2. Safety instructions
The following instructions must be followed during assembly:
- Safety helmets and safety gloves must be worn during assembly.
- A safety harness with safety line and karabiner must be worn when working on the DVOR
counterpoise.
- Ascending the CP platform via the permanently installed ladder or the extendable aluminum
ladder is only permitted when wearing protective equipment.
- Before using the extendable aluminum ladder the safety notices in chapter 9 of these
assembly instructions must be read and observed at all times.
- Wooden boards must be placed between the beams when laying out and installing the steel
mats.
- The safety regulations issued by local authorities (e.g. accident prevention, occupational
health, and safety and regulations for operating electronic systems) must be unconditionally
observed.
- It is forbidden to work on the antenna system during thunderstorms due to the risk of lightning
strike.

Below are a few photos showing the unloaded and temporarily stored steel beams and
steel mesh mats.

If damages are found, it can be touched up with the included lime zinc paint.
The exact positions of all 13 supports is marked on the foundation block prior to assembly.
Earth strap
Then verify the height of all foundations. Should there be height differences between the
individual foundation blocks, they must be leveled by placing the included shim plates under
the base plates of the supports. The maximum permissible height difference is +/- 3 mm. If this
tolerance is exceeded, the wind bracings (Pos. 43, 44 and 45) cannot be correctly assembled!
- Using the theodolite or a laser height measuring instrument all 12 foundation blocks and
the foundation plate are measured in height at the centre of the CP.
The highest foundation is the reference (level 0“) for levelling the other foundations.
- Starting from the highest foundation the other 12 foundations are measured in height.
Height differences are leveled with the shim plates.
The tolerance in horizontal alignment is +/- 2 mm.
NOTE: it is recommended to write the difference from the highest foundation to the
measured foundation onto the foundation block or place the appropriate shim plates
onto the foundation block straight away.
- Arrange 2 rows of shim plates in the center of the foundation block. Use the underlay
material included in the delivery (flat steel plates in various thicknesses).
The distance between the two rows may not be greater than the dimensions of the lower
base plate of the mast support (300 mm).
Shim plates are supplied in various strengths (60 pcs. in 2, 3 and 5 mm; 40 pcs. in 10 mm; 20
pcs. in 20 mm).
NOTE: After the complete installation of the counterpoise, the gap between the concrete
foundation and the metal base plates of the supports must be filled with non-
shrinking mortar/concrete.

The “Instructions for using ladders” supplied have been translated into 15
languages and include in addition to a description also pictograms which must
be observed during use!
The “Instructions for using ladders” are included with the packaged ladder.
CAUTION!: Below are the pictograms from the operating instructions. The warning notices
must be observed at all times during use.
To be able to use the ladder for assembling the DVOR CP the spikes and hooks included must be
fitted to the ladder beams.
To prevent the ladder from slipping on the ground, the spikes are clamped to the 2 bottom ladder
beams.
To prevent the ladder from toppling during use, the 2 hooks included are fitted to the ladder beams
at the third segment of the ladder. The hooks must be fitted to the beams min. 1.5m below the top
end of the ladder so that it protrudes 1.5m beyond the platform when hooked into the CP platform.

During a first step only those supports are placed which are required for the assembly of the
first 90°segments.
These are the following HEA 140 supports:
- 1 support in the centre, pos. 26
- 4 supports in the inner square, 2x pos. 27 and 28 each
- 3 supports in the outer ring, pos. 29
- 2 supports in the outer ring, pos. 30
CAUTION: supports already installed which are not connected by cross beams and wind
braces must be tied down safely overnight.
ATTENTION: no steel cables or steel chains must be used to lift the galvanised steel
beams as these damage the galvanised surface!
it must also be ensured that the underside of the steel beams is not dragged
across the ground during lifting as this also damages the galvanised surface!
Place a polyester round sling or similar round sling material around the top of the first support
and carefully lift with the crane and deposit onto the highest foundation block.

ATTENTION: it must always be ensured that the welded flanges at the underside and top
side of the support point into the correct direction! If not positioned correctly,
the wind braces cannot be mounted between the supports!

