A RESOLUTION RECOMMENDING THE AWARD OF CONTRACT THRU

PUBLIC BIDDING FOR THE PROCUREMENT OF SUPPLY AND DELIVERY
OF VARIOUS ICT EQUIPMENT AND COREL DRAW GRAPHICS
SOFTWARE UNDER THE DOE LOCALLY FUNDED PHILIPPINE
CONVENTIONAL ENERGY CONTRACTING PROGRAM

WHEREAS, the Bids and Awards Committee (BAC) conducted a Competitive

Bidding, particularly Public Bidding for the Procurement of Supply and Delivery of
Various ICT Equipment and Corel Draw Graphics Software under the DOE Locally
Funded Philippine Conventional Energy Contracting Program on 27 August 2020 with
an approved budget for the contract (ABC) in the amount of Php1,017,000.00;

WHEREAS, this procurement was included in the Department’s CY 2020 Annual

Procurement Plan duly approved by Secretary Alfonso G. Cusi;

WHEREAS, the 1st Invitation to Bid was posted continuously in the websites of DOE
and PhilGEPS and in DOE Bulletin boards from 17 June to 14 July 2020, as required
under Section 21, Rule VII of the 2016 Revised Implementing Rules and Regulations
(IRR) of Republic Act (R.A) 9184. However, no bidder submitted their bids and
therefore declared a failure of bidding;

WHEREAS, after mandatory review of Terms of Reference, the 2 nd Invitation to Bid

was posted continuously in the websites of DOE and PhilGEPS and in DOE Bulletin
boards from 06 – 27 August 2020, as required under Section 21, Rule VII of the
2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (R.A)
9184;

WHEREAS, the opening of the Technical Proposals including the Eligibility

Requirements and Financial Proposals was held on 27 August 2020;

WHEREAS, two (2) bidders submitted Technical Proposals including the Eligibility
Requirements and Financial Proposals, wherein U-Bix Corporation submitted a bid of
Php75,000.00 for 1 unit Photocopying Machine only; and I-Equity Technologies Corp.

submitted the following bids; 4 Units Desktop with Anti-virus (Php300,000.00), 3
Units Laptop (Php232,800.00), 1 Unit High Speed Scanner (Php71,850.00), 1 Unit
Digital Single Lens Reflex Camera (Php50,000.00), 2 Units Travel LCD Projector
(Php47,960.00), 1 Unit ID Maker (Php69,950.00), 3 Units Mobile/ Portable Printer
(Php53,970.00), 1 Unit Photocopying Machine (Php89,800.00) and 1 Lot Corel Draw
Graphics Software (Php49,950.00);

WHEREAS, the post-qualification evaluation was conducted by the BAC-TWG on

03 September 2020 for both bidders, I-Equity Technologies Corp. and U-Bix
Corporation;

WHEREAS, based on the result of the post-qualification submitted by the BAC-TWG,

I-Equity Technologies Corp. and U-Bix Corporation complied with all the
requirements as indicated in the attached summary and adopted by the BAC in its
Regular BAC Meeting no. 29 on 15 September 2020, the award of contract to
I-Equity Technologies Corp., and U-Bix Corporation for being the Lowest Calculated
Responsive Bidders based on the schedule below is hereby recommended;

NOW, THEREFORE, in view of the foregoing, and upon motion duly made by
_______________________, the proponent of the activity, the BAC has resolved, as
hereby it is, RESOLVED to:

1. APPROVE the BAC-TWG findings and recommendation for the award of

contract for the Procurement of Supply and Delivery of Various ICT
Equipment and Corel Draw Graphics Software under the DOE Locally Funded
Philippine Conventional Energy Contracting Program, to I-Equity
Technologies Corp., and U-Bix Corporation in the amounts of
Php966,280.00 and Php75,000.00, respectively;

2. RECOMMEND to the Undersecretary, the approval of the award of the above-

mentioned contract; and,

3. FURNISH the Commission on Audit, for its information and reference, a copy
of this Resolution immediately after its approval by the Undersecretary;

RESOLVED AND ADOPTED by the DOE Bids and Awards Committee this 15th
September 2020 at the Energy Center, Rizal Drive, Bonifacio Global City, Taguig
City, Metro Manila.
