT. Telkom can also improve the company's image as a company
that cares for the environment as well as provide access to sufficient information to give
an understanding about the importance of a caring attitude towards the environment, with
access the WiFi Internet was built at this place, it will accelerate the spread of the more
information rescue turtle campaign programs.

Whereas to encourage the utilization of information technology that can support a


variety of formal and informal activities at the college level, this year will make Telkom
Digital program Community Campus. The program is planned to be implemented in 20
campuses in 20 cities in Indonesia. On the other hand, in establishing a positive digital
ecosystem, Telkom pushed the program #internetBAIK (responsible, secure, inspiring
and Creative) where participants the major socialization stems from the school
environment will be provided with the knowledge and understanding to use the Internet
as well as information technology positively. In the year 2016, the program has involved
as many as 2,800 teachers and parents, 54 schools, 900 pupils, and 550 #internetBAIK
ambassadors who will assist the education process to the public.

CONCLUSSION

PT Telkom has been implementing the CSR in accordance with Minister of


BUMN, and incorporate CSR in the framework of its business strategy. CSR program of
PT Telkom, among others: the breeding of turtles, the granting of aid funds, the
assistance program for houses of worship, training management, and so on. On indicators
of transparency and accountability, Telkom is reasonably transparent and accountable
enough already with the annual report and audits the audit although no finansia social
good from Telkom as well as Diskominfo. Indicators and monitoring mechanisms of
planning and evaluation, CSR programs supported a policy blueprint, the attention to
aspects of the locality in terms of economy and education, and surveillance at regular
intervals. Constraints on community participation starts can be addressed after the
addition of a training session. On indicators of sustainability, PT telkom has managed to
continue its programmes so that it becomes more developed.

Telkom’s CSR is very positive and quite helpful to the community. Many
activities and programs conducted CSR Telkom that already many perceived benefits by
society.To maximize and develop CSR programs, PT telkom, still required a range of
evaluation especially in terms of implementation of CSR programs.