ATTENTION: The centre of the base plate must cover the previously attached marking on
the foundation block exactly.
Base plate
Using the impact drill, drill 4 holes with a diameter of 16 mm. The holes are drilled deep
enough to insert 4 expansion anchors until only approx. 20 mm of the thread protrudes beyond
the base plate of the mast.
Insert the M16 expansion anchors into the holes, insert a washer and screw on the M16 nut.
Knock the anchors in with a hammer. Use a wooden piece that the thread of the anchor will
not be damaged.
ATTENTION: before the 4 nuts are tightened the mast must once more be aligned vertically
and horizontally using the spirit level. The vertical alignment is achieved using
the shim plates supplied. The height of the shim plates depends on the values
calculated during the vertical measurement of the foundation blocks (see
chapter 8).
Height differences exceeding +/- 2 mm to the highest foundation block must
be compensated for.
It must be ensured that the shim plates are positioned as closely as possible
to the expansion anchors.
Tighten all 4 nuts using a size 24 open-ended spanner or ring spanner.

CAUTION!: only after all 4 nuts at the base plate have been tightened may the round sling
at the top of the support be removed.
NOTE: the subsequent assembly of the CP platform has been described in chapter 12.
Example for the wind brace between support Pos. 29 and 30:
ATTENTION: the 13 supports must be positioned exactly as shown on the drawing of the
platform support structure for 7 and 10m.
It must also be ensured that the welded flanges at the bottom and top of the
supports point into the correct direction to allow for the wind braces (pos. 43,
44 and 45) to be mounted correctly.

Between the supports Pos. 27 and 28 the 2 cross rails Pos. 40 (114.3-5.0mm) are then fitted,
each with 2 screws M16 x 45mm, washers and nuts.

In the final step the 2 wind braces Pos. 44 are fitted on both sides of the square between the
supports Pos. 27 and 28.
Each wind brace consists of 4 galvanized round rods with 20 mm diameter. On the one side
there is a welded flat steel with attachment hole and on the other side an M20 thread. For
tensioning the round rods the turnbuckles supplied are used. A lock nut is used on one side of
the turnbuckle to secure it.
The round rods are fitted to the bottom and top flange of the support (Pos. 27 and 28), each
with 1 screw (M16 x 45 mm), 2 washers and nut.
NOTE: The assembly of the 4 wind braces has been described in detail in chapter 14.

The final step before the first partial assembly of the CP platform is the assembly of the cross
beams Pos. 3 (IPE 240). Between the 4 supports (2x Pos. 29 and 2x 30) a cross beam Pos.3,
each with 2 screws (M12 x 50mm), 4 washers and 2 nuts, is fitted on each side of the top
supports to the head plate.
NOTE: The assembly of the 3 cross beams has been described in detail in chapter 13.

ATTENTION: during assembly make sure that the 2 steel beams are aligned horizontally
before tightening the 8 screws.

ATTENTION: it must always be ensured that the rope slings are not placed too far outside at
the beam or too far inside, otherwise the beam might twist during lifting.

For the assembly of the first half of the CP platform fit 4 cross beams IPE 240 (Pos. 3) to
the 5 supports (3x Pos. 29 and 2x 30). Immediately afterwards the 2 longest radially
running steel beams IPE 140 (Pos. 5 and 10) are fitted between the centre support
(Pos. 26) and the 2 outer supports (2x Pos. 30) to stabilize this first partial assembly.

Following important remark is only valid for a DVOR counterpoise with a built-in ladder
at the edge!
ATTENTION: Only one of the four IPE 140 steel beams with Pos. 8 has 4 holes at the
outer end for mounting the ladder! This steel beam has the Pos. 8-1!
It is important to ensure that this multi-component steel beam (Pos. 8-1 and
12) is mounted in the position on the platform where the built-in ladder will
later be mounted!
In the current assembly state only the 4 wind braces marked in the drawing below can be
fitted.
Each wind brace consists of 4 galvanized round rods with 12 mm diameter. On the one side
there is a welded flat steel with attachment hole and on the other side an M12 thread. For
tensioning the round rods the turnbuckles supplied are used. A lock nut is used on one side of
the turnbuckle to secure it.

Fit the first part of the wind brace (round rod, Pos. 45), each with 1 screw (M16x45mm), 2
washers and 1 nut, to the bottom flange of the support (Pos. 27 and 30) and deposit it on the
ground.
NOTE: the screws are only tightened after the wind braces have been fully assembled to
the supports and tensioned.
Before each of the second parts of the wind brace (round rod, Pos. 45) is fitted to the top
flange of the support (Pos. 27 and 30) a lock nut must be screwed into the top or bottom round
rod. The turnbuckle is then screwed into both round rods.

