Sub:- Purchase Enquiry for purchase of High pressure Hydraulic Rubber Hose Pipe for ID Fan Brg. Water line of
2X250MW unit No. 10 & 11, Sarni

DEAR SIR,

Sealed quotation for supply of material as per attached schedule has to be submitted in two envelops i.e. (i) EMD
Rs. 2000/- (ii) Price Bid. These two envelops are to be kept in one sealed envelope. This envelop should be properly
superscribed that this Envelop contains two envelops of EMD and Price bid against respectively enquiry with due
date of enquiry opening. If nothing is mentioned on the sealed envelope the offer will not be considered for opening
and shall be out rightly rejected & shall be returned unopened to respective bidder. First of all envelope of EMD will
be opened. The offers received without EMD shall not be considered for further opening.

1. DUE DATE :- Your offer should reach this office by Post/Courier latest by 06.02.2019 By hand offer shall not be
accepted
2. PROCEDURE FOR FILLING UP OFFER: - The firm should submit their offer containing technical details, rate
and commercial Terms & condition duly signed in original in a sealed envelopes superscribing QUOTATION on
the top and this office ENQUIRY NO and DATE on the left of the envelope before the due date.
3. EARNEST MONEY :- The earnest money of Rs. 2000/- shall be submitted in the form of DD drawn in favour of
Sr. Account Officer, MPPGCL, Sarni payable at SBI/UBI Sarni only, if exempted from paying earnest money
deposit, necessary certificate of the competent authority should be kept in the envelope, The envelope should clearly
superscribe details of contents.
The following are exempted from paying earnest money.
A. Purchase of materials through DGS & D /GeM rate contracts.
B. PSU’s Govt. Sector Companies (State & Central) like BHEL, NTPS, Railways/RITES/IOCL/HPCL/BPCL/CIL
etc & reputed technical institutes like GEC/IIT/NIT etc.
C. MPLUNL, M.P. Agro Industries Development corporation Limited, NSIC, DIC, And SSIC Industries registered
with the Directorate of Industries, Go MP as per following rules-
a. Exemption shall be provided to the firms whose average turnover for preceding three years is less than
Rs. 25 Cr. For availing the same, they will have to provided related documentary evidences certified by
practicing CA.
b. After availing exemption of EMD, if any supplier fails to comply the order, the Director of Industries
should be immediately apprised of failure of it.
c. Bidder have to provide Notarized valid competency Certificate issued to their industries/ firm for the
respective work/item (and not the acknowledgement given by department for the application submitted)
for claiming such exemption.
4. F.O.R. :- Destination/Exoffice/ Constn : Stores/.
5. PAYMENT :- Payment would ordinarily be made in 45 days or on turn as per queue, whichever is later. The
MPPGCL shall not be liable for any interest.
6. SECURITY DEPOSIT :- Not Applicable.
7. VALIDITY :- The Offer should be valid for 120 days from the due date.
8. GAURANTEE :- The material offer should be guaranteed against defective material or Workmanship for a period
of 18 month from the date of despatch or 12 month from the date of commissioning.

9. PENALTY :- If the material is not despatch as per delivery schedule of the penalty @0.5% (1/2%) per week or part
there of would be imposed subject to maximum of 10% of the value of the undelivered material.
10. DELIVERY PERIOD :- Preference will be given to shorter delivery period (Not more than 60 days)
11. LATE RECEIPT OF QUOTATION: - Quotation received late will not be opened at all and telegraphic offer will
not be considered.
12. GST :- As per prevailing rules of the Govt. GST Implemented w.e.f. 01.07.2017 (GST No. 23AADCM4472A1ZZ)
13. INSURANCE :- Insurance shall be arranged by the Firm,

14. MODE OF DESPATCH :- The material should be despatch through railway. However, your offer should clearly
mention the deviation if any. In case of despatch through road transport, only payment against of material will be
made and no other payment term is acceptable.

15. REGISTRATION OF THE FIRM :- It is necessary to have registered your firm in the office of the Chief Engineer
(Gen.) MPPGCL, Sarni, otherwise, future enquiries may not be given to your firm.
16. The quoted rate should indicate the following break-up necessarily.
(i) Ex-Work Price (ii) Packing and forwarding.
(iii) Freight. (iv) Insurance.
(i) GST as applicable
Please note that GST or any other tax will be paid only on Ex-work price therefore the above break-up is
necessary. While submitting the offer P&F and freight are generally indicated as extra or at actual. Please note 1% of
the order value is payable towards P&F only, Similarly, 2% of order value towards freight is payable in case of
placement of order the firm within the state.
However this limit is extended to maximum 4% in case of placement of order to the firm outside the state.
While submitting the offer above, limits should be taken care-of in case of deviations to the above limits the exact
amount towards P&F and freight may please be indicated with proper reason.
17. Please submit the photo copy of orders for supply of above item to other Electricity Board/Govt. organization in
support of rate justification along with offer.
