CRISIS / DISASTER

MANAGEMENT PLAN

Objective: Disasters, affect nations all over the world. Bangladesh is often faces natural
calamities like floods, tornados, cyclones, hurricanes, earthquakes and droughts may occur
in different parts of the country. At times, the same area is subjected to floods and drought
situation in successive seasons or years. Fires, accidents, power failures, bomb threats, civil
unrest etc can also be identified as potential life threatening disasters. While not all
calamities can be predicted and prevented, a state of preparedness and ability to respond
quickly to a calamity or disaster can considerably mitigate loss of life and property and the
human suffering and restore normalcy at the earliest. The Objective of the manual is to
identify the importance of disasters which might be of threat to the …………………. Ltd.
which is situated at ………………. has formulated a plan of action in dealing with contingencies
that arise in the wake of any disaster.

Identification of Disasters Different disasters can be distinguished from each other in


terms of their nature and extent of their impact. Calamities like earthquakes, hailstorms,
avalanches, landslides, etc. occur quite suddenly but they are restricted in their impact in
terms of time and space. Similarly, though floods and cyclones occur with some element of
warning, yet their occurrence is confined in duration. Drought, on the other hand, spans
over a much longer time-frame and its adverse impact on the economic activities and life of
an area is of a more lasting nature. The measures required to meet the threats posed by
different calamities, therefore, differ considerably in terms of disaster preparedness and
amelioration (the act of improving something, or the process of getting better) of the
economic and social life of the affected people. People who are prepared for such an event
have a better chance of survival. Preparation ensures that if disaster occurs people are
ready to get through it safely and make an efficient response. Preparedness means figuring
out what you'll do when a disaster occurs, planning for problems that may occur during the
disaster, and practicing the plan.

FIRE
What to do during a fire?
Fires can be very dangerous and deadly. Several fire safety measures can be used to help
prevent serious injury or death during a fire. First, keep fire extinguishers in handy
locations Establish fire escape routes and teach all employees what to do in case of a fire.
1. React quickly and calmly – Refer the hand book provided by the company.
2. Evacuate the building as soon as you hear the fire alarm. (fire alarms are placed in the
factory premises where it is audible to all employees)
3. Call fire department – call from any cell phone in the factory. Phones are fitted with tie
lines where any person can contact the required emergency service with out any hassle.
4. Use fire extinguishers. Specially trained fire fighters are available in the factory
compound and all these trained employees have been assigned to a distinguished fire point.
Evacuation procedures:
1. Evacuate the building immediately. Follow the arrow marks and evacuate the building
from the nearest exit.
2. Meet at the assigned assembly area outside of the building.
3. Supervisors should check all areas of the building to make sure everyone has evacuated.
4. Supervisors will verify, according to the work schedule, that all employees are outside
the building.
5. Supervisor checks the list with the actual attendance and verifies all employees have
evacuated safely.
6. Admin manager/maintenance Manager will meet the firefighters and direct them to the
fire location.

Once the fire is out:


1. Remove the smoke
 Turn off the AC units.
 Open every door and establish security as needed.
 Use portable fans supplied by Maintenance or the Fire Department.
2. Clean up water (be careful of electrical hazards)
 Elevate material, product, and equipment off the floor to prevent water damage.
 Push water out of the building with squeegees, brooms and sweepers. Make sure
there are no potential electrical hazards.

Document all expenses: Document all expenses and damages incurred as a result of the
emergency. Take photographs of damages.

ACCIDENTS
In case of an employee injury:
1. Immediately assist the employee, if necessary. Do everything reasonably possible to
make the injured person comfortable and prevent further injury. Wheel chair is provided in
the facility for easy transportation.
2. If needed or requested, help the employee get medical attention.
3. Document the accident scene and attempt to:
 Determine the cause of the accident.
 Gather the names and addresses of all witnesses.
 Photograph the accident scene.
4. Complete an accident report immediately.
5. Report accident to the Environmental, Safety & Health Specialist within 24 hours. In
addition to ESH Specialist, if serious injury occurs contact the Admin Manager.