Lift the end of the wind brace (Pos. 45) and also fit it, each with 1 screw (M16x45mm), 2
washers and 1 nut to the top flange of the opposite support (Pos. 27 and 30).
The wind braces (2x Pos. 44 and 1x Pos. 43) are fitted in the same manner between the
supports 27 and 28 or 29 and 30.
NOTE: All wind braces are only fully tightened after the CP platform has been fully
assembled.
NOTE: The turnbuckles and both threads must be protected against corrosion with cold zinc
paint after assembly.
NOTE: the round rods for 7 and 10m CP have a diameter of 20 mm and a M20 thread at
one end.
24 L-profiles (Pos. 16; L-60x6) are mounted along the outer edge of the counterpoise between
the 24 beams (IPE 140) with 4 bolts each M12x50mm, 8 washers and 4 nuts.

ATTENTION: it must be ensured that the outer 24 L-profiles (Pos. 16; L-60x6) have been
fitted above the IPE 140 steel beams!

16. Assembly of the support beams for the steel mesh mats
The support beams for the steel mesh mats are fitted, each with 2 hexagon screws M8x40, 4
washers and 2 nuts between the 24 radially running IPE 140 steel beams.
The following support beams are included in the scope of delivery of the 26m CP platform:

The support beams are fitted from below to the 24 radially running IPE 140 steel beams.
ATTENTION: After the complete CP platform and the wind braces have been assembled,
all screw connections are tightened.
NOTE: We recommend cutting the steel tapes to length in advance and pre-mounting the
turnbuckle on one end of the tape.
Necessary lengths and number for the 2 different steel beam types for a platform with a 26 m
diameter:
IPE 140: 700 mm, approx. 290 tapes
L40, L50; L60: 500 mm, approx. 400 tapes
U65 500 mm, approx. 200 tapes
Necessary lengths and number for the 2 different steel beam types for a platform with a 30 m
diameter:
IPE 140: 700 mm, approx. 350 tapes
L40, L50, L60: 500 mm, approx. 550 tapes
U65 500 mm, approx. 200 tapes
Turn the steel tape over and thread the end of the tape into the turnbuckle as illustrated in the
following 2 pictures.
Using pliers, press the steel tape together until the radius of the tape is approximately the
same as the thickness of the turnbuckle.
Using pliers, press steel tape together again between the 2 lugs to prevent the turnbuckle from
slipping back again.
The steel mesh mats are laid out starting from the centre of the CP platform.
NOTE: The placement / position of the individual steel mesh mats can be seen in the
drawing of the counterpoise platform page 2. On the left hand side on sheet 2 the
layout of the 65 steel mesh mats is shown. On the right hand side it can be seen
that the steel mesh mats are offset by a few centimetres from the four IPE 140
steel beams offset by 90° (Pos. 5x10). The offset is required to allow for the
easier assembly of the rope clamps and for them to not rest directly on the IPE
140 steel beams.
CAUTION!: because it is not possible, to walk on the steel mesh mats, wooden floor
boards or plates must be placed onto the platform to lay out the mats.
Start with steel mesh mat no. 1. This is placed onto the specified position in the centre of
the CP platform and aligned parallel to the steel beam (Pos. 10).

