Documentation

The following documentation is to be submitted along with the Bid:

(i) Technical Specification of the item.


(ii) Schematic wiring diagram and Outline dimension of offered equipment;
(iii) Printed Catalogue containing the operational feature, constructional features, materials for
components and other relevant detail technical information of the offered items. Meter
should clearly be identified the types, values, performance curves, wiring diagrams,
dimensions etc. All performance curves such as error curves due to variation of voltages,
frequencies, temperature, load, powers range 10% to 120% of the rated value, power
factors range 0.5 lagging to unity shall also be included.
(iv) Type test report along with the test results of the offered type Meters shall be submitted.
These tests shall be from testing laboratory as stated in Article no. 3.2.2.
(v) Quality assurance certification of the manufacturer that conforms to ISO 9001.

Approval of Drawings
The successful Tenderer shall submit five (05) sets of Drawings and other technical information of
the offered goods to the office of the CE (P&D), DESCO within seven (07) days from the date of
signing of the contract agreement, for approval. No work shall be performed in connection with
the fabrication and manufacture of the offered goods until the drawings and technical data have
been approved. The cost of supplying drawing shall be borne by the supplier.

Test on Sample Meters


The Purchaser shall conduct the following tests on the sample meters submitted with the tender at
its own testing laboratory or any other laboratory deemed suitable by the purchaser to carry out
the specified tests. The Purchaser shall inform the tenderer the date, time and place of testing on
their submitted samples and the tenderer may attend the said test. Failure to pass the test may not
be considered for further evaluation and accordingly may be declared technically nonresponsive.
1. Accuracy Test (Limits of error due to variation of the current and due to other quantity
influencing the accuracy)
2. Starting Test and Running Test.
3. Initial Start-up of the meter.
4. Tamper and fraud protection as specified in Section 7: Technical Specification.
5. Any other mandatory electrical or mechanical requirements as specified in section 7: Technical
Specification.

Type Test Certificate for meters, CT & PT

The tenderer shall submit the type test certificate of 110 V 3 Phase, 4 Wire 3 element solid state
programmable meter from the following testing laboratories. If the tenderer fails to submit the
test reports from any of the mentioned laboratories , the submitted tender of that tenderer shall
not be considered for evaluation.

e. Underwriter’s Laboratory (USA),
f. MET Laboratories Inc. (USA),
g. Essef (France),
h. European Measuring Directives (MID) recognized lab,
i. Japan Electric Meters Inspection Corporation (Japan)

The type test certificates shall clearly indicate the following:

Name, address and country of the testing authority


Date of testing
Name of meter type tested
Number of pages of the type test certificates
Manufacturer’s identify/catalogue reference number etc.
Basic parameters
The standard to which the meter type tested.
Comments and observations of the testing authority

The type test certificates shall be submitted in complete form as furnished by the testing
authority. Incomplete type test certificates or part of certificates will not be considered. The
tenderer shall also submit the Type Test reference number and contact person from the
independent laboratory for the purpose of verification, if required by the Purchaser.