TORNADO
If there is a threat of a tornado:
1. Monitor the Weather Channel radio.
2. Assign an employee who is familiar with the local geography to monitor the track of the
tornado. Never send anyone outside the building to watch for the tornado.
3. Safe areas should be close to walls/support columns at the center or back of building on
the lower level, and away from glass walls, glass entry ways windows.
4. Check on location of flashlights and first aid kit(s).
If a tornado or severe weather is detected in the vicinity of the building:
1. Make an announcement in the building that the National Weather Service has sounded a
Tornado Warning for this area. Direct employees to move away from windows and move
toward the center or back of the building. Employees are to stay there until the 'all-clear'
has been given."
2. Supervisors should check all areas of the building to make sure everyone has moved to a
designated storm shelter. Don't lock exit doors or prevent anyone from leaving the building
if they insist upon leaving.
When the "all clear" is given over the weather radio:
Make this announcement: "May I have your attention, please. The National Weather Service
has given an ‘all-clear' for this tornado warning. Thank you for your cooperation”
If there is any property damage as a result of the tornado:
1. Establish control and security immediately.
2. Don't put any employees in danger.
3. Inspect the building and assess damage:
 Roof
 Structural
 Merchandise
 Product
 Material
 Equipment

4. Call the Admin Manager, Factory Manager, and Environmental, Safety


& Health Specialist.
If the roof is leaking:
 Cover material, product and equipment with plastic.
 Place trash cans under leaking areas.
 Elevate material, product, and equipment off the floor to at least pallet height.
 Rope-off damaged areas.
 Place caution signs by area.
If there is water in the building:
Push water out of the building with squeegees, brooms, sweeper. Make sure there are no
potential electrical hazards.

Document all expenses: Document all expenses and damages incurred as a result of the
emergency. Take photographs of damages.

EARTHQUAKE
Once the tremors begin:
1. Seek cover.
2. Get under a desk, table or other sturdy object.
3. Brace yourself in an inside corner away from windows and falling objects.
4. Get in a hallway or doorway.
5. Stay in a protected place until the shaking stops.

Once the tremors have stopped, determine the following:


1. Are there any injuries or is the building damaged?
2. Is there a need to evacuate the building?
3. Are there any gas or water leaks in the building? (If needed, shut off the gas/water valve
to the building.)
Evacuate the building if employee safety is threatened:
1. Evacuate the building.
2. Meet at a predetermined assembly area outside of the building.
3. Supervisors should check all areas of the building to make sure everyone has evacuated.
4. Supervisors will verify, according to the work schedule, that all employees are outside
the building.
If there is any property damage as a result of the earthquake:
1. Establish control and security immediately. If necessary, establish Contract Security.
Inspect the building for damage, if it's safe to do so:
Exterior walls.
Roof cracks or shifting of HVAC Units.
Falling ceiling tiles and overhead obstacles.
2. If there is any question or concern about safety, wait for an "Expert" (e.g. Police, Fire
Dept.) to conduct an inspection before entering the store.
3. Check for the allowing:
 Gas/water leaks (shut off affected areas).
 Roof/sprinkler leads.
 Fires.
 Chemical spills. Rope off all chemical spills.
4. Call the Admin Manager and Factory Manager.

Document all expenses: Document all expenses and damages incurred as a result of the
emergency. Take photographs of damages.

HURRICANE

If there's a threat of a hurricane:


1. Contact the Admin Manager for assistance. Notify Factory Manager.

2. A designated employee should monitor the radio for weather information.


3. Assign an employee who is familiar with the local geography to monitor the track of the
hurricane.

4. Test the emergency generator and check fuel level if applicable.

5. Determine if "shut off" of water, gas and electricity is necessary.

6. Check all HVAC units to make sure that all access panels are secure.

7. Check First Aid Kits and re-supply if necessary.

8. Ensure that all roof drains are free and clear of debris.

9. Contact the Admin Manager and Factory Manager for board-up direction.
10. Review evacuation procedures with your employees.

If a hurricane is detected in the vicinity of the building:

1. Install Board-Up Kits as directed by the Admin Manager .

2. Elevate material, product, and equipment - to at least pallet height - off of the floor.
3. Have all employees go to a secure area.

Evacuate the building if employee safety is threatened:


1. Evacuate the building.

2. Meet at the predetermined assembly area outside of the building.

3. Supervisors should check all areas of the building to make sure everyone has
evacuated.

4. Supervisors will verify, according to the work schedule, that all employees are outside
the building.

If there is any property damage as a result of the hurricane:

1. Establish control and security immediately. If necessary, establish Contract Security.

2. Don't put any employee.

3. Inspect the building and assess damage:


 Roof
 Structural
 Material
 Product
 Equipment
If there is any question or concern about safety, wait for an "Expert" (e.g. Police, Fire
Dept.) to conduct an inspection before entering the store.

4. Call the Admin Manager and Factory Manager.

If the roof is leaking:


 Cover material, product and equipment with plastic.
 Place trash cans under leaking areas.
 Elevate material, product and equipment off the floor to at least pallet height.
 Rope-off damaged areas.
If there is water in the building:
 Push water out of the building with squeegees, brooms, sweeper/wet-vac. Make sure
there are no potential electrical hazards.
Note: Admin Manager will contact restoration contractors.