This steel mesh mat is first secured with Banimex tape to the 2 steel beams (Pos. 10). The
distance between the tapes is approx. 800 to 900 mm.
Below follows the description of how the steel mesh mats are secured to the steel beams with
the pre-assembled Bandimex tapes.
NOTE: 2 Bandimex tools including operating instructions are supplied. Read the
operating instructions before starting the installation.
The turnbuckles can be placed on the upper side or the lower side of the steel
beams. The advantage of installation on the underside is that the turnbuckle lies
flat on the beam and the wires of the mats are pressed firmly onto the beam.
If installation is on the upper side, the turnbuckle should be situated either directly
on a mat wire or on the right on the edge of the beam.
Before the steel tape is placed around the beam, it makes sense to bend the tape on the left
side of the steel beam by 90°. When folding the tape, ensure that the 2 lugs of the turnbuckle
are on the right edge of the steel beam.
Place steel tape around the beam and thread the free end of the steel tape through the loop of
the turnbuckle.
Thread the steel tape into the Bandimex tool. When using the tool, ensure that the lever for
trimming the steel tape is on the left side.
To position the steel tape correctly, the lever for securing the steel tape must be pushed away
from the tool.
The steel tape is tensioned with the crank. The maximum tension is reached when the steel
tape cannot be pulled any further through the loop.
NOTE: If the lead screw stroke is not adequate, the tool must be repositioned. When
repositioning the tool, ensure that the steel tape is pointing upward, otherwise the
tape will slip back again.
Once the steel tape has been tensioned, press the tool to the other side until it is flush with the
2 lugs of the turnbuckle.
ATTENTION: While pressing the tool to the other side, the crank must be unscrewed
slightly.
Pull out the tool out approx. 3 to 4 cm before trimming the steel tape. The tool is released by
lifting the lever that secures the steel tape. Ensure that the tool is left in this position, otherwise
the steel tape could be pulled back again.
When the tool is in this position, press the lever for trimming the steel tape to the left.
The excess steel tape must be flush with the turnbuckle loop and on the tensioned steel tape.
A few blows with a hammer will do this.
Then tap both of the turnbuckle lugs onto the projecting steel tape using a hammer.
To improve the clamping, bend the end of the steel tape back again by 180° over the 2 lugs
and tap against the turnbuckle using the hammer.
After the first steel mesh mat has been fixed with the Bandimex tapes on the 2 steel beams,
the next mat is laid on the left (Pos. 6) and right (Pos. 2) of the first mat.
Before the mats are secured to the steel beams with the Bandimex tape, the mats are
connected loosely with rope clamps at a distance of 300 mm.
NOTE: The nuts of the rope clamps are only loosely tightened. After the mats have been
properly placed and fastened to the steel beams with Bandimex tapes, the nuts of
the rope clamps are tightened.
ATTENTION: when assembling the steel mesh mats always make sure that a waviness of
the mat surface of max. +/- 30 mm is not exceeded.
Once the steel mesh mat no. 7 has been laid, the edge pieces (no. 49 and 51) are laid on the
right and the left.
NOTE: it is recommended to cut the outer edge pieces of the steel mesh mats roughly to
size on the ground using a bolt cutter. The precise trimming of the mats takes place
at the top of the CP platform. The trimmed segments can be used again elsewhere
on the edge of the counterpoise.
The cut surfaces must be coated immediately with the supplied lime zinc paint.
Do not trim the mats with an angle grinder!
Cut the mats off with bolt cutters at the edge of the counterpoise.
The steel mesh mats are also secured with Bandimex tapes at the L60 angle profiles at the
edge of the CP platform.
The next rows of steel mesh mats above and below the first row are always laid offset by half
the mat length. The mat offset has the purpose of preventing the mats from bending up or
down too much at the corners.

NOTE: When all steel mesh mats have been laid on the platform, give the cut surfaces at
the edge of the CP platform a second coating of lime zinc paint.
NOTE: Before the 24 antenna ring segments are installed on the steel beams, the steel
mesh mats may have to be cut out. The cut surfaces must be treated with lime zinc
paint direct after cutting.

50 mm, 4 washers and 2 nuts

The antenna ring segments are bolted to the beams with 4 bolts M12 x 50 mm each.
The 2 masts are clamped between the 2 UPN 65 profiles each 445 mm to the right and left
outer edge of the antenna ring. See image on the next page.
Before the 48 masts for the side band antennas are installed, the exact positions must be
marked on each antenna ring segment.
Place an antenna mast at each of the marked positions. Place 2 U profiles under the base
plate between the U profiles of the antenna ring segments and tighten securely using a pre-
assembled bolt, washer, serrated lock washer, and nut.
Ensure that the outer edge of the base plate is parallel to the antenna ring.

The steel mesh mats are each secured with Bandimex tapes at the right and left of the
antenna ring segments.
The lateral openings in the antenna masts must all face left (when viewed from the center of
the counterpoise).
Before the 50 masts for the side band antennas are installed, the exact positions must be
marked on the antenna ring segments. A mark is made every 864 mm on the outer U profile of
the antenna ring segment.
The distance between the first and last mark must not be more than ±0.5% (e.g. 864 = ±4.5
mm). If the distance is greater, the marks have to be redone.
Place an antenna mast at each of the marked positions. Place a U profile under the base plate
between the U profiles of the antenna ring segments and tighten securely using a pre-
assembled bolt, washer, serrated lock washer, and nut.
Ensure that the outer edge of the base plate is parallel to the antenna ring.
The lateral openings in the antenna masts must all face left (when viewed from the center of
the counterpoise).
When all antenna masts have been installed, the steel mesh mats are secured on the antenna
ring segments with Bandimex steel bands.
ATTENTION: After the complete installation of the counterpoise, the gap between the
concrete foundation and the metal base plates of the supports must be filled
with non-shrinking mortar/concrete.

The top cover and the cover on the shelter wall are mounted on the side walls with M8x40 mm
bolts.
NOTE: the RF cable tray is used when the 2 Commutator units are mounted outside at the
upper end of the center support profile (HEA 140).
The RF cable tray is installed between the HEA 140 center support (pos. 26) and the shelter.

The 48 or 50 RF antenna cables are routed inside the HEA 140 steel beam down to the cable
box or cable tray. The cables are secured with cable ties inside the steel beam every 500 mm.

