What is your stand or opinion about the Anti-Terror Bill? Do you agree with
its implementation?
Yes, I agree with the implementation of Anti-Terror Bill. The Anti-Terror Bill must now be called Anti-
Terror Act since it is already signed by the President of the Philippines. This law now clearly substitutes
the Human Security Act of 2007 for penalizing acts of terrorism and must be upheld to be implemented
throughout the country. The provisions of the said Act constitute guidelines and penalty provisions that
will strengthen the chance of our country to repel, if not obliterate, the acts of terrorism that is
destroying the welfare of the public in general and being condemned globally.

The Anti-Terror Act pursues to amend and repeal the Human Security Act of 2007 (HSA) and strictly
punish those who will propose, incite, conspire, participate in the planning, training, preparation, and
facilitation of a terrorist act; including those who will provide material support to terrorists, and recruit
members in a terrorist organization.

The Anti-Terror Act does not deprive us of our rights to have our day in courts of justice; to file cases
against potential abuse of power and authority that might violate our certain inherent constitutional
rights. On the final note, law abiding citizens must not be threatened by this Act since it only wants to
prevent and as much as possible defeat unlawful doings like the acts of terrorism.

It is important to understand and tackle the fact that a law before being enacted must first pass the
procedural standards laid down by the 1987 Constitution, specifically on Article VI Sections 26 and 27. A
law that was duly passed has always the presumption that it has been studied well by the Congress and
by the President, before it can be enacted and implemented to the public in general. Only the Honourable
Supreme Court can declare a law to be invalid and unconstitutional for it to be declared as unlawful and

One of the most recent acts of terrorism that affected our country at large is the Marawi siege that totally
destroyed the certain City where the acts of terrorism happened and affected our economy on the
national level. This kind of terrorism acts should be prevented and the Anti-Terror Act will be one of the

against acts of terrorism. Our country as a signatory and member of the United Nations, should duly abide
by the generally accepted principles of international law as established and stated in our Constitution