Document all expenses: Documents all expenses and damages incurred as a result of the
emergency. Take photographs of damages.

FLOOD
If there's a threat of a flood:

1. Assign an employee who is familiar with the local geography to monitor the track of the
flood.

2. Contact the Admin Manager for sandbagging procedures.

3. Elevate all material, products and equipment at least 12-inches off the floor (pallets will
work).

If the flood is detected in the vicinity of the building:


1. Begin sandbagging operations.

2. Make sure material, product and equipment is elevated.

3. Turn off electric power at the main switch gear when the building is ready for evacuation.

Evacuate the building if employee safety is threatened, and /or you are ordered to
evacuate by civil authorities:

1. Evacuate the building.

2. Meet at the predetermined assembly area outside of the building.

3. Supervisors should check all areas of the building to make sure everyone has evacuated.

4. Supervisors will verify, according to the work schedule, that all employees are outside
the building

If there is any property damage as a result of the flood:

1. Establish control and security immediately. If necessary, establish Contract Security.

2. Call the Admin Manager and Factory Manager to report the damage:
 Roof
 Structural
 Material
 Product
 Equipment
If there is any question or concern about safety, wait for an "Expert" (e.g. Police, Fire
Dept.) to conduct an inspection before entering the building.

3. Enter the building with caution. Snakes and other animals may have entered the
building. Be sure that appropriate personal protective equipment is provided and worn.

4. The Admin Manager or Factory Manager will check the electrical service before turning on
the power.
5. Inspect the building to assess damage:
 Structural
 Material
 Product
 Equipment

Document all expenses:


Documents all expenses and damages incurred as a result of the emergency. Take
photographs of damages.
POWER FAILURE
In the event of a power failure:
1. Determine if you need to evacuate the building (see below).

2. Protect material, product, and equipment (see below).

3. Contact your local power company.

If the power failure affects the building location and surrounding area in your community:
 Ask the power company when they anticipate that the electrical services will be
restored.
 Shut down any equipment that could be damaged when power is restored.
If the power failure affects building location only:
 Conduct a site inspection to determine any obvious reasons for a power outage.
 Call the Admin Manager or Factory Manager and your local power company to
restore power.
4. If the decision is to evacuate the store, contact District Manager and Regional Manager.

Evacuate the building if employee safety is threatened:

1. Evacuate the building.

2. Meet at the predetermined assembly area outside of the building.

3. Supervisors should check all areas of the building to make sure everyone has evacuated.

3. Supervisors will verify, according to the work schedule, that all employees are
outside the building.

BROKEN WATER MAIN

In the event of a broken water main:

1. Determine if the water main is a domestic or fire sprinkler main.

2. Locate and turn off the valve controlling the source of the water to the main.

3. Contact your water utility for assistance.

4. Call the Admin Manager and Maintenance Manager:


 Give the Admin Manager the details of what type of water main broke.
 Be sure to inform the Admin Manager if you turn off a Fire Sprinkler main. If so, the
Admin Manager will contact our fire insurance carrier to inform them of the fire
system impairment.
Once the water main has been closed:
Clean up water.
 Be cautious of electrical hazards.
 Elevate material, product, and equipment off the floor to prevent water damage.
 Push water out of the building with squeegees, brooms, sweepers and wet-bags.

Document all expenses:


Document all expenses and damages incurred as a result of the emergency. Take
photographs of damages.

GAS LEAK
In the event of a gas leak:

1. Contact your gas utility for assistance.

2. Locate and turn off the gas valve immediately.

3. Open doors to promote cross-ventilation.

4. Call the Admin Manager and Factory Manager.

Evacuate:
Evacuate the building if employee safety is threatened.

1. Evacuate the building.

2. Meet at a predetermined location outside of the building.

3. Supervisors should check all areas of the building to make sure everyone has evacuated.

4. Supervisor will verify, according to the work schedule, that all employees are outside the
building.

BOMB THREAT
If you receive a bomb threat:

1. Stay calm. Don't panic. Don't hang up.

2. Listen carefully to what the caller is saying, let them talk, don't interrupt.

3. If possible, find out or ask caller the following questions:


 When is it set to go off?
 Where is it located?
 What does it look like?
 Why are you doing this?
 Where are you calling from?
 Who is this?

4. Make the following notes to yourself:


 Description of voice, male or female, young or old, accent, background noise, time
of call.
 Write down as soon as possible key statements that were said.
5. Notify the Admin Manager . The Admin Manager is responsible for calling Police and
reporting bomb threat.