ATTENTION: These tubes are secured with 3 Bandimex tapes each in these IPE 140 steel
beams. For a description of the Bandimex tape see chapter 17.
The tubes are positioned in the steel beams in a manner that they still have
approx. 400 mm distance to the steel beam at the centre. See picture on the
next page.

Both mast variants can be assembled on each of the eight horizontal IPE 140 steel frames
(Pos. 3). The DME mast is bolted to the IPE 240 steel beam with 4 bolts M12 x 50 mm, 8
washers and 4 nuts.

The base plate of the DME tilt down mast must be positioned above the steel mesh mats to
allow the mast to be folded down by 90°. For this reason the adapter piece is mounted
between the base plate of the DME mast and IPE 240 steel beam (Pos. 3).
The adapter piece and the DME mast are fitted with 4 screws M12x50mm, washers and nuts
each to the ILE 240 cross beam (Pos. 3).
The top 2 lugs are screwed with 2 screws M12x50mm, 4 washers and 2 nuts to the base plate
of the DME mast.

1.8 m below the CP platform 2 steel plates are connected to the 3, 5, 7 or 10m high support of
the CP with 2 screws M12 x 50mm and Lindapter. Before mounting them to the support the
Dehn clamp (301029) is still screwed to the longer steel plate.
The HVI power cable is connected to this clamp during a subsequent step.

The vertical lightning arrester is pre-assembled on the ground. It consists of a 2.5 m long
lightning spike, a 5m long support tube and a 6m long HVI power cable.
NOTE: A detailed assembly instruction for these parts can be found in the installation
instructions by Dehn.
The support tube of the vertical lightning arrester is inserted into the 3 pipe clamps in a
manner that the pipe rests at the bottom on the lug of the clamping device. Tighten the screws
of the 3 clamps.
ATTENTION: it must always be ensured that the 2 rubber sleeves are located correctly in
the pipe clamp.
it must also be ensured that the HVI power cable is not squeezed or
damaged during the assembly of the support tube in the clamping device.
Bend the HVI power cable carefully and connect it to the Dehn clamp.
ATTENTION: it must always be ensured that the HVI power cable is laid without tension.

The clamping devices are pre-assembled on the ground. A pipe clamp is screwed to each
clamping device (fasteners???). The support tube for the horizontal lightning arrester is
attached to these 3 pipe clamps during a subsequent step.
The Dehn clamp (275240) is assembled at the bottom of the long clamping device.

The 3 clamping devices are connected to the IPE 140 steel beams with 2 screws M12 x 50
and 2 Lindapters each.
To the 3, 5, 7 or 10m high support 2 steel plates each are connected with 2 screws M12 x 50
and 2 Lindapters.
Before assembling the plates at the support a steel plate is screwed to the Dehn clamp
(275240) and a second steel plate to the Dehn clamp (301209).
The top plate with the Dehn clamp (275240) is mounted to the support 1315 mm below the CP
platform.
The bottom plate with the Dehn clamp (301209) is mounted to the support 1800 mm below the
CP platform. The HVI power cable is connected to this clamp during a subsequent step.

Following steel parts are needed for mounting the built-in ladder to the DVOR CP platform.
L-profile 3
Remark: The small L-profile on the right side is not needed for the assembly of the ladder.
The L-profile 1 (Pos. 162) is mounted at the end of the radially running steel beam IPE 140
(Pos. 8-1) with 4 hexagon screws (M16x45mm), 8 washers and 4x M16 nuts from underneath
to the IPE 140 beam.
Place the ladder on its foundation block and lean against the CP platform.
Loosely fix the ladder with 4 hexagon screws (M16x45mm), 8 washers and 4x M16 nuts to the
L-profile 1 (Pos. 162)
Position the ladder correctly on the foundation block and mark the 2 fixing holes.
Move the ladder backwards and drill 2 holes with a final diameter of 16 mm. The holes are
drilled deep enough to insert 2 expansion anchors until only approx. 20 mm of the thread
protrudes beyond the base plate of the ladder.
Reset the ladder and insert the M16 expansion anchors into the holes, insert a washer and
screw on the M16 nut. Knock the anchors in with a hammer. Use a wooden piece that the
thread of the anchor will not be damaged.
Tighten all 4 nuts using a size 24 open-ended spanner or ring spanner.
Tighten the 4 hexagon screws (M16x45mm) on the upper fixing point of the ladder.
The L-profile 2 is mounted from top to the radially running steel beam IPE 140 (Pos. 8-1) with
2 hexagon screws (M10x30mm), 4 washers and 2x M10 nuts.