React to the bomb threat quickly and calmly:

1. Bomb Threats are a crime and must be reported to police.

2. Shut down the following electronic equipment:


 Beeper/Pager Systems
 Electronic Article Surveillance Systems
 Walkie-Talkies
 Cellular Phones

Management will direct a search of the premises:


 Management will meet and execute Bomb Threat Search Policy & Procedure.
 If a suspicious package, sack, briefcase or anything else you don't recognize is seen,
don't touch it!

Evacuate the building if:


 The Admin Manager or Police will decide whether or not to evacuate the store.
 A suspected explosive device is found in the building,
 Or A second bomb threat is received, within the time specified by the caller, and the
search is not complete,
 Or the safety of employees is threatened.

Evacuation procedures:
1. Evacuate the building.

2. Meet at the predetermined assembly area outside of the building.

3. Supervisors should check all areas of the building to make sure everyone has evacuated.

4. Supervisors will verify, according to the work schedule, that all employees are outside
the building. Do not discuss what has happened with the press or other stores.

CIVIL UNREST
If a civil unrest appears imminent, based on observations or assessment by
authorities:

1. Contact your local Police.

2. Contact the Admin Manager.

Close the plant if directed to do so by the Admin Manager :

1. Evacuate all employees not essential to supervise closing.

2. Protect material, product, and equipment.

3. Secure the building.

Evacuation procedures:

1. Evacuate the building.

2. Meet at the predetermined assembly area outside of the building.


3. Supervisors should check all areas of the building to make sure everyone has evacuated.

4. Supervisors will verify, according to the work schedule, that all employees are outside
the building.

To protect material, product, and equipment:


 Stop any expected deliveries or reroute to other areas.

Secure the building for civil unrest:

1. Implement Board-Up Procedures as directed by the Admin Manager.

2. Secure all perimeter openings:


 Fire doors
 Roof hatches
 Dock doors

3. Check flashlight locations and install new batteries.

4. Ensure all sprinklers valves are locked in the "open" position.

VIOLENT ATTACK/SHOOTING
If a violent attack or shooting occurs:
 Don't attempt to apprehend or detain the attacker.
 Don't do anything to jeopardize your safety or the safety of others.
 Carefully note the physical description of the attacker, including any distinguishing
characteristics.

After the attacker has left the premises:


1. Call the Police.

2. Care for injured employees.

3. Write down a description of the attacker, escape vehicle and license plate number if
possible.

4. Call the Admin Manager .

Media inquiries:
Refer all media inquiries to the Police or Admin Manager .

BLOODBORNE PATHOGENS

Blood borne incidents:


A blood borne incident is any situation or accident where there is a potential exposure to a
person's blood or body fluids.

Precautions:
Take universal precautions whenever responding to blood borne incidents:
 Assume all blood and body fluids are infectious.
 Wear personal protective equipment.
 Use a protective "pocket mask" when performing rescue breathing.
Decontamination objects:
Every object and area affected by blood or body fluids must be decontaminated:

1. Only those FACILITY Employees who have had Blood borne Pathogen Training may
perform decontamination.

2. Wear personal protective equipment. (You'll find protective gloves and goggles in the
Blood borne Pathogen Kit located in the Supervisor’s office.)

3. Throw away any trash (like latex gloves or paper towels) in the red biohazard bag as
regular waste.
4. Wash hands thoroughly with soap and water.

PROTEST
In the event of a protest:
 When any employee becomes aware of the event, they should immediately inform a
Supervisor or Manager. The Supervisor or Manager will immediately inform the
Admin Manager.
 The Admin Manager should immediately contact all department Supervisors and
Managers and alert them to the situation - see attached contact list.
1. The Police should also be notified.
 The Admin Manager should then approach the demonstration and accept any
petitions/leaflets handed to him/her, without comment.
 The Admin Manager should make it clear that the protesters are not allowed to
demonstrate inside the building, nor obstruct employees or persons conducting
business with FACILITY.
 The Admin Manager should not attempt to enter into any detailed dialogue with the
protesters
 FACILITY employees will not be made available for comment to the media.
 The General Manger will, however, offer the supplied prepared statement and
appropriate PR contact information to any and all media. If possible, fill-out the
media inquiry form and forward to the NIKE PR contact.
 If protesters cause disturbance or disruption, the Admin Manager or Factory
Manager will identify herself/himself and ask them to leave. If they do not, the
Police must be contacted.
 If the media enters the building with cameras, employees should direct the media
to the Admin Manager.
